Guard from Platte City one of 7 charged for allegedly smuggling meth into prison

courtFederal charges have been filed against a guard from Platte City, two inmates and four people for allegedly smuggling methamphetamine, synthetic marijuana, and alcohol and cigarettes to inmates in the CCA Leavenworth Detention Center.

U.S. Attorney Barry Grissom announced the charges Monday.

A criminal complaint filed Sunday in U.S. District Court in Kansas City, Kan., alleges the conspirators built an elaborate system for getting contraband into the prison and moving money from inmates behind bars to a man outside the prison who obtained the contraband that he gave to the guard to smuggle into the prison. Outside the prison, inmates’ friends and family members participated by helping to move money from buyers to sellers by wire transfers and other means.

“The criminal complaint alleges that inside the prison methamphetamine and other contraband was delivered to inmates during meetings of the 12 Step Program, in the prison library and during church services,” Grissom said.

Federal charges in the criminal complaint include:

Conspiracy to distribute methamphetamine (count one).
Providing methamphetamine to CCA inmates (count two).
Providing synthetic marijuana to CCA inmates (count three).
Providing tobacco products to CCA inmates (count four).
Possessing methamphetamine in CCA (count five).
Possessing synthetic marijuana in CCA (count six).
Possessing tobacco products in CCA (count seven).

The following defendants are charged:

Anthon Aiono , 28, Platte City, Mo., a correctional officer at CCA: counts one, two, three and four.
Stephen Rowlette, 35, an inmate at CCA: Counts one, five, six and seven.
Karl Carter, 41, an inmate at CCA: Counts one, five, six and seven.
David Bishop, also known as Mr. Green, 68, Sedalia, Mo.: Counts one, two, three and four.
Alica Tackett, 29, Independence, Mo., Stephen Rowlette’s wife: Counts three and four.
Catherine Rowlette, 59,Sedalia, Mo., mother of Stephen Rowlette: Counts one, two, three and four.

Among the allegations in the criminal complaint and affidavit are these:

The investigation began in 2015 after federal investigators learned that drugs and other contraband were regularly entering the CCA.
Inside the prison, inmates took deliveries of contraband during meetings of the 12-step program, in the law library and during church services.
During phone calls from CCA, inmates gave family members and friends instructions on how to get money to the people who provided the contraband. In some cases, they argued over the phone about how to purchase Wal-Mart money grams.
During one phone conversation, inmates talked about getting “blistered” on drugs and walking around like “zombies” behind bars.
In one phone call from behind bars, an inmate directed family members to try “Superflea,” a flea market in Kansas City, Mo., to find synthetic marijuana for sale.
Inmates devised a scheme for disguising money arriving in incoming mail by using large manila envelopes with the names of law firms and concealing the money beneath a letter-sized white envelope affixed to the front of the envelope.
Inside CCA, contraband was expensive. In one conservation, an inmate described a pack of cigarettes costing $150 in CCA.

Upon conviction, the crimes carry following penalties:
Count one (methamphetamine conspiracy): A maximum of 20 years and a fine up to $1 million.
Counts two and five (providing or possessing methamphetamine in prison): A maximum of 20 years in federal prison and a fine up to $250,000.
Counts three, four, six and seven (providing or possessing contraband in prison): A maximum penalty of six months and a fine up to $100,000.

Dora Edde Slavin
1910-2016

unnamedDora Edde Slavin, passed away peacefully Saturday morning, April 9, 2016, at Maple Heights Nursing Home in Hiawatha.
Dora was a longtime member of First Christian Church of Hiawatha.
She was born to Charles Joe and Pearl Reser Edde, at a farm near Powhattan, KS, July 22, 1910. In 1912, her parents and five children moved to her grandparents homestead near Horton, KS, where she attended Hickory Grove School and Horton High School. Dora graduated from Hiawatha High School in 1928, and from Kansas City General Hospital School of Nursing; post graduate nursing at KU Medical Center. Upon graduation, Dora became night nursing supervisor of the Kansas City General-a 750 bed facility all charity hospital.
Dora was united in marriage to Manuel Slavin MD, US Army in 1942. He preceded her in death in 1961, at Shreveport, LA. He was buried at Arlington National Cemetery. Dora after her husband’s death, she came to live with her mother Pearl Edde at Hiawatha. After her mother’s death in 1971, she moved to Tulsa to live with her sister and husband. She served as Red Cross hostess on the USS Haven Navy hospital ship when dry docked at Terminal Island, Long Beach. This ship brought 2000 patients from Pearl Harbor where it docked in Long Beach. She also served as volunteer RN at blood banks at Long Beach and Tulsa, OK. Dora and her sister Effie, moved from Tulsa to Hiawatha in 1990 to make their home. Effie died in August 2004. She was also preceded in death by her parents; two other sisters: Cecil Shaiffer, Edith Cash; and a brother Sherman Edde. In 2008, her cousin Carl Reid had a heart attack and he stayed with her in her home. He continued staying with her so she could live in her home so she wouldn’t be alone. Dora attributed her longevity and many pain free years to wisdom and guidance from God and Jesus healing power, along with prayers from her Church family.
Survivors include a nephew Robert (Anne) Cash of Hiawatha; a niece Norma Rocha of Gadson, AL; cousins: Carl Reid, Arthur (Martha) Wenger, Vernon Wenger, Josephine Merchant; and other relatives.
Funeral services are planned for 11 a.m. Friday 15, at Chapel Oaks Funeral Home, with Reverend Dennis Alan Fullbright officiating. Interment will follow at Mt. Hope Cemetery, Hiawatha.
The family will meet with friends one hour prior to service Friday. Friends may call at the funeral home from 10 a.m. until 6 Thursday evening.

Richard E. Tucker
1925-2016

Richard E. Tucker, a native of Wathena, KS passed away April 10, 1016 at the Missouri Veterans Home in Cameron, MO, at the age of 91. He was born and raised in the Palermo, KS area to Edward and Beatrice Tucker January 17, 1925. Richard was proud of his service to his country and the Marine Corps. He served in the Pacific operation during WWII and was recalled to service during the Korean War. He was a member of the American Legion having received his 70 year pin. He married his wife Marjorie in 1949 and enjoyed 61 years together before her death in 2010. After the wars he joined Ralph and Tom Yarnetl to establish Tucker/Yarnell Bros. Construction Company. They built well over 100 custom homes throughout Doniphan County and around the St. Joseph area. Richard enjoyed the outdoors. Hunting and fishing with his son-in-law and grandsons, as well as camping at Branson, Bennet Springs and other sporting lakes and parks were his favorites. Richard kept busy at home tending to raising registered Tamworth hogs and his Hereford cattle. In the latter years his passion was travelling with the Avion Club to places throughout the USA. Surviving Richard are his daughter Deanna (Robert) Hewins, three grandchildren, Scott (Kelly), Craig and Jill (Scott) Butler and four great grandchildren, Jackie, Bryson, Hallie and Jessica. Richard is to be cremated and there will be a visitation from 10:00 to 11:00 am on Saturday, April 16 at Harman-Rohde Funeral Home followed by a graveside service at 11:00 at the Belmont Cemetery in Wathena. Eunice Mae Lieffring
1927-2016

Wathena, Kansas Eunice Mae (Kenney) Lieffring, 88, Wathena, Kansas passed away peacefully on Sunday, April 10, 2016 at Mosaic Life Care, surrounded by her loving family.
Eunice was born on June 24, 1927 in Brewer, Maine to the late Madeline Kenney Wedge. She graduated from Brewer High School and worked at Tucker’s Shoe Factory.
On January 31, 1949, she married Arnold. Lieffring, and became a dedicated USAF military wife. Being a military wife meant that she would live in Maine, Georgia, Texas, New Mexico and Iowa, and she made each home a happy place for her husband and two daughters. When Arnold retired in 1964 she and Arnold moved their family to their final home in Wathena, Kansas, Arnold’s hometown. Eunice was a long time member and past president of the American Legion Auxiliary, and a member of St. Paul Lutheran Church. She is survived by daughters, Jo (Raymond) Miller Jan (Bob) Bradshaw Four Grandchildren, Jeremy (Lara) Miller Shea Bradshaw Jerred (T.J.) He married Sherlyn Rose (Coy) Robson in February 23, 1968 in Beatrice, Nebraska.
William proudly served in the United States Navy for four years and was a veteran of the Korean War.
He worked for Mid-Continent Bottlers (7-Up) as a Sales and Delivery Driver for 30 years.
He received his 50 year membership pin from the American Legion. He enjoyed woodworking and attended many craft shows as a vendor and was an avid fisherman.
He was preceded in death by his parents.
Survivors include wife of 48 years, Sherlyn; four daughters, Lucinda Monger, Mary Weir (Mike), Sheila James (Frank) and Michelle Gage (Dan); two step-daughters, Sherri Robson and Leslie Walden (Chris); nine grandchildren; two step-grandchildren; and eight great-grandchildren.

Hollandsworth sentenced to 30 years in fatal shooting

A St. Joseph man was sentenced Monday for the shooting death of a man in a midtown home last year.

Scott Hollandsworth, 36 was sentenced in Buchanan County Court to serve 15 years for felony voluntary manslaughter and 15 years for felony armed criminal action with the sentences to run consecutively.

He pleaded guilty last month in connection with the shooting death of 33-year-old Shawn Martin.

As we previously reported, court documents said Hollandsworth got into a verbal altercation with Martin that escalated into a shooting at a home in the 1500 block of Felix St. on Dec. 7, 2015.  Hollandsworth turned himself into Riverside police custody two days after St. Joseph Police found Martin dead inside of the bathroom of the home.

Sheriff’s Dept. issues scam warning for high school basketball ads

ScamThe Livingston County Sheriff’s Office is warning area residents of scammers claiming to be selling ads for basketball sectionals.

According to the department school Resource Officer/Deputy Sheriff Mike Lewis has investigated a call from a local business in Chillicothe that received a phone solicitation from a person claiming to be selling ads for Chillicothe Schools and the Chillicothe Basketball Sectionals.

Deputy Lewis said this call was a scam regarding representing Chillicothe Schools and the basketball sectionals. The caller was wanting to sell business ads for $400.

Sheriff Steve Cox is advising anyone who receives such a call to report any number to local law enforcement and do not become a crime victim.

Arlene married Dale Tritten on April 23, 1955 at the Union Star United Methodist Church.
She was a member and very active with the Helena United Methodist Church and loved to entertain.
She enjoyed baking, cooking, her flower gardens, taking lunch to the field, and taking care of her family, most of all her only grandchild, Wade.
She was preceded in death by her parents, Arlin and Hazel (Adams) Baker; and brothers, Jerry and Donald Baker.

She married Whitney “Nick” Potter May 11, 2006 and he survives of the home. She worked at Sherwood Medical from 1980 – 1993 when it closed during the flood of 93. She enjoyed growing tomatoes, and plants, fishing and loved to cook, and attend family outings. She was a member of the Christ Episcopal Church. Susan was preceded in death by her parents, and a sister, Nancy McGarrah. Hollopeter, Richard. obitphotoRichard J. Hollopeter, 92, Amazonia, Missouri passed away Friday, April 8, 2016 at his home surrounded by his loving family.
He was born September 6, 1923 in Edgerton, Illinois and graduated from Reynolds High School in 1942. He spent most of his adult life in Andrew County.
He proudly served in the United States Marine Corps during World War II from 1942-1945. He was very proud of being able to witness the raising of the flag at Iwo Jima.
He then worked for Crane Construction Company in Savannah, Missouri as the Superintendent for 17 years. Richard was the co-owner of the Dairy Queen in Savannah, Missouri from 1972-1977.
Richard married Dorothy Horn on December 7, 1946. She preceded him in death on October 27, 1979.
He was a member of Rosendale Christian Church. He and his good friend, Dorothy Griggs enjoyed wintering in Central Florida. He loved woodworking and NASCAR, especially Kyle Busch. Most of all he loved his family.
He was preceded in death by his wife, Dorothy; parents, John and Marie (McGinnis) Hollopeter-Humes; and two sisters.
Survivors include daughters, Cheryl Atkins (Danny), Rea, Missouri and Teryl Uehlin, St. Joseph, Missouri; three grandchildren, Rich Atkins (Tammy), Fillmore, Missouri, Brad Atkins (Valerie), Savannah, Missouri and Mark Uehlin (Candice), Amazonia, Missouri; ten great-grandchildren, Kenny, Danny, Faith, Nate, Danielle, Ashlyn and Hope Atkins and Kameron, Karsyn and Kruze Uehlin; and good friend and companion of 36 years, Dorothy Griggs.

rMrs. R. Jane Weingart 94, Atchison, Kansas died at Sunrise of Leawood in Leawood, Kansas on April 8, 2016.
Mass of Christian Burial will be at 10:30 AM on Tuesday April 12, 2016 at St. Joseph’s Church with Abbot Barnabas Senecal, OSB as celebrant. Interment will follow in Mt. Calvary Cemetery. Jane was born in Atchison, Kansas the daughter of Charles I. and Anna Victoria Walz Hager. She was the youngest of six children
She and James G. Weingart were united in marriage on January 1946 at St. Benedict’s Church. Mr. Weingart preceded her in death on June 13, 1989.
Jane was a telephone operator for Southwestern Bell Telephone Company. Retiring as the Manager of Operator Services after 40 years of service. Jane served on a number of Atchison women groups. She drove a number of patients to Kansas City for their doctors’ appointments. She loved her Big 8 and then Big 12 basketball attending the tournaments with her friends. She also enjoyed traveling, bridge and cocktail parties.
Survivors include a son Robert C. (Adair) Weingart, Lenexa, Kansas, two grandchildren, Jay (Erika) Bouck, Destin, Florida, Josh (Amy) Bouck, Austin, Texas, and four great grandchildren Lindsey, Ashley, Austin and Zoe.
She was preceded in death by her five siblings Walter Hager, Mabel Scarlett, Nobel Hager, Grace Runyan and Gladys Munson.

Simulation planned at LeBlond in hopes of preventing students from becoming crash-dummies

Life Flight helicoptersBishop LeBlond High School will take part in an alcohol-related crash simulation on Monday. Participants will create a simulated crash to be viewed by the student body, and afterward, local community leaders will provide a verbal reinforcement of the lesson. They’ll also show a brief video produced by the Missouri State Highway Patrol.

The simulation will include student actors, wrecked vehicles, emergency response vehicles and a LifeNet helicopter ambulance. The event is planned from 10 a.m. until noon,in the west parking lot at the school.

The presentation afterward will be in the school’s Grace Gymnasium. Producers hope to provide education and awareness to students on the importance of not drinking and driving, as well as using their seat belts every time they get in a vehicle.

Road Work for Northwest Missouri, April 11 – 17

JOSEPH, Mo. – The following is a listing of general highway maintenance and construction work in the Northwest Missouri region planned for the week of April 11 – 17 from the Missouri Department of Transportation. In addition to the work listed below, there may be pothole patching, bridge deck washing, striping, brush cutting, guardrail repairs and other road work conducted throughout the region. Many of these will be moving operations and could include lane closures with delays.

 

Atchison County

  • Route N – CLOSED at the East Fork of the Little Tarkio Creek Bridge; bridge replacement project. The road will be closed through mid-June.
  • Route J – CLOSED at the Tarkio River Bridge; bridge maintenance, April 11 – 14, 7:30 a.m. to 3 p.m. daily
  • Route 46 – Three miles east of U.S. Route 59; drainage work, April 14 – 15

Buchanan County

  • Interstate 229 – Pavement repair, April 11 – 14. May include overnight lane closures.
  • U.S. Route 36 and Route 6 – Pothole patching, Apirl 11 – 14

Caldwell County

  • U.S. Route 36 – From NE Turkey Road to NE Sunset Road; milling, April 11 – 12. Includes a 12-foot width restriction.

Suspect who opened fire on pursuing bail bondsman pleads guilty

Sentencing is scheduled in June for a Leavenworth man convicted of charges related to a chase by his bail bondsman in which shots were fired last November.

In a news release, Leavenworth County Attorney Todd Thompson says Zane Narramore pleaded guilty to charges stemming from two cases last Friday.

In February 17, 2012, Narramore lived in an apartment in the city of Leavenworth with his then girlfriend. According to the news release, Leavenworth police were called to a domestic violence issue at their shared home. Narramore’s girlfriend reported that he had fled from the residence. Police officers noticed methamphetamine in the home, which the girlfriend said belonged to Narramore.

Mr Thompson says his office filed charges against Narramore for the February 17, 2012 incident.

On October 28, 2015, Narramore failed to appear for a pretrial conference in Leavenworth District Court, and a judge issued a bench warrant. Adam Bryant, a bonding agent for Narramore’s bail bond, went to locate Narramore on November 11, 2015 in the city of Leavenworth. When Mr. Bryant arrived at the residence where he thought Narramore might be, Bryant saw Narramore exit the back of the residence and get in a green Chevrolet.

Bryant pursued Narramore in his vehicle. During Bryant’s pursuit, he reported to police that Narramore shot at him three times, breaking out the back window of Narramore’s own vehicle.

Narramore, 30, pleaded guilty to the charges in both cases on Friday, April 8, and will be sentenced June 18, at 10 am.
