Cooler temps and windy conditions today

weather-11-18A strong cold front is moving through the area this morning with temperatures dropping throughout the day. High temperatures will occur early this morning however afternoon high are only expected to reach the mid 40s to mid 50s behind the front. This will make for the coolest day in quite some time on Saturday when highs only reach the mid to upper 40s. Temperatures will be more seasonable Sunday with highs in the low to mid 50s. Here’s the 7-day forecast from the National Weather Service:

Today: Mostly cloudy, with a temperature falling to around 40 by 10 a.m. Breezy, with a west northwest wind 22 to 26 mph, with gusts as high as 34 mph.

Tonight: Mostly cloudy, then gradually becoming mostly clear, with a low around 29. Blustery, with a northwest wind 13 to 22 mph, with gusts as high as 32 mph.

Saturday: Sunny, with a high near 46. Northwest wind 6 to 11 mph.

Saturday Night: Mostly clear, with a low around 26. Northwest wind around 5 mph becoming calm.

Sunday: Sunny, with a high near 53. South wind 5 to 11 mph.

Sunday Night: Mostly clear, with a low around 31.

Monday: Sunny, with a high near 57.

Salvation Army kicks off “Red Kettle Campaign 2016”

The Saint Joseph Salvation Army on Thursday announced its collection goal for this year’s Red Kettle Campaign amid songs by a brass band and teen chorus at the East Hills Shopping Center.

The “Annual Red Kettle Kick-off Campaign 2016” event included the traditional brass band playing Christmas songs, a teen chorus performing.

That was followed by a Mayoral Proclamation presentation in recognition of the army’s 130 years of unbroken service to the Saint Joseph area.

The Christmas total for 2016 will be $349,000.00. A new feature to Red Kettle sites this year is the ability to make donations at “Change to 41444”. Donors may text donations in denominations of $15, $25, $50 or select Other. The Salvation Army’s Angel Tree program also kicks off Thursday.

Last year, officials say they raised $294,700.53 or 79% of their goal of $375,000. A total of $105,424.49 was donated through the Red Kettles around St. Joseph.

The Red Kettle Campaign is The Salvation Army’s largest fund drive of the entire year. In Saint Joseph, funds help to operate the army’s services throughout the year; including the Booth Center for Homeless, the Family Store and the Corps Community Center. Last year, The Salvation Army provided 30 million people with assistance across America, roughly one person per second of every day. Each night 27,000 nights of shelter are delivered, with many sheltered right here in Buchanan County. Eighty-three percent of dollars donated go to direct client services.

Former banker found guilty of embezzlement and other charges

USDOJ coinA jury on Wednesday found a former southeastern Kansas banker guilty on federal charges in an embezzlement case, U.S. Attorney Tom Beall said.

Keith L. Shaffer, 61, Altamont, Kan., was convicted on the following charges:
–Count one: Misapplication of bank funds.
–Count four: Wire fraud
–Count five: Misappropriation of insurance funds
–Counts six, seven and eight: Making a false statement on a federal tax return

— Count two was dismissed before trial. He was acquitted on count three.

-During trial, prosecutors presented evidence that while Shaffer was a bank employee he diverted more than $134,000 in commissions on sales of insurance belonging to the bank into his personal account. Shaffer was managing a bank subsidiary called Labette Insurance Company. He was a salaried employee of the bank and all commissions paid on sales by Labette Insurance belonged to the bank. As part of the scheme he submitted false information to the bank and to the Internal Revenue Service.

Sentencing is set for Feb. 6. He faces the following potential penalties:
–Counts one: Up to 30 years in federal prison and a fine up to $1 million on each count.
–Count four: Up to 20 years and a fine up to $250,000.
–Count five: Up to 10 years and a fine up to $250,000.
–Counts six, seven and eight: Up to three years and a fine up to $25,000 on each count.

Retired police lieutenant gets probation for embezzlement and mail fraud

A retired police lieutenant will serve two years on probation for filing false documents so he would be paid for providing armed engagement training for law enforcement officers. He also was ordered to pay $56,400 in restitution.

U.S. Attorney Tom Beall said Kevin P. Vaughn, 52, Wichita, Kan., who retired in March 2015 after 28 years with the Wichita Police Department, pleaded guilty to one count of embezzlement of public funds and one count of mail fraud.

In his plea, Vaughn admitted he falsified reports to make it appear his company, Red Mist Tactical, had completed all of 15 eight-hour classes as the company’s contract required. The money for the training came from a grant by the U.S. Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) to the Kansas Highway Patrol and the North Central Regional Planning Commission.

Vaughn admitted he:
–Falsely reported conducting training in McPherson, Kan., on May 27 and May 28, 2015. In fact, the training sessions took place on June 3 and 4, 2015, after the deadline in the contract for the training to be completed. He forged officers’ signatures on sign-up sheets.
–Falsely reported conducting eight hours of training on May 22, 2015, during the Wichita Police Department Ladies Range Day. In fact, the training lasted four hours and it was not approved by the police department.
–Falsely reported offering training in Sumner County on April 27 and May 1, 2015. In fact, there was no training on those days.
–Falsely reported offering training in Sumner County on April 20, 21, 22, 23 and 24, 2015. In fact, there was no training on those days.

Woman Charged With Setting Fires as Diversion for Shoplifting

A Kansas City woman was charged in federal court Wednesday with setting fires as diversions while she was shoplifting at three separate grocery stores.

U.S. Attorney Tom Beall says Tahmekah D. Henson, 40, Kansas City, Kan., is charged with three counts of arson. The fires are alleged to have been set at the following locations:

— Save A Lot, 2815 State Avenue, Kansas City, Kan., Nov. 5, 2016.
— Save A Lot, 2102 Metropolitan, Kansas City, Kan., Nov. 5, 2016.
— Happy Foods, 5420 Leavenworth Road, Kansas City, Kan., Nov. 5, 2016.

Documents filed in the case allege Henson set fires in store aisles so she could leave the stores with shoplifted meats during the confusion. In each case there were customers and employees in the stores.

If convicted, she faces a penalty of not less than five years and not more than 20 years and a fine up to $250,000 on each count.

K-JO 105.5 Toy Drive collecting gifts for children in need

kjo-toy-hookup-graphic-2016On Black Friday, November 25th KKJO, K-JO 105.5 will host their 14th annual Toy Drive. Since the 1st Toy Drive in 2002, K-JO 105.5 has collected thousands of toys and tens of thousands of dollars in donations to gift toys to local children in need.

Morning show personality Gregg Lynn from The Early Morning Show will host the all day Toy Drive from 6am-5pm from the KKJO studios, 4104 Country Lane in St. Joseph.

Toys and monetary donations will benefit The Noyes Home For Children and The Adopt A Family Christmas Program.

Residents can drop off any new, unwrapped toy during the drive or they can leave one at The Olive Garden, sponsor of this year’s drive.

Man who died after being tased identified as St. Joseph resident

LEC FeatureThe Buchanan County Sheriff’s Office has identified the man who died Wednesday afternoon after being tased by officers during a drug investigation in St. Joseph.

39-year-old Bruce Lee Edward Johnson, a south St. Joseph resident has been identified as the man who died after allegedly resisting officers on McKenzie Dr.

As we previously reported, Col. Bill Puett with the sheriff’s office said investigators with the Drug Strike Force were conducting a warrant operation Wednesday afternoon on MacKenzie Dr. Puett said investigators were looking for an individual involved in drug activity and outstanding warrants when a man confronted officers as they approached the house.

“He came out of the house as the officers were approaching the house,” Puett said. “He became combative with officers and tried to attack the officers with a ball bat and fight with them. After he did that he was tased and then arrested and later died at Mosaic after he was transported.”

Puett said it’s unknown if the taser contributed to the man’s death. The Missouri State Highway Patrol has been requested to investigate.

Cpl. Sarah Hardin said an autopsy is scheduled for Friday morning. Anyone with information is asked to call the Criminal Investigations Division at (816) 236-8872.

Three Webster employees placed on leave during investigation

websterAn administrator and two teachers have been placed on paid leave while an investigation into the restraint of a child is conducted.

Dr. Robert Newhart said Thursday, Nov. 10 an incident took place at Webster Learning Center in which an elementary student was restrained.

“To make sure we do this by the book we have placed three staff members on administrative leave pending the investigation of the incident and the incident has been hotlined and will be investigated by the division of social services,” Newhart said. “Webster deals with a lot of behavioral situations and behavioral issues with kids and we just want to make sure the appropriate and required training and restraint procedures were used.”

Newhart said the length of the investigation is unknown.

“We want to do this by the book. Again the whole reason for this is protecting all individuals involved just to make sure that everybody’s rights and procedures have been taken care of and are in place,” Newhart said.

Police investigating possible shots fired on Grant

The St. Joseph Police Department is investigating a report of shots fired Thursday morning on Grant St.

Authorities were on scene in the 6400 block of Grant around 11 a.m. after a report of a disturbance with possible shots fired.  Commander Eric Protzman said officers have determined there have been some shots fired.

“We’re talking to neighbors to try to determine exactly what happened. Trying to put the information together to determine what took place here this morning,” Protzman said. “They have some indication that maybe some bullets possibly struck a residence down here.”

Police are currently investigating a home with a possible bullet hole and are trying to determine if shots may have been fired from inside or outside.  No one has been reported injured.  The investigation is ongoing.

A mailman delivering in the area heard the shots from next door.  A neighbor invited him inside.

Open Burning canceled due to winds

open burnOpen burning has been canceled for Thursday with strong winds in the forecast.

The St. Joseph Police Department issued an alert Thursday morning to let the public know that open burning for the day has been canceled due to heavy wind.

According to the National Weather Service, winds will be gusty and out of the southwest around 20 to 30 MPH.  That combined with low relative humidity levels will result in elevated fire weather concerns today.  The service said the rapid spread of grass fires will be possible if an ignition source is found.
