Night work begins Sunday on I-29

under-construction-150271_1280ST. JOSEPH, Mo. – Weather permitting, a resurfacing project on Interstate 29 in Andrew and Buchanan counties is set to restart Sunday evening, May 15, 2016.

Crews from Herzog Contracting Corporation, working with the Missouri Department of Transportation, will begin work to resurface the southbound lanes. All work is planned for Sunday through Thursday nights between 6 p.m. and 6 a.m., after peak travel times. Work may also be conducted on Saturday nights, if needed.

The project will resurface I-29 from Business U.S. Route 71 north of St. Joseph to 1.5 miles south of Route O, near Pigeon Creek. One lane will remain open throughout the project.

The on and off ramps will also be resurfaced, which may require closing the ramps to ensure the safety of both motorists and workers. If a ramp closure is planned, advance notice will be provided.

The contractor anticipates that all paving will be completed by July 4, 2016. Then crews will work on striping and guardrail, hoping to be fully completed by mid-August. If delays arise, notice will be given.

All work is weather permitting and schedules are subject to change. Motorists should be alert and follow all construction signs and message boards. MoDOT encourages all motorists to slow down, buckle up, eliminate distractions and drive safely through work zones to ensure everyone is able to Arrive Alive.

Watson to open Hybrid Golf Course at Mozingo Lake

Professional golfer Tom Watson will tee-off the opening of the Watson 9 Hybrid Golf Course at Mozingo Lake Recreation Park.

Head Golf Pro, Kyle Easter with Mozingo Lake said the nine hole Hybrid Course was designed by Watson and was named No. 12 by Golf Digest Magazine as one of the top 15 Hybrid Courses in the Nation.

“What’s unique is just the style of course that it is,” Easter said. “It’s just kind of a little smaller version of a championship style course.  It has all of the same features that a large golf course just a little smaller and less intimating.  So beginners, kids, new players to the game can get out and play and have fun with it and not get intimidated by the course.”

The grand opening starts Saturday at the course located just east of Maryville on Highway 136.  From 9 a.m. to 12 free short game clinics will be held then grand opening ceremonies will take place from 1 to 2 p.m.  Five-time British Open Champion Watson will take part in an inaugural round starting at 2:30 p.m.  Then at 4:30 p.m. the first annual Watson youth golf tournament begins.  There’s no entry free and its open to all youth ages 7-17.

“Tom Watson came on board when he heard the plan for it and what we wanted to do up here,” Easter said. “Once his playing career is over kind of one of his goals is to keep growing the game of golf and getting as many kids and beginner golfers into the game as possible.  It kind of just went hand-in-hand in that way.”

After the grand opening on Saturday the course will officially be open for use.

“There’s minimal green fees involved but the nice thing is that every green fee that’s paid to play it 10-percent of that money will go back into our youth golf program,” Easter said.

St. Joseph man arrested in Brown County wanted in Leavenworth pipe bombings

The Brown County Sheriff’s Department has arrested a man wanted by police in Leavenworth in connection with two pipe bombings.

The sheriff’s dept. said Simon Pohl, 32 of St. Joseph was located by a deputy on patrol Thursday around 10:45 p.m.

“He noticed the vehicle had turned its lights out on the roadway,” said Sheriff John Merchant. “Stopped the vehicle and ran that tag which came back stolen.”

Merchant said both the VIN and the license plate had been reported stolen out of Leavenworth and were unrelated to each other.

As we previously reported, Pohl was wanted out of Leavenworth. Police said one resident said his truck was destroyed May 3 by a pipe bomb loaded with nuts, washers and bolts. Another lost his vehicle to fire on April 18. The police in Leavenworth said they do not believe the vehicles were chosen randomly, but were targeted.

Sheriff Merchant said when the deputy made contact with the male driver and female occupant Thursday night, both gave false names.

Pohl was arrested on charges of Possession of Stolen Property X 2 and Felony Obstruction.  He also had felony warrants out of Leavenworth County for Possession of Meth and Criminal Use of Explosives–each Warrant was for $100,000.

Jessica Mottin, 27 of Atchison was arrested on charges of Possession of Stolen Property X 2, Felony Obstruction, Possession of Meth, Possession of Drug Paraphernalia and Traffic Contraband into a Correctional Facility. Motin also had a $2,500 Warrant out of Shawnee County for Trafficking Contraband in to a Correctional Facility.

The investigation continues.

St. Joseph man accused of killing his grandmother with a hammer

(Update) – A St. Joseph man has been charged in connection with the murder of his 81-year-old grandmother.

Michael Ray Courter, 40 was charged Friday with a felony for second-degree murder in connection with Clyda Spurgeon’s death.

According to court documents, sometime between 8 p.m. April 28 and 8 a.m. April 29 Courter is accused of hitting Spurgeon repeatedly with a hammer he borrowed from her. The Buchanan County Prosecuting Attorney’s office said she died after being hit in the head multiple times with a blunt object. As we previously reported, Spurgeon was found dead at 108 East Highland Ave. late in the morning of April 29th.

Det. Frank Till with the St. Joseph Police Dept. said evidence collected includes reports, statements of witnesses, video and forensic.

“The defendant struck the victim with the intent to kill or cause serious physical injury to the victim,” Till said. “The defendant then fled the State of Missouri in a vehicle owned by the victim and was arrested several days later in northern Michigan with clothes for the journey.”

Till describes Courter as a violent and brutal man in court documents.

“He previously assaulted his mother and received a felony conviction,” Till said. “Witnesses interviewed are afraid of the defendant.”

In an update the prosecutor’s office said an arraignment is set for Monday at 1 p.m. in Div. 6.  The office said bond has not been determined at this time.

If convicted the charge of second-degree murder carries a punishment range of 10-30 years or life.

The school year came to an end Thursday for the St. Joseph School District and for sixth graders at Bessie Ellison Elementary that meant their final walk through the halls.

Jocelyn Washburn, 6th grade teacher said the walk-through is a Bessie Ellison end of school tradition.

“We start at the kindergarten end and all the kindergarten through 5th grade students will be lined up at the halls and they will walk from each teacher that they’ve had to say their final goodbyes,” Washburn said.

In total 49 kids said their farewells at the school. Washburn said some students are going on to Bode Middle School, some to Truman and some to Robidoux.

Emma Orth and Jasmine Mooney said they’re excited for their new schools.

“Getting to talk in the hallways and walk as a group,” Orth said.

“Also we went on a tour and in gym class you have more freedom,” Mooney said.

Hayden Sansonetti said he’s got a busy summer lined-up but is looking forward to 7th grade.

“I’m looking forward to more privileges, more activities, more clubs,” Sansonetti said.

Washburn said the end of the school years walk is sentimental for everyone.

“In the end you’ll see a little bit of tears,” she said. “I think you’ll see more tears coming from the teachers and parents though.”

Recognition given to SJSD nurses as school year draws to an end

School nurses are being recognized for their work in the St. Joseph School District as part of National School Nurse Day.

Nurse Coordinator, Maria Burnham said this year nurses with the district saw 150,853 students come through their clinics and were able to send most of them back to class.

“That’s the ability of these nurses to assess the situation, see what’s going on with the kids, evaluate, talk to parents, talk to physicians if needed,” Burnham said. “Really we’ve only sent home a little over 6,000 kids which means we’re keeping a big percentage of kids in school ready to learn.”

She said kids come in to see a nurse for many different reasons.

“They may be coming in for their medicine, they may be coming in for a playground injury, we have about 30 diabetics so students may be coming in to check their blood sugar to plan their lunch,” Burnham said. “We have a lot of needs in the buildings.”

Currently every school has a nurse in the building, Central High School has two which Burnham said is due to the school’s large population.

“For a lot of our kiddos they are the actual first health professional that they will see,” Burnham said. “A lot of our kids will wait all weekend and then they’ll go see the nurse for a situation. So it’s our job to keep them healthy and keep them ready to learn.”

This year nurses have also screened more than 5,000 kids for vision and hearing and nearly 5,000 kids for dental.

“We do a lot of screenings,” Burnham said. “We check immunization status of all of our kiddos.”

Wednesday is National School Nurse Day, Burnham said due to the end of the school year on Thursday many nurses were honored last week.

“Normally nurse week kind of coincides with staff appreciation week. That was last week. So a lot of our nurses got honored by their buildings last week along with their other staff members,” Burnham said. “I will honor them, we will get together Friday for our end of the year staff meeting.”

Ayers charged with capital murder in Lancaster’s death

The man accused of shooting and killing a Kansas City, Kan. detective earlier this week is facing nine counts including capital murder.

Wyandotte County District Attorney Jerome Gorman announced Wednesday morning that 28-year-old Curtis Ayers of Tonganoxie has been charged in connection with the May 9, shooting death of KCK Police Det. Brad Lancaster.

Lancaster had ties to St. Joseph. As we previously reported, he graduated from the law enforcement academy at Missouri Western State University in 1998 then went to work at the Platte County Sheriff’s Office and then later went to KCKPD.

Ayers is charged with capital murder, two counts of aggravated robbery, two counts of aggravated burglary, aggravated battery, two counts of kidnapping, and criminal possession of a firearm.

Ayers is currently in custody in Jackson County, Mo.

Police said Lancaster died at a hospital Monday about three hours after being shot near a racetrack in Kansas City, Kansas.

There has been an unconfirmed sighting of two individuals matching the description of missing 9 year old Carlie Trent and her alleged abductor, 57 year old uncle, Gary Simpson. Carlie was allegedly abducted by her uncle on May 4, 2016, in Rogersville, TN. A felony warrant for kidnapping has been issued for Simpson. On May 10th, a tip was received by law enforcement that two individuals were spotted yesterday, May 9th, in a canoe traveling on the Lamine River near Otterville, Missouri. Law Enforcement is providing the attached picture of the individuals who match the description of Trent and Simpson in an effort to confirm the identity of the individuals in question. If you have seen or know these individuals, or their whereabouts please contact the Cooper County Sheriff’s Office at 660-882-2771 or your local law enforcement department. Simpson may be traveling in a 2002 white Dodge Conversion Van with a Tennessee license plate 173GPS (another report from the MSHP misprinted it as 173GP6 but it is GPS). The public is asked to remain vigilant and report any information to area law enforcement.

Detective Brad Lancaster who was shot and killed Monday in Kansas City, Kan. got his start in law enforcement in St. Joseph.

Buchanan County Undersheriff Col. Bill Puett said the 39-year-old graduated from the law enforcement academy at Missouri Western State University in 1998.

“He went through the academy, did an outstanding job, then went to the Platte County Sheriff’s Office and then later went to Kansas City Kansas Police Department,” Puett said.  “That’s how I originally met Brad was by teaching him in the academy.”

Puett said several individuals that work in local law enforcement positions were classmates with Lancaster.

Police said Lancaster died at a hospital Monday about three hours after being shot near a racetrack in Kansas City, Kansas.

A suspect, 28-year-old Curtis Ayers, has been arrested. Ayers was shot by police during an attempted carjacking. He is in stable condition Tuesday at a hospital.

Ayers was charged Tuesday in Jackson County in connection with shooting a woman during an attempted carjacking in south Kansas City. He is charged with first-degree assault, two counts of unlawful use of a weapon, resisting arrest and three counts of armed criminal action.

According to court records, Kansas City police were dispatched to the area of Bannister Road and Highway 71 on a vehicle that matched the description of a suspect vehicle involved in the shooting of a police officer in Kansas City, Kan. According to victims and witnesses there, Ayers fled that vehicle on foot and displayed a long gun. He confronted a woman travelling in her vehicle on Highway 71. He pointed a gun at her and told her to get out of her car. He shot two rounds at her vehicle.

The woman who was wounded was reported to have suffered non-life threatening injuries.

Prosecutors have requested Ayers be held on $250,000 cash bond.

The Fraternal Order of Police said a candlelight vigil in Lancaster’s memory is scheduled for 7:30 p.m. Tuesday at City Hall in Kansas City, Kansas.

Garfield bridge to reopen end of May

After being closed for a year the City of St. Joseph plans to reopen the Southwest Parkway over Garfield Avenue later this month.

City Engineer Brady McKinley said a grand re-opening ceremony is scheduled for May 23 for the replacement bridge.

“The council will have a ribbon cutting at 5 p.m. on the 23rd before their council meeting,” McKinley said. “Right on schedule.”

The original bridge was demolished in April of 2015, it was built in 1929.  McKinley said construction on the new bridge is mostly complete except for some minor details that are being touched up.

“They will be putting up the chain-link fence on the bridge along the pedestrian trail, starting the railings down the trail system on each end, there’s a lot of safety fencing and stuff that needs to go up on the back of the walls,” McKinley said. “Otherwise there’s just a few touch-ups.  Once they get complete we’ll be ready to open.”

As we previously reported, the new bridge also includes a 10-foot hike and bike trail that will connect to the city’s current trail system.

The bridge replacement was part of a CIP project that cost $2,846,117.98.
