Landmark Commission scrutinized for grants given to members

The St Joseph City Council voted on Monday to postpone the reappointment of the chairwoman of the city’s Landmark Commission, Isobel McGowan. This is the third time her nomination has been postponed.

Council members Joyce Starr and Ken Beck have voiced concerns over members of the commission receiving grants under a preservation program they manage.

Ms McGowan told the council she did nothing wrong by accepting grant money while on the commission.

She also said she has no plans to apply for additional grant money.

The Landmark Commission may approve grants under $25,000. The city council must vote on any grants larger than that.

Officials have said an ordinance is being prepared that would bar members of the commission from receiving grant money. The council is expected to discuss the matter during a work session in the next couple of weeks.
