The City of St. Joseph and the Allied Arts Council invite artists to apply for the 4th traffic box public art project.

The goal is to create and paint art on traffic signal boxes in the downtown area and turn St. Joseph street corners into works of art.

The fourth traffic box in downtown St. Joseph is located on the corner of 6th and Edmond, near Ground Round.

Artists need to send in a resume, references, a template for each submitted design (if more than one), and an artist statement for each design, postmarked by July 27, 2015 to the Allied Arts Council office. The chosen artist will receive an honorarium of $1,500.

Plumbing contractor sentenced for federal prevailing-wage violations

USDOJ colorA plumbing contractor based in Omaha was sentenced in federal court for failing to pay the prevailing wage and falsifying federal documents to hide that fact.

US Judge Laurie Smith Camp sentenced V & V Construction, d/b/a Vincentini Plumbing, to a three-year term of probation, imposed a $25,000 fine and ordered restitution in the sum of $138,643.54.

The firm was also ordered to cooperate with the United States Department of Labor in a three-year debarment precluding its participation in federal contracts during the three-year ban.

Federal prosecutors say V & V is a residential and commercial plumbing company that was awarded plumbing and pipe-laying contracts for a pair of building projects for the Council Bluffs Public Schools in Council Bluffs, Iowa. The two schools were federally funded projects requiring compliance with the Davis-Bacon Act.

The Davis-Bacon Act requires that any participant on a qualifying federal contract pay a prevailing wage. Between June 2010 and continuing until July 2011 V & V Construction falsified certified payroll records to the United States Department of Labor stating that they had paid the required prevailing wage. In fact they had paid employees less than the prevailing wage resulting in a $138,643.54 difference between what they certified as wages paid and actual wages paid.

Three petitions cleared for minimum-wage ballot issues

Missouri State SealThe Secretary of State has cleared three petitions that seek to increase the minimum wage in Missouri.

Backers of the petitions include Missouri Jobs with Justice. Director Lara Granich tells MissouriNet she believes a minimum wage increase is supported by most Missourians.

The Missouri Chamber of Commerce opposes an increase. Legislative Director Brian Bunten says it would be a mandated increase in the cost to do business in Missouri.

 

The petitions would increase the wage from the current $7.65 an hour to nine dollars an hour. One would then increase that by one dollar a year until it reaches 15-dollars an hour, while the other two would increase it to 11 or 12 dollars an hour.

Maysville woman killed in UTV crash

MSHP patchA 20-year-old woman from Maysville, Missouri is dead after the crash of a Utility Task Vehicle on a farm field southeast of Cameron.

The Missouri State Highway Patrol identifies the victim as Danielle Rupell. Ms Rupell was one of two passengers on the UTV. The other, Shelbie Thomas, 21, of Maysville, suffered moderate injuries, and was transported to Cameron Regional Medical Center for treatment. The driver, 17-year-old Zane Edwards of Cameron, was not injured.

The Missouri State Highway Patrol said Mr Edwards was driving the Polaris 800 XP near Buck Road five miles southeast of Cameron.

Shortly after 5:30pm Wednesday the vehicle went down an embankment, slid on the muddy ground, hit a tree and then overturned.

PSC staff files complaint against KCP&L

MO PSC SEALJEFFERSON CITY—The Staff of the Missouri Public Service Commission (PSC Staff) has filed a complaint against Kansas City Power & Light Company and KCP&L Greater Missouri Operations Company (collectively referred to as KCP&L-GMO) alleging the two electric companies improperly transferred customer information to a third-party, Allconnect, Inc. (Allconnect).

The PSC Staff complaint alleges that the transfer of KCP&L-GMO customer information is occurring without customer consent (and without prior authorization of the Public Service Commission) in violation of Commission rules.

The PSC Staff alleges the transfer occurs when new KCP&L-GMO customers are placing Missouri residential electric service orders, or existing Kansas City Power & Light Company (Kansas or Missouri) customers and existing KCP&L Greater Missouri Operations Company customers are placing transfer service orders from their current residential addresses to Missouri or different Missouri residential addresses within the KCP&L-GMO service area.

“KCP&L-GMO customer service representatives instruct individuals requesting service for the first time from KCP&L-GMO service or at a different address from KCP&L-GMO to remain on the line because their calls will be transferred to an Allconnect customer service representative who, among other things, will provide a confirmation number regarding their start service order and verify the accuracy of the information just received respecting their start service order,” said the PSC Staff complaint.

The PSC Staff complaint alleges that once the caller is transferred to an Allconnect representative, Allconnect offers customers other services such as household products and services (such as phone, wireless, cable TV, satellite TV, high-speed internet and home security systems), as well as promotions such as movers programs and coupons.

As part of its complaint, the PSC Staff alleges the two electric companies are also not following Public Service Commission rules which provide that qualified utility personnel should be available and prepared to respond to customer inquiries and complaints.

“KCP&L-GMO are leaving to Allconnect the investigation and resolution of customer inquiries and complaints regarding Allconnect’s contact with KCP&L-GMO customers rather than KCP&L-GMO handling matters which KCP&L-GMO may have created with customers,” said the PSC Staff complaint.

The PSC Staff complaint recommends the Public Service Commission order KCP&L-GMO to cease the transfer of customer information and calls to Allconnect until and unless KCP&L-GMO applies for and obtains Commission authorization under Section 393.190.1 RSMo. to sell or transfer certain customer information to Allconnect. The PSC Staff is also seeking Commission authorization for its General Counsel to go to court to seek penalties against Kansas City Power & Light Company and KCP&L Greater Missouri Operations Company.

Kansas City Power & Light Company and KCP&L Greater Missouri Operations Company have until June 22, 2015 to respond to the PSC Staff complaint.

Missouri woman sentenced for embezzling $366,000

money  cashAn employee for a Kansas City, Mo., accounting firm has been sentenced in federal court for embezzling more than $366,000 from one of the firm’s clients.

Julie A. Hughes, 45, of Kansas City, Mo., was sentenced by U.S. District Judge Dean Whipple on Tuesday, June 2, 2015, to two years and six months in federal prison without parole. The court also ordered Hughes to pay $425,250 in restitution.

On Feb. 12, 2015, Hughes pleaded guilty to receiving stolen money that had crossed state lines and to making a false statement on a tax return.

Hughes worked as an accountant for Professional Accounting Systems. As part of her job, Hughes was assigned to prepare and distribute payroll for Pathfinder Systems, a client of the firm. Hughes embezzled $366,453 from Pathfinder Systems by directing payroll to a fictional employee she created on a bank account she controlled. Hughes conducted 167 fraudulent transactions from October 2011 to November 2013 and transferred most of the funds to other bank accounts she controlled for her personal use.

According to court documents, a bookkeeper found discrepancies in bookkeeping records in November 2013 and brought them to the attention of the company’s president. They showed the discrepancies to the company’s owner and Hughes, who appeared nervous and could not answer questions as to where the money had gone. Hughes was confronted by the owner about the missing money again on a later date, and she admitted to stealing from the company’s client, Pathfinder Systems. Her employer repaid Pathfinder Systems. He reported that her thefts had a significant impact on his small business.

Hughes also admitted that she did not report the embezzled money as income on her federal income tax returns, resulting in a tax loss to the government of $58,797.

C.D. Mills, 92, Mesa, Arizona died Monday, June 1, 2015.
He was born August 1, 1922 in St. Joseph, Missouri.
Name married Mary Vinson.
He was preceded in death by his parents; and wife.
Survivors include son, Mark Mills (Cindy) of Mesa, Arizona.

Charles F. Crotty

Mr. Crotty was born December 12, 1926 in St. Joseph, MO to John T. and Wilhelmina (Gampper) Crotty. He graduated from Christian Brothers High School and attended St. Joseph Junior College. He served in the US Army and as a Staff Sergeant was stationed at the Pentagon at the end of WWII. On June 25, 1949 he married Irene R. Klein in St. Joseph and were to celebrate 66 years of marriage later this month. He was the owner of Missouri Glass, Inc. in St. Joseph.
Mr. Crotty was a member of St. Francis Xavier Catholic Church, Companions of the Precious Blood, founding member of the Serra Club, Knights of Columbus Council #571, St. Joseph General Assembly of the Knights of Columbus #569, American Legion Post #359, Ancient Order of Hibernians Local #558 and the Christian Brothers Alumni Association. He was a former President of the Frederick Avenue Association and a longtime member of the St. Joseph Traffic Commission. He was very active in his church community volunteering at St. Francis Church, School and House of Bread.
Mr. Crotty is survived by his wife Irene R. (Klein) Crotty of St. Joseph; four sons, Charles F., Jr., William P. (Kimberly), Michael G., and Thomas J. (Elizabeth) Crotty all of St. Joseph; three daughters, Mary B. (George) Smith of Gladstone, MO, Kitty J. (Chris) Muehlbach of Kansas City, MO and Jeanne T. (John) Modlin of St. Joseph, MO; two sisters, Carol Jean Kilgore of St. Louis, MO and Elrie M. Myers Sebring, FL; 19 grandchildren and 6 great-grandchildren.
He was preceded in death by his parents and brothers, JohnT., Jr, Paul and F.X. Crotty, sisters Mary Delores Keenan, Patricia J. Graham and Theresa Ann Pangle, a grandson Adam Dane Penland
A Mass of Christian Burial will be celebrated Friday, June 5, 2015, at 10:00AM at St. Francis Xavier Catholic Church. A Rosary will be recited at 6:00PM Thursday evening at the Heaton-Bowman-Smith and Sidenfaden Chapel where the family will receive friends following the Rosary until 8:30pm. Interment will be at Mt. Olivet Cemetery.
The family suggest memorial contributions be made to Second Harvest Food Bank or St. Francis Xavier House of Bread.

Bobby A. Bradley

3184031_wlppU.S. VeteranBobby Arthur Bradley, 81, of Maryville, MO, passed away peacefully at his home in Maryville, MO, Tuesday, June 2, 2015, with his family at his side.

Bobby was born in Charleston, AR, on November 8, 1933, to John Arthur and Emma Bell (Ragsdale) Bradley. He was preceded in death by his parents, and his sister, Maxine Nasleroad.

He was raised in Santa Paula, CA, and had formerly resided in Camarillo, and Exeter, CA, prior to moving to Maryville in 2007.

His memberships included the Laura Street Baptist Church, Maryville. He was a 50 year Mason and a member of the Nodaway Lodge, No. 470, AF & AM, Maryville, a York Rite Mason, Al Malaikah Shrine Temple, Los Angeles, CA, a lifetime member of Order of the Eastern Star, and the White Shrine in Scotland.

He retired as a Tech Sergeant from the US Air Force after more that 20 years service.

On December 6, 1953, in Las Vegas, NV, Bobby was united in marriage to Mary Lou Millard. She survives of the home.

Other survivors include his 3 sons, Ray (Diane) Bradley, AZ, Rick (Mona) Bradley, Maryville, MO, Randy Bradley, ID; 2 sisters, Madge Montgomery, WA, and Darlene Brixy, CA; 6 grandchildren, Jeremy Bradley, Mandy Martinez, Jason Bradley, Audra Siemer, Cauleen Pick, and Dillion Bradley; 4 great grandchildren, and many nieces and nephews.

Graveside services and burial will be at 10:00 AM, Thursday, June 4, 2015, at the Oak Hill Cemetery, Maryville, MO. Pastor Paul McKim will be the minister. No formal visitation is planned.

Military Rites at the cemetery will be under the auspices of the Missouri Military Honors Detail and members of the James Edward Gray American Legion Post 100, Maryville, MO.

In lieu of flowers, memorial contributions are suggested to the Laura Street Baptist Church Building Fund, or the SSM Hospice of NW Missouri, both of Maryville.

Robert Davis
Died: May 30, 2015

3126154_wlppRobert “Bob” E. Davis passed away Saturday, May 30, 2015. He died at his home in Hopkins, MO surrounded by loving family.

Bob Davis was born October 31, 1944 near Maryville, MO. His parents were Robert P. Davis and Stella (Brant) Davis . They preceeded him in death. He was also preceeded in death by one brother Joe Davis, and three sisters, Shirley Davis, Virginia Stotts, and Christina Davis.

Bob married Virginia “Sue” Randle on June 24, 1964 in Maryville. She survives of their home. Other surviving family members are daughters Tina (Charles) Woods of Hopkins, Tammy (Dennis) Hamilton of Hopkins, Teresa (Robert) Hippler of New Liberia, LA, and Terra (Chad) King also of Hopkins. Surviving sons Travis (Manda Zuchowski) Davis, and John (Kathy) Brown of Maryville. Bob is survived by three sisters Dorothy and Diana Davis of Hopkins, and Margaret Giggar of Stanberry,MO. Also surviving are nine grandchildren, Kelly Randle,Mike Woods, Tarran, and Bryan Hamilton, Tanisha, Keegan, and Shelbie King, and Chance, and Ciara Davis. He is also survived by four great grandchildren and numerous neices and nephews.

Bob was employed as an over the road truck driver for 33 years. He drove over 3 million safe miles. He lived his whole life in Nodaway county. He was of the Baptist Faith.

Graveside service for Bob Davis will be, Thursday, June 4, 2015 at 2:00 PM. The service will be held at Hopkins Cemetery, Hopkins, MO.

In lieu of flowers memorials are suggested to the family to help with final expenses.

St Louis may raise minimum wage

St Louis city seal bwST. LOUIS (AP) — St. Louis could be the next city to raise its minimum wage significantly if Mayor Francis Slay has his way.

Slay spokeswoman Maggie Crane on Tuesday confirmed that the Democratic mayor wants to raise the city’s minimum. She says a starting point for discussion is $15 per hour by Jan. 1, 2020, but details are still being ironed out.

Alderman Shane Cohn is expected to file a formal bill Friday.

The federal minimum wage has remained at $7.25 since 2009, prompting some cities like Seattle, Chicago and San Francisco to raise the standard on their own.

Missouri lawmakers last month passed a bill stripping cities’ ability to adopt local policies, including a local minimum wage. But cities with a different minimum wage in place before Aug. 28 would be exempt.

Alert neighbors help police catch two burglary suspects

wpid-sjpd-patch1.jpgSaint Joseph police interrupted a burglary in progress and arrested two suspects early Wednesday morning.

Police Sergeant James Langston says neighbors reported suspicious activity shortly before 3 am in a vacant house that was for sale in the 2600 block of Monterey.   When officers arrived they heard voices inside and called for backup.  Additional officers came and surrounded the house.

One suspect fled through the front door and was arrested.  The other jumped from a second-floor window and was also taken into custody.  Both suspects were jailed for investigation of burglary.
