Cox Cable pulls Topeka’s oldest TV station over broadcast fee demands

Cox WIBW noticeOne of the oldest television stations west of the Mississippi River is being pulled by its local cable provider.

Officials say negotiations between WIBW-TV and Cox Cable have reached a stalemate.

WIBW-TV, the second television station licensed in Kansas, debuted on November 15, 1953. It was originally owned by the family of the late Senator Arthur Capper.

Although Topeka was originally part of the Kansas City market, the Cappers persuaded the Federal Communications Commission (FCC) to make Topeka its own market.

The station is currently owned by Gray TV.

According to an exchange with the company on social media, Cox continues “working towards reaching an agreement with Gray TV. We’ll continue to negotiate in good faith w/Gray TV for a fair exchange of value.”

Obama spokesman: US stands with French in time of suffering

ObamaWASHINGTON (AP) — President Barack Obama’s top spokesman says the United States is determined to help the French apprehend those responsible for the attack on a satirical Paris newspaper that left at least 12 people dead.

Press secretary Josh Earnest says U.S. officials have been in close contact with the French after the bloody attack today on the Charlie Hebdo weekly.

Earnest tells CNN the French have been “stalwart allies” in the U.S. fight against Islamic State extremists. The spokesman also says, “We know they are not going to be cowed by this terrible act.”

Earnest also says Washington will work hard to protect Americans at home and abroad.

He says, “We obviously are trying to monitor what we consider to be a very important threat, which is the threat of foreign fighters.”

Efficiency commission to recommend annual school audits

school busTOPEKA, Kan. (AP) — A state panel looking for financial efficiencies within the state’s public school system plans to recommend that school districts be audited annually, but it stopped short of endorsing a limit on required teacher negotiation rights.

The Wichita Eagle reports the K-12 Student Performance and Efficiency Commission on Tuesday approved the final draft of its recommendations. The commission was appointed last year to identify potential cost-savings in school spending plans.

The group decided to recommend a bill requiring annual audits, but added language saying the Legislature must pay for them after former Republican Sen. John Vratil, a commission member, chastised the panel for considering a measure that included an unfunded mandate.

The commission had until early this month to make its recommendations.

Obama: ‘I’d be pretty aggravated’ as a Detroit Lions fan

ObamaWASHINGTON (AP) — President Barack Obama says he’d be “pretty aggravated” if he were a Detroit Lions fan after the team lost an NFL playoff game to the Dallas Cowboys after a disputed penalty call.

But since he’s a long-suffering fan of his hometown Chicago Bears, which had a losing record and missed the playoffs, Obama says he can’t have “too much sympathy for the Lions.”

Obama tells The Detroit News in an interview Tuesday that he couldn’t remember a case in which a referee’s “good call” is “reversed without explanation.”

Detroit led 20-17 in the fourth quarter of Sunday’s game when the call was made. The reversal helped Dallas come from behind to win 24-20.

Says Obama, “I can tell you if I was a Lions fan I’d be pretty aggravated.”

Trying for test-tube baby? Risks to mom are rare, study says

health_insurance-1LINDSEY TANNER, AP Medical Writer

CHICAGO (AP) — A nationwide study has good news for women undergoing test-tube fertility procedures. Researchers say 12 years of data show complications including deaths are uncommon from procedures that include IVF.

The most common problems are related to drugs used to stimulate ovaries in preparation for in vitro fertilization. Over-stimulation is a risk and it occurred in 154 out of every 10,000 pregnancy attempts studied.

Other complications were less than 10 per 10,000 attempts. There were 58 deaths reported during the 2000-11 study. But the authors say the results are reassuring, given there were more than 1 million pregnancy attempts using IVF during the study.

The study is the first large-scale effort to quantify risks for U.S. patients undergoing these treatments. Results appear in Tuesday’s Journal of the American Medical Association.

FAA grants permits for agriculture, real estate drones

Gray Eagle droneJOAN LOWY, Associated Press

WASHINGTON (AP) — The government is issuing the first permits to agriculture and real estate companies to use drones to monitor crops and photograph properties for sale.

The Federal Aviation Administration exemptions to the current ban on commercial drone flights were granted to Advanced Aviation Solutions in Spokane, Washington, for monitoring crops, and to Douglas Trudeau of Tierra Antigua Realty in Tucson, Arizona.

Previously, the FAA had granted 12 exemptions to 11 companies in the oil and gas, filmmaking and landfill industries.

The agency is under pressure from Congress, the drone industry and companies that want to use drones to provide broader access to U.S. skies. FAA officials had said they hoped to propose regulations to permit general commercial use of small drones by the end of 2014, but that deadline has slipped.

DARLENE SUPERVILLE, Associated Press

WASHINGTON (AP) — An unauthorized photo of President Barack Obama’s 16-year-old daughter Malia is drawing attention on the Internet.

The photograph appears on the Instagram page for Pro Era, a hip-hop music collective based in Brooklyn, New York. Malia sports a white T-shirt with the group’s red and green logo across the front. She also has her hands raised behind her head as if adjusting her ponytail.

The White House disapproves of photographs being published or posted of Malia and younger sister Sasha when they are not with either or both parents.

The White House would not comment Tuesday.

A spokesman for Pro Era says it got the photograph from a “mutual friend” of the group and Malia. The spokesman also says the group has not been contacted by the White House.
