Gary Robinson

A bond-reduction hearing is scheduled next week for a St. Joe man charged with molesting a six-year-old child.

Gary Robinson, 55, is being held in the Buchanan County Jail on one count of 1st degree child molestation for an incident at his home in June. Bail was set at $25,000 cash.

During his first court appearance Friday, Associate Judge Rebecca Spencer scheduled a bond-reduction hearing November 3.

According to court documents, Robinson is accused of making sexual contact with the youngster while at his home. A detective with the St. Joseph Police Department says Robinson was on top of the six year old at the time of the occurrence.

The court affidavit asserts that Robinson has a lengthy criminal history, with past convictions of burglary, stealing, unlawful use of a weapon, and flight/escape.

A man accused of fathering a child by a 15-year-old girl appeared before a Buchanan County Judge Friday morning. Jonden K. Williams, 27, of St. Joseph, is charged with statutory rape.

Associate Judge Rebecca Spencer scheduled a preliminary hearing for November 15.

The victim told police the sexual contact began when she was 13, and continued after she had a baby two years later. In a court affidavit, investigators say the defendant fathered the child based on the victim’s written statement and some text-messaging evidence.

Williams remains in custody, unable to post $10,000 cash bail.

Man accused of resisting arrest in stolen vehicle charged as persistent offender

Daniel Embrey
Daniel Embrey
A man accused of crashing a stolen Mustang into a Strike Force vehicle has now been charged as a prior and persistent offender. During a court appearance Friday, Associate Judge Rebecca Spencer advised Daniel Embrey that he could receive enhanced sentencing under the new filing.

Prosecutors say Embrey has prior felony guilty pleas on his record, including possession of a controlled substance and burglary.

On October 25, investigators with the Buchanan County Strike Force say they spotted a stolen Ford Mustang in the parking lot of the Casey’s convenience store at 401 E. Hyde Park. But when they tried to make contact with the driver, he allegedly drove the Mustang into their vehicle, and then fled at high speed.

In court documents investigators assert they found the stolen vehicle in the area of Main St. and East Dolman. They soon spotted the suspect walking in the area, and after a foot chase, he was taken into custody at 7th and Moss.

Embrey is charged with resisting arrest and tampering with a motor vehicle. Judge Rebecca Spencer entered a plea of not guilty on his behalf and scheduled a preliminary hearing November 15.

Bail was set earlier at $25,000. Embrey remains behind bars.

Sen. McCaskill hails arrests of IRS impersonators

Sen. Claire McCaskill
Sen. Claire McCaskill
U.S. Senator Claire McCaskill is praising law enforcement efforts after 56 individuals and five Indian call centers were indicted for scams involving IRS impersonations.

The three-year probe led to the large single domestic law enforcement action to date involving this scam.

A government report suggests that this scam has victimized roughly 10,000 Americans, with losses of $50 million.

McCaskill and Sen. Susan Collins, the top Democrat and Republican on the Senate Special Committee on Aging, have repeatedly called for increased law enforcement action to combat an emerging scam in which individuals impersonate IRS agents and demand that victims pay money immediately to avoid punishment. The Senate Aging Committee held a hearing last year on the scam. McCaskill says this figure includes $112,000 that has been stolen from 36 Missouri victims. More than 10,000 attempted scam calls are being placed every week.

“These arrests—the largest law enforcement action against these scammers to date—are an enormous victory for the thousands of victims, many of them elderly, whose sense of financial responsibility has been preyed upon by these criminals,” said McCaskill, a former courtroom prosecutor. “We’re now sending a clear and aggressive signal to these scam artists that they can no longer hide behind the anonymity of a call center or a blocked number to perpetuate a scam that’s made people afraid to answer their phones.”

McCaskill also backed bipartisan legislation that would repeal the legalizing of IRS robocalls by requiring callers to have the receiving party’s consent before making automated calls or texts for collecting debts owed or guaranteed by the federal government. The bill is supported by several prominent consumer groups, including the Consumer Federation of American and Consumers Union.

Last spring, five individuals were arrested on charges relating to the scam, and according to court documents, they were responsible for taking nearly $2 million from more than 1,500 victims.

McCaskill recently requested from the IRS a plan on how the agency intends to crack down on identity theft scammers who are stealing consumers’ Identity Protection PINs in order to file fraudulent tax returns. These PINs were originally intended to deter fraudulent filing by thieves who may already possess an individual’s stolen personally identifying information.
