Missouri Senator makes 139th Airlift Wing budget push

Senator McCaskill met with local leaders earlier this week
File Photo. Senator McCaskill met with local leaders earlier this year regarding the 139th Airlift Wing

Missouri Senator Claire McCaskill is pushing for a secure budget for the 139th Airlift Wing after a recent tour.

In a press release issued Friday McCaskill said she is pushing the Air Force to secure budget certainty for the 139th Airlift Wing in St. Joseph.

According to the release, because the 139th Airlift Wing has tactics development experts working in the same facility as intelligence analysts, changes to policy can be quickly assembled and disseminated to elements in the Active Duty, Air Force Reserve, and National Guard. Currently, the Advanced Airlift Tactics Training Center and C-130H Weapons Instructor courses—the only ones in the Air Force—are not explicitly programmed for in the budget and are funded year-to-year by either the Air National Guard or the Air Mobility Command, leaving the critically important programs without long-term certainty.

Under the plan proposed by the House of Representatives, McCaskill’s office said the Department of Defense is slated to run out of war funding halfway through the 2017 fiscal year.

“These unique courses, which are not found elsewhere in the Air Force, provide the opportunity for pilots and aircrews from the National Guard, Air Force Reserve, Active Duty and Coalition Partner Nations to train on the most advanced tactics on Mobility Air Force weapons systems,” McCaskill, a senior member of the Armed Services and Homeland Security Committees, wrote in a letter to Lt. Gen. L. Scott Rice, Director of the Air National Guard. “Without the stable budgeting and assigned personnel associated with programmatic funding, these courses will struggle to provide the high level of training our fliers deserve.”

This summer, as part of her Security & Defense Tour, McCaskill visited the 139th. McCaskill’s office said last month she raised budget uncertainty concerns she heard on her tour with top Pentagon officials, discussing the role of the base’s Advanced Airlift and Tactics Training Center and weapons instructor course in training fliers from the National Guard and Active Duty, as well as visiting pilots from international partner countries—and why that means it’s critical these courses get long-term funding for their long-term mission.

(Update) One seriously injured after multiple crashes involving cattle on US 36

MSHP purpleA rollover crash involving a cattle truck caused two more accidents near Osborn Friday morning. One of those subsequent crashes caused serious injuries.

The Missouri State Highway crash report says Gary Bowling of London, Kentucky lost control of his semi hauling cattle along U.S. Highway 36 near the Osborn Junction at about 4am.

The semi left the highway, hit a ditch, and overturned, freeing several cattle. Bowling suffered minor injuries in the crash, according to the crash report. He was taken by ambulance to Mosaic Life Care for treatment.

About twenty minutes later, a Winston, Missouri woman driving a box truck rammed into one of the cattle. Investigators say Bonnie Bridgeman, 68, suffered serious injuries in that crash. Ms Bridgeman was flown to the K.U. Medical Center for treatment.

A few minutes after the second crash, a third motorist hit a cow. Jesse Crockett, 43, of Cameron, suffered minor injuries in that crash. Crockett refused medical treatment at the scene.

The accidents partially blocked westbound traffic on 36 Highway for several hours.

Missouri and Kansas inmates among 102 more federal drug sentences commuted by president

From the White House Facebook page

President Barack Obama is cutting short the sentences of 102 federal inmates as part of his ongoing push to grant clemency during his final months in office. Three inmates from Missouri and two from Kansas are among those who will see their sentences shortened. Four Iowa men and a woman from Nebraska will also see their sentences commuted.

Almost all of those receiving commutations were convicted of drug-related offenses. Most are considered nonviolent offenders, although some were convicted of firearms charges in connection with drug crimes. Many of the recipients had been serving life sentences.

But Obama isn’t setting them all free right away. Many of those receiving commutations will see their sentences end in October 2018, almost two years into the next president’s term.

The latest round brings to 774 the number of sentences Obama has commuted, including 590 this year. The White House says it’s more than the previous 11 presidents put together.

Relief in sight for travelers of mid-Missouri bridge

(Missourinet) – Relief is on the way for travelers of an iconic and busy mid-Missouri bridge. The westbound lanes of the Missouri River Bridge in Jefferson City will reopen in mid-November after lengthy construction delays.

What started off as a painting and maintenance project at the start of May became more involved when extensive rust was discovered on the structure. Even with crew working around the clock, the initial mid-August scheduled reopening was scrapped, as was an October 15th deadline.

The Missouri Department of Transportation was further pressured when, during the past couple of months, frequent bridge travelers became concerned when crews hadn’t been seen working around the clock to repair it.

MoDOT’s Patty Lemongelli says workers were actually on the job 24-hours day, but weren’t visible because they were dispatched to the structures underbelly. And she says they’ve recently stopped working all night. “With the cooler fall temperatures, and with the humidity levels around the river, it just doesn’t lend itself to painting the structure. We’re also in the area of working on the bridge over the railroad. Those hours are restricted as well, where night work cannot be done because we have to have a flagman out there on the railroad.”

MoDOT personnel now say they’re confident the work will be complete, and the structure open, by November 14th. Lemongelli says the company working on the span, Saffo Contractors of Wilmington, North Carolina, will be penalized if the deadline’s not met. “It’s now in the contract. And if they exceed that, then they go into liquidated damages.”

MoDOT Central District Engineer David Silvester says he’s pleased with the company’s work. “Saffo is providing a quality product at a very reasonable price. This investment will allow us to get another 20-30 years of service out of the bridge. Without routine maintenance, we’d eventually have to replace the bridge at an estimated cost of $100 million. That’s money we certainly don’t have.”

The westbound bridge was built in 1955 and carries about 28,000 vehicles a day. The eastbound side was built in 1990. Lemongelli says it’s not in need of immediate repair. She stressed crews will not be setting up on that structure after the westbound side is complete, which has been common misconception in the public.
