Kan. lawmakers to spend $400K for help on school funding law

TOPEKA, Kan. (AP) — Kansas legislative leaders plan to spend $400,000 to get help in drafting a new public school funding law, including separate lawyers for the House and Senate.

The five top Republicans in the GOP-controlled Legislature agreed on the plan Tuesday. The two Democrats present at legislative leaders’ meeting called it a waste of money and opposed it.

The House and Senate each would spend $100,000 to hire its own attorney. The entire Legislature has had a single attorney previously.

Lawmakers also plan to spend $200,000 to hire a school finance expert to study how much it costs to finance a suitable education for every child.

The Kansas Supreme Court ruled last month that a law phasing in a $293 million increase in school funding over two years wasn’t sufficient.

Voter turnout approaching 40 percent

Voter turnout for the special election Tuesday is approaching Buchanan County Clerk Mary Baack-Garvey’s prediction of 40 percent.

As of 3 p.m. Tuesday, of the 45,743 registered voters, 16,927 or 37 percent had cast ballots. The St. Joseph School District tax levy is on the ballot. Polls are open until 7 p.m.

Boil advisory issued for Easton

The city of Easton has issued a boil advisory for the entire city due to replacement of a broken water hydrant.

Residents are advised to boil their water for five minutes before drinking or cooking.

According to a news release from the city of Easton, the length of the boil advisory should last until Friday, November 10th.

UPDATE: Multiple injuries after Kansas City officer-involved shooting

KANSAS CITY, Kan. (AP) — Authorities say officers have shot and wounded three suspects during an exchange of gunfire in Kansas City, Kansas.

Police officer Cameron Morgan says the suspects were taken to a hospital with minor injuries Monday night. No officers were hurt. Morgan says the shooting happened during a traffic stop that was part of a “violent crime investigation.” A fourth person in the suspect’s vehicle wasn’t shot.

Morgan provided no details on the investigation or what led up to the shooting. He says a Kansas City, Kansas, officer who also is an FBI task force officer was involved.

After the shooting, police pursued a vehicle into Kansas City, Missouri. Police initially suspected the vehicle’s occupants of possible ties to the shooting but said later that they aren’t believed to be directly involved.

KANSAS CITY, Kan. (AP) — Authorities are investigating after multiple officers fired shots during a traffic stop in Kansas City, Kansas.

Officer Cameron Morgan said that the shooting happened Monday night when a vehicle was stopped during a multi-agency investigation into what he described as “violent crime.” The release says multiple suspects were taken to a hospital with minor injuries and that at least one was shot. No officers were injured.

Morgan says officers from multiple agencies fired their weapons. Police didn’t say what officers were investigating, what led up to the shooting or how many suspects were hurt.

Morgan says a police chase involving a different vehicle is believed to be related to the shooting. Morgan says the chase happened after the shooting, but he had no details.

Police say the investigation is ongoing.

Missouri attorney found guilty of obstruction of justice

KANSAS CITY, Mo. (AP) – A Missouri attorney has been convicted of stealing money meant for restitution.

The U.S. attorney’s office says a judge found 48-year-old Robert Young guilty Monday of one count of obstruction of justice after a bench trial. The Kansas City Star reports that a grand jury indicted the Liberty attorney a year ago.

Prosecutors alleged that the family of a criminal defendant had given Young more than $62,000 for the purpose of making restitution in the defendant’s case. Prosecutors said Young instead used the money to buy a motorcycle and to make rent payments and retail purchases.

The money was later paid after Young was relieved from the case.

Young could face a sentence of up to 10 years in federal prison without parole. A sentencing hearing hasn’t been scheduled.

K-State Black Student Union wants charges filed for racist graffiti

RILEY COUNTY — Leaders of the Black Student Union at Kansas State University are calling for charges to be filed against Dauntarius Williams, 21, Manhattan, who admitted to police this week that that he was responsible for the racist graffiti on his own car.

Williams admission led to a series of conversations between the Riley County Police Department Director Brad Schoen and the Riley County Attorney Barry Wilkerson.

They concluded that despite having filed a false report, the filing of criminal charges against Williams would not be in the best interests of the citizens of Manhattan.

Black Student Union leaders in a media release said they are appalled, disgusted and hurt by Williams false report and so called “ prank”and believe criminal charges should be filed.

“The fact that an African American man committed this act should not undermine its effect on Kansas State students. The conduct of Williams does not negate the current racist and discriminatory actions that continue on campus, community, the state and nation.”

Route DD Bridge replacement project update

FAUCETT, Mo. – Due to a miscommunication, the date provided last week for the closure of the ramps at Exit 35 on Interstate 29 (Route DD at Faucett) was incorrect.

According to a news release, a contractor has tentatively scheduled ramp paving now for Monday, Nov. 13, 2017. The current plan would close one ramp at a time for paving. The southbound off ramp would be closed first at approximately 7:30 a.m., followed in order by the southbound on ramp, northbound off ramp and finally the northbound on ramp.

The Route DD Bridge itself, however, could open as early as next Friday, Nov. 10.

As with all planned work, schedules are subject to change. MoDOT encourages all motorists to slow down, buckle up, eliminate distractions and drive safely to ensure everyone is able to Arrive Alive.

NE Kansas man dies after Jaguar overturns

OSAGE COUNTY — A Kansas man died in an accident just after 3a.m. Tuesday in Osage County.

The Kansas Highway Patrol reported a 1997 Jaguar XK8 driven by Donald C. Bryant, 40, Overbrook, was northbound in the 14,000 Block of Shawnee Heights Road.

The vehicle left the roadway to the right, overturned and came to rest on the roof.

Bryant was pronounced dead at the scene and transported to Frontier Forensics.  He was properly restrained at the time of the accident, according to the KHP.
