Life plus 50 years for the murder of new bride

TOPEKA, Kan. (AP) — A man has been sentenced to life in prison plus 50 years for the shooting death of a Kansas woman just hours after her wedding.

Awnterio Dwan Lowery, 31, was sentenced Thursday for the death of 42-year-old Tiffany Davenport-Ray.

Prosecutors say in May 2014 Lowery and two other men shot at the Topeka woman and her husband, Melvin Ray, as they were driving to a post-reception gathering. Prosecutors say Melvin Ray, who was driving, returned fire and his wife was hit by in the crossfire.

Lowery was convicted in July of premeditated first-degree murder and attempted first-degree murder.

A second man, 38-year-old Thomas Earl Brown Jr., is charged with premeditated first-degree murder in Davenport-Ray’s killing. His case is pending.

Attempt to import lethal-injection drugs thwarted

Nebraska Department of Correctional Services patchLINCOLN, Neb. (AP) — An attempt to ship lethal injection drugs from India to Nebraska was thwarted several weeks ago when the items were flagged because they didn’t have proper papers.

Department of Correctional Services spokesman James Foster said Thursday that the supplier tried unsuccessfully to ship the drugs via FedEx late last month.

The Department of Correctional Services spent more than $54,000 to buy the drugs from Chris Harris, a distributor in India, but the U.S. Food and Drug Administration has said they can’t be imported. Nebraska hasn’t executed an inmate since 1997, and the state currently lacks two of the three drugs required for its protocol.

FedEx’s online tracking page says the shipment was flagged because of “improper or missing international paperwork,” and was returned Sept. 4.

Captive snake gives birth without a mate AGAIN

snakeST. LOUIS (AP) — A captive snake in southeast Missouri has become pregnant and given birth without any interaction with a member of the opposite sex, twice in two years. The Missouri Department of Conservation’s Cape Girardeau Conservation Nature Center says it appears that a female yellow-bellied water snake reproduced on her own this summer, just as she did in 2014.

The snake lives without a male companion. This year’s offspring didn’t survive, but two born last summer are on display at the center.

Such virgin births occur in some species through a process called parthenogenesis. It doesn’t happen in mammals but occurs in some insects, fish, amphibians, birds and reptiles.

The conservation department says there have been no other known cases of parthenogenesis by yellow-bellied water snakes.

Puppy found in clothing donation bin quickly adopted

puppyaFERGUSON, Mo. (AP) — A week-old puppy found alive in a St. Louis-area clothing donation bin has a new home.

Nowhere on the charity’s bin does it say puppies are accepted, but that didn’t stop someone from still tossing one into a Ferguson receptacle.

The puppy was found among the contents of the Big Brothers Big Sisters donation bin.

The puppy was taken to an animal hospital. The dog already has been adopted.

County to repair door kicked in during raid on 13 year old babysitter

douglas county NE sheriff patchOMAHA, Neb. (AP) — Douglas County will pay an Omaha family for damage to a door, which deputies kicked in after reporting hearing screams inside the home.

But instead of trouble, deputies found a 13-year-old boy babysitting his 3-year-old brother. Officials say someone called 911 after hearing screams from the house, and deputies say they loudly knocked and announced themselves several times with no answer. Deputies say they forced their way inside after they, too, heard screaming.

When asked why he didn’t open the door, the teen said he had been playing a video game and didn’t hear them until it was too late. Neither the family nor police could determine the origin of the screaming.

The Douglas County Board has approved paying $1,200 in damages.

KC plans to drop minimum wage increase after veto override

coinsJEFFERSON CITY, Mo. (AP) — Kansas City plans to drop a proposed worker pay increase after Missouri lawmakers recently banned higher local minimum wages.

The city attorney said Thursday that he’s recommending repealing a the hike, which would raise the minimum to $13 an hour by 2020.

The Republican-led Legislature earlier this week overturned Democratic Gov. Jay Nixon’s veto of the ban, meaning cities now can’t raise local minimum wages above the state minimum.

Local minimum wages higher than the state’s current $7.65-an-hour minimum in effect before Aug. 28 still are valid. Kansas City elected officials adopted a raise but it wasn’t effective yet.

St. Louis Mayor Francis Slay signed an ordinance for an incremental hike to $11 an hour by 2018 on Aug. 28.

A spokeswoman confirmed the city is moving forward with plans to implement the new ordinance.

Nebraska teen accused of running over woman

Nebraska State SealNEBRASKA CITY, Neb. (AP) — A 17-year-old girl is accused of running her pickup over a woman in the Nebraska City library parking lot.

On Tuesday Otoe County Attorney David Partsch charged the girl with assault, use of a weapon and leaving the scene of an injury accident. The Associated Press generally doesn’t name juveniles accused of crimes.

Partsch says the girl and 22-year-old Amber Shipley got into an altercation outside the Morton-James Public Library about 5:30 p.m. Monday. The girl left to take a friend to work and then returned a parking lot adjacent to the library.

Partsch says the girl drove toward Shipley and ran her over. Shipley is being treated at a Lincoln hospital.

The girl’s father took her to the police station Monday night to surrender.

Man thinks he and son poisoned by meth in hotel coffee maker

Omaha PD badgeKEARNEY, Neb. (AP) — A Nebraska man believes he and his 2-year-old son were poisoned by a methamphetamine-tainted coffee maker at an Omaha hotel.

Travis and Amber Richard and their children spent Labor Day weekend in Omaha.

He says he used the coffee maker and coffee package in their room on Sept. 6 and began to feel weird within 20 minutes.

He says his son also took a sip and got sick on the drive back home to Pleasanton. Both sought medical treatment and are awaiting confirmation from tests.

Omaha police are investigating the incident, but say they doubt the coffee maker was used to make meth. It’s unclear whether a trace of the drug was left by someone using the coffee maker to hide meth.

Federal manslaughter charges filed after Fort Riley homicide

Fort RileyTOPEKA, Kan. (AP) — Federal prosecutors have charged an 18-year-old Riley County man in connection with a shooting death at Fort Riley military base in Kansas.  Juwan Jackson was charged on Wednesday with one count of involuntary manslaughter in Friday’s death of 16-year-old Kenyon Givens.

Prosecutors say Jackson handled a firearm in a reckless manner on Sept. 11 and shot the boy. Both were residents of the base.

Prosecutors say Jackson could face up to eight years in federal prison if convicted. It wasn’t immediately clear if he had obtained an attorney.

Kansas high court to hear challenge to local pot ordinance

marijuana leaf  smallWICHITA, Kan. (AP) — The Kansas Supreme Court is preparing to hear oral arguments about the legality of a Wichita ordinance that lessens the penalties for possessing small amounts of marijuana.

The justices are scheduled to hear testimony on Thursday in a case that could shake up the political landscape as citizens in other communities across the state consider launching similar initiatives.

Wichita voters approved the ordinance in April with 54 percent in favor of the measure, but Kansas Attorney General Derek Schmidt has argued that the ordinance conflicts with state law.

The ordinance imposes no more than a $50 fine for first-time possession of a small amount of pot, while state law deems it a misdemeanor punishable by up to a year in jail and a $2,500 fine.
