Suspect in Parkway bomb case to remain in jail without bail

Edward Catron

A man accused of setting off a bomb on the porch of a home on NE Parkway last month will be held without bail as his case continues through the courts.

Edward Catron is charged with knowingly burning or exploding, a class-e felony. In charging documents, police cite reports, witness statements and video evidence to assert that the defendant went to a house at 2402 NE Parkway May 29, where he “planted and ignited an explosive device.” Police say two witnesses identified the defendant.

Officials say the explosion caused extensive damage to the porch and door of the home which could run into the tens of thousands of dollars.

Catron appeared by video-conferencing Tuesday before Associate Judge Keith Marquart, who initially denied bail. Prosecuting Attorney Dwight Scroggins announced that he and defense lawyer Andrew Parmenter reached an agreement not to allow bail, at least for now. Scroggins said that would continue at least until Parmenter can meet with his client and go over the evidence.

Judge Marquart placed the case on the preliminary hearing docket June 20 at 3pm. Catron remains behind bars in the Buchanan County Jail.

Judge raises bail in child-endangerment case

Margaret and Edward Maples
A tearful mother learned Tuesday that a judge was raising her bail, and denying her access to her daughter, in a child endangerment case.

Upon learning more specifics, Buchanan County Associate Circuit Judge Keith Marquart raised the bail for both parents.

The judge said that because of the probable cause statement and the arguments of the prosecutor, the couple would not be likely to receive probation. They could face up to seven years in prison if convicted.

They were arrested last week after an incident in April, in which their young child was discovered with a severe foot infection and bleeding. Assistant Prosecuting Attorney Kate Schaefer told the judge the child required emergency surgery, and could have lost toes to the infection. The victim has been taken into state custody four times in the past.

Both parents have been in jail since their arrest. Each is charged with a class-d felony count of endangerment of a child.  Bail for each was originally set at $2,500 with a $500 cash deposit. But upon hearing the additional details, Associate Circuit Judge Keith Marquart raised bail to $10,000, with a $1,000 cash deposit. Neither parent is allowed to have contact with the victim, which is a common condition set by judges when granting bail.

The pair are both scheduled for preliminary hearings June 30. Both will apply for a public defender.

Outburst leads to contempt of court sentence

WILSON, JOSEPH EUGENE

A homeless man will serve 30 days for contempt of court after an outburst Tuesday morning during a hearing in St. Joseph.

Joseph Wilson, 54 is being held on a misdemeanor trespassing charge in Buchanan County for allegedly kicking in the door of a home and going inside.

During a video conference Tuesday, the prosecutor was explaining the incident to see if the judge should reduce bail when Wilson lost his temper. Wilson cursed at the judge and prosecutor, threw down the phone and walked off screen.  Associate Judge Keith Marquart asked the deputy to inform Wilson he was being held in contempt of court.  Judge Marquart ordered a 30-day jail sentence.  That had the additional effect of pushing back the trespassing case to July.

Man accused of injuring several people while driving intoxicated

A St. Joseph man is facing a felony after allegedly driving while intoxicated and injuring several people in the process.

D’Marcqus Dydell is charged in Buchanan County with a class-E felony of DWI physical injury.

According to court documents, Dydell is accused of driving a Silver Nissan Sunday at different locations in St. Joseph at high speeds and failing to obey traffic signs and signals.

“Dydell Crashed the Silver Nissan SUV into two occupied vehicles on the roadway at 2100 Messanie Street while driving at high speeds,” said Officer Brian McClintick with the St. Joseph Police Department. “Dydell caused the injury of three citizens in this crash and then fled the scene on foot.”

McClintick said Dydell was arrested a short tome later in the area of the 400 block of S. 20th Street. Police said the interior of the Nissan smelled of intoxicants and Dydell had a BAC level of .157% during a breath test.

“Dydell is a repeat offender,” McClintick said. “Dydell caused injury to citizens during this criminal act and fled the scene with no care for the life or safety of the injured persons.”

Drug trafficker and money launderer sentenced in federal court

A California man has been sentenced to more than 13 years in prison for money laundering and drug charges in Nebraska.

Acting United States Attorney Robert C. Stuart announced that on Monday, June 5, 2017, Sergio Valencia, Sr., 41, of Moreno Valley, California, was sentenced to two concurrent terms of 13 years and four months (160 months) in prison for conspiracy to money launder and conspiracy to distribute methamphetamine.

Following the prison term, Valencia will serve three years on supervised release.

The approximate time-frame was between April and September of 2011 for the money laundering conspiracy and between January of 2010 and June of 2013 for the drug conspiracy.

Valencia’s wife and co-defendant, Marisela Pescador, pleaded guilty to conspiracy to money launder and is  scheduled for sentencing on June 8, 2017.

Suspect recaptured after fleeing from officer still wearing handcuffs

Rodolfo Hernandez

A man wanted on a warrant out of St. Joseph was arrested early this morning by a Deputy Sheriff in Dekalb County.  But, officials say the man fled from the officer, still wearing handcuffs.  He was caught several hours later after asking some kids for help getting the cuffs off.

Cameron Police say Rodolfo Hernandez was pulled over on a routine traffic stop this morning at approximately 1:00 A.M. at 69 Hwy and U.S. 36 Hwy in Cameron, Mo., and was transported to the Cameron Police Station.

As the Deputy was escorting Mr. Hernandez to his patrol vehicle, Mr. Hernandez was able to escape on foot.

Cameron police posted the man’s photograph and asked for the public’s help.  At approximately 10:00 A.M., Cameron dispatchers received a call from two boys that were mowing a yard who said they were approached by a male who was still handcuffed asking for assistance in cutting off the handcuffs. Together with the Clinton County Sheriff’s Office, Missouri State Highway Patrol, and Cameron Fire Department, Cameron Police were able to locate Mr. Hernandez at approximately noon and took him into custody a second time.

Mr. Hernandez has been transferred to the Daviess/DeKalb Regional Jail pending charges, according to the Facebook post.

Ashcroft visits St. Joe to clear the air on photo voter ID

Mo. Sec. of State Jay Ashcroft

As of June 1, photo IDs are required for voting in the state of Missouri, although the law allows a lot of flexibility.

Missouri Secretary of State Jay Ashcroft toured the state Monday to get the word out, including a stop at the downtown St. Joseph Public Library. Ashcroft said that if you present a government-issued photo ID, such as a driver’s license, non-driver’s license, passport or military ID, you’ll get to vote.

If you’re registered, but don’t have a photo ID, Ashcroft said you can provide your old identification, and sign a statement, and you’ll be allowed to vote.

Even if you don’t have any ID, you’ll be allowed to vote by provisional ballot, and if your signature matches the signature in the voter registry, your vote counts. You can also return to the polling place later with your ID and your vote will count.

Ashcroft wanted to make it clear that if you’re registered and don’t have a photo ID, they’re free from the License Office. “If you have the documentation you can go down to the DMV with the requisite documentation they can do that in one day,” Ashcroft said. “And when you go to the DMV, tell them you need that free government-issued ID for voting.”

“If you’re not a registered voter, we have voter-registration forms, the clerk’s office here in town has them, you can get information on how to register from our Web site, you can call our toll-free hotline at (866)868-3245,” he said. “We want your voice to be heard.”

To get a government-issued photo ID for voting, you’ll need to provide three things:

  1. Proof of name, date of birth and place of birth.  (US birth certificate OR US passport, OR US Certificate of Citizenship, Naturalization or Birth Abroad, OR a photocopy of a certified US Birth Certificate accompanied by a US Military Identification Card OR US Military Discharge Papers.
  2. Social Security Number (verbally or by presenting card)
  3. Proof of Missouri Residential Address (Utility Bill – Paycheck – Government Check – Mortgage Document – Voter Identification Card – Property Tax Receipt – Housing Rental Contract – Bank Statement)

The Secretary of State’s Web site has information on registration and photo IDs at showit2vote.com.

In Buchanan County, a special election is scheduled August 8. The last day to register for that election in July 12.
