Texas woman sentenced for selling designer drugs made in Kansas

A Texas woman was sentenced Tuesday to five years in federal prison for selling designer drugs manufactured in Kansas. A U.S. Judge in Topeka also ordered her to forfeit $2 million in proceeds from the crime.

Michelle Reulet, 37, Montgomery, Texas, pleaded guilty to one count of conspiracy to commit mail fraud. U.S. Attorney Tom Beall said Reulet and co-defendant Michael Myers owned a business in the Houston area called Bully Wholesale.

They sold products that were purchased from co-defendants Tracy Picanso and Roy Ehrett in Olathe, Kan.

Reulet’s company sold designer drugs marketed under names such as Pump It, Head trip, Black Arts and Grave Digger. In her plea, Reulet admitted she knew buyers consumed her products to get high, despite labels making false claims that the products were safe and were not intended for human consumption. The products were marketed as incense, potpourri and shoe deodorizer. Their labels did not warn of possible harmful effects.

Reulet’s business had gross sales of more than $2 million.

Co-defendants include:
Tracy Picanso, 61, Olathe, Kan., who is set for sentencing June 15.
Roy Ehrett, 59, Olathe, Kan., who is set for sentencing June 15.
Michael Myers, 37, Montgomery, Texas, who was sentenced to time served (two years).

Beall commended the Drug Enforcement Administration, the Food and Drug Administration – Office of Criminal Investigations, the Department of Homeland Security, Homeland Security Investigations, Customs and Border Protection, the FBI, the Overland Park Police Department, the Johnson County Sheriff’s Office, the Olathe Police Department, the St. Joseph Police Department and the Buchanan County Drug Strike Force, Assistant U.S. Attorney Tanya Treadway and Michael Varrone, Associate Chief Counsel, Food and Drug Administration, for their work on the case.

Woman pleads guilty in Camden Point rest stop murder

Dana K. Tutor

A woman pleaded guilty in Platte County court Tuesday for the robbery and murder of a truck driver at a rest stop north of Camden Point in 2008.

Dana K Tutor, 42 of Mississippi pleaded to first-degree robbery and second-degree murder for her part in the shooting death of Valentin Kirilchuk, an immigrant from Ukraine.

Platte County Prosecuting Attorney Eric Zahnd said Tutor aspired to be like Bonnie Parker of “Bonnie and Clyde.”

“The robbery and murder were the culmination of a cross-country crime spree by Tutor and her boyfriend, John Hughes.  During the spree, the two talked about getting ‘Bonnie and Clyde’ tattoos as a tribute to the notorious outlaws,” Zahnd said in a news release.

Zahnd said Hughes, a gang member and the man who pulled the trigger, was previously convicted of first-degree murder.  He was sentenced to life in prison without the possibility of parole.

Prosecutors showed Tutor approached multiple truck drivers at the rest area on I-29 north at mile marker 27 near Dearborn on September 8, 2008.  She tried to convince them to come with her into the rest stop building, where Hughes laid in wait.  She pretended that she needed money for diapers and food for a baby. Kirilchuk followed Tutor into the building and then Hughes robbed him, and shot him through the head.

Hours later, Hughes was arrested in York, Nebraska, by a Nebraska State Trooper for a traffic violation and driving under the influence.  Inside the vehicle, troopers found the murder weapon, ammunition, and property belonging to another murder victim from Ohio.

“This defendant wanted to be like Bonnie and Clyde, and she was.  Just like Bonnie and Clyde, she and her boyfriend John Hughes are robbers and murderers,” Zahnd said.

As part of the plea agreement Tutor faces up to 20 years in prison.  She is scheduled to be sentenced on July 27 at 10 a.m.

Police investigate another possible explosive device

A man is in custody after a hit-and-run crash Tuesday which led police to a suspicious device and forced them to close a road in a Midtown neighborhood.

Sergeant Wayne Byrom with the St. Joseph Police Department said officers responded to the area of 26th and Mulberry around 9 a.m. While investigating, officers found a suspicious device and the Bureau of Alcohol, Tobacco, Firearms and Explosives was called in to assist. ATF took the device from the scene.  Byrom said he cannot confirm if it was an actual explosive device.

“It was enough that they took it and secured it in the equipment that they have,” Byrom said.

The driver allegedly ran from the scene. Sgt. Byrom said the the alleged driver, a St. Joseph man was taken into custody in connection with the investigation at a separate location.

As we previously reported, ATF was called in to assist police in another incident in which an explosive device was detonated on the front porch of a home on Northeast Parkway early Monday morning.  Byrom said at this point it is too early to tell whether there is a connection between the incidents.  He said there is nothing to lead police to believe that there could be other devices around the area.
