Pay raise in the works for Livingston County law enforcement

Livingston County Sheriff's Office PatchA grant submission could give Livingston County Deputies a pay hike.

According to Sheriff Steve Cox a grant application has been submitted to the Missouri Department of Public Safety and the MoSMART Board seeking a total of $31,599.81 for supplemental salary and fringe benefits costs to Livingston County Deputy Sheriffs and the County of Livingston.

If approved the grant will begin July 01, 2015 and run through June 30, 2016.

It would raise the annual base wage of a Livingston County Deputy Sheriff to $30,000. Deputies with supervisory authority may receive an additional $150/month in supplement salary if approved.

“We continue to take pride in our deputy sheriffs at the LCSO,” Sheriff Cox said. “We appreciate the hard work each does for the safety and security of our county and communities.”

Several road closures scheduled for Wednesday in northwest Missouri

PRINCETON, Mo – Route P in Mercer County will close tomorrow for a culvert replacement, according to the Missouri Department of Transportation.

On Wednesday, April 29, 2015, crews will close Route P between Beaver Avenue to Beetle Street from 8 a.m. to 3 p.m., weather permitting.

Motorists will need to use an alternate route during the closure.

Daviess County Route 190 to Close

JAMESON, Mo. – Route 190 in Daviess County will close Wednesday, April 29, 2015, for a culvert replacement, according to the Missouri Department of Transportation.

Local maintenance crews will close Route 190 from Prairie Avenue to Reel Avenue.

The road will be closed from 9 a.m. to 2:30 p.m. Motorists will need to use an alternate route during the closure.

11 people were arrested on drug charges last week in Chillicothe after numerous police investigations.

“Officers have responded to different locations in reference to a variety of calls and they received tips in reference to drug activity and act on it resulting in the seizure of narcotics and the arrest of drug users,” Det. Jon Maples with the Chillicothe Police Department said.

49-year-old Brent Trower was arrested April 18 for the manufacturing of marijuana.  Police said they responded to the 600 block of Williams street on a disturbance call which later turned into a drug investigation where more than 1,000 grams of marijuana was seized.

Two days later officers responded to the 900 block of Frederick Ave. in reference to a domestic disturbance call which also lead to a drug investigation in which 48-year-old Michelle Maglio was arrested for possession of methamphetamine.

41-year-old Brian Gatson, 41-year-old Sicily Miller, and 30-year-old Jennifer Girratono were arrested on April 21 for possession of methamphetamine after officers conducted a drug investigation in the 10 block of Third Street.

19-year-old Justin Hamilton was arrested for possession of methamphetamine April 23 after the department said officers patrolling the area of the 1000 block of N. Washington Street came across a suspicious person.

That same day, 19-year-old Mark Edwards was arrested for possession of marijuana after a drug investigation was conducted in the 10 block of St. Paul Street.

41-year-old Jeffery Taylor was arrested for posession of marijuana and controlled pills Friday after officers responded on a drug investigation in the 1000 block of Jackson St.

That same day the department said a lengthy undercover operation resulted in the arrest of 22-year-old Marques Reed in the 400 block of Vine Street for the distribution of marijuana.

Also that day ,the Chillicothe Police Department executed a search warrant with the assistance of the S.P.I.D.E.R. unit on a residence in the 1100 block of Jackson Street.  There, 31-year-old Lesley Copelin and 35-year-old Mathew Johnson were arrested for possession of methamphetamine with the intent to distribute.  Police said during this investigation there were also several other items seized along with the narcotics.

Det. Maple said getting these drugs off the street involved tips from the public as well as multiple hours of undercover operations.

“Working hard at the Chillicothe Police Department to get these drugs off the street and to help people recover,” Det. Maples said. “We’re always looking into a variety of crimes in Chillicothe and we try to make them lead to other arrests and try to clean the streets up of Chillicothe to make the citizens feel safer.”

Officers also arrested Blaze Hussey during a traffic stop April 21 in the 700 block of Webster Street on a warrant for assault on law enforcement and resisting arrest.  Hussy fled the area on foot but was later taken into custody by Chief Knouse in the 600 block of Cherry St.

3 charged in stabbing death of man pulled from Platte River

Three people have been charged in the stabbing death of 28-year-old Richard J. Berry.

The Buchanan County Prosecutor’s office has charged 44-year-old Kellie M. Hoard (Reeves), 23-year-old Primalton Peterson III, and 25-year-old Sean A. Liechti each with second-degree felony murder.

Court documents said Berry was killed by being stabbed multiple times.

A probable cause statement signed by Lt. Shawn Collie with the Buchanan County Sherriff’s Dept. said statements from the defendants, informant’s information and phone records led to the development of evidence to believe that on Saturday between noon and 10:44 p.m. Hoard, Liechti and Peterson drove Berry to the area of the 10000 block of SE Saxton Road with the intent to rob him of money and/or drugs and assault him.

“Once on the bridge Defendant Liechti and Defendant Peterson III pushed the victim to the ground and held him down.  Defendant Hoard then began stabbing the victim with a knife,” the statement said.  “Defendant Peterson III then handed Defendant Hoard a second knife and Defendant Hoard continued to stab the victim multiple times.”

Afterwards Liechti and Peterson allegedly picked him up and threw his body over the side of the bridge into the river.

A temporary protection order was placed on Hoard earlier this month.  The other two suspects have a past criminal history. In 2010 Peterson was convicted in federal court for possession of a stolen firearm.  In 2012 he was sentenced back to federal prison for a parole violation.  Liechti was convicted in 2007 in Buchanan County for second-degree burglary.  Also in 2007 he was convicted in DeKalb County for burglary.

The prosecutor’s office said arraignment will likely occur on Friday, May 1, 2015.

MWSU Spratt Stadium bid awarded to local contractor

Spratt-StadiumSt. Joseph, Mo. —Missouri Western State University’s Board of Governors voted by telephone to award a contract to  E.L. Crawford Construction of St. Joseph to renovate Spratt Stadium for $6,995,108.

Ground will be broken in early May.

“I’m pleased that we’re able to move forward on this badly needed project,” said Dr. Robert Vartabedian, Missouri Western’s president. “Spratt Stadium has served Missouri Western well for 36 years, and these renovations will make sure it continues serving us for years to come.

Bids from three construction companies were opened on April 2. They were significantly higher than anticipated, leading Missouri Western and architect Jeff Ellison to work with the low bidder, E.L. Crawford, to make cost-saving adjustments to the project. Changes included reducing the size of the club level and press box, changing the type of air conditioning unit for the suite level, changing light choices, changing from vinyl wall coverings to paint, reducing the amount of brick façade in various areas, and other minor adjustments.

The adjustments reduced the cost by 15.6 percent from E.L. Crawford’s original base bid of $8.288 million.

“These adjustments did not substantially change the project and did not sacrifice quality or fan experience,” said Dr. Cale Fessler, vice president for financial planning and administration. “As our recently concluded master planning process confirmed, the planned improvements are long overdue, and it will be good to see them get underway.”

The renovations covered by the bid include:

· Demolition of the current concourse, concessions area, restrooms, Stadium Club and press box

· Construction of a new concourse, concessions area, restrooms, club level (including suites) and press box

· Repairs and improvements to the home grandstand seating area, including more chair-back seating

· Removal of the old track and relocation of the field closer to the home stands

· Relocation of the visitors’ side grandstands to be closer to the field

· New field turf to replace the current surface, which has been in use for nine seasons

The field and grandstand components of the project are scheduled to be completed before the fall sports season. The press box and suites are scheduled to be completed in spring 2016.

“When it’s finished, this project will provide a better game-day experience for everyone attending an event at Spratt Stadium,” said Kurt McGuffin, director of athletics. “For all of our fans, there will be new concourse amenities and seats; for donors and sponsors, an enhanced club level; for journalists and game-day staff, a more spacious and up-to-date press box; and for our student-athletes a new playing surface and a more intense game atmosphere with fans so much closer to the action.”

A video board is included in future plans for Spratt Stadium, but was not included in the current bid process.

The Board of Governors also approved a contingency budget of approximately 3 percent, or $209,853, in case costs exceed the contract amount.

Last fall, the board authorized a $5.5 million bond issue to finance the project. The university will pay for the remaining cost (approximately $1,495,000) out of auxiliary budget reserves.

Spratt Memorial Stadium was completed in 1979, and first used for Spring Commencement that year. The stadium is named in honor of avid Griffon supporter Elliot “Bub” Spratt and was constructed at a total cost of $850,000.

The first football game was played on the field Sept. 8, 1979, a 44-0 victory over Dana College. Lights were added six years later, and the Griffons won the first night game over Missouri-Rolla 24-15 on Sept. 4, 1985. Griffon soccer played its first match at Spratt Stadium on Sept. 3, 2006, a 3-2 win over Concordia-St. Paul.

Spratt’s natural grass field was replaced by ProGrass synthetic field turf in 2006. The visitors’ grandstand was remodeled and expanded in 2009, increasing the seating capacity to 7,200, plus ample standing room and hillside seating.

The largest crowd for a football game at Spratt Stadium was 10,129 when the Griffons took on Northwest Missouri State on Oct. 3, 2009. Griffon football hosted its first NCAA Division II playoff game at Spratt against Northwest on Nov. 19, 2011, and celebrated its first home playoff victory with a 57-55 triple overtime win over Minnesota-Duluth on Nov. 17, 2012.

Griffon football is 129-69-3 in 36 seasons at Spratt Stadium, a winning percentage of 64 percent. Griffon soccer is 20-46-9 in eight seasons at the facility.

In addition to Griffon football and soccer, Spratt Stadium hosts the St. Joseph High School Football Jamboree and the Missouri Western Department of Music’s annual Tournament of Champions High School Marching Band Competition, and was previously home of the Missouri State High School Eight-Man Football Championship Game. It hosted Spring Commencement ceremonies from 1979 to 1981, a tradition that was revived in May 2014.

Charges filed against 3 people in Buchanan County homicide investigation

(Update Mondays 4 p.m.) –  Three people have been charged in connection with the stabbing death of 28-year-old Richard Barry.

Buchanan County Prosecuting Attorney Dwight Scroggins has announced that Kellie M. Hoard (Reeves), Primalton H. Peterson, III and Sean A. Liechti have been charged with the Class A Felony of Felony Murder in the 2nd Degree  in the alleged stabbing death of Richard J. Berry occurring on or about April 25, 2015,  in the 10000 block of SE Saxton Road, Buchanan County, Missouri.

Prosecutors allege an assault was intended to occur during which the defendants produced a knife and the victim was stabbed several times.

Victim was pronounced deceased at the scene.  Arraignment will likely occur on Friday, May 1, 2015.  To read latest development in this story click here.

The Buchanan County Sheriff’s Dept. has taken three people into custody in connection with the murder investigation of 28-year-old Richard Berry.

As we previously reported, authorities responded around 11:45 p.m. Saturday to the area of the Third Fork River on Easton/Saxton Road in reference to a body found in the Platte River.

“Suspects have been taken into custody with the murder of Richard Berry,” Buchanan County Sheriff Mike Strong said.

A 43-year-old female, and a 24-year-old male were arrested and are being held in the Buchanan County.

A third suspect, a 22-year-old male was arrested in Elwood, Kan.

Strong said around 9:45 Sunday night the Buchanan County Sheriff’s Dept., investigators with the St. Joseph Police Dept. Crimes Unit and deputies with the Doniphan County Sheriff’s Dept. obtained a search warrant for a residence in Elwood for items related to the murder of Berry.

“Items of evidence pertaining to this homicide were recovered,” Strong said.

The 22-year-old suspect was arrested at a neighboring residence in Elwood.  He is currently being held in the Doniphan County Jail.

Strong said the evidence that led to the arrests were developed through the internal investigation.

“We knew there was not a lot to go on,” Strong said. “However, I have to be honest with you I was optimistic.  I know the capabilities of our investigators.”

Previously, Strong had said that when Berry’s body was found there was trauma but would not say where.  Authorities had reported a large blood stain visible on the bridge in the location where Berry was located.  Strong said he will not comment on if Berry was dead at the scene or died later after he was pulled from the river.

The results of the autopsy have been completed, however are not being released at this time due to the investigation.

Strong said they plan to forward the case onto the prosecutor’s office office later today.  Names of the individuals arrested will not be released until charges are filed.

Western to poll board of Governors over Spratt Stadium

300px-Spratt-stadiumMissouri Western sent out a public notification Friday afternoon regarding the polling of its Board of Governors on renovation to Spratt Stadium.

The board will be contact by telephone Monday at 3 p.m. to cast votes on on bids for the renovation of the stadium.

More than four months ago the board approved the selection of Ellison-Auxier LLC to provide architectural and design services on the Spratt Stadium project.

Improvements to Spratt will include moving the field, upgrades to general seating, a new video board, replacement and expansion of the existing press box to include up to 14 private suites, expanded restrooms and concessions, improvements to fan services and merchandising areas, improvements to the Stadium Club and the addition of meeting rooms and improvements to game day operation areas for coaches and the press.

The results of Monday’s poll will be ratified by the board at its next regularly scheduled meeting.
