Caldwell County checkpoint leads to DWI arrest and many warnings

MSHP patchThe Missouri State Highway Patrol held a checkpoint in Caldwell County overnight Friday landing several arrests and many more warnings.

Capt. James McDonald commanding officer of Troop H, St. Joseph announced the results of a checkpoint held from 10 p.m. on Friday May 9 to 2 a.m. Saturday, May 10 in Caldwell County.

Officers issued four tickets and 33 warnings for violations.

One driver was arrested for driving while intoxicated. Officers also made one arrested for felony weapons, and two misdemeanor arrests for drugs.

“Removing impaired drivers from Missouri roadways is one of the Missouri State Highway Patrol’s top priorities,” Capt. McDonald said. “If you choose to drink and drive, you will be arrested and you will go to jail. If your plans include alcohol, always have a sober designated driver.”

Chillicothe Police Department weekend report includes cases of theft and alleged drug possession

On 05/08/15, Officers were dispatched to a report of a vehicle leaving the scene of an accident on a private parking lot in the 1300 block of Washington Street. Officers reported that a parked vehicle was struck by an unknown vehicle that failed to report the accident. There was moderate damage reported.

On 05/08/15, Officers were dispatched to a report of a two vehicle non-injury accident on a private parking lot in the 1400 block of Walnut Street. Officers reported that a vehicle driven by Dana Angeline was driving through the lot and was struck by a vehicle that was backing from a parking stall driven by Christopher Noble. Officers reported minor damage to the vehicles.

On 05/08/15, Officers were dispatched to a two vehicle non-injury accident on N. Washington Street north of Park Lane. Officers reported that a vehicle driven by Janet McCauslin was northbound and slowed to make a left turn when she was struck in the rear by a northbound vehicle driven by Heidi Devore causing moderate damage.

On 05/08/15, Officers were dispatched to a report of a disturbance in the 1100 block of Calhoun Street. Officers took a juvenile male into custody for disorderly conduct and assault. The Livingston County Juvenile Officer was contacted and the juvenile was taken to HMC for treatment and evaluation.

On 05/08/15, Officers arrested Angela L. Anderson in the 300 block of Third Street on a Livingston County Probation and Parole Warrant. Anderson was transported to the Police Department where she was processed and transferred to the Daviess DeKalb Regional Jail and is being held without bond.

On 05/08/15, Officers were dispatched to a domestic disturbance in the 500 block of Clay Street. The incident was found to be verbal and no arrests were made.

On 05/08/15, Officers were dispatched to a business in the 1000 block of Graves Street in reference to a theft. Officers arrested Christopher D. Harper for stealing. Harper was transported to the Police Department where he was processed and released on a Municipal Citation.

On 05/09/15, Officers were dispatched to the 1200 block of Jamison Street in reference to three small children playing outside and in the street unattended. Officers arrested Tibrucio V. Almojera for possession of less than 35 gm marijuana and paraphernalia. Officers contacted another family member to take custody or the children and Almojera was transported to the Police Department where he was processed and released on Municipal Citations. The incident was reported to the Livingston County Children’s Division.

On 05/09/15, Officers were dispatched to Brookfield Police Department in reference to Brookfield Officers arresting Lisa R. Teel on a Chillicothe Municipal Warrant for failure to appear on a traffic charge. Teel was transported to the Chillicothe Police Department where she was processed and released after posting a $250.00 bond.

On 05/09/15, Officers were dispatched to a report of a theft in the 100 block of Herriford Street.

On 05/09/15, Officers were dispatched to a domestic disturbance in the 1100 block of Arcadia. The incident was determined to be verbal and no arrests were made.

On 05/09/15, Officers were dispatched to check the well being of a person that was in a parked vehicle on a parking lot in the 2800 block of Grand Avenue. Officers arrested Annette M. Deveriendt for three counts of felony possession of a controlled substance. Deveriendt was transported to the Police Department where she was processed and transferred to Daviess DeKalb Regional Jail.

On 05/09/15, Officers discovered an unoccupied vehicle off the roadway in the 100 block of Hickory Street. The vehicle had run off the roadway, struck an embankment causing extensive damage and air bag deployment. Officers located the driver of the vehicle at his residence a short time later. Officers arrested R J Allen Cox in the 200 block of Graves Street for leaving the scene of an accident and driving while intoxicated, prior offender. Cox was transported to the Police Department where he was processed and transferred to the Daviess DeKalb Regional Jail. Cox is being held on a $5,000.00 cash bond. The vehicle was towed from the scene by Chillicothe Truck Repair and Towing.

On 05/10/15, Officers were dispatched to a domestic disturbance in the 800 block of State Street. The incident was verbal and no arrests were made.

On 03/10/15, Officers were dispatched to a report of vandalism to a motor vehicle in the 300 block of Cherry Street. Officers reported that while the resident’s vehicle was parked, someone spray painted on the side and trunk area of the vehicle The incident remains under investigation.

Glenda Gale Wilson-Cline 52, of Saint Joseph, Missouri, passed away Friday, May 8, 2015 at Mosaic Life Care in Saint Joseph, MO. She was born August 16, 1962 in St. Joseph, MO, daughter of Rosemary and Gene Wilson. She graduated from Benton High School class of 1980 and attended college in Arizona to further her career in Nuclear Health. She married Harry Cline on October 4, 2009 and he survives of the Home. She worked as a Senior Radiation Protection Technician. Glenda enjoyed riding motorcycles, playing pool, she loved animals especially her dogs Elvis, and Duchess, she was a member of Freedom of the Road Riders and a Christian. Glenda was preceded in death by her parents, a brother, Les Frederick and former husband, Brad Oliver. Survivors include, husband, Harry Cline of the home, step-mother, Martha Wilson of St. Joseph, MO, daughter, MerRanda (Justin) McHam of Russellville, AR, former son in law, Ronnie Jewell of Arkansas, grandchildren, Megan & Ethan Jewell, two brothers, Chris and Bruce Wilson of St. Joseph, MO, five sisters, Jerri (Don) Fischer of Agency, MO, Cindy Farris (Tim Miner) of St. Joseph, MO, sister, Becky (Greg) Lane of South Carolina, Lori Frederick of St. Joseph, MO, sister, Kay (Kevin) Ulmer of Indiana, several, aunts, uncles, nieces, nephews and cousins.

He was born on December 7, 1924 to Russell and Neva Stegman in King City, MO.
He married Louise Lewis on July 7, 1950.
They have three living children; Sue (Mark) Klingensmith, David (Jan) Stegman and Dawn (Dan) Bunch.
Their son Shawn is deceased.
There are six grandsons; Scott (Miranda) Stegman of Wichita, KS; Travis (Ashlie) Stegman, Ross Stegman, Kevin and Cody Bunch of St. Joseph; and Brad Klingensmith of Olathe, KS. They also have four great-grandchildren.
Wayne was a member of Moila Shrine, the Scottish Rite, and the Legion of Honor. He received his Eagle Scout award while in high school. He proudly served in the U.S. Army from 1943-1946. He earned a Purple Heart, a Bronze Star and was a P.O.W.
He graduated from the University of Missouri with a bachelor’s degree and earned his Master’s in Education and Administration. He taught and was Vice Principal at Central High School from 1953-1958. From 1958-1989 he worked in the grain business. He retired from Farmland and AGP. He was a member of and president of the St. Joseph Grain Exchange. He was president of the MO Agriculture Industries Council for 1975. In 1975-76 he was a member of Kit Bond’s Advisory Council on Agriculture.
Music, golf (with 4 holes-in-one) gardening, bowling, fishing, refinishing furniture, traveling, camping, playing cards and being with his family were many of the ways Wayne spent his life. He loved singing at church and in quartets. He sang with the Glen Miller band in Paris. He was also passionate about his harmonica. He could “hear” harmony and shared his talent all around.
In May of 2008 at the State Convention of the DAV (Disabled American Veterans), he was designated the Distinguished Veteran of the Year for the State of Missouri. In September 2012 he was fortunate enough to travel on the Honor Flight to Washington D.C.
He told his grandchildren he was the “most veteran of all veterans.” He was truly proud to be an American.
He joined the First Baptist Church in 1961 and was a very active member on committees, in choir and extra activities the church offered. He organized a beginning trumpet and harmonica classes for youth at the church. He had an active faith in Jesus, was a blessing to know, and to have as a father and friend.
Visitation: 6:00 to 8:00 PM on Monday May 11 at Heaton-Bowman-Smith & Sidenfaden Chapel.
Memorial Service: 10:00 AM Tuesday May 12 at Heaton-Bowman-Smith & Sidenfaden Chapel.
Inurnment at Ashland Cemetery.

William E. Smith

William was born July 15, 1924 in Amity, Missouri to Edward and Lena (Fisher) Smith.
He was employed by Swift & Company for over 42 years, retiring in 1987. William was a member of Deer Park Grace United Methodist Church.
William married Helen L. Guyer January 16, 1946. She preceded him in death September 26, 2011. He was also preceded in death by his parents.
Surviving family includes children, Gary (Debbie) Smith, Ronald Smith and Janis Smith, all of St. Joseph; grandchildren Kimberly Day and Brandon Smith and two great-grandchildren.
Memorial Service 10:00 AM Wednesday, May 13, 2015 at Heaton-Bowman-Smith & Sidenfaden Chapel.
Inurnment will be held at a later date.

Louise was born December 31, 1921 in St. Joseph to William Joseph and Stella (Scott) Daily.
She worked for J.C. Penney’s as a Sales Associate for over 12 years. Louise was a member of St. Ann’s Altar Society and helped with Moila Shrine.
She was preceded in death by her parents, son, William Seever, 3 sisters and 1 brother.
Louise married Marion Seever June 2, 1942 in Atchison, Kansas. He survives of the home.
Additional surviving family includes daughter, Anita (David) Radmer and son, Robert Seever, both of St. Joseph; sons, Richard Seever, Rocheport, Missouri; and Randall (Kathleen) Seever, Rochester Hills, Michigan; 12 grandchildren, 6 great-grandchildren and numerous nieces and nephews.
Mass of Christian Burial was held Saturday, May 9, 2015 at St. Francis Xavier Catholic Church.
Interment Memorial Park Cemetery.
The family suggests memorial contributions to Moila Shrine Hospital Transportation Fund or St. Francis Xavier Catholic Church.

UPDATE: Two dead after prison riot in SE Nebraska

tecumseh state prisonCorrections officials now say they have secured the Tecumseh State Correctional Institution and are assessing the condition of the facility after two inmates were found dead.

In a news release, the Nebraska Department of Corrections said two inmates were discovered dead in a housing unit. Staff are said to be working to identify the inmates and notify their next of kin.

Until that happens, the identifies of the deceases are being withheld.

The Nebraska State Patrol is currently investigating the disturbance as well as the deaths. All staff are accounted for and there is no risk to the public.

Earlier, officials said two inmates had been transported to the hospital for treatment, after one was shot with live ammunition and another was hit by a rubber bullet. Those inmates were expected to be okay.

At approximately 2:30pm Sunday staff at the southeastern Nebraska prison facility noticed a large gathering of inmates in front of a housing unit. As staff reported to the area to break up the gathering two staff members were assaulted, and one inmate was injured. All of these persons have received medical treatment. Following this incident, there were several other incidents which took place in multiple housing units resulting in small fires, and damage to property.

The Crisis Negotiation Team, Correctional Emergency Response Team, and Special Operations Response Teams were sent to TSCI to work with staff to bring the situation under control.

The exterior of the institution remained secure during the entire incident.

With the end in sight, Mo. lawmakers brace for most contested issues of the session.

Missouri StatehouseJEFFERSON CITY, Mo. (AP) — Missouri’s Republican-controlled Legislature already has powered through many GOP priorities as lawmakers approach a Friday deadline to pass bills.

Legislative leaders said that means the final days of session will be spent tackling what could be some of the most contested legislation of the session: so-called right to work and voter photo identification requirements.

Lawmakers have already passed a $26 billion budget plan, a proposed fix for the state’s student transfer law, limits on damage awards in medical malpractices cases and measures to curtail the state’s social programs. And a bill aimed at helping the state’s agricultural industry was signed by Democratic Governor Jay Nixon last month.

Prison riot in SE Nebraska

tecumseh state prisonTwo staff members were assaulted and two inmates were injured during a riot at the Tecumseh, Nebraska State Correctional Facility after guards tried to break up a mob on the prison grounds Sunday.

The incident occurred about 2:30 p.m. Sunday.  According to a news release, two inmates were taken to the hospital for their injuries.

One man was shot during the afternoon incident, and another was hurt by a rubber projectile. No names or conditions have been released.

Four people received medical treatment and are expected to be OK.

The state Department of Correctional Services says incidents took place in “multiple housing units,” resulting in small fires and property damage. All staff members are accounted for. Authorities are working to secure the facility.

Officials say inmates were still in control of at least part of the Tecumseh facility Monday.

He married Judy Miller on August 30, 1959 and they shared 57 years together. He worked the co-owner of Shirtworks. Rick was an avid sportsman, he liked to golf and snow mobiling. He loved Nascar and enjoyed wintering in Texas. He was a Christian. Rick was preceded in death by daughter, Michele Byers, brother, Terry Minnick, and his parents. Survivors include, wife, Judy Minnick of the home, daughter, Robin Dailey of St. Joseph, MO, foster daughter, Marcia Hennis of AZ, son-in-law, Scott Byers, seven grandchildren: Christopher Carrigan, Jessica Gillispie, Devon Byers, Seth Daily, Samantha Mitchell, Katie Dailey, and Ashley Carrigan, 10 great grandchildren, and a brother, Donald (Sue) Minnick of Stevens Point, WI.

James Orvan Wachtel

He was born April 25, 1925 in St. Joseph, Missouri son of Christina & James Wachtel. He graduated from Lafayette High School. Then joined the United States Navy and is a veteran of WW II, the Korean, and Vietnam wars, then retired after 19 1/2 years of service. While in service he participated in the Asia-Pacific theatre, the Philippine Liberation, China service, as well as the Asia-European naval service, and received many awards and citation with the service he performed. After the Navy he worked at Johnson Controls, and was a Bailiff for the Buchanan County Sheriffs department. James enjoyed hunting, fishing, bowling, watching the St. Louis Cardinals baseball, and family gatherings. James was preceded in death by his parents, a sister Betty Sollars his 1st wife Bertha Irene Sutton of which he later divorced, 2nd wife Mary “Jo” Woods of which he married on February 18, 1958 in Belvedere, Il. Survivors include 5 children from his first marriage; Robert Kruck, Christina, Laura “Micky” (W.C.) Pence, Shirley, and Diane (Gary) Wells, four children from his second marriage, John (Lori) Wachtel of St. Joseph, MO, James (Pauline) Wachtel, Lou Ann Ellingson of Chesapeake, VA, and Michael Wachtel, 16 grandchildren, 12 great grandchildren and several nieces and nephews. The family will receive friends from 6:00 pm – 8:00 pm on Friday (Tonight) at the Rupp Funeral Home. He will be cremated under the direction of the Rupp Funeral Home. Daisy Darlene (Brunner) Sayles

thumbsDaisy Darlene (Brunner) Sayles, 95, passed away on May 6, 2015 at Mosaic Life Care in St. Joseph, MO. She was born in Amazonia on April 20, 1920 to Gottifred & Elsa (Bezonia) Brunner. She married Ralph Sayles on January 2, 1945 in Troy KS and he preceded her in death on May 14, 1990.
Daisy was a homemaker who loved her children and family dinners. She was very involved at The Andrew County Senior Center. She enjoyed dancing and playing pitch.
She is survived three daughters; Joyce Benight of Faucett, MO, Janet & J.B. Phillippe of Savannah, and Jacqueline & Benjamin Boyer of Savannah; six grandchildren, Kim & Cindy Kennedy, Kelli & Sean Nelson, Ryan & Raychel Phillippe, Sarah Pedersen, Shaundrea Boyer, Slater Boyer, and numerous great-grandchildren.
She is preceded in death by her parents, husband, sister and brother-in-law Susanna & Herman Siddens, and son-in-law Gus Benight.

Alma married Hervey Simmons on January 13, 1941 and he preceded her in death on December 2, 1989.
She was a great mother never complained lived life for her family and a great cook who every Sunday had fried chicken for dinner for the family,
Survivors include sons, Lester (Teresa) Simmons, Hervey (Alice) Simmons, Jr, both of St. Joseph, MO, and Harold (Sylvia) Simmons, Gower, MO; daughters, Kathryn (Ronnie) Sutton, Union Star, MO, Judie (Dennis) Atwood; Nancy (Mike) Simmons, both of St. Joseph, MO; sisters, Rose Harding, Grant City, MO; Helen Fish, Bethany, MO; fifteen grandchildren, thirty five great grandchildren; numerous great great grandchildren, nieces and nephews.

High water expected this weekend

Flood graphic 150508The National Weather Service is predicting high water in St Joseph this weekend.

Rainfall totals are only expected to reach about one inch, but the Missouri River is forecast to reach more than two feet above its minor flood stage of 17.0 feet.

At 6:30am Friday, the River at St Joseph had risen to 11.48 feet.  Click the graphic for the latest information.

By Saturday afternoon, forecasters say the river will reach 19.6 feet at St Joseph before it starts to recede. It’s expected to drop below flood stage by Sunday morning, and resume more typical levels by Monday.

“Too much damage” to determine cause of Keyhole House fire

Fire inspectors say there was too much damage for them to determine what caused a fire early Thursday that destroyed a house on St Joseph’s Museum Hill. The cause will be listed officially as “undetermined.”

The blaze was reported at about 1:30 am Thursday at 1013 Angelique, and by the time the battalion chief arrived, the structure was fully engulfed in flames and was collapsing. By mid-morning Thursday, all that was left was a pile of bricks and rubble. (find more details here)

Nigh Johnson, a volunteer with the Landmark Commission for the City of St Joseph, had just taken a series of photographs as the commission considered placing the address on its “most endangered” list.

“The whole west side of the building had collapsed, there was a huge hole from the third floor all the way down to the basement, that had destroyed the side of the building,” Johnson says.

The commission plans an event next week to help raise awareness about historic structures that are in similar straits.

Child-sex suspect arraigned

A St Joe man accused of having sex with a child under the age of six was arraigned in Buchanan County Circuit Court Thursday.

Terry Matson, 54, entered a plea of not guilty to one count of statutory sodomy. Matson remains behind bars, unable to post $25,000 bail.

Judge Daniel Kellogg scheduled the case for a trial setting May 28.
