SHENANDOAH, Iowa (AP) — A yearly bicycle ride across Iowa has proved dangerous for the participants. Police arrested and charged a pickup truck driver after he allegedly plowed through a campground, hitting and dragging a rider asleep inside his tent. Earlier Sunday, a bicyclist was killed when he was hit from behind by a truck along the route of the ride in western Iowa.

Police have charged a pickup truck driver with hitting and seriously injuring a Florida bicyclist who was camping after riding in the statewide biking “Ride Across Iowa” event known as RAGBRAI.

The Des Moines Register reports 55-year-old Danny Cardin, of Homer, Louisiana, was charged with serious injury by vehicle and leaving the scene of a serious injury accident after police were called to a campground in Shenandoah late Sunday. The Iowa State Patrol says Cardin’s pickup struck a tent, with 67-year-old James Foley of Jacksonville, Florida inside.  Foley was dragged about 50 feet underneath the truck.

Cardin was in the Fremont County jail Monday. Court records don’t indicate if he has a lawyer.

According to the family’s page on the GoFundMe web site, Foley suffered from a shattered pelvis and some internal bleeding and will need to remain in Omaha’s Creighton Medical Center for some time before he will be well enough to travel home.

QUINONES ROSA, LUIS ANGEL

A St. Joseph man has been charged after shots fired on Delaware last week.

Luis Quinones-Rosa, 22 is charged in Buchanan County with a felony for unlawful use of a weapon.

According to court documents around 10:30 p.m. on Sunday July 17 Rosa is accused of driving in the area of the 2700 block of Delaware.

“As he was driving Luis Quinones used a handgun to fire shots into a parked Chevrolet Suburban,” said Sgt. F. Adams with the St. Joseph Police Department. “A house was also struck during this incident.”

As we previously reported, officers responded to a home July 18th in the area of Delaware and Ashland for a shooting investigation believed to be tied to a double homicide investigation that took place the morning before on Safari Dr. in which five people have since been charged. Court documents show that area is near the home of two of the defendants in the double-homicide investigation.

Court documents said  Quinones-Rosa was arrested Thursday after a traffic stop in the area of 3600 St. Joseph Avenue.

“A search of the vehicle following his arrest revealed a handgun under the driver’s seat Luis had occupied,” Adams said.

Quinones-Rosa is being held in the Buchanan County Jail on $25,000 cash only bail.  An arraignment is set for Tuesday at 8:15 a.m.

Lawmaker wants to boost fines on those who illegally spray pesticides

(Missourinet) – A state lawmaker who represents the southeast Missouri region where there have been numerous pesticide complaints will pre-file legislation in December to address the issue.

State Rep. Don Rone (R-Portageville) will introduce a bill in January to increase penalties on those who illegally spray pesticides. The state Department of Agriculture told Rone and other lawmakers on Thursday that MDA is investigating 115 compaints about pesticides in four southeast Missouri counties.

Rone wants to increase the fines on those who illegally spray pesticides from $1,000 to $10,000 per field. He tells Missourinet he’ll ask House Speaker Todd Richardson (R-Poplar Bluff) to fast-track the bill in January.

“Because if we don’t fast-track this, then the growing season down there (southeast Missouri) starts in March and we need to have this already in place, the Governor signed it and make it law before the next planting season which starts in the end of March,” Rone says.

Rone is concerned.

“If we don’t control this type of behavior, then we’re going to lose that chemistry sooner than later,” Rone says. “And pretty soon we’ll have no chemistry that’ll work in a field and then we’ll really have some problems.”

The MDA testified that they’re getting reports of damage to tomatoes, watermelons, peaches and peanuts. There have been seven MDA investigators working in the Bootheel.

Missouri Department of Agriculture Division Director Judy Grundler told lawmakers that the investigations encompass about 40,000 acres and more than 400 fields.

Planned road closure due to bridge replacement south of Kingston

wpid-wpid-modot-logo-200x150-200x150.jpgKINGSTON, Mo. – Replacing the Log Creek Bridge south of Kingston begins next week.

During a routine inspection during the fall of 2014, the bridge was shown to have significant, critical deterioration prompting the immediate closure of the bridge. Temporary support structures were put in place for the bridge and temporary traffic signals were installed allowing the bridge to reopen as a one-lane bridge.

Contractors from Phillips Hardy, Inc. of Boonville, working with the Missouri Department of Transportation, plan to close the road to all traffic at the bridge over the Log Creek just south of Kingston at approximately 8 a.m. on Monday, August 1, to begin the bridge replacement process. Workers may be present at the site, and along a detour route, prior to the closure, in order to set up traffic control signing. The contractor hopes to have the bridge reopened by the middle of November.

The bridge, built in 1930, carries approximately 2,500 vehicles per day. During the project, motorists will be directed over a signed detour on U.S. Route 36, Interstate 35 and Route 116.
