Blast frigid air coming this way

(AP) Screen Shot 2014-01-03 at 5.58.41 PMWinter is normally cold, but tundra-like temperatures are soon poised to deliver a rare and potentially dangerous sledgehammer blow to much of the Midwest, driving temperatures so far below zero that records will shatter.

One reason, according to one meteorologist, is a “polar vortex” that will send cold air piled up at the North Pole down to the U.S., funneling it as far south as the Gulf Coast.

Temperature records will likely be broken during the short, yet forceful deep freeze that will begin in many places on Sunday and extend into early next week.

Cities and states are taking precautions. Minnesota called off school for Monday, the first such closing in 17 years, because of projected highs in the minus teens and lows as cold as 30 below.

Tigers rally past Oklahoma State to win Cotton Bowl

MUARLINGTON, Texas (AP) — Henry Josey ran for 92 yards and three touchdowns, the last a 16-yarder with 3:08 left, and No. 9 Missouri beat No. 13 Oklahoma State 41-31 in the Cotton Bowl on Friday night.

The former Big 12 and Big Eight rivals traded points on six consecutive possessions in the fourth quarter, until Oklahoma State quarterback Clint Chelf was sacked and fumbled with a minute left. Defensive lineman Shane Ray picked up the ball and rumbled 76 yards down the sideline in front of the stunned Cowboys bench to score.

SEC East champion Missouri (12-2) matched its school record for victories, giving the SEC its 10th win in the last 11 Cotton Bowls — all against the Big 12.

Josey’s go-ahead TD came a play after James Franklin’s 27-yard pass to Dorial Green-Beckham on third-and-9. Franklin, the Missouri quarterback plagued by injuries the last two seasons, had two fumbles earlier in the second half when Oklahoma State (10-3) overcame a 10-point deficit to tie it in just over 3 1/2 minutes.

Ray had been dragged into the end zone by Desmond Roland when the Oklahoma State running back bulled through the line for a 2-yard TD run with 5 minutes left to give the Cowboys their only lead of the night. Ray hit Roland immediately at the line, but couldn’t keep him from scoring.

Franklin was only 15 of 40 passing for 174 yards with an interception in the first half.

Chelf threw for 381 yards and two touchdowns with two interceptions, completing 33 of 57 passes. He also ran 10 times for 48 yards, including a 23-yard run on third-and-10 only a few plays before All-SEC defensive end Michael Sam sacked Chelf and knocked the ball loose.

That gave Sam 11 1/2 sacks, the most in the SEC and matching a school record.

Missing Kansas man found dead at state park

LAWRENCE, Kan. (AP) — A Lawrence disc jockey whose friends reported him missing has been found dead on the grounds of a northeast Kansas park.

The manager of Clinton State Park said that a body found Friday morning has been identified as that of 26-year-old Michael Packard.

No information was released about the cause of death, but Lawrence police spokeswoman Kim Murphree says foul play is not suspected.

Packard was last seen on New Year’s Eve at The Granada Theater, where he was working the door. Friends filed a missing person report Friday morning after Packard missed his DJ shift at The Bottleneck’s weekly Thursday night dance party.

 

KC’s first 2014 homicide victim identified

Police-150x150(AP) A 40-year-old man has been identified as Kansas City’s first homicide victim of 2014.

Police issued a brief statement Friday naming Jose Medellin as the person found shot to death at an apartment building around 8 p.m. Wednesday. It’s not known if Medellin was a Kansas City resident.

 Witnesses at the scene of the New Year’s night killing reported seeing two people running from the building.

Kansas City recorded 106 homicides in 2013.

Government moves to appeal surveillance ruling

10th Circuit Court of Appeals logo(AP) — Government lawyers are asking the U.S. Circuit Court of Appeals in Washington to overturn a federal judge’s ruling that threatens the National Security Agency’s practice of collecting every Americans’ telephone records every day.

The Justice Department filed its notice of appeal Friday. Meanwhile, Larry Klayman, the opposing lawyer who spearheaded the case against the NSA said he will ask the appeals court to refer the case directly to the U.S. Supreme Court.

U.S. District Judge Richard Leon ruled last month that the NSA phone records program was likely unconstitutional, so the government’s appeal was expected. In a separate case, a district judge in New York last month upheld the NSA program as lawful. The ACLU, which lost that case, said this week it will appeal that case.

 

Police department loses dog to illness

Atchison police(AP)  Members of a northeast Kansas police department are mourning the loss of a four-legged colleague known for helping crack big cases and letting children pat his tummy.

The Atchison Police Department’s tracking and narcotics detection dog Bear died Wednesday of a terminal medical condition. The department says Bear died surrounded by fellow officers, and a private memorial service is planned next week.

Atchison Police Chief Mike Wilson said Bear came to the department in January 2008 and worked with Cpl. John Ross.

The dog assisted the biggest methamphetamine and high grade marijuana seizure in department history. He also helped track down and apprehend a dangerous felon.

But Bear was also known for being gentle with schoolchildren, sitting patiently while they patted his belly.

 

New Lieutenant In Troop H

A state trooper with long times to the area has been promoted to lieutenant. Shawn Skoglund is an 18-year veteran of the Patrol.

Skoglund will be designated as the Troop H District II lieutenant.

After graduating from the Patrol’s Law Enforcement Academy in 1995, he was assigned to Troop B, and lived in Moberly.

He transferred to Troop H in 1998 and was assigned to Zone 2, Maryville, MO.

Skoglund was promoted to the rank of corporal in 2000, and transferred to Zone 1, Mound City, MO.

He was promoted again to the rank of sergeant in 2002, and transferred to Zone 9, Chillicothe, MO.

Lieutenant Skoglund is married to Shannon (Galbreath), formerly of Bolckow, MO.

Harrison County Drunk-Driving Saturation Results

MSHP trooper in trafficA New Years Eve saturation patrol in Harrison County New Years Eve turned up no drunk drivers.

But Missouri State Highway Patrol troopers arrested three people on misdemeanor warrants, issued citations for about a dozen violations and issued warnings to 35 motorists.

“We are pleased that none of the drivers stopped for traffic violations were intoxicated,” said Captain Duane Robinson, commanding officer of Troop H.

“Removing impaired drivers from the highways is a priority for the Missouri State Highway Patrol.”

Robinson says the location for the saturation was selected due to an elevated number of alcohol-related traffic crashes and impaired drivers.

In a news release, the patrol listed these enforcement contacts made during the operation:

Longtime Voice Of Troop H To Retire

Shf Sgt ShfThe longtime voice of Troop H is retiring this spring.

Sergeant Sheldon Lyon is stepping down from the Missouri State Highway Patrol to take the top post at the St Joseph Safety and Health Council.

Lyon is retiring after 29 years with the MSHP.

For the last 15 years Sergeant Lyon has been the voice of Troop H, serving as Public Information and Education Officer.

Lyon will replace Jackie Spainhower as executive director of the St Joseph Safety and Health Council effective April 1.
