The Joint Committee on Education is trying to design a formula for funding higher education in Missouri. Chairman David Pearce, State Senator from Warrensburg, says plugging institutions into a formula can be a challenge. 

Pearce says a dozen states now base higher education funding on performance, so it can be done. He hopes to have a preliminary recommendation for the legislature in January. A final recommendation is due at the end of next year.
