Planned Road Work for Northwest Missouri, Aug. 15 – 21

Road closedST. JOSEPH, Mo. – The following is a listing of general highway maintenance and construction work in the Northwest Missouri region planned for the week of Aug. 15 – 21 from the Missouri Department of Transportation In addition to the work listed below, there may be pothole patching, bridge deck washing, striping, brush cutting, guardrail repairs and other road work conducted throughout the region. Many of these will be moving operations and could include lane closures with delays.

Andrew County

Route 48 – CLOSED at the Platte River Bridge near Whitesville for a bridge replacement project. The road will be closed through mid-November.

Interstate 29 – NIGHT WORK southbound from Business U.S. Route 71 to 1.5 miles south of Route O (Buchanan County) for guardrail work, Aug. 15 – 19, 6 p.m. to 6 a.m. nightly. This includes a 15-foot width restriction.

Route M – Pothole patching, Aug. 19

Atchison County

Route EE – CLOSED from Route 46 to County Road 280 for a culvert replacement,Aug. 15, 7 a.m. to 3 p.m.

Route N – CLOSED from U.S. Route 136 to County Road 210 for a culvert replacement, Aug. 16, 7 a.m. to 3 p.m.

Route N – CLOSED from U.S. Route 136 to County Road 220 for a culvert replacement, Aug. 17, 7 a.m. to 3 p.m.

Buchanan County

Route YY (Mitchell Avenue) – CLOSED at U.S. Route 169 (Belt Highway) for a resurfacing project, from the Belt Highway to Mitchell Avenue through Aug. 19, 7 p.m. There will be no access to the Belt Highway from Mitchell Avenue during this time.

Route 6 – From Riverside Road to Route 31 for slide repair work, Aug. 15 – 18

U.S. Route 36 – One mile west of Route AC for grading work Aug. 15 – 19.

I-29 – NIGHT WORK southbound from Business U.S. Route 71 (Andrew County) to 1.5 miles south of Route O for guardrail work, Aug. 15 – 19, 6 p.m. to 6 a.m. nightly. This includes a 15-foot width restriction.

Route 13 – CLOSED at the Log Creek Bridge near Kingston for a bridge deck replacement project. The bridge will be closed through November.

I-35 – Southbound driving lane closed from Route 116 to two miles south of Route 116 for core drilling, Aug. 17, 7 a.m. to 4 p.m.

Route VV – Pothole patching, Aug. 15 – 19

Route 13 – From Route 6 to Nickel Avenue for shoulder work, Aug. 15 – 19

DeKalb County

U.S. Route 36 – Traffic will be head-to-head at the overpass over I-35 for a bridge replacement project. During this project, no left turns from U.S. Route 36 on I-35 will be permitted, as the medians between east and westbound U.S. Route 36 will be closed. Please follow the signed detour route. This project will continue through mid-December.

I-35 – One lane may be closed under the U.S. Route 36 overpass for a bridge deck replacement project. During this project, traffic exiting I-35 will not be permitted to turn left onto U.S. Route 36, as the medians between east and westbound U.S. Route 36 will be closed. Please follow the signed detour route. This project will continue through mid-December.

Routes F, H and W – Pothole patching, Aug. 15 – 18

Grundy County

Conservation talks towersites for hunting and wildlife viewing

COLUMBIA, Mo. — The Missouri Department of Conservation (MDC) is in the multi-year process of updating Conservation Area Management Plans and is seeking public input on how conservation areas are important to Missourians.

A draft management plan for the Department’s Central Region Towersites is available for public review through Aug. 31.

MDC said towersites provide a means for detecting wildfires and allow the public limited access for hunting and wildlife viewing opportunities.

Towersites covered in this management plan include BranchTowersite, Camdenton Conservation Service Center, Freeburg Towersite, Proctor Towersite, and Rocky Mount Towersite.

Driving safety campaign calling on school sign-ups

A campaign to promote safe driving among teens is calling for schools to sign-up.

The “It Only Takes One” campaign gives students the chance to win prizes for their school while educating young drivers about safe driving habits and safety belt use.

As we previously reported, last year was the first time every high school in St. Joseph took part in the campaign which used to be known as Battle of the Belt.

The yearly campaign is sponsored by the Missouri Coalition for Roadway Safety, ACT Missouri, Midwest Trauma Society and Missouri College of Emergency Physicians. The statewide competition will run from October 1 to the end of the school year.

“Seven out of ten young drivers and passengers (15-19) killed in 2015 Missouri vehicle traffic crashes weren’t buckled up,” said Bill Whitfield, executive committee chair for the Missouri Coalition for Roadway Safety. “Through education, competition and fun, the ‘It Only Takes One’ campaign can make a difference with young Missourians and save lives.”

The program consists of two surprise safety belt checks at each registered high school to measure student safety belt usage, and also includes creative educational campaigns that promote safe driving throughout the school year. In addition, schools have the opportunity to submit a 30-second video spot aimed at encouraging their peers to buckle up and drive safe.

Student requirements at Northwest include hostile intruder training

The Northwest University Police Department is continuing to develop a program to keep students safe in the event of an active shooter on campus.

Lt. Mike Ceperley, Northwest’s emergency management coordinator, said trainings are provided to all incoming freshmen as well as to everyone on campus at certain points in the year.

In 2013 Northwest refreshed a video series to educate the campus community about “Run, Hide, Fight.”  Since then, Ceperley said the program has continued to be developed. The new videos reinforce that strategy and introduce the concept of “Secure, Evaluate, Act.”

“With our new set of videos we’ve kind of gotten into the nuts and bolts on these are techniques and strategies and tactics to use and employ to protect yourself,” he said.

Over the years of training Ceperley said they get many of the same questions which is what led to the “Secure, Evaluate, Act” video.

“There were common themes that kept coming back and common themes that kept coming up which led us to that fourth video,” Ceperley said. “These are immediate actions people can take in the situation of an active shooter or in other situations where they’re not quite sure what’s going on.  It’s very important and very essential because as soon as we act that better for us.”

Ceperley the university routinely takes part in live scenarios and other emergency preparedness activities to make sure the campus is prepared for a variety of scenarios.

Sheriff’s office taking sign-ups for citizen’s academy

The Platte County Sheriff’s Office is giving area residents and business owners the chance to get an in-depth look at its operations.

Sign-ups are currently being taken for a citizen’s academy slated to being this fall in Platte County.

“The citizens of Platte County are an essential part of law enforcement in our community. The Citizen’s Academy provides a hands on learning experience designed to give you, the citizen, a better understanding of the role and function the Platte County Sheriff’s Office plays in our community,” said Sheriff Mark Owen.

The academy will start on Wednesday September 7, 2016. The deadline to apply is Friday September 2, 2016. The Academy will meet Wednesday nights from 6:30pm until 9:30pm for nine weeks. One Saturday afternoon session (October 8, 2016 from 9:00am to 4:00pm) will also be part of the Academy. Class size is limited to 20 people.

Citizens of Platte County and people who run businesses in Platte County are eligible to enroll in the Academy. Participants must be at least 18 years of age and have no felony or serious misdemeanor convictions. Individuals interested in obtaining more information on the Academy or applying to participate should visit the Sheriff’s Office website at www.plattesheriff.org/sheriffs-citizens-academy.

Tarkio superintendent resigns after DWI accusation

The Tarkio R-1 Superintendent has resigned according to KMAland News.

As we previously reported, Tarkio School Superintendent Dr. Patrick Martin was allegedly pulled over during a traffic stop earlier this month after police said he was driving on the wrong side of the road.

Tarkio Police Chief Tyson Gibbons said Martin was booked into jail on three counts, DWI, driving with an open container, and failing to drive on the right half of the roadway.

KMA is reporting Tarkio R-1 School Board President Steve Klute confirmed Martin’s resignation Friday morning effective immediately. When we tried to call multiple times around 1:30 Friday afternoon to talk to someone at the school about his resignation the phones went unanswered.

Martin is scheduled to make an traffic appearance in Tarkio Municipal Court August 29th.

Martin is the former principal at Platte County High School who resigned after he was charged with soliciting a prostitute back in 2012. Prosecutors later dropped the charges but Martin resigned from his job in Platte County.

Thomas “Tommy” Leo Robertson
1932-2016

unnamed (75)Thomas “Tommy” Leo Robertson 83, of St. Joseph, MO. passed away Monday, August 8, 2016 at his home surrounded by his loving family. He was born December 20, 1932 in St. Joseph, MO, son of the late Laura (Rupp) and James Leo Robertson. He graduated from Christian Brothers High School class of 1950, and the St. Joseph Junior College. He then served in the United States Air Force during the Korean War. Upon his discharge he married Patty Jane Leddy on May 15, 1954, at Co-Cathedral Catholic Church. He worked at Leo Robertson Tire & Motor, TR Sales, and was a Financial Service Broker for Independent Financial Investment Corp. He was a member of the Cathedral of St. Joseph, where he was active in many organizations from Serving Mass at funerals to the Bell Choir, he also was an active driver for Moila Transportation crew. Tom loved his family, his faith, his friends, and life. He was never one to sit idle; generous with his time, talent and wisdom, and always encouraging others to do the same. He always had a smile to share, humor to brighten the day, and bubble gum for his grandkids. He was a lighthouse shining in the dark to guide others to a safe passage through life, through his words, kindness and his open heart. He was the foundation of the Robertson family, and extremely proud of every single member. He was the first one to offer support to his family and friends in time of need, and knew that his family was always there for him when life threw curve balls. Tom was a true gentleman and an inspiration to all who were honored to know him. The family would like to thank Mosaic Hospice and Frudenthal Home Health for the excellent care they provided, and a special thanks to his lunch crew. Tommy was preceded in death by his wife, Patty Jane Robertson, sister, Mary Therese Cargill, brothers and sisters in laws, James “Jimmy” (Jolene)Robertson, Dick (Mary Alice) Robertson, and a son, Thomas Patrick Robertson. Survivors include seven children: Mark Robertson of Kansas City, MO, Amy (Rick) Thrash of Jefferson City, MO, Jeff (Mary) Robertson, Joe Robertson of St. Joseph, MO, Tim (Kathy) Robertson of Platte City, MO, Charley (Lisa) Robertson of Topeka, KS, and Jane (Matt) Johnston of St. Joseph, MO, two brothers, Gerry (Joanie) Robertson of North Carolina, and John B (Carolyn) Robertson of St. Joseph, MO, 17 grandchildren: Heidy (Chris) Cooper, Anna (Jonathan) Keenan, Kelcey Robertson, Corby Robertson, Kalli (Nick) Brusca, Tommy Thrash, Lindy (Alex) DiCarlo, Charley Thrash, Amy Margaret, Meg, Jack, Laura Robertson, Sarah Johnston, Matthew Robertson, Jeffrey, Patrick, Timothy Johnston, five great-grandchildren, Kamden, Brecken, Chandler, Huxley and Ellery. Sister in law Carol(Bernie) Poteet, and several nieces and nephews.
The Mass of Christian Burial will be celebrated on Friday, August 12, 2016, at 10:00 am at the Cathedral of St. Joseph, Fr. Matt Rotert Celebrant. The family will receive friends from 5:00 PM to 8:30 PM on Thursday with the Rosary to be recited at 5:30 PM at the Cathedral. Friends may call at the Rupp Funeral Home from 9-3pm Thursday. Calvin Rafael Bibens
1924-2016

Bibens, Calvin. obitphotoCalvin Rafael Bibens, 91, of St. Joseph, Missouri, passed away Monday, August 8, 2016 at Mosaic Life Care, with his wife of 62 years, Mary Ann Bibens, by his side.
Calvin was born August 24, 1924 to Samuel and Florence (Ballard) Bibens in Welda, Kansas.
He married Mary Ann Hammons in Jefferson City, MO on October 11, 1953.
Calvin proudly served in the US Army during World War II (1942-1945) where he was in the Field Artillery with the 103rd Infantry Division with the Seventh Army and was in combat in France, Germany and Austria.
Following the War, Calvin attended Kansas University where he graduated in 1949 with a Bachelor’s degree in Architectural Engineering. He remained a life-long Jayhawk basketball fan.
Calvin co-founded Midland Steel Company in 1980 after working at Sheffield Steel Corp. from 1949-1955, St. Joseph Structural Steel Company from 1955-1965 and Midland Structural Steel Company (President) from 1965-1980. Calvin served as President then Chairman of Midland Steel Company from 1980 until his death. Even after he formally retired, Cal continued to have an office at Midland Steel Company, until he was 90.
Calvin was active in Boy Scout Troop 45 of the Ashland Avenue Methodist Church during the years his sons were in Scouting. He was an honorary warrior in the tribe of Mic-O-Say.
Cal and Mary Ann shared a love of travel throughout their 62-year marriage. Calvin visited 47 U.S. states and 20 countries spanning 3 continents. Calvin traveled well into his 80s, joining Mary Ann on a transatlantic voyage on the Queen Mary and a trip through the Panama Canal.
Calvin was a member of First Presbyterian Church and was a member of Moila Shrine, Scottish Rite and Charity Lodge. He also was a member of the Building Industry Club of St. Joseph, now the St. Joseph Construction Association, and of the Central Fabricators Association.
He was preceded in death by his parents; two sisters, Rowena Pearl Spencer and Irma Edith Adam; and one brother, Walter Bibens.
Calvin is survived by his wife, Mary Ann Bibens, and his three sons, Conrad Nelson Bibens (Becky) of Humble, Texas; Douglas Calvin Bibens (Sarah) of Clarksdale, Missouri; and Roger Allen Bibens (Joyce) of Platte Woods, Missouri. He also is survived by five grandchildren, Anna and Allison Bibens (Conrad’s daughters); Emily Bibens Chung and Katie Bibens (Doug’s daughters); and James Bibens (Roger’s son). His sister, Francine Moore (Richard) of La Jolla, California and numerous nieces and nephews also survive him.
The family would like to extend their appreciation and a special thanks to the Mosaic Life Care Hospice team who provided much care, comfort and support in the last few months of his life.
Farewell Services will be August 21, 2016 at Meierhoffer Funeral Home & Crematory. The family will gather with friends at 1:00 PM for a visitation followed by a Farewell Service and reception at 2:00 PM. An online guest book and obituary is available at meierhoffer.com.

Lois Aldine Rudder
1928-2016

unnamed (76)Hiawatha—Lois Aldine Harvey Rudder, 87, of Hiawatha, passed away Tuesday, August 9, 2016, at a Highland care facility.
Aldine, as she was known by friends and family was born, August 15, 1928, at the family farm northeast of Hiawatha, one of four children born to Artie and Selma Yaussi Harvey. She attended the Euchre Creek country school prior to Hiawatha High School, graduating with the class of 1946. She worked at Citizens State Bank at Hiawatha after graduation and then married James Clifford Rudder, Jr. July 12, 1947 after he had returned from the war. She is also known for her many years of employment at Western Auto and at the Brown County Extension and Noxious Weed Department. They had three children: Lois, Kay, and Janet.
Aldine was a homemaker for many years, and was known for crocheting not just for her family members, but also for many special orders and flea markets. She also loved to read. She and Cliff were also avid fishermen…down to keeping a record of the pounds of fish caught during the year.
She was preceded in death by her parents; husband Clifford in 1998; a brother Raymond, and a sister Millie.
Survivors include three daughters: Lois (Bob) Arnold of Topeka; Kay Hasenohr of Hiawatha, and Janet (Scott) Clearwater of Topeka; a sister Helen Laverentz of Woodward, OK; grandchildren: Debbie, Becky, Sarah and Jamie, of Topeka, Beau, and Joey of Hiawatha; step-grandchildren: Samatha, Daniele and Tammara; 17 great-grandchildren; one great-great-grandchild; 9 step great-great-grandchildren; nieces and nephews.
Family and friends will gather at Chapel Oaks Funeral Home in Hiawatha by 10:15 Friday, August 12, to go in procession to Oakland Cemetery at Padonia for services.
Friends may call at the funeral home after 10 a.m. Thursday where the family will meet from 6 until 8 that evening.

Rulo, Nebraska Al Mathews, 64, of Rulo, Nebraska, died Monday morning, August 9, 2016, at the home of his mother.
Among survivors are his mother Stella Coble.
Services are planned for 10:30 a.m. Saturday, August 20, at the George Ogden Community Building on the Iowa Reservation at White Cloud. Pastor Glen Acree will officiate.

Cameron woman injured in rollover crash

MSHP patchA 64-year-old Cameron woman was hospitalized after a rollover crash Friday morning.

The crash report from the Missouri State Highway Patrol says Ruth Powers was driving along Old U.S. Highway 36 near West Sale Barn Road at 7:15 a.m. when she lost control of her Chevy Tracker

The S.U.V. left the roadway and overturned, coming to rest on its wheels off the south side of the highway. Ms. Powers was transported to Cameron Regional Medical Center for treatment of what were described as moderate injuries.

Dozens of you in St. Joseph joined a national effort to set a world record for the most people “hula hooping at multiple venues simultaneously.”

The event, along with a free ice cream social, was organized by the Natural Grocers national office.

Hula Hoop enthusiasts of all ages took part at more than 100 stores across the country, using Facebook Live to share the event at 5:45 p.m. central time.

The world record has not yet been confirmed, according to officials with Natural Grocers. Guiness World Records has not yet returned our call for commentl.
