Cooler temperatures today will give way to warmer and windier conditions on Wednesday following the passage of another cold front. These strong winds combined with dry conditions will lead to another day of elevated fire danger Wednesday afternoon. Dry weather will then return on Thursday before light rain showers move back into the area Thursday night. Here’s the 7-day forecast from the National Weather Service:

Woman found dead after fire in Kansas City apartment building

OVERLAND PARK, Kan. (AP) — Fire crews have found a woman dead while putting out a fire in a suburban Kansas City apartment building that mainly houses elderly and low income residents.

The Overland Park Fire Department said in a news release that the fire started Monday in Overland Towers Apartments, an eight-story building in Overland Park. The blaze was contained to the unit where the woman died.

The woman’s name wasn’t immediately released, pending notification of relatives. Two residents from other units were taken to hospitals to be treated for smoke inhalation.

The cause of the fire and the woman’s death are under investigation.

Police shoot, injure Kansas City carjacking suspect

KANSAS CITY, Mo. (AP) – Police say four people are in custody after a carjacking led to one of the suspects being shot by Kansas City police.

Authorities say a carjacking in Kansas City, Kansas, on Monday led to a police chase that ended when the car stopped in downtown Kansas City, Missouri, near City Hall.

Police spokeswoman Stacy Graves says the four suspects were known to be armed. They fled from the car into a nearby parking garage and three suspects were arrested.

Graves says the fourth suspect inside the garage disregarded commands from officers and shots were fired.

The suspect was taken to a Kansas City hospital and was in stable condition Monday afternoon.

No police officers were injured.

Missouri enrolls in new study on foster parents

JEFFERSON CITY, Mo. (AP) – Missouri First Lady Sheena Greitens says the state is enrolled in a new study on foster parent recruitment and retention.

Greitens said Monday that the study is focused on finding out why people decide to become foster parents, what makes them continue and what influences their decision to stop.

Greitens says national statistics show most foster parents quit within a year. She says she wants to address problems that drive foster parents out of the program.

Greitens said the National Council for Adoption is funding the study, which is being done with the Missouri Children’s Division.

The first lady has said the adoption of her younger sister influenced her interest in foster care and adoption; issues she and the governor have said are priorities.

Sheriff identifies man found dead after crash in Kansas creek

COFFEY COUNTY — Law enforcement authorities are investigating a fatal accident in Coffey County.

Just after 9:30 Sunday, the Coffey County Sheriff’s Office was notified of a vehicle on its top in a creek in the area of Homestead Road and 3rd Terrace in rural Southern Coffey County, according to a media release.

Upon arrival, deputies found a truck in the creek below the bridge partially submerged. At approximately 11:30, the vehicle was recovered from the creek and a victim later identified as 34-year-old Tyler Craft of Burlington, was found deceased in the vehicle, according to the sheriff’s department.

Personnel from Coffey County’s Sheriff’s Office, Fire District #1 Station 4, EMS, and Water Rescue, plus an officer from Kansas Dept. of Wildlife, Parks, and Tourism responded to the scene.

2 from Missouri jailed for pot after I-70 seat belt traffic stop

SALINE COUNTY, Kan. — Law enforcement authorities are investigating 2 suspects on drug charges.

Just after 5p.m. Sunday Saline County Sheriff’s Deputies stopped an eastbound 2017 Ford Fiesta on

Interstate 70 just west of Halstead Road, according to Sheriff Roger Soldan. The driver was not wearing a seat belt.

During the traffic stop, the deputy reported smelling the strong odor of marijuana. Deputies searched the vehicle and found several bags of marijuana and marijuana wax. They also found a bag of methamphetamines.

Deputies seized 9.7 pounds of marijuana and 32 grams of methamphetamines and arrested 22-year-old Hailey Patterson and 38-year-old Dustin Teeter, both of Oronogo, Missouri.

Teeter is also facing additional charges for driving without a valid license, according to the Saline County booking report.

NE Kansas woman sentenced for rape of 16-month-old

LEAVENWORTH, Kan. (AP) — A Leavenworth woman has been sentenced to life in prison without parole for at least 25 years for raping a 16-month-old girl.

Forty-one-year-old Mahogany Jaelene Payne was sentenced Friday.

Leavenworth County prosecutor Toff Thompson says a crime occurred when Payne was babysitting the girl and a 5-year-old girl in January 2016.

Payne was convicted in October of one count of rape. She was acquitted of a second rape charge.

The Leavenworth Times reports Payne was given a life sentence under Jessica’s Law, which calls for harsh sentences for people convicted of sex crimes involving children.

Payne’s attorney, Curtis Holmes, had sought a sentence of probation. But Assistant County Attorney Katie Devlin argued against that, noting that Payne was convicted of child abuse in 1999 in Sedgwick County.

Mo. AG weighs in on messaging app Confide, Governor’s staff

JEFFERSON CITY, Mo. (AP) – Missouri’s attorney general is weighing whether to appoint a special investigator to check into use of the secretive Confide app by Gov. Eric Greitens’ staff.

The St. Louis Post-Dispatch reported Monday that Attorney General Josh Hawley said he can’t directly investigate fellow Republican Greitens because he’s defending the governor’s office in other legal cases. But Hawley could appoint a special investigator.

A Democratic lawmaker asked Hawley to investigate any potential open records violations after the Kansas City Star last week reported that Greitens and several senior staffers have Confide accounts. The app deletes messages after they’ve been read and prevents recipients from saving them.

Hawley says text messages sent or received by state employees about state business fall under open records laws. But he also said the issue is “complicated.”

Missouri residents concerned about nearby gun range

ORONOGO, Mo. (AP) – Homeowners living near a gun range in southwest Missouri are concerned about stray bullets that have been hitting homes. But local officials say there’s little they can do.

The Joplin Globe reports that Outdoor Addicts Gun Range opened in January in Oronogo. Since then, reports filed with the Jasper County Sheriff’s Office indicate that seven bullets have struck five houses within less than a mile of the range.

The range’s owner insists the bullets aren’t from his range. Local homeowners aren’t convinced, but their appeals to courts and government officials have so far been unsuccessful.

County Commissioner John Bartosh notes that the lack of local zoning rules prevents the county from requiring certain safety regulations.

Republican Rep. Cody Smith says the only state law discussing gun ranges was written to make it more difficult to sue the businesses.

Body found in Kansas identified as missing St. Joseph man

NEMAHA COUNTY — Law enforcement authorities say there was no foul play involved in the death of a man found dead December 5, in Nemaha County.

The body has been identified as 34-year-old Kyle Dillman of St. Joseph, according to Sheriff Richard Vernon.

Authorities discovered Dillman’s body in a vehicle just west of 124th and C Road, according to Vernon. He was pronounced dead at the scene.  St. Joseph Police asked for help to locate Dillman in late November.
