Man charged with making false bomb report in Livingston County

The Livingston County Sheriff’s Office said a man has been charged after allegedly falsely reporting that two improvised explosive devices with trip wires detonated near him while driving a work truck.

James Robert Forbis, 53 of Chillicothe has been charged with a felony of making a false bomb report.

As we previously reported, in May the Sheriff’s Office and the Missouri State Fire Marshall’s Office began investigating the report on a portion of Liv 510 in the northwest part of the county. Sheriff Steve Cox said the Missouri State Highway Patrol Bomb Squad was summoned to the scene by the Fire Marshall’s Office to assist with the investigation. Sheriff Cox said at the time the incident was reported, due to respecting the need of public safety the matter was initially shared in an attempt to raise awareness and gain any leads.

“The bomb squad investigation has concluded there were no explosives or explosive devices present,” Cox said. “July 20 the Missouri Fire Marshall’s Office again interviewed the reporting person and ultimately arrested James Robert Forbis, 53, Chillicothe for alleged Making A False Bomb Report.”

Forbis is being held in the Daviess/Dekalb County Regional Jail on $2,500 cash bail. A preliminary hearing is scheduled for Aug. 2.

Police continue to probe Sunday Faraon St. shooting

The St. Joseph Police Department is continuing to investigate a shooting that injured a man early Sunday on Faraon St.

Capt. Jeff Wilson said officers responded around 2:30 a.m. Sunday to the 2700 block of Faraon St. They found a shell casing in the ally behind 2701 Faraon and noticed that a Silver Ford passenger vehicle had been hit several times.

“Upon further investigation officer located a bullet hole in the back of the home at 2701 Faraon,” Wilson said. “That residence was believed to be vacant.”

Around the other side of the building, officers found multiple shell casings in front of the residence located at 2703 Faraon and bullet holes in the front door. Wilson said lights were on at the time, however, officers could not get anyone to answer the door. After checking the home they did not find anyone inside. Wilson said detectives executed a search warrant on the property and seized firearms and drug paraphernalia.

Later in the morning, officers were called out to Mosaic Life Care when a 20-year-old St. Joseph man came into the emergency room with a gunshot wound to the shoulder. Wilson said the man stated he was walking in the area of Faraon when he was hit by a bullet. He was transported by private vehicle to the hospital.

As of 12 p.m. Monday police did not have anyone in custody in connection with the case. Anyone with information is asked to call the TIPS Hotline at (816) 238-TIPS.

Police identify Brittany Village shooting victims

The St. Joseph Police Department has released the identities of the three victims who were shot last week at Brittany Village Apartments.

As we previously reported, one person died and two others were hospitalized with serious injuries Thursday after a shooting at the apartment complex located at 1605 N. 36th St.

Capt. Jeff Wilson said Kias Bernard, 42 is the individual who died after the shooting incident. The other two victims were identified as Jass Walter, 31 and Fasios Bernard, 37. Wilson said Walter has been treated and released. Wilson said Fasios Bernard may or may not still be hospitalized. The men were from Micronesia. The relationship between the victims was unknown, however, Wilson said it is believed they were all residents at Brittany Village.

As of Monday afternoon no one was in custody in connection with the shooting. The case is still under investigation. Anyone with information is asked to call the TIPS Hotline at (816) 238-TIPS.

Chillicothe fugitive reportedly located in Raytown

The Livingston County Sheriff’s Office said that a more than three-month-long fugitive investigation that began after a man jumped off of the Grand River Bridge in an escape attempt is now over.

According to a news release on Monday, the sheriff’s office was notified that Brian Vincent Bowman, 42 of Chillicothe was arrested by police in Raytown, Mo.

As we previously reported, the sheriff’s office said Bowman is the man who allegedly fled from a Livingston County deputy on April 29 and jumped off the 36 river bridge into the Grand River. Bowman is wanted on Livingston County warrant for alleged probation violation on an original class D felony resisting arrest/detention/stop creating substantial risk of serious injury/death to anyone. Bond was denied by the court.

Sheriff Steve Cox said currently it’s unknown if additional charges will be filed by Raytown authorities.

“Otherwise, Mr. Bowman will be extradited at the first opportunity,” Cox said. “Potential additional charges in Livingston County are pending.”

Planned road work for northwest Missouri, July 24 – 30

ST. JOSEPH, Mo. – The following is a listing of general highway maintenance and construction work in the Northwest Missouri region planned for the week of July 24 – 30 from the Missouri Department of Transportation. In addition to the work listed below, there may be pothole patching, bridge maintenance, striping, brush cutting, guardrail repairs and other road work conducted throughout the region. Many of these will be moving operations and could include lane closures with delays. All scheduled maintenance and construction projects are subject to change.

Staffers assaulted during Tecumseh prison incident

Two staff members at a southeastern Nebraska prison were assaulted Sunday. One of the staffers at the Tecumseh State Correctional Institution received injuries described as serious but not life threatening and required medical treatment.

The facility is secure and all staff are safe and accounted for according to an announcement by corrections officials.

During the incident Sunday morning, inmates in one housing unit gallery refused to return to their cells, but officials said they later did so without the need for force. The Nebraska Dept. of Correctional Services did not release the names of the two guards were assaulted.

Riots at the prison have claimed four lives in just over two years.

Officials at TSCI initially cancelled all visits for the day, but normal visiting schedules resumed by Sunday afternoon, except in Housing Unit 2a.

Transportation Task Force to meet Wednesday in Kansas City

ST. JOSEPH, Mo. – The second meeting of the “21st Century Missouri Transportation System Task Force” takes place in Kansas City next week.

The task force was created during this year’s legislative session with the passage of House Concurrent Resolution 47 sponsored by Rep. Kevin Corlew (R-Kansas City).

It was created to evaluate the current condition of the state’s transportation system and funding levels and to make recommendations.

Corlew is the task force chair and Sen. Dave Schatz (R-Sullivan) is vice chair. The panel includes members of the House of Representatives and Senate, a member of the governor’s staff, the director of economic development, the superintendent of the highway patrol, the MoDOT director, and nine Missouri residents or representatives from non-governmental organizations within the state.

This meeting will focus on an overview of transportation funding activities and transportation infrastructure solutions in other states. Presenting at the meeting will be Kevin Pula, senior policy specialist at the National Council of State Legislatures, and a national transportation infrastructure expert from Kansas City-based HNTB Corporation. MoDOT Director Patrick McKenna and Kansas City District Engineer Brian Kidwell will also make a presentation on the condition of the state highway system.

The meeting is open to the public, and an hour of the meeting will be devoted to public testimony regarding Missouri’s state highway system and its funding. The meeting takes place from 1-3 p.m. on Wednesday, July 26, in Kansas City’s Union Station Board Room.

Cell phone glitch limits 9-1-1 access

St. Joseph police say a local cell phone company is experiencing an outage that limits access to 9-1-1. They are urging you to call the Communications Center directly.

Here’s the Nixle alert posted shortly after 10am Sunday:

“Century Link is currently experiencing a 911 outage. If you have an emergency or need the St. Joseph Police Department, please call 816-271-4777 until further notice. ”

 

 

Crash near Hamilton injures two

Two people were hurt, one of them seriously, in a crash northwest of Hamilton, Missouri in Caldwell County Friday morning.

The Missouri State Highway Patrol repoted the crash at Caldwell Road & JC Penney Drive at 7:35 am Friday. According to the patrol’s crash report, a For Fusion crossed Caldwell Road and hit the rear of a pickup truck.

The driver of the truck was not injured.

The occupants of the Ford was identified as Nikita Powell, 18, of Milan, Mo., the driver, and his passenger Justice Burton, 21, of Hamilton. Burton suffered what were described as serious injuries. Powell’s injuries were described as moderate.

Both were transported to Cameron Regional Medical Center for treatment.
