Kansas man charged with traveling to foreign country for sex with a minor.

USDOJ colorA Lindsborg man appeared in federal court Friday to face charges of traveling to a foreign country to have sex with a 13-year-old girl.

Acting U.S. Attorney for Kansas Tom Beall says Anthony Shultz, 53, Lindsborg, Kan., was charged with one count of engaging in illicit sexual conduct in a foreign place, one count of producing child pornography, one count of distributing child pornography and one count of identity theft.

According to court documents, Shultz is alleged to have traveled to the Philippines, where he engaged in sex with a minor, produced videos of the act and distributed the videos on the Internet. The case began in April 2016 when the FBI received a tip that a U.S. citizen was sexually abusing minors in the Philippines, producing live-streaming videos and distributing the videos via the Internet to users who paid to see them. Investigators followed an electronic trail to Shultz, who is a commercial pilot and owns a home in Lindsborg.

If convicted, Shultz faces up to 30 years in federal prison and a fine up to $250,000 on the charge of traveling for sex with a minor, not less than 15 years and not more than 30 years and a fine up to $250,000 on the charge of producing child pornography, not less than five years and not more than more than 20 years on the charge of distributing child pornography, and a maximum penalty of five years and a fine up to $250,000 on the identity theft charge.

Friday afternoon, Shultz appeared in U.S. District Court in Wichita. He will remain in custody pending a detention hearing July 29.

Paintfest America LogoThe Foundation for Hospital Art is hosting PaintFest America, a 50-day event hoping to reach the families, patients, and staff of cancer facilities in each state through artwork. The event lands in St. Joseph on Monday.

Multiple murals will be supplied by the Foundation for Hospital Art at each PaintFest America stop.

The murals feature different designs and offer a paint-by-numbers type approach. No artistic talent is necessary to participate. Anyone can pre-register to participate, but cancer patients and survivors are especially encouraged to assist with painting murals on the tour.

Additionally, a cancer patient and a cancer survivor will partner to paint a unique state specific panel which will include both the state bird and flower. That piece will be added to the 50-state mural “Stars of Hope” to be assembled in New York on the final day of the tour, which continues through August 23. The individual state panels will be returned to each participating hospital after the unveiling event on August 23.

The event promises engaging visuals of artwork giving comfort and love. Kansas City and Northwest Missouri-area cancer survivors, patients, staff and families are painting 18 colorful panels for 3 large murals to hang in the hospital.

The local event is scheduled from 10am to noon Monday in the lobby of the Mosaic Life Care Cancer Center, at 902 S. Riverside Road in St Joseph.

Motorcyclists hurt in separate crashes near Lathrop

MSHP patchTwo unrelated crashes near Lathrop send a pair of motorcyclists to the hospital Sunday.

A motorcyclist from Lawson, Missouri was seriously injured in a crash southeast of Lathrop at 4:40 am Sunday. The Missouri State Highway Patrol says Kurt Mandl lost control of his Harley Davidson when he was hit by a deer along Route V, six miles southeast of Lathrop.

The bike left the highway and ejected Mr Mandl, who was transported to Liberty Hospital.

Another motorcycle crash in Clinton County Sunday sent an Independence man to the hospital with moderate injuries. Traffic investigators say Randall Holmes lost control of his bike on loose gravel along Missouri Highway 33 just south of Lathrop.

The motorcycle went into a ditch and overturned, ejecting Holmes. He was transported to Liberty Hospital.

Two killed in crash near Chillicothe

Two people were killed and a third was injured in a single-vehicle crash east of Chillicothe on Sunday morning.

The Missouri State Highway Patrol says Larry Braun of Alberta, Canada lost control of his pickup along U.S. Highway 36, 3.5 miles east of Chillicothe at 9am Sunday.

The vehicle hit an embankment, went airborne across a county road and came to rest on its top. Two passengers, Lesley Oman, 58, and Sharee Oman, 56, both of Saskatchewan, Canada were killed in the crash. Braun was transported to Truman Medical Center for treatment of moderate injuries.

Firefighter dies in line of duty

A firefighter in Livingston County died in the line of duty on Sunday.

Livingston County authorities responded to an RV fire along U.S. Highway 36 Sunday. Among those responding was Ed Cosgrove of the Green Township Fire Department.

The Livingston County Sheriff’s Office says Cosgrove suffered a medical emergency at the scene of the crash. Sheriff Steve Cox says CPR and first aid were provided until Chillicothe Department of Emergency Services arrived to transport Cosgrove to the hospital.

Cosgrove was taken to Hedrick Medical Center where he died. Funeral services have not yet been announced.

Cosgrove was a 15 year veteran of the fire department.

Funds Available for Northwest Transportation Safety Programs

Missouri Coalition for Roadway Safety logoST. JOSEPH, Mo. – Annual grant funds to improve safety on Northwest Missouri roads are now available for regional transportation safety programs from the Northwest Missouri Coalition for Roadway Safety. 

This is the seventh year the funds have been available for interested applicants as part of the Coalition’s effort to reduce injuries and fatalities on roadways in Northwest Missouri’s 20 counties. 

“We’re working towards zero fatalities on Northwest Missouri roadways,” Chair of the Coalition’s Northwest Region Marcia Johnson said. “We’ve made great strides in that department, but we have a long way to go. By funding projects at some of the great agencies and organizations around our region, we’re able to help them complete traffic safety programs that may otherwise have to be shelved due to lack of funding.” 

Organizations eligible to apply for these funds include schools, community groups, law enforcement, health departments, and others. 

Online grant applications are available here. Completed applications are due by the close of business on Friday, September 16, 2016, with award announcements following soon thereafter. All awarded funds must be spent by June 15, 2017.

To be eligible for the grants, programs must address at least one of the Blueprint-identified emphasis areas including serious crash types, high-risk drivers and occupants, special vehicles, vulnerable roadway users, and special roadway environments. The more widespread the impact the program has, and the longer it lasts, the better chance it has to receive some of the limited funds. Further information on these emphasis areas is available in the Blueprint for Safer Roadways available for download here.

Girl’s Night Out to take over Savannah Square

savannahLocal businesses will be setting up shop around the Savannah square this week for a Girls Night Out.

The event will be held on the Square in Savannah Wednesday, July 27, 5 p.m. to 8 p.m.

According to the Savannah Chamber of Commerce, the businesses owned and run by women on the square in Savannah will stay open in the evening hours hosting more than 50 home-based businesses. The idea is women empowering women.

Host businesses include organizer The Ivy Cottage, The Clawfoot Tub, Salon on the Square, Sports Page, Creations, Jodi Nellesen Shelter Insurance, Simply Amazing Bridal, Miss Doyle’s Soapery, Lander’s Floral, Andrew County Mutual Insurance, The Furniture Studio, The Yoga Studio, and Urban Daisy.

Featured businesses include artists, crafters, direct sellers, non-profit groups, gardeners, bakers, jewelry makers, and more.

The host businesses will each display a decorated pink flamingo to show that they are open. Attendees will vote for their favorite flamingo.

“I am hosting this event as a way to pay it forward to the many customers that the City of Savannah has that also try to enhance their way of living by having a second means of income,” said Kim McKean, the event organizer and owner of The Ivy Cottage, 408 Court Street. “Also to bring more people to Savannah to meet all the great women that ‘run’ this town.”

Education comments on Missouri Western sought for evaluation

Western Missouri WesternMissouri Western State University is seeking comments from the public about the University in preparation for its periodic evaluation by its regional accrediting agency.

Missouri Western will host a visit Oct. 3-5 with a team representing the Higher Learning Commission. Missouri Western has been accredited by HLC since 1919, when it was St. Joseph Junior College. The team will review Missouri Western’s ongoing ability to meet HLC’s Criteria for Accreditation.
