Police working leads after shots fired from vehicles

SJPD, ST JOSEPH POLICE,, POLICEThe St. Joseph Police Department is still investigating after a report of shots fired from vehicles Thursday night in midtown.

Capt. Jeff Wilson said officers responded to the area of 20th and Lafayette around 5:30 to witnesses reporting that individuals in two vehicles possibly exchanged gunfire for a short period of time in the area.

Shell casings were recovered. No injuries were reported.

Capt. Wilson said an officer located one of the vehicles believed to be involved in the incident in the 600 block of S. 16th St.

Police seized the yellow mustang for investigation. Officers are also searching for a green SUV also believed to be involved in the case but have a limited description to go on.

Rock Port man charged with attempted murder

A man is accused of trying to stab and kill another man in Tarkio.

Steven R. Jones, 38 of Rock Port is charged in Atchison County, Mo. with felonies for second-degree attempted murder, first-degree assault, first-degree burglary, and armed criminal action and a misdemeanor for second-degree property damage.

According to court documents, on Saturday officers responded to a home on Elm Street in Tarkio in reference to Jones attempting to stab Jake McRaven.

“McRaven found Jones on the floor of the kitchen with Loretta Mills-Gayler,” said Officer Adam Stanton with the Atchison County Sheriff’s Office. “McRaven believed that Jones was choking Mills-Gayler.  McRaven tackled Jones and pinned him to the floor.  Mills-Gayler fled the house through the front door.”

Stanton said after McRaven believed Jones had calmed down he allegedly let him up.

“Jones continued to try fighting McRaven.  McRaven again tackled Jones and pinned him attempting to calm him.  When McRaven released Jones the 2nd time, Jones grabbed a large bread knife and chased McRaven out the front door,” Stanton said. “McRaven stopped in the backyard of the residence.  Jones attempted to stab McRaven with the knife using an overhead plunging motion towards McRaven’s chest.”

McRaven allegedly blocked the strike and suffered a cut to his forearm during the block.  He subsequently hit Jones in the forehead knocking him down.  McRaven then ran into his house located nearby and through the back door and McRaven’s girlfriend locked the front door.

“Jones went to the front door and kicked it in,” Stanton said. “Jones entered into the dining room area and told McRaven he was going to kill him, while still brandishing the knife.”

Jones allegedly placed the knife on the dining room table and went onto the front porch when he heard McRaven’s girlfriend call 911.

Jones is being held on $500,000 bail.  An arraignment is set for Aug. 18.

 

Burglary attempts overnight at Aquatic Park and Bode

The St. Joseph Police Department is investigating after break-ins overnight at Bode Middle School and the Aquatic Park.

Officer Mike Hardin with the St. Joseph Police Department said locks were broken at both locations overnight in an effort to gain entry.

The number of suspects is currently unknown, but Hardin said Bode Middle School located at 720 Noyes Blvd. was broken into for a burglary attempt sometime between midnight and 1:30 a.m. Wednesday.

“They broke into the outside concession area of the Bode soccer field,” Hardin said.

It’s unknown if the Bode incident is tied to a burglary attempt at the Aquatic Park located just down the road at 402 S. Noyes which also took place sometime overnight.

Hardin said both the office and concession area of the pool were broken into.  Locks were broken, a screen cut, and metal covering a window was cut.

He said currently nothing is believed missing from either location.  Also, nothing appeared to have been vandalized.

Police are looking into the possibility of surveillance footage and the investigation is ongoing.

Sheriff’s Office responds to fatalities and propane explosion

​(news release) – The Livingston County Sheriff’s Office (LCSO) and Missouri State Highway Patrol (MSHP) have been involved with 2 serious incidents the morning of July 24, 2016.

On U.S. 36 near Pleasant Grove Church was a vehicle accident which caused 2 fatalities and at least one other person seriously injured and flown by air ambulance to a hospital. The MSHP is continuing with the crash investigation.

On U.S. 36 near Utica a RV caught fire (pictured above) and Deputy Dustin Woelfle arrived to provide assistance. The driver reported having removed the propane tanks from the RV and emergency fire was responding. Subsequently the RV owner reported to the deputy there may be some small propane bottles in the camper. Deputy Woelfle had stopped traffic in time as at least one smaller propane bottle exploded and went through the side of the camper.

Deputy Woelfle reported an emergency responder had a medical emergency where CPR and first aid were provided until Chillicothe Department of Emergency Services arrived to transport. According to the Web site of the Missouri Fire Service Funeral Assistance Team, Ed Cosgrove of the Green Township Fire Department died at the hospital.

Officials want resources increased to battle opioid abuse in Missouri

(Missourinet) – Agriculture Secretary and former Iowa Governor Tom Vilsack (D) says 44% of Americans are directly affected by prescription drug abuse. He joined Senator Claire McCaskill (D-Missouri) and drug and alcohol abuse prevention leaders Thursday in the St. Louis region to discuss ways to prevent Missourians from misusing opioid medications, like codeine, morphine and oxycodone.

“We have to act. We have to focus on prevention. We have to expand treatment. We have to create communities of support for recovery,” says Vilsack. “We have to have criminal justice reform. We also have to have some economic development opportunities in rural areas where this is a particularly acute problem because there is a lack of treatment facilities.”

McCaskill and Senator Roy Blunt (R-Missouri) are working on legislation that would allow St. Louis County to access federal funding to create a prescription drug monitoring system, without the state legislature’s approval.

Missouri is the only state in the U.S. without a program that allows doctors and pharmacists to check how many prescriptions people are having filled – to look for cases of abuse. McCaskill is fed up with Missouri legislators failing to create such a system.

“They have still, once again for the fifth or sixth time, refused to take this basic step,” says McCaskill.

Vilsack says not having a system in place has a far-reaching effect.

“It’s not just the folks in Missouri that are at risk because of a lack of monitoring program. It’s every state that surrounds Missouri. People from my home state of Iowa can come across the border,” says Vilsack.

One of the main opponents in the legislature is Senator Rob Schaaf (R-St. Joseph), who is a family physician. He says the program won’t catch those selling pharmaceuticals illegally. He also argues that more people die of alcohol abuse and the effects of smoking of cigarettes than will ever die of opioid overdose.

New Rosecrans runway cleared for takeoff

Rosecrans Memorial Airport celebrated the completion of its new runway Friday morning with a ribbon cutting.

The St. Joseph Chamber of Commerce held a ribbon-cutting ceremony to celebrate the reconstruction of the 4,797 foot by 75 foot assault strip runway.

“Construction took approximately four months.  We went a little bit longer due to weather and due to unforeseen circumstances we had an emergency on our main runway where concrete blew out,” said Abe Forney, Rosecrans Memorial Airport manager.

He said the runway had to be redone because it had started to deteriorate.

“When that happens in concrete it starts to become brittle and when concrete on the runway becomes brittle it causes little pieces of concrete to damage engines and propeller which we call sod.  As that concrete starts to deteriorate it becomes more dangerous for aircraft to take off and land,” Forney said. “We had to completely tear it out and replace it.”

The cost of the structure was around $5.8 million.

“That was funded through 65-percent guard and the remaining 35-percent was funded through a grant from the FAA and local capital improvement funds paid for 10-percent of that 35-percent,” Forney said.

The runway serves general aviation and the Missouri Air National Guard’s 139th Airlift Wing.

“This is big enough to land large aircraft and the C-130s use it for their assault training,” Forney said. “It’s very important for the 139th’s mission to get these assault landings in and train on that runway and for civilian use it’s very important because aircraft take off and land in the direction of the wind so if the wind is out of the east or out of the west the main runway which is north and south is a lot hard for them to utilize.”

WASHINGTON (AP) — President Barack Obama has welcomed the Kansas City Royals to the White House for the first time since 1985.

Obama jokes that team will have to work on nicknames, though. The visit is dream came true for one long-suffering Kansas City Royals fan in the White House.

Obama’s spokesman Josh Earnest is a Kansas City, Missouri, native and longtime Royals fan.

WASHINGTON (AP) — A dream came true for one long-suffering Kansas City Royals fan in the White House when the reigning World Series champion team paid a visit.

President Barack Obama’s spokesman Josh Earnest is a Kansas City, Missouri, native and longtime Royals fan.

It’s been more than three decades since the team won the World Series and came to the White House.

Earnest grinned from ear to ear Thursday in anticipation.

He donned a pair of Royals socks for the occasion. For weeks, he’s been taking sips of water from a Royals mug during his daily briefings.

Several Royals players interrupted Thursday’s briefing to give Earnest a team jersey with his name and the number “15” across the back. They also gave him an upgraded mug and an autographed World Series baseball.

St. Joseph man charged with sexual contact with prisoner

pc marteA St. Joseph man has been charged after an inmate in the Buchanan County jail alleged she was inappropriately touched.

Carlos Marte, 40 is charged in Buchanan County with a felony of sexual contact with a prisoner.  The charge carries a range of punishment of a maximum of one year in county jail or two to four years in the department of corrections.

According to court documents, on May 27th around 6 p.m. an inmate in the Buchanan County jail said Marte touched her genitals under the guise of conducting a physical examination.

“The defendant is an employee of Advanced Correctional Healthcare with whom Buchanan County contracts to provide medical care for inmates under their custody,” said Thomas Cates with the Buchanan County Sheriff’s Department. “The procedure during which the defendant touched the genitals of the victim, according to policies of the medical provider and statements taken from representatives of the provider, is not the type procedure during which any physical contact is require or should take place.”

The felony complaint alleges the defendant was assigned to work in the jail and knowingly had deviate sexual intercourse with an inmate of the jail by touching her with his hand.

As we previously reported, the Buchanan County Sheriff’s Office said as soon as a complaint was submitted it began investigating.  The department said it submitted two cases for consideration of charges Tuesday.

Bail for Marte is set at $10,000 cash.  An arraignment had not been set as of 5:30 p.m. Wednesday.

Crime statistics continue to show increase in St. Joseph

SJPD patchCrime statistics in St. Joseph were up last year and that trend is continuing according to the city’s Chief of Police.

In an interview with 680 KFEQ Wednesday morning, St. Joseph Chief of Police Chris Conally said crime has increased around 6 percent.

Since January, the St. Joseph Police Department has responded to five homicide investigations with six victims.  As we previously reported, officers responded Sunday to a double-homicide investigation on Safari Dr.  Since then, five people have been charged in connection with that case.

“We know when something like this happens it instills a lot of fear in our community.  One of the things that we can guarantee is that when something like this comes up we put every resource into it that we have and we continue to fight this type of crime with any resource available, all resources,” Connally said. “This is a situation that involved career criminals.  The victims were in that neighborhood visiting somebody and had left when this occurred.”

Connally said crime is up all over the nation not just in St. Joseph.

“In my opinion there is a crime wave going across the country and unfortunately the large increases we’ve seen in a lot of the municipal areas, unfortunately we’re not immune to that,” he said.

But some areas of crime are down.

“Burglaries have been down a little bit in recent months, larcenies have been down a little bit in recent months,” Connally said. “If you’re a victim of a crime whether it’s up or down that doesn’t matter very much the fact of the matter is you’re a victim.”

Crime in 2015 was also up.

“Last year we saw over 300 more assaults then the year before, we’ve continued to see that rise,” Connally said. “We saw a significant rise mostly over the last six months of last year and that’s continued on into this year.  Actually June was the most normalized aside from two homicides which is very unfortunate; the other statistics were the most normalized then we’ve seen in the last 12 months.”

He said many of the increases have been with disputes, and domestic related calls and police are also seeing an increase in mental health issues.

 

Woman accused of firing gun in house with children present

courtA Country Club woman is facing felony charges in Andrew County after allegedly test firing a handgun into the floor of a house with three children inside.

Andrea Despain, is charged with two felonies for unlawful use of a weapon and a felony for first-degree endangering the welfare of a child.

According to court documents, Tuesday night Andrew County Deputy Joel Cook responded to a domestic call to the 3100 block of 1/2 Squire Ln.

“Talking to Andrea Despain when a 7-year-old boy walks out on the front porch pointing a black handgun at me asking me if this was mine,” Cook said. “I quickly took possession of the gun…finding the gun was loaded and had stove piped.”

Cook said the child claimed he had gotten it off of the steps in the house.

“Despain said that her boyfriend had gotten the gun out during the domestic threatening to shoot himself.  So she took the gun from him.  I asked her who had fired the gun due to it being stove piped,” Cook said. “She said no one had fired the gun.  I then asked for permission to check the house which she let me do.”

Cook said three boys were home at the time.

“As I walked through the house one of the boys said he knows where the bullets to the gun are at and took me upstairs to the bathroom,” Cook said. “I found a box of 380 Winchester ammunition, opened with 14 live rounds inside and one spent shell casing in the bathroom sink.  I then observed a bullet hole across from the bathroom in the sheetrock going to a child bedroom.”

He said he asked the boys if they had heard a loud bang sound.

“They said yes Andrea test fired the gun.  I asked where they were when the gun went off and they said one was in the back bedroom and two others were in the bedroom where the round went through the wall and a closet door, then coming to rest in the nightstand at the corner of the bed where a child’s head would lay,” Cook said. “I then went and spoke with Despain again who now states that she was in fear of her boyfriend coming back and had planned on shooting him in the leg if he did.  So she test fired the gun into the floor to make sure it works.”

Bail for Despain has been set at $50,000.  A hearing is set for Thursday.
