Man accused of pointing loaded gun at woman and punching her in face

A St. Joseph man is facing a felony charge after allegedly pointing a loaded pistol at a woman and punching her in the face.

Michael Allen Leigh, 46 is charged in Buchanan County with a felony for unlawful use of a weapon. According to court documents on Saturday, Leigh is accused of pointing a loaded S&W 9mm semi automatic pistol at the victim and punching her in the face.

“The defendants blood alcohol level was .075,” said Det. Frank Till with the St. Joseph Police Department. “Approx 7.5 hours after this event.  There was a child present when he put a gun to the head of the victim in this case.”

Leigh is being held without bond.  An arraignment is set for Tuesday.

 

Man allegedly arrested after foot chase in Brown County

The Brown County Sheriff’s Department arrested two people Friday after a resident lost a dog.

According to Sheriff John Merchant, around 8 p.m. Friday a deputy on patrol on 75 Hwy was notifying a local resident that their dog had gotten loose and wandered on the highway.

“While assisting the residents, the deputy became suspicious of a vehicle in the area and upon checking the license plate, found it to be stolen out of Woodard County Iowa,” Merchant said. “The male driver took off on foot.”

Merchant said Kansas Highway Patrol, Nemaha County SO, Sabetha PD, Sac and Fox PD and Kansas Department of Wildlife and Parks assisted in locating and arresting the driver, Allen J. Wright 33 of Sioux City, IA without incident.

Wright was booked in the Brown County jail on charges of Felony Obstruction and Possession of Stolen Property–  Wright also has a Woodard County Iowa Warrant. Nelitta Taylor 35 of Sioux City, Iowa who was a passenger in the vehicle was arrested on a charge of Felony Obstruction.

Colgan pleads guilty; government recommends one year and one day in prison

US courthouse KCMODr Dan Colgan appeared in US court Monday, waived his right to a grand jury indictment and pleaded guilty to one count of wire fraud.

It appears the plea wraps up the two-year federal investigation into the finances at the St. Joseph School District.

“Today’s criminal felony conviction brings to conclusion an extensive, thorough investigation into fiscal wrongdoing in the St. Joseph School District,” said Tammy Dickinson, United States Attorney for the Western District of Missouri. “We do not anticipate charges against any additional defendants in the future.”

The former St. Joseph School District superintendent made the plea in connection with the misrepresentation of retirement documents.

Officials say those misrepresentations cost the school district more than $14,000 and the state’s Public School Retirement System more than $662,000. Earlier Dr. Colgan agreed with an order from the PSRS that he repay those funds.

By pleading guilty, Colgan admitted that he caused others to falsely report his salary to the PSRS in order to increase his retirement benefits. Colgan knew that the salary figures he caused the school district to submit to PSRS on his behalf included fringe benefits and other payments to Colgan that were not eligible to be counted as salary under state statutes.

This fraud scheme began during the 1997-98 school year and lasted for eight years, until Colgan’s retirement. Colgan’s retirement benefits were calculated by using the amounts reported by the school district over the final three-year period before he retired.

During that final three-year period, the school district falsely reported that Colgan’s salary totaled $586,030. In reality, his salary totaled $343,286 – a difference of $242,744. As a result of the false statements to the PSRS, the school district made excess payments in the amount of $14,652 to the PSRS from 2003 through 2005, and Colgan was paid excess benefits that totaled $677,313 over a 10-year period.

Colgan’s salary reported for his final three years as school superintendent improperly included the following:

· Car Allowance/Travel Stipend: The $9,600 car allowance/travel stipend was a fringe benefit that was ineligible for retirement salary calculation purposes;
· Family Insurance Premiums: The family insurance benefits/premiums paid by the district of $5,225, $5,603, and $6,258 were fringe benefits that were ineligible for retirement salary calculation purposes;
· District Contribution to Taxable Annuity: The district payment for the school year 2004-2005 of $25,000 to purchase a taxable annuity for the superintendent was ineligible for retirement salary calculation purposes;
· “District Vehicle” Payments: In the final three years, the school district reported “District Vehicle” payments of $11,300, $11,300, and $28,975. The “District Vehicle” payments were separate from the $800 per month car allowance payments (described above). The “District Vehicle” payments were fringe benefits that were ineligible for retirement salary calculation purposes; and
· Unused Vacation Payment: An unused vacation payment in June 2005 of $10,820 was a fringe benefit that was ineligible for retirement salary calculation purposes.

Colgan pleaded guilty during a hearing in U.S. District Court for the Western District of Missouri in Kansas City.

The government made a recommendation for sentencing of one year and one day in prison, and the repayment of the more than $662,000 to P.S.R.S. by the sentencing date. However the judge says he will take the recommendation under advisement, and has ordered a pre-sentence investigation, to determine if he can accept the recommendation made by the government.

Sentencing will be scheduled once the judge has the results of the pre-sentence investigation.

Obituaries June 10-11

Edna Darline James Adkins
1920-2016

unnamed (18)Edna Darline James Adkins, 96, of St. Joseph, Mo., passed away Friday, June 10th at home with loving family by her side. Darline was born February 16, 1920 in rural Ringgold County, Iowa, the daughter of Edmond Howe and Gertrude Humphreys James. She attended schools in Ringgold County. On April 13, 1940, she was married to Kenneth Duane Adkins in a small ceremony at Grant City, Mo. Shortly after they were married, the young couple moved to California where they lived in Calistoga, located in the Napa Valley. They both worked at the U.S. Naval shipyards at Mare Island. Duane also drove a bus for the U.S. government during this time. Approximately two years later, they came back to Missouri where Duane enlisted in the Army. Before their return to Missouri, Duane had declined a six-month deferment to enlist, stating he felt a duty to go and fight in WWII. After his discharge at the end of World War II, Darline and Duane moved to St. Joseph where Darline continued her education at St. Joseph Junior College (which eventually became Missouri Western). She went on to graduate from Gard Business University. Following those educational experiences, she went to work for a local ear nose and throat doctor, and later H&R Block tax preparers. Darline accepted Jesus Christ as her Lord and Savior when she was 15 years old. She was baptized in the Grand River Ewing Ford north of Allendale, Mo, along with several other young people. She was a Faithful member of Copeland Baptist Church in St. Joseph. Her Faith was ever enduring until the end of life and she always maintained a Christian home for her family. She was preceded in death by her husband, her parents, three brothers, Oral, Victor and Phrayne, and one sister, Jessie Washburn. Survivors include: one sister, Maxine Washburn of Hatfield, Mo., two sons, Marvin Adkins of St. Joseph and Adrian (A.J.) Adkins of Farmington, Arkansas, one daughter-in-law, Laurie Adkins of Farmington, Arkansas. Grand children include: Brian Adkins of St. Joseph, along with his daughter Brittany Winder of St. Joseph, Ben Adkins, Jake Adkins, Annie Campbell and Madeline Hutson all of Northwest Arkansas. Several beloved great grandchildren, nieces and nephews. The family will receive friends from 6-8 PM Monday at the Rupp Funeral Home. Funeral Services will be conducted at 10 AM Tuesday at the Rupp Funeral Home. The Inurnment will be at a later date.

Harold Walter Klein
1922-2016

unnamed (19)Harold “Bud” Walter Klein, 94, of St. Joseph, MO, formerly of Shawnee and Lawrence KS, passed away Saturday, June 11, 2016 in a Gower, MO. Heath Care Center. He was born February 24, 1922 in Ottawa, KS, son of the late Nora and Murray Klein. He graduated from Kansas University with a degree in Accounting. He served in the Army Air Corp and is a veteran of the WW II serving in the Asiatic Theatre, stationed in China, Burma and India. Following that service, he joined the Army Reserves until the Korean War. Following his graduation from KU, he was an Accountant for Skelly Oil Company, he then worked at KAW Transport in KC, MO as a Executive VP. He was proud of his military service and was a member of the CBI (China Burma India) veterans organization, he also was on one of the Honor Flights that visited the WWII Memorial in Washington DC in 2009. He enjoyed fishing, KU Sports, the Chiefs & Royals, home improvements and lately he enjoyed genealogy. He was a member of the Old Mission Methodist Church in Fairway, KS. Bud was preceded in death by wife, Lorene Ethel Klein, daughter, Patricia Ann Klein, brother, Ralph Klein, and a sister, Fern B Wilkinson. Survivors include: son, Steven (Betty) Klein of St. Joseph, MO, sister, Faye A Robbins of Lawrence, KS, Grandchild, Gypsy Murdock and partner Patrick Hogan.
The family will receive friends from 12:00 PM to 1:00 PM on Wednesday at the Rupp Funeral Home with a funeral service to follow starting at 1:00 PM. The Interment will be at the Highland Cemetery, Ottawa, KS. Memorials are requested to the God’s Mountain.

Roselyn S. “Rose” Boeckman
1937-2016

unnamed (20)Roselyn S. “Rose” Boeckman, 79, died late Saturday evening, June 11, 2016, at Hiawatha Community Hospital.
Rose was born at Axtell, January 2, 1937, one of eight children born to the late Ambrose and Stella Becker Koelzer. She grew up in near Seneca and attended St. Peter and Paul School, graduating high school with the class of 1955. Rose worked as a telephone operator, and A&P Grocery Store in the meat department, for a few years.
She married Jerry Boeckman, April 30, 1958, at St. Peter and Paul Catholic Church at Seneca. They lived at Falls City, Nebraska a short time, before moving to Hiawatha to make their home and raise their family. They owned and operated W&W Shoes, downtown Hiawatha, for 28 years before retiring in 1998. She also did sewing for folks in this area making various articles of clothing including wedding dresses.
Rose was a longtime member of St. Ann Catholic Church of Hiawatha; and the Altar Society of the Church. She and several other ladies were the ‘funeral committee’ at Church…serving untold number of funeral dinners through the years.
Survivors include her husband Jerry of 58 years of the home; two daughters: Julie Rieger (Jim) of rural Fairview, Connie Schroeder (Eric) of Olathe, KS; two sons: Robert Boeckman (Jenny), and Jim Boeckman (Michelle), both of Hiawatha; a sister Jane Niehues of Woodland, California; three brothers: Dave Koelzer of Meriden, KS, Steve Koelzer of Stafford, KS, Keith Koelzer of Seneca; 12 grandchildren; 12 great-grandchildren.
She was preceded in death by her parents; a sister Vivian Hutfles; two brothers: Jim, and Jack.
Mass of Christian Burial will be celebrated at St. Ann Catholic Church in Hiawatha at 1 p.m. Thursday, June 16, with Father Dan Gardner as celebrant. Interment will follow at St. Peter and Paul Church Cemetery, Seneca.
Friends may call at Chapel Oaks Funeral Home after 10 am. Wednesday. The parish rosary will be recited at 6 p.m. Wednesday, at the funeral home, followed by the family visiting with friends until 8 p.m.
Memorial contributions are suggested to the Rose Boeckman Memorial Fund, which may be sent in care of the funeral home, 14 S 7th St., 66434.

Danny Wayne Pace
1964-2016

unnamed (24)Danny Wayne Pace, of St. Joseph, MO, formerly of Hiawatha, KS, died Saturday, June 11, 2016, at his home. He was 52.
Danny was born June 7, 1964, in Falls City, Nebraska to Juanita McFeeters. He grew up in the Horton-Hiawatha area where he attended school. Danny was currently employed at Triumph Foods in St. Joseph.
Danny enjoyed the KC Chiefs and the Royals. Rock music was one of his passions, as well as, collecting vintage cassette tapes. His talents and hobbies included barbequing/smoking meats, and mushroom hunting.
He and the love of his life, Brook Ingram, were married on May 5, 1998 in Las Vegas, Nevada. She survives at the home.
Also surviving is his mother Juanita (Richard) McFeeters of Hiawatha, sisters: Judy (Rick) Johnson of Hiawatha, Tammy McFeeters of Falls City, Lori McFeeters of Pittsburg, KS; niece Amanda Johnson; nephews: Brian, Paul, Chris, and Jeremy Harmon; great-nieces Amelia, Natalie; great-nephews: Brian Jr., and Silas.
Danny was preceded in death by a son Brandon Michael Pace, and a nephew Milo Johnson.
Danny was loved by many and will be greatly missed!
A Celebration of Danny’s life is planned for 11 a.m. Thursday, June 16, at Chapel Oaks Funeral Home in Hiawatha, with cremation to follow.
Friends may call at the funeral home after 5 p.m. Wednesday. The family will meet with friends one hour prior to services Thursday.

Luke Loucks
1915-2016

Loucks, Luke obit photoLuke Loucks, 100 years of age, passed away June 11, 2016, at John Knox Village in Lee’s Summit, Missouri. Born in Holt County Missouri on August 18, 1915 to Samuel and Cora Loucks, Luke graduated from Mound City High School and later married Jeanne Hester in 1943.
After attending Chillicothe Business College, Luke joined the United States Army. He served in North Africa and in the invasion of Italy. Following the war, Luke worked in Kansas City for Barada & Page until being recalled to military service during the Korean conflict. Luke left the service as a First Lieutenant.
Luke and Jeanne were blessed with their son Gary in 1955.
After leaving military service, Luke returned to work for McKesson Chemical and in 1969 was transferred to Cleveland, Ohio. He retired in 1976 and lived in North Kansas City before moving to John Knox Village in the early nineties.
During his retirement years, Luke enjoyed traveling, gardening, fly fishing, and woodworking at the Hobby Hut. In addition, he was instrumental in advancing the use of the artificial larynx and served as President of the Heart of America Nu-Voice Club He was a member of the Masonic Lodge and a Shriner.
Luke was preceded in death by his wife of 50 years, Jeanne and brother, Charles. He is survived by son Gary and wife Pam of Kansas City, Elaine Fulton, his companion of 23 years, as well as many nieces, nephews, and other extended family.
Luke was a gentle, kind and loving man who was adored and will be missed by everyone who knew him.

St Joe woman injured in Harrison County crash

MSHP badgeA Harrison County crash sent a St Joseph woman to the hospital Saturday.

The crash report indicates Cherith Boger was a passenger in a vehicle driven by a Cainsville teenager. The Missouri State Highway Patrol says Jasmine McClain lost control of the vehicle along Route N west of Cainsville at 6:05pm Saturday. The vehicle left the roadway and struck an embankment.

McClain was not hurt, but Ms Boger,22, was transported to Harrison County Community Hospital for treatment of moderate injuries.

Teen injured in rollover crash

MSHP logoA rollover crash in Livingston County sends a 15-year-old to the hospital.

The Missouri State Highway Patrol says Ryan Fisher of Brookfield lost control of his vehicle along Livingston County Road 226 north of Wheeling just after 8am Sunday.

The Ford Taurus left the road and overturned.

Fisher was transported to Hedrick Medical Center for treatment of moderate injuries.

Craig man dies after a one vehicle crash Saturday

Missouri Highway Patrol MHPA Craig, Missouri, man is dead after a one vehicle crash in Holt County Saturday afternoon.

According to the Missouri State Highway Patrol, 57-year-old Dayton D. Lawson of Craig was driving south on US 59 in Mound City around 4 p.m. Saturday when his vehicle crossed the center line, went off the east side of the road and up an embankment. Lawson was not wearing a seatbelt and was ejected through the front passenger window.

Lawson was pronounced dead at the scene by Holt County Coroner Susan Lentz.

Planned Road Work for Northwest Missouri, June 13 – 19

JOSEPH, Mo. – The following is a listing of general highway maintenance and construction work in the Northwest Missouri region planned for the week of June 13 – 19 from the Missouri Department of Transportation. In addition to the work listed below, there may be pothole patching, bridge deck washing, striping, brush cutting, guardrail repairs and other road work conducted throughout the region. Many of these will be moving operations and could include lane closures with delays.

Andrew County

  • Interstate 29 – NIGHT WORK southbound from Business U.S. Route 71 to Route O (Buchanan County) for a resurfacing project, June 13 – 18from 6 p.m. to 6 a.m. This does include a 15-foot width restriction.

Hundreds of dead fish pulled from Corby Pond

Each year, when the temperatures get high enough and the oxygen content gets low enough, the carp populations in ponds across Northwest Missouri take a beating.

On Sunday, crews from the St. Joseph Parks and Recreation Department were dispatched to Corby Pond, where the polka-dot pattern on the pond’s surface and the smell of dead fish throughout the neighborhood provided yet another sign of summer.

There were hundreds of fish floating in the pond Sunday, a regular occurrence at this time of year, according to long-time parks workers.
