Clay County jury to hear St. Charles woman’s trial

hammer-719066_1280 (1)ST. CHARLES, Mo. (AP) — A suburban St. Louis woman accused of killing a disabled man to distract attention from her in another slaying will have her case heard by a jury from western Missouri.

A St. Charles County judge has ordered that jurors for the murder trial of Pamela Hupp be chosen in Clay County, northeast of Kansas City. They will be brought to St. Charles for the trial, scheduled to start Oct. 3.

The St. Louis Post-Dispatch reports Hupp’s attorneys asked for an outside jury because her case has received intense media coverage.

Hupp is charged with murdering 33-year-old Louis Gumpenberger last year at her O’Fallon home. She told police Gumpenberger tried to kidnap her. Prosecutors contend his death was designed to divert suspicion from Hupp in the slaying of another woman.

Woman arrested in Sedalia for husband’s killing

SEDALIA, Mo. (AP) — A woman has been charged in the death of her estranged husband whose body was buried on a Missouri farm.

Thirty-one-year-old Jema Donahue was arrested Saturday in Sedalia and charged with second-degree murder in the death of 31-year-old Javon Donahue, of Knob Noster. Bond is set at $25,000. No attorney is listed for her in online court records.

The probable cause statement says Jema Donahue admitted to using a 22 caliber semi-automatic pistol to kill her husband in her basement. KSHB-TV reports that Jema also told officials that she had help from two others disposing of the body.

She was arrested after Javon Donahue’s body was excavated from a Johnson County farm. It’s unclear how long he was missing. The sheriff’s office says the investigation is ongoing.

Greitens’ social media use draws praise, criticism

JEFFERSON CITY, Mo. (AP) — During his first 100 days in office, Missouri Gov. Eric Greitens has trained with firefighters and police, announced a parental leave policy and various business expansions, and answered online questions from constituents.

He has broadcast it all on his personal Facebook page.

Like President Donald Trump, Greitens has used social media as a primary and sometimes his only means of public communication. It’s an approach unlike any used by previous Missouri governors.

Political use of social media has been growing nationally. In the 2008 presidential primary election, 10 percent of people said they followed candidates or got involved through social media. The Pew Research Center says that in 2016, the number of adults turning to social media for presidential election news had more than doubled to about 24 percent.

Missouri to launch new disability savings accounts program

ST. LOUIS (AP) — Missouri is launching a new program for tax-free savings accounts to help families financially support people with disabilities.

Treasurer Eric Schmitt will announce the program’s start Monday in St. Louis. It will allow people with disabilities or their families to open tax-exempt savings accounts to pay for related expenses.

The savings wouldn’t count toward total assets when determining a person’s eligibility for Medicaid or other benefits.

Other people can give tax-deductible donations of as much as $8,000 to the program, which then will be invested. Married couples can give as much as $16,000.

Schmitt sponsored the legislation when he was a state senator in 2015.

Schmitt’s 12-year-old son Stephen has disabilities. The treasurer’s spokesman Garrett Poorman said Stephen will be the first to open a savings account.

Tesla recalling 53,000 vehicles worldwide for brake problem

RecallDETROIT (AP) — Tesla Inc. is recalling 53,000 Model S sedans and Model X SUVs worldwide because their parking brakes may get stuck and prevent the vehicles from moving.

The recall affects vehicles built between February and October 2016. Tesla says less than 5 percent of the vehicles it’s recalling may be affected, but it wants to inspect them all to make sure.

The vehicles may contain a small gear that was manufactured improperly by a supplier. If the gear breaks, the parking brake could get stuck in place.

Regular brakes aren’t affected by the problem.

Tesla says there have been no accidents or injuries related to the problem.

Tesla will contact owners by mail and start repairs immediately. It expects to have sufficient parts for all of the affected vehicles by October.

Kansas gains jobs, unemployment rate hits 16-year low

TOPEKA, Kan. (AP) — Kansas gained 4,600 private sector jobs last month, and its unemployment rate dropped to the lowest it’s been since November 2000.

A preliminary report released Friday by the Kansas Department of Labor says the seasonally-adjusted unemployment rate dropped to 3.8 percent in March from 4 percent in February. The state gained 3,600 nonfarm jobs over the year. It picked up 4,600 private-sector jobs and lost 1,000 government jobs.

The national unemployment rate also dropped last month. A Friday report from the Bureau of Labor Statistics says it dropped to 4.5 percent in March from 4.7 in February. Kansas is one of 19 states with unemployment rates below the national one.

The report comes a day after officials and university economists forecasted improved tax collections , shrinking the state’s budget shortfalls.

Extra prison time for man who made threats from behind bars

jail prisonST. LOUIS (AP) — A St. Louis County man already in prison for killing an 18-year-old has been given an extra 21 months behind bars for taunting and threatening the victim’s father in a letter.

The St. Louis Post-Dispatch reports that 21-year-old Travon Lawrence of Black Jack was sentenced to 20 years in prison for killing Steven Taylor of Florissant. Eleven days after the sentence, he mailed a letter to Taylor’s father that read, “I got family on the streets that will Kill you …” He signed the letter “Steve Killer” and included a photo of the victim’s body.

Lawrence was indicted in August for the threat and pleaded guilty.

Defense attorney Bobby Bailey says the threats were “lashing out” and not real.

Taylor was fatally shot in November 2014.

Topeka creek contaminated by sewage spill

Kansas Turnpike AuthorityTOPEKA, Kan. (AP) — The Kansas Turnpike Authority is warning the public to stay out of a south Topeka creek following a sewage spill that resulted from turnpike construction.

Turnpike Authority official Rachel Bell tells the Topeka Capital-Journal that the spill at Shunga Creek was discovered Wednesday morning.

Bell says the contamination occurred as subcontractor RD Johnson was preparing to relocate a sewage line on the south Topeka interchange project. The connection became displaced and the sewage was spilled near the project. Officials aren’t sure how much sewage was spilled.

City spokeswoman Aly Van Dyke says the city was notified when it responded to an odor complaint Wednesday.

The Turnpike Authority says it will notify the public about testing results.

Work on the interchange project includes toll plaza and bridge improvements, a realigned northbound exit ramp and improved drainage.

Missouri Senate panel approves budget plan

Missouri senate chamberJEFFERSON CITY, Mo. (AP) — Missouri Senate budgeters have approved a plan to make cuts to in-home and nursing care for disabled residents while slightly increasing money for public K-12 schools.

The Senate Appropriations Committee on Thursday passed its version of a budget for the next fiscal year beginning in July.

The budget proposal would cut in-home and nursing care by requiring people to show more severe disabilities to qualify, although the cuts are not as deep as what Gov. Eric Greitens initially recommended.

The proposal also calls for more basic aid for K-12 schools. The funding still would fall about $40 million short of what’s called for under state law.

Appropriations Committee Chairman Dan Brown says he’s hopeful lawmakers will eliminate a tax break for low-income seniors and disabled renters to address revenue shortfalls.

Homicide victim was sister of girl abducted, killed in 1999

crime scene, case, policeKANSAS CITY, Kan. (AP) — A woman shot to death in Kansas City, Kansas, has been identified as the sister of a girl who was kidnapped 17 years ago while playing outside, driven to Missouri and killed.

The Kansas City Star reports that police said Thursday that 34-year-old Casey Eaton was the person shot to death late Wednesday night. Her body was found in a vehicle.

Her sister was Pamela Butler, who was 10 in 1999 when she was kidnapped while roller-skating near her Kansas City, Kansas, home. Her body was later found east of Kansas City in a wooded Grain Valley, Missouri, field. Keith Nelson was later prosecuted in federal court and sentenced to death for Pamela’s killing.

Police are investigating Eaton’s death and urging anyone with information to call a tips hotline.
