The Missouri State Auditor’s Office has given a rating of “fair” after looking into the Office of the Director of the Missouri Department of Public Safety.

State Auditor Tom Schweich released the audit Thursday. Schweich said the most significant finding deals with the cost, planning and oversight of the Missouri State Interoperability Network (MOSWIN).

“While everyone appreciates the good work DPS does throughout the state, particularly in disaster situations, this finding shows a lack oversight and questionable fiscal decisions with the Missouri State Interoperability Network,” Schweich said.

“I hope they will follow our recommendation and improve the fiscal oversight of this program. Savings realized from better oversight will help make funds available for other worthwhile public safety programs.”

According to the report, the office has not provided adequate planning and oversight of the MOSWIN.

It did not prepare a comprehensive analysis of the estimated cost of various system types, did not prepare a budget of estimated project costs or adequate estimates of the future costs of maintaining the MOSWIN system, and did not adequately track, budget or monitor project costs.

The office had no proof it received project deliverables prior to paying for them, lacked support for how it allocated MOSWIN costs, and has not accounted for or tracked some equipment purchased.

Scheich says the State Interoperable Executive Committee did not always follow Sunshine Law requirements.
