Missouri lawmaker proposes keeping police reports private in suicide, sexual assault cases

After surviving a suicide attempt last year, Representative Genise Montecillo (D-St. Louis) wants to change state law to protect the privacy of people in similar situations. She thinks some police report details should be kept private, because she says her rights were violated when a newspaper reported her attempt.

“Nothing about this story served any public interest, not to mention it inflicted additional harm to my family and hindered my recovery,” said Montecillo. “Additionally, current law causes harm as it proliferates the stigma and discrimination surrounding suicide, depression, other mental health issues, rape and sexual assaults. My sole purpose is to prevent this from happening to anyone else, so individuals feel safe and know that when they call 911 for help, that medical information and privacy will be protected.”

The bill would be for cases of suicide, attempted suicide, sexual assault and other sexual offenses.

Jean Manecke with the Missouri Press Association thinks the bill needs more work.

“Not revealing information that describes the perpetrator, personally identifiable health information of any person? I mean, we’re talking about something as simple as the suspect has a limp. We can’t release that information?” said Manecke.

Moline Acres Mayor Michele DeShay supports Montecillo’s bill that would prevent the release of police report information in cases of suicide, attempted suicide, sexual assault and other sexual offenses.

“Sometimes we need to use our head and our hearts when we are dealing with delicate and certain situations,” said DeShay.”

The bill has been passed out of a House committee.

Missouri House passes anti-bullying in schools before break

(Missourinet) – One bill the state House sent to the Senate before Spring Break began would require school districts to have and annually review anti-bullying policies.

The House has passed several times in recent years bills requiring anti-bullying policies in Missouri schools, but none have become law.

Representative Sheila Solon (R-Blue Springs) says such policies protect children.

“Words hurt. Words are bullying, and words can hurt children for a lifetime,” Solon said during debate.

Democrats have often opposed Republican bullying proposals because Republicans prefer policies to have blanket prohibition on bullying any student. Democrats generally prefer bills to include enumeration – a list identifying groups who are more likely to be bullied, such as lesbian, gay, and transgender individuals.

Representative Randy Dunn (D-Kansas City) says without that, the bill doesn’t go far enough.

“It provides teachers with more tools and resources to be able to better identify when bullying is taking place or what forms of bullying may be taking place and what characteristics they should be looking out for as relates to the students who are more likely to be subjected to bullying,” said Dunn.

Not all Republicans back the proposal. Representative Bryan Spencer (R-Wentzville) related it to the response to protests in the fall at the University of Missouri.

“We all saw what happened at Mizzou with the ‘free speech zone. We’re changing the ‘freedom of speech’ to ‘freedom from speech,’” said Spencer.

Solon said that argument misses the point of the bill.

“When we make light of the fact that it’s about free speech – it’s not about free speech. It’s about putting injuries on children that they may never recover from,” said Solon.

The bill also requires districts to adopt a policy for identifying students at risk of suicide.

Bullying legislation has often run into trouble in the Senate, and business there has been slowed in recent weeks.

Ellouise McDonald
1919-2016

Robinson, Ellouise. obitphotoEllouise McDonald was born on May 7, 1919, the oldest of 3 daughters, to the parents of Jesse McDonald and Florence Milner McDonald, near Skidmore, Missouri. Growing up, she helped her father on the farm. She loved both of her parents very much. She was one of the 12 graduates from Belleview High School in 1937. After graduation, she attended college for 2 years in Tarkio, Missouri. She did substitute teaching and was the teacher at Pine Hill rural school for 4 years, with 15 students for the 6 grades.
Ellouise met Harold Robinson on May 7, 1937, in The Shoe Store and Shoe Repair Shop in Mound City, Missouri. She went into the Shop (a different one than they later owned) where Harold was working and he winked at her. They married on July 5, 1942, with the ceremony at her parents’ home near Mound City. In September of 1942 they moved to Kansas City, where Harold worked as a welder on barges for the war. They returned to Mound City, at first living in an apartment above the Crawford building. They also purchased the down town building at 606 State Street, where Harold repaired shoes, harnesses, and upholstery. He also was employed as a salesman at Crouse Brothers Motors.
In 1944, Harold and Ellouise purchased their house at 405 East Davis Street, Mound City. In 1950, they had their one and only daughter, Barbara Lou. Harold passed away in 1982. Ellouise continued living in their home until 2012 when she moved to Virginia to live with her daughter and family. She was very proud of her family and by living in Virginia, she was able to see them and enjoy time with them more often.
Throughout the years, Ellouise would visit Barbara Lou and her family at their different homes around the United States. She had wonderful opportunities of vacations with family – several trips to South Dakota, Wyoming, Montana, Idaho, Utah, Colorado, Kansas, Canada, Florida, Ohio, Virginia, Washington State, Washington DC, Texas, and Maryland.
Ellouise had a great love for music! Music was a very vital part of her life and went with her everywhere – her home, her clothing, and even her license plate depicted her love of all things music. She played in the Dave Holland Band at the Moose lodge in St. Joseph, Missouri for many years, played for the Kwainas Club, and played for the residents at Tiffany Heights Nursing Home. She also accompanied high school music students who went to contest. Everyone knew to call Ellouise if they needed a particular piece of music because she would have it and she could transpose it if needed. Ellouise was also called upon to play for weddings and funerals. After a while, she started keeping count of over 150 weddings and over 800 funerals. It wasn’t just a job for her – she knew a lot of the people and wanted to make sure that each event was as personalized as she could make it for them.
As a very active member of the United Methodist Church, Ellouise played the piano and organ, and was choir director for many years. She was also on the church board and several committees, including working on the church’s birthday calendar and a member of WSCS. In later years, she was also the organist at the Presbyterian Church. For a while, she played for four churches in her community each and every Sunday morning.
Some of her other civic contributions included being a volunteer for Girl Scouts, Boy Scouts, Ladies’ Aid, bazaars, and revival services. Ellouise was very instrumental in organizing the Early American Singers at the Joyce Raye Patterson Senior Center in St. Joseph. She played for a dance band at the Center on Wednesday evenings and then on Friday mornings, she lead and played for rehearsals and programs with the Early American Singers, who volunteered their services to entertain area nursing home residents. Several have kept in touch with her by sending cards and calling.
Besides being a musician, Ellouise was also known as the town historian for Mound City. In fact, she had so many historical pictures of Mound City that all of the pictures lining the walls inside of Nodaway Valley Bank were borrowed from her and enlarged. She then prepared a book to be displayed in the bank containing a description of every historical picture and of each building in Mound City. She was also able to provide the Historical Society with a lot of valuable historical information, pictures, and documents.
On Friday, March 18, 2016, at 96 years old, Ellouise had a peaceful passing into Heaven. Surviving her are Barbara Lou and Dennis, four grandchildren and spouses, and 7 great-grandsons: Melissa and Douglas Morgan and sons Roman, Maximillian and Kingston; Michael and Tonya Hooser and sons Garrett and Gage; Margaret and Brian Dentel and son Maverick; and Matthew Hooser and son Remington, and his mother Kari Hooser. Special recognition and thanks is extended to her nephew, Larry Ashford, for his dedicated support to Ellouise, especially during her later years in Mound City.
Ellouise is preceeded in passing by her parents Jesse and Florence McDonald and by her sister Erma Lois Ashford Hedges.
Her family feels that Ellouise was able to live a rich and rewarding life of doing the things that she loved best.
Visitation will be held at the Pettijohn Crawford Funeral Home in Mound City on Tuesday, March 22, 2016 from 5pm-7pm. Funeral services will be at the Mound City United Methodist Church on Wednesday, March 23, 2016 at 10:30am, with burial at the Mount Hope Cemetery.

Officials say children of all ages are welcome and will learn how to ride a bike safely. Multiple education stations will cover topics ranging from proper safety gear to how to handle adverse road conditions. Depending on skill level, children will rotate through various stations, including:
• Helmet Fit/Bike Fit
• ABC Quick Check
• Start/Stop
• Scan/Signal
• Rock Dodge
• Weave
• Quick Turn
• Emergency Stop
• Intersection Practice

A parent or guardian must register each child and sign a waiver. Bikes will be available for use during the clinic or children are welcome to bring their own. Each participant will receive a free bike helmet and drawings will be held for safety gear and a new bicycle.

This Spring Break Bike Clinic is sponsored by the City of St. Joseph Health Department in partnership with the St. Joseph Health and Safety Council, St. Joseph Youth Alliance, the City of St. Joseph, and Live Well St. Joe. Bicycling instructor services are being provided by Bike Walk KC and the League Cycling Instructors of St. Joseph.

This project is supported by a Centers for Disease Control and Prevention Preventive Health and Health Services Block Grant.
