KANSAS CITY, Mo. (AP) — A Kansas City, Missouri, 18-year-old is accused of fatally shooting a suburban father who had been trying to sell a gun on a grocery store’s parking lot.

Jackson County prosecutors on Tuesday charged Fazon Swinton with second-degree murder, second-degree robbery, armed criminal action and leaving the scene of a shooting.

Authorities say Jacob Branter of Lee’s Summit was shot and killed April 3 outside a Price Chopper store. Prosecutors allege that Swinton made arrangements to buy a handgun from Brantner but stole it instead, running off before exchanging gunfire with Brantner.

Swinton later was treated at a hospital for a bullet wound.

Online court records don’t show whether Swinton has an attorney.

No federal charges in Kansas accidental commencement shooting

casing, bullet, gunAUGUSTA, Kan. (AP) — No federal charges will be filed against a concealed weapon permit-holder who wounded himself and a bystander when the gun he stuffed into his sock accidentally discharged at a southern Kansas high school graduation ceremony.

The Wichita Eagle reports that there’s an exception to the federal gun-free school zones law that allows holders of state-issued concealed-carry permits to carry their weapons in school zones. Bureau of Alcohol, Tobacco, Firearms and Explosives spokesman John Ham says that means the man cannot be prosecuted under the law for bringing the gun to the Augusta High School commencement on Sunday.

The man was shot in the foot when he adjusted his sock. A woman was struck in the calf.

State charges remain possible. Police haven’t yet provided the case to county prosecutors

St Louis Metro Police
ST. LOUIS (AP) — Prosecutors have charged a former St. Louis police officer with first-degree murder in a 2011 shooting that killed a 24-year-old man after a chase.

St. Louis Circuit Attorney Jennifer Joyce charged 35-year-old Jason Stockley on Monday. A judge ordered him held without bond.

Stockley is in custody in the Houston area. Online court records don’t show whether Stockley has an attorney.

Prosecutors say Stockley was on duty when he fired into 24-year-old Anthony Lamar Smith’s car after supposedly witnessing a drug transaction.

Prosecutors say that during an ensuing chase, Stockley could be heard on an in-car video saying he planned to kill the suspect. They say he fired five times into Smith’s car when it stopped. All five bullets hit Smith.

The incident that led to one of the largest wrongful-death settlements stemming from a police shooting in the city’s history.

Keystone Pipeline section replacements planned

keystone pipelineLINCOLN, Neb. (AP) — A Canadian-based company plans to replace sections of its Keystone pipeline so the company can begin pumping oil at higher pressure.

The Lincoln Journal Star reports that some of the sections of TransCanada Corp.’s pipeline don’t meet federal strength standards.

The company must replace those sections so it can pump oil at higher pressure. TransCanada spokesman Terry Cunha told the newspaper that running at the higher pressure “allows us to be more efficient with our operations.”

The work is scheduled to begin this month and extend through 2017 in Nebraska, South Dakota, Kansas, Illinois and Missouri. The 30-inch pipeline first went into operation in June 2010. A portion of the pipeline crosses under Doniphan and Buchanan counties on its way to the refining and storage cluster in southwest Illinois.

In November President Barack Obama killed the company’s plans to expand Keystone with a second international crossing.

Former Missouri deputy admits role in fraud scheme

courtSPRINGFIELD, Mo. (AP) — A former western Missouri sheriff’s deputy has admitted in federal court his role in a wire-fraud scheme involving a former jail inmate.

Former St. Clair County deputy Michael Mullaney of Lowry City pleaded guilty Monday in Springfield to charges that he stole public funds.

William E. Parker of Fort Ritchie, Florida, pleaded guilty in February to a charge of wire fraud.

Authorities say that after Mullaney arrested Parker for burglary in 2010, the two schemed to claim more than $5,000 in unjustified unemployment benefits for Parker through the state of West Virginia.

Prosecutors say Mullaney completed an online form with Parker’s personal information to fraudulently certify Parker’s eligibility for unemployment benefits.
