Gov. Nixon announces $5 million in state funding for NW Missouri levee repairs

Governor Jay Nixon was in St. Joseph Wednesday to announce state funding of $5 million to help pay for levee repairs along the Missouri River. The funds will go toward the 35% local match to pay for the approximately $70 million repair project.

The announcement ceremony at the 139th Airlift Wing at Rosecrans Airport featured a remarkable cast of characters, including a governor, state legislators, the mayor, the entire Buchanan County Commission, at least one sheriff and one fire chief, plus a base commander and a brigadier general, and most of National Guard personnel stationed at Rosecrans.

“This is a vitally important project, not only for St Joe, not only for Missouri but for the country,” Gov. Nixon told reporters. “This base needs to be protected and safe and not have any risks, so that these folks can do their valuable work.”

Nixon says he was not surprised at the bipartisan support the project has received, from the U.S. Senate to the Buchanan County Commission. But he says that cooperation was remarkable nonetheless.

“There’s really nothing else to say, other than there’s a whole lot of cynicism running around America right now,” Nixon told the gathering, “a lot of folks saying that folks can’t work together, can’t get things done.”

“You’ve got a bipartisan group of legislators, house and senate, you have a governor, you’ve got city, county, you’ve got the military, you’ve got the Corps of Engineers, you’ve got levee districts. Literally, everyone had to row together and do their part or we wouldn’t be here today.”

Completion of the repairs still depends on voter approval of a quarter-cent sales tax which goes on the ballot in Buchanan County August 2. Passage is anything but certain, but the ballot measure has drawn together an unusual coalition. It’s not often you hear State Senator Rob Schaaf speak in favor of a tax increase. But the St Joseph Republican does support the quarter-cent sales tax increase.

“This tax increase is something that this community absolutely has to have, in order to protect this air base, which is critical to our community,” Schaaf said in an interview. “Plus, this is a tiny tax increase, that has a sunset on it, and will only last until this levee system is fixed and protected. So it’s just something that they’ve just got to come through and support.”

City Manager Bruce Woody told the gathering that the project will proceed across four fiscal years, but should be completed in about 3.5 years. Among the elements of the project are raising the levees, protect them from underneath, the drilling of relief wells, and the addition of a “Stop log gap,” for areas where the railroad tracks cross the levees. The new device takes about two hours to set up. The old method of lifting the tracks and sandbagging the gaps takes much longer.

Officials say the Missouri River levees are vital to both the local and state economy by protecting over 6,000 jobs. They protect the Missouri Air National Guard, Rosecrans Memorial Airport, as well as many commercial, residential and agricultural properties along the river. Over $2 billion in private and public assets are located in areas protected by the levees.

He was born May 9, 1955 in Wathena, KS, son of the late Pearl and William F. Rotterman. He attended Central High School. He loved to farm, and being with people and talking, he never knew a stranger. Bill was a Christian. Survivors include, wife, Norma Rotterman of the home, three daughters, Launa (Brian) Joyce of Saint Joseph, MO, Laura (Nathan) Kneib of Fillmore, MO, and Larissa (Michael) Jenkins of Shenandoah, IA, sister, Linda (Raymond) Swoboda of Gower, MO. eight grandchildren, Miranda, Hadley, Nolan, Lynde, Emery, Truman, Ainsley, and Delaine.

Mass of Christian Burial will be at 10:00 AM on Friday May 27, 2016 at St. Benedict’s Church with Abbot Barnabas Senecal, OSB as celebrant. Interment will be at a later date in Mt. Calvary Cemetery. A parish rosary will be Thursday, May 26th at 6:30 P.M. in the chapel of the Arensberg-Pruett Funeral Home. Visitation with the family will follow until 8:00 P.M. Memorial contributions are suggested to St. Benedict School Endowment or Mount St. Scholastica and may be left in care of the funeral home.
Kathy was born June 2, 1944, in Denver, Colorado, the daughter of William Ralph and May Cudmore Moss. She attended St. Mary’s Elementary and High School in Colorado Springs, Colorado. She then attended Mount St. Scholastica and Benedictine College.
She and Stan Munson were united in marriage on June 3, 1967, at Broadmoor Church in Colorado Springs, Colorado.
Kathy was employed as a teacher at St. Benedict Catholic School, formerly Atchison Catholic Elementary School for 33 years. She began her teaching career at Atchison Junior-Senior High School, then taught at Potter, Kansas and later at Atchison County Community High School before coming to ACES.
Kathy was an active member of St. Benedict Parish and participated in Adoration at the church. She was also a longtime volunteer at the Sofia Center at Mount St. Scholastica.
Survivors include her husband of forty eight years, Stan Munson of the couple’s home, a daughter, Susie (Tim) Pfannenstiel, Hays, KS, three sons, Rob (Mia) Munson, Shawnee, KS, David (Trish) Munson, Brookshire, TX, Dan Munson, Kansas City, MO, a sister, Mary Lynn Kilibarda, Orr, MN and seven grandchildren, Bailey, Chase, Sloan, Alex, Jack, Nate and Colin.

Betsy A. Bishop
1929-2016

unnamed (9)Betsy A. Bishop, 86, of Hiawatha, passed away surrounded by her family, Monday evening, May 23, 2016, at Hiawatha Community Hospital.
Betsy was born in Topeka June 27, 1929, one of five children born to Adolph and Mary Ellen Finley Zeferjahn. She grew up in Topeka where she attended schools, later graduating from Seaman High School with the class of 1947. She worked in accounting and finance at Patrick AFB in Melbourne, FL from 1979 to 2007. Betsy has been an antique dealer for many years.
In Topeka, she was a member of the Seaman Congregational Church where she sang in the choir. She also belonged to the Red Hat Society, enjoyed attending auctions, plants, and the gift of giving to others.
She married Dewey Bishop, November 27, 1949, in Topeka. They lived in Olathe, KS, Melbourne, FL, and upon retiring, moved to Hiawatha, KS in 2007. He survives of the home.
Also surviving are her children: Tom Bishop of Auburn, KS, Patricia Clark (Phil) of Hiawatha, Ken Bishop (Rose) of Palm Bay, FL, Tara Bishop Archer (Ed) of Sebring, FL; a brother Elmer Zeferjahn of Topeka; a sister Doll Able, also of Topeka; 8 grandchildren; and 9 great-grandchildren.
She was preceded in death by her parents; two brothers: Kenneth Zeferjahn, Leonard Zeferjahn, and a sister Leona Applehanz.
Family and friends will gather at Chapel Oaks Funeral Home in Hiawatha, KS from 5 until 6:30 p.m. Thursday. Graveside services are planned for 1 p.m. Friday, May 27, at Half Day Cemetery, north of Topeka. Pastor Rich Lehmkuhl will officiate.

Doris F. Bell
1921-2016

Doris F. Bell, 95, of Hiawatha, died early Tuesday morning, May 24, 2016, at Maple Heights Nursing Home in Hiawatha, where she had been a resident since October 2007.
Doris was born in Iowa, January 16, 1921, the youngest of two daughters born to Owen and Charlotte O’Roke Zimmerman Carpenter.
She worked as a cashier for grocery stores including Kroges, A&P, H&H, both of Hiawatha. She enjoyed visiting with friends at Dairy Queen and McDonalds; working in the yard, planting flowers and bushes. She always had a beautiful looking yard.
Survivors include a niece Claudia Davis of Arizona; nephew Larry Mullins of Oklahoma; great-niece Melonie Gresham of Oklahoma.
Doris was preceded in death by her parents; husband Daryl in 1996; and her sister Genease Mullins.
Graveside funeral services: 11 a.m. Wednesday, May 25, at the Oneida Cemetery in Nemaha County, Kansas. Pastor Charlie Neill will officiate.

Federal indictment adds charges against rape suspect

USDOJ coinA Wichita man is charged in a federal indictment with sexually assaulting victims while they were 12 to 17 years old and then taking pictures of some of the assaults.

In a news release, Acting U.S. Attorney Tom Beal said Random Shane Smith, 36, is charged in counts one and two with aggravated sexual abuse, in count three with production of child pornography, in count four with possessing child pornography; and in count five with tampering with a witness.

The crimes are alleged to have occurred in 2014, 2015, and 2016 at McConnell Air Force Base.

Smith initially was charged in a criminal complaint filed May 13 in U.S. District Court in Wichita. The indictment adds to the charges in the complaint one count of possession of child pornography and one count of tampering with a witness. According to court documents associated with the criminal complaint, Smith used force to make the victims submit to sexual acts with him. The most recent assaults occurred on the Air Force base. Smith allegedly used a cell phone camera to take photos of some of the assaults, according to court documents.

Upon conviction counts one and two carry a penalty of up to life and a fine up to $250,000 on each count; count three carries a penalty of not less than 15 years and not more than 30 years and a fine up to $250,000; count four carries a penalty of up to 10 years and a fine up to $250,000; and count five carries a penalty of up to 20 years and a fine up to $250,000. The FBI and the Air Force OSI investigated. Assistant U.S. Attorney Jason Hart is prosecuting.

Indictment: raw gas oil substituted for crude oil in fraud scheme

A Kansas man was indicted Tuesday on charges of carrying out a $7.9 million oil and gas fraud scheme.

Acting U.S. Attorney Tom Beall says David K. Lawson, 70, Hillsboro, is charged with one count of wire fraud. The indictment alleges the crime occurred while Lawson was the owner and director of Sonstone Trading, LLC.

Lawson made a deal for Sonstone to sell 90 barrels a day of crude oil to Parnon Gathering, Inc. But, according to the indictment, what Sonstone provided to Parnon was in fact not crude oil. It was raw gas oil (RGO), which is a mixture of various refined petroleum products with a very low vapor pressure and a lesser commercial value.

If convicted, Lawson faces a penalty of up to 20 years in federal prison, a fine up to $250,000 and restitution. The FBI investigated. Assistant U.S. Attorney Alan Metzger is prosecuting.

Deadline approaching for Summer Youth Tennis Program

Tennis  10 and under tennisThe City of St Joseph is once again hosting the Summer Youth Tennis Program but you’ll need to pre-register soon.

The St. Joseph Parks, Recreation & Civic Facilities Department will host the program for children ages 5-10 during the months of June and July, at the Noyes Tennis Complex. The program will be divided into three age/ability divisions and modified equipment will be available for use by registered participants.

The program will follow the guidelines of the United States Tennis Association (USTA) 10 and Under Tennis and instructed by trained tennis staff. This program promotes an organized process, focusing on teaching the game of tennis to youth from 5 to 10 years of age in a fun, positive environment.

The teaching methods, modified equipment, and kid-tailored court size lead to provide a fun atmosphere for skill development. The process of 10 and Under Tennis helps kids learn and play quickly in a way that is both enjoyable and rewarding. Equipment will be supplied and available for use of registered participants.

Cost is $30 per participant, per session. Each session will consist of two 45-minute lessons per week for a four-week period. The June session will begin on Monday, June 1, and run through June 25. The July session will begin Monday, July 6, and will conclude on July 30. Monday/Wednesday and Tuesday/Thursday lesson times will be available and filled according to level of interest.

All sessions will take place at the Noyes Tennis Complex, located at 402 South Noyes. Deadline for sign-ups is May 27, 2016.

Water main break closes state highway near Parkville

Platte County Sheriff patch jpgPlatte County officials announced a detour caused by a water main break.

Missouri Highway 9 is closed between Cadwallder and Platte Hills Road (North of Parkville) due to a water main break.

The road is expected to be closed until noon on Wednesday. Travelers are advised to use alternate routes during the closure.

Governor announces trade delegation to Cuba

Missouri Gov. Jay Nixon will lead a delegation representing agriculture, business, education and government on a trade mission to Cuba from May 29 to June 1.

With the recent progress toward normalization of relations between the United States and Cuba, the trade mission will focus on increasing Missouri exports to the island nation.

Officials expect to focus on agricultural exports, including Missouri-grown long-grain rice, which used to be a significant export to Cuba.

Gov. Nixon will visit the new deep-water port at Mariel, Cuba, which has expanded capacity to receive large cargo ships. Missouri products, particularly grain, often are transported down the Mississippi River by barge to the Gulf of Mexico and then to overseas markets by sea-going cargo ships. As part of his trade mission to the Republic of Panama in March, the Governor went to the newly expanded Panama Canal, a major transportation route for U.S. grain exports.

The delegation will include First Lady Georganne Nixon, Missouri Department of Agriculture Director Richard Fordyce and Missouri Department of Economic Development Director Mike Downing. Other members of the trade delegation include Dr. Carlos Vargas, President of Southeast Missouri State University; Gary Wheeler, of the Missouri Soybean Association; Silvia Hollis, of Mid-Continent Aircraft, Hayti; Thorstein Holt, of Holtec Gas Systems, Chesterfield; Brady Moses, of SatCommX, Lampe; Jeffrey Fort, of MOM Brands Sales, St. Louis; and several representatives of Martin Rice, of Bernie.

“The growth of Missouri exports has gone hand in hand with our revitalized economy,” Gov. Nixon said. “Cuba represents a market of 11 million consumers that has been largely untouched by U.S. exports for more than 55 years. Missouri is moving forward to take advantage of this opportunity, particularly when it comes to rice, one of the staples of the Cuban diet.”

Cuba formerly was a significant export destination for Missouri-grown rice. Missouri produces a high-quality, long-grain rice that has proven to be a high-value crop for farmers in the southeast part of the state, the Governor said, and increasing rice exports would be another boost for the regional and state economies.

In addition to meeting with Cuban government officials in Havana, Gov. Nixon will be briefed by Deputy Chief of Mission Scott Hamilton and other high-ranking officials at the U.S. Embassy on progress toward facilitating and increasing trade between the U.S. and Cuba. He is also scheduled to address an entrepreneurial forum coordinated by the Cuban Chamber of Commerce and the Ministry of Trade and Investment, which will include Cuban companies and members of the Missouri delegation.

Travel costs for the Governor and First Lady will be covered by the Hawthorn Foundation, a nonprofit organization dedicated to promoting economic growth in Missouri; state taxpayer funds will not be used.

Gov. Nixon has made creating opportunities for Missouri businesses to sell their products around the globe and promoting Missouri as an ideal location for investment by foreign companies a top economic development priority for his administration. The Governor has led successful trade missions to China (October 2011); Brazil (April 2012); the Republic of China (Taiwan) and the Republic of Korea (March 2013); Western Europe (June 2013, March 2015 and June 2015); Canada (March 2014 and August 2015); Columbia and Peru (February 2016); Panama (March 2016); and Israel (March 2016).

In March 2015, Mrs. Nixon represented the State of Missouri in leading a trade mission to Cuba with members of the U.S. Agriculture Coalition for Cuba (USACC), including 95 current and former government officials, industry representatives, and agriculture leaders including two former U.S. Secretaries of Agriculture. It was the first official trade mission from the United States after President Obama announced the decision to normalize diplomatic relations with Cuba in December 2014. The Governor was unable to travel on that trade mission because of the funeral of State Auditor Thomas Schweich.

Pre-registration underway for annual Spring Parkway 5K Fun Walk and 15K Run

2016 Spring Parkway RunRegistration is underway for this weekend’s Spring Parkway 5K Fun Walk and 15K Run. The annual events are hosted by the City of St. Joseph Parks, Recreation & Civic Facilities Department.

Same day registration and event check-in will be held on the day of the events, but it’s cheaper to register in advance.

Online reservations will be taken for both events through noon on May 27. Participants are encouraged to register online (here) to take advantage of the discounted $25 registration fee.

There is a $30 registration fee for participants who register on the day of the event. Registration fees are the same for both events.

Same day registration and event check-in will be held from 7-7:45am, on the day of the events. The races begin at 8 a.m.

Participants who register before the day of the race may pick up their race packets at the Parks administration office located at 1920 Grand Avenue, May 26 and 27, from 8am-5pm. Both events begin at Krug Park with the 5K Fun Walk ending at the Noyes Tennis Complex and the 15K Run ending at Benton High School. Runners, walkers and spectators may park in the lots located at Krug Park, Noyes Tennis Complex, and Benton High School.

Transportation will be provided from both race finish areas and Krug Park the day of the events. All participants and volunteers will receive a Parkway Run t-shirt and medals will be awarded to the top three finishers of each age group for the 15K Run.

Windy conditions cause problems

20th and Jones c 160525Wind gusts reached 54 miles per hour this morning in St Joseph. That caused some problems in at least one Midtown neighborhood.

Shortly before 5 a.m. police dispatchers received the report that a power line was down between 20th and 22nd on Jones Street.

A fire crew was dispatched. They reported a tree had fallen on the power lines and was blocking Jones Street. There was no electrical arcing or fire risk reported.

There were multiple reports of downed trees, poles and power lines in several areas of St Joseph.
