Mo. man charged in New Year’s Day murder

police(AP) – A 68-year-old man has been charged in the shooting death of another man at a rural home in west-central Missouri.

Benton County prosecutors on Thursday charged Randall Rollins with second-degree murder in the death of 23-year-old Brandon Shute, of Cole Camp. The shooting occurred early Wednesday at the older man’s home in Lincoln.

Rollins did not have a lawyer Thursday, and does not have a listed phone number.

A sheriff’s deputy wrote in court documents that Shute’s wife called saying her husband had been shot. The wife said Shute had tried to choke her while she was sleeping, and that she heard a gunshot from the doorway.

The deputy also wrote that Rollins said he had gone to the bedroom with a gun but that it fired accidentally.

 

Western Mo. Man Dies in Mobile Home Fire

(AP) – A suburban Kansas City man has died after a fire destroyed his mobile home, where authorities said he stored ammunition.

The FIRE3home was engulfed in flames by the time Belton firefighters arrived at the mobile home park around 8:30 a.m. Thursday.

The man’s name was not immediately released, and investigators were still looking for the cause Thursday afternoon.

A woman who lived next door described the victim to The Star as an older man who used two canes to get around and heated his home with space heaters.

Neighbors reported hearing popping noises as the fire burned. Belton Deputy Fire Chief Kevin Livingston said police believe the sounds were from ammunition in the home going off.

Mo. revenues up

(AP)  missouri office of AdministrationMissouri revenues have grown by slightly less than 3 percent through the first half of the state’s budget year.

Figures released Thursday by the state Office of Administration show Missouri’s general revenues stood at nearly $3.9 billion at the end of December. That was up more than $100 million from the same period a year earlier _ a growth rate of 2.8 percent.

Missouri’s 2014 fiscal year began last July and ends this coming June 30.

Individual income tax collections mirrored the growth rate in total revenues. Sales taxes grew at a faster rate of 6.4 percent.

Corporate taxes, which comprise a smaller portion of the budget, were up nearly 22 percent compared with the first half of the previous fiscal year.

ST. JOSEPH – Michael William “Bill” Massengale, 66, went home to be with the Lord on Tuesday, December 31, 2013 surrounded by his family after a courageous battle with cancer.
He was born October 28, 1947 in Graham, Mo., son of Pauline Ruth and Johnnie Massengale. He graduated from Nodaway/Holt high school and joined the Navy serving two tours of duty during the Vietnam era. He served in the Traffic Department of the St. Joseph Police Department and joined the Missouri Air National Guard 139th Airlift Wing.
While in the Air Guard he was the First NCO to receive the Col. John B. Logan Award. He also served in Desert Shield/Desert Storm in 1990-91. He retired as a Master Sergeant from the Guard in 2002. He worked part-time as a driver for the Medicine Center and retired in 2008. He was a member of the VFW, Wesley United Methodist Church, and Missouri Air National Guard Retiree Association. He also served as a scout leader for Boy Scout Troop 215.
He loved to travel with his wife, reading and fishing with his children and grandchildren. He married Terry McKay in 1990 and they shared 23 years together she survives of the home. Bill was preceded in death by his parents; brother-in-law, Donald Gray; and son-in-law, Dillard Marshoff.
Survivors include, his wife, Terry Massengale of the home; son, Michael (Zoe) Massengale of Riverview, Fla.; daughter, Yvette Marshoff of St. Joseph; step-daughters, Laura Smedley, and Cheryl Johnson; step-son, Michael Johnson of St. Joseph; 11 grandchildren Bryon and Calen Wilcoxson, Amber Massengale, Amanda Smedley (William Unzicker), Joshua Massey, Amber and Katie Johnson, Emma Green, Makenize, Isabella and Samantha Massengale; great-grandsons, Brayden, and Kamdyn; sisters, Kay Dolph and Eleanor Gray of Savannah, Mo.; brothers-in-laws Eugene (Annette) McKay, St. Joseph and John (Karen) McKay, Easton, Mo.; several cousins; nieces; nephew; and a host of friends.
The family will receive friends from 6 to 8 p.m., Tuesday, at the Rupp Funeral Home. Memorial services will be conducted at 10 a.m., Wednesday, January 8, at the Rupp Chapel. Interment will follow at the Prairie Home Cemetery Graham. Military Honors under the direction of the Missouri Air National Guard 139th Airlift Wing. Flowers are appreciated and for those wishing to make a contribution, the family request they be made to the Wesley United Methodist Church or the Hands of Hope Hospice.

Family Seeks $1M Damages From Prison Where Killer Died Serving Life Term

Roger Hollister mugTOPEKA, Kan. (AP) — Relatives of a man who died while serving a life sentence for killing a northeast Kansas woman are seeking $1 million in damages and threatening to file a lawsuit.

The family of Roger Hollister sent letters last month to the Kansas Department of Corrections, the Nemaha County Attorney’s Office, the Atchison County Sheriff’s Office, the Kansas Bureau of Investigation and a former prison health care contractor.

The letters allege that infirmary staff at the El Dorado Correctional Facility failed to adequately treat Hollister before the 61-year-old died March 20. He was convicted in 2011 of first-degree murder in the death of 58-year-old Patricia Kimmi, of rural Horton.

Kimmi disappeared in November 2009, and her remains weren’t found until May 2010.

MoDOT Warns Of Refreezing Roads

MODOT orange on bluegreyMoDOT is warning motorists about refreezing on Northwest Missouri highways overnight.

The new year started with a new snow storm and Missouri Department of Transportation crews have been working around the clock to clear roadways.

As the sun sets and temperatures begin to fall, however, melting snow and wet roads can refreeze making black ice a concern on roadways, especially on bridges and overpasses. MoDOT urges renewed caution when driving even if roads appear to be clear.

“Our crews have been out working to clear state highways in Northwest Missouri since the first flakes started to fall,” said MoDOT Northwest District Engineer Don Wichern. “They’ve been able to get many roads back to a clear or near normal state, but that could mean wet and wet roads have the potential to refreeze.”

Currently, all major routes in Northwest Missouri are clear of snow and ice, but they could be wet or even refreeze as the temperatures drop. MoDOT crews will continue to work to plow lower volume roads over the next few days.

Year-End Highway Death Totals Dramatically Lower

Missouri Highway Patrol  MHPThe State of Missouri has seen a dramatic drop in traffic fatalities since 2005.

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announced some encouraging year-end statistics from the highways of the Show Me State.

Missouri recorded 741 traffic fatalities in 2013. This is a 41 percent decrease from the 1,257 fatalities recorded in 2005.

Each year for the past seven year period, with the exception of 2012’s slight increase, the number of traffic deaths has dropped.

This is only the second time since 1949 that Missouri has experienced less than 800 traffic fatalities.

The total number of traffic crashes has decreased as well. While the total crash information for 2013 is not available at this point, from 2005 to 2012 the total of all Missouri traffic crashes decreased 21%.

“This is an important trend that the Patrol would like to see continue,” said Col. Replogle. “Every trooper is committed to working with other agencies to further reduce the number of traffic deaths in our state. We believe education and enforcement encourage safe driving, which results in fewer traffic fatalities. I want to thank the public for helping to make this year safer than last year.”

Of the 741 people killed in traffic crashes in 2013, 63% of those required to be restrained, were not at the time of the crash. The Patrol encourages motorists to protect themselves by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint.

Chiefs Star To Lead Mayor’s Prayer Breakfast

dustinKansas City Chief Dustin Colquitt will be the keynote speaker at the Mayor’s Prayer Breakfast in Saint Joseph. Mayor Bill Falkner says the Pro Bowl punter is an exciting choice for the May first event.

Colquitt was a consensus first-team All American at the University of Tennessee, a third-round draft pick of the Chiefs in 2005. Last year he signed a five-year contract that made him, at that time,  the NFL’s highest-paid punter. In 2010 he won the Ed Block Courage Award, presented annually to players voted by their teammates as role-models of inspiration, sportsmanship, and courage.

MWSU Seeks Drum Major for Justice Nominations

Martin Luther KingThe Center for Multicultural Education and the Division of Student Affairs at Missouri Western State University are calling for nominations for the Drum Major for Justice Award, honoring the legacy and selfless leadership of Dr. Martin Luther King Jr.

The award will be presented to individuals who are committed to social justice, multicultural education, service and, for student nominees, academic excellence. It is given to one Missouri Western student, one Missouri Western employee, and one member of the St. Joseph community.

All nominees will be invited to the Martin Luther King Banquet on Jan. 22, 2014, where the winners will be announced.
