Obama seeks $250M to help Puerto Rico fight Zika

mosquitoSAN JUAN, Puerto Rico (AP) — The Obama administration is seeking $250 million in federal funds to help Puerto Rico fight an increase in Zika cases after the governor declared a public health emergency.

The U.S. territory’s representative in Congress says the money would be used in part to help boost health services provided to pregnant women. Pedro Pierluisi said Monday that the money also would be used for prevention and detection.

The island has 22 confirmed cases of the mosquito-borne virus. Among them is a pregnant woman in her first trimester and a man who developed a temporary paralysis condition known as Guillain-Barre. Researchers have tentatively linked the virus to birth defects.

President Barack Obama will ask Congress to approve the funds for Puerto Rico as part of a $1.8 billion emergency Zika funding request.

Missouri Democrat proposes gun ban for domestic abusers

gunJEFFERSON CITY, Mo. (AP) — A proposal to keep firearms out of the hands of domestic abusers appears to have little chance in Missouri.

More than a dozen states have strengthened laws over the past two years on gun ownership for convicted domestic abusers, a rare area of consensus in the national gun debate.

St. Louis Democrat Representative Stacey Newman’s bill would ban those convicted of domestic violence or sexual offenses from possessing guns, as well as those with protective orders against them.

Republican House Speaker Todd Richardson says it’s unlikely such a proposal will pass out of the House. He cited GOP support of gun rights.

An Associated Press analysis of FBI data shows more than 200 people were killed with guns by spouses, ex-spouses or dating partners in Missouri from 2006 to 2014.

JEFFERSON CITY, Mo. (AP) — A Missouri lawmaker says he’s pleased that a colleague dropped a restraining order against him, but says the man was trying to hurt his reputation.

Representative Courtney Allen Curtis confirmed Friday he dropped the restraining order against Representative Michael Butler. Curtis and Butler are St. Louis-area Democrats.

Curtis says Butler swung at him January 19th outside a union reception over a dispute on a right-to-work bill.

Butler said in an email Saturday he’s pleased “at the outcome of this legal matter” but disappointed in Curtis and others who helped with what he called “a political attempt to harm” his reputation.

Curtis was the only Democrat to vote in September in favor of enacting right-to-work legislation that would have banned mandatory union fees.

Curtis said Saturday the restraining order wasn’t political.

JEFFERSON CITY, Mo. (AP) — Missouri state Representative Genise Montecillo is talking about her suicide attempt in hopes of helping others dealing with suicidal thoughts and depression.

Montecillo tried to kill herself in June 2015. She said childhood abuse and subsequent depression led to her attempt.

The St. Louis Democrat says she hopes her story can give others the courage to seek help.

Montecillo has publicly cited her attempt while backing legislation on mental health this year.

She’s spoken on the House floor for a bill that would create a panel of medical school representatives and a mental health official. The committee could do research to lower the risk of suicide and depression among medical students.

Montecillo also says she supports proposals to require school districts to adopt policies on suicide awareness and prevention.
