Classes set for adults looking to earn their High School equivalency diploma

Webster Adult Ed - FeatureThe St. Joseph School District has announced registration dates for its Fall Adult Education and Literacy classes.

The classes help to prepare students to take their HSE (High School Equivalency) which replaced the GED in the State of Missouri.

“During any given school year, we have approximately 1500 students that attend classes and around 300 students that take and pass the high school equivalency (HSE) test.” said Betty Wymore, AEL director. “Students come from many different walks of life.”

Registration will take place at Webster Learning Center located at 1211 N. 18th.  Two registration series will be held.  One includes September 29, September 30, October 1 & October 2 from 9:00am – 12:00pm and the second runs September 29, September 30, October 1 & October 5 from 5:00pm – 8:00pm session.

The district said students must attend all 4 days of registration.

Classes begin October 6, 2015.

Overnight ramp closures planned for I-29

wpid-modot-logo-200x150.jpgST. JOSEPH, Mo. – Contractors working with the Missouri Department of Transportation plan to close several on and off ramps on northbound Interstate 29 through St. Joseph beginning Saturday, Sept. 19.

All work will begin after 6 p.m. and all ramps should reopen by 6 a.m. the next morning. The planned schedule of closures is:

From northbound I-29 to eastbound U.S. Route 36 (Exit 46)

Woman seriously injured in Clinton County crash and arrested

wpid-mshp-logo111.jpgA Plattsburg woman was taken to the hospital with serious injures Tuesday and arrested after a crash in Clinton County.

According to the Missouri State Highway Patrol, 36-year-old Amber Summers was taken to Mosaic Life Care for treatment of serious injuries after a two-vehicle rollover accident just before 7 a.m. on MO 116 about 4 miles west of Plattsburg.

The patrol said Summers was driving a 2002 Chevrolet Monte Carlo on MO 116 partially in the westbound lane when a 2011 Dodge Caliber driven by 38-year-old Amanda Donnelly of Lathrop, also traveling westbound hit the left front corner causing Summers’s vehicle to slide off the roadway on the north side.  Summers’s vehicle hit a tree and rolled over.  Donnelly’s vehicle skidded off the south side of the the roadway, into a cornfield and came to rest on its wheels.

Donnelly was taken by private vehicle to Liberty Hospital for treatment of moderate injuries.

MSHP online documents show Summers’s was arrested for second degree assault with a motor vehicle, felony no valid operator, careless and imprudent driving, exceeded speed limit going 78 in a 60, failure to register motor vehicle and no insurance.  She was released to Mosaic for medical treatment.

 

Police: Man hit with board during attempted robbery

wpid137133-wpid-sjpd-patch1.jpgPolice said a St. Joseph man was injured during an attempted robbery Tuesday morning after being hit in the head with a board.

According Capt. Jeff Wilson with the St. Joseph Police Department a 40-year-old man said he was working on his porch in the 800 block of Vine St. around 9:16 a.m. when he was attacked from behind with a board to the head.

“The victim struggled with both assailants as they attempted to get his keys but were unsuccessful,” Wilson said. “Both fled the residence on foot running east.”

The man who physically assaulted the victim was identified as a black man with shorter hair in braids wearing dark jeans and a white t-shirt.  A second suspect was described as a white male possibly in his 20s with a shaved head and medium build.  The man was wearing dark jeans and no shirt.

“The victim struggled with both assailants as they attempted to get his keys but were unsuccessful,” Wilson said.

The man was taken by ambulance to Mosaic Life Care for treatment of lacerations.  Police said the injuries were minor and he has since been released.

Wilson said no suspects have been arrested at this time.  The case is still under investigation.

UPDATE: Arraignment set for man accused of child sex crimes 7 years later

A Texas man will make his first court appearance for child sex crimes two years after being charged in Buchanan County.

40-year-old David Throckmorton was arrested last week on a case that was originally filed in October of 2013.

Throckmorton is charged with first-degree statutory sodomy with a victim under 14 years old.

According to court documents between Aug. and Dec. of 2008 in Buchanan County Throckmorton sodomized a child by touching her genital area with his hand.

“The defendant has been charged in Bedford, TX for sex crimes (same victim),” said Trenny Wilson with the St. Joseph Police Department. “The victim has healed injury consistent with child sexual abuse.”

Wilson said the defendant has also been convicted of assault to the victim’s mother.

An arraignment is set for Tuesday. A judge earlier set bond at $25,000.

Prosecutors have filed a motion to increase or deny bail.

Suspects sought in attempted mall robbery

Police St. JoThe St. Joseph Police Department is looking for two individuals after an attempted robbery Monday morning.

According to Capt. Jeff Wilson officers responded around 10 a.m. to the East Hills Mall parking lot outside of Dillards after a 59-year-old woman claimed someone tried to rob her.

Wilson said the victim was trying to get out of her car when a 4-door black car pulled up beside her.  Wilson said she asked the driver if everything was okay.

“He said yes, you can help me, give me your purse,” said Wilson. “She says no and runs into the store and calls police.”

The woman was unable to get a good description of the passenger but thought the driver was of dark complexion, possibly Hispanic but not 100% sure.  He had a beard cut close to his face and was dressed in all black clothing.

The woman was not injured and still has her belongings.

Wilson said officers are investigating but that there is no surveillance video to review in this incident.

Heritage Park to be renamed in honor of retired Parks Dir.

Heritage Park will be renamed to Bill McKinney Softball Complex later this week.

The City of St. Joseph announced Monday that a re-naming ceremony will take place at 6 p.m. Thursday, Sept. 17.

The complex will be referred to as Bill McKinney Softball Complex at Heritage Park following the dedication.

“The dedication recognizes Bill’s numerous and substantial accomplishments in the community as the Parks, Recreation and Civic Facilities Director and a longtime softball enthusiast,” the city said in a news release. “The softball complex was one dream, of many, in which Bill was committed to becoming a reality.”

Heritage Park is located at 2202 Waterworks Road. The public is invited to attend.

Chillicothe couple remains behind bar on Child Endangerment charges

UPDATE: Chillicothe couple charged after officers allegedly found drugs and deplorable living conditions in a home with four children inside.

45-year-old Daniel Schliessman III and 36-year-old Michelle Schliessman are each charged in Livingston County with a felony for first-degree Endangering the Welfare of a Child Involving Drugs. Michelle is also charged with a felony for Poession of a controlled substances.

According to court documents the charges came after officers with the Chillicothe Police Department responded Sunday around 7:21 a.m. to the intersection of Fair Street and Irving Avenue to find a 13-year-old autistic boy running in the street naked in 48-degree weather.

Officers said they have responded five time in the past six months to find the same child outside of his house unsupervised.  Officer Josh Miller said the most recent occurrence was on Sept. 7 when the child was found in the roadway of US 65 Highway after numerous 911 calls from individuals saying the child had nearly been struck by vehicles.

Miller said after taking the child back to his home officers had to wake up his parents, Michelle and Daniel who did not know he had left the home.  Three other children also lived in the home.

After obtaining permission to search the residence Miller said a black tool bag was found on a shelf about three to four feet from the ground in the basement with two small baggies with a white crystal substance inside.  He said the substances tested positive for Meth.  Items used to cook and manufacture methamphetamine were also found.

“All of the items seized were directly accessible and in near vicinity of where the children are allowed to roam,” Miller said.

Dog and cat feces and vomit was also found in multiple areas of the home including the children’s bedrooms in the upstairs floor of the residence.

“The residence was in disarray and it appeared the house had not been cleaned in an extended period of time,” Miller said. “Michelle and Daniel reported that they had moved into the house approximately four days ago.  Michelle reported the children had no toothbrushes available and had not brushed their teeth for approximately four days.”

Miller said that all four children were dirty and that it appeared they had not bathed for an extended period of time.

“During a Mirandized interview, Michelle admitted she had been using methamphetamine while Daniel was incarcerated for the previous seven months,” Miller said.

The pair appeared for an arraignment in Livingston County Monday on the charges.

Bond has been set at $10,000 for Daniel and $25,000 for Michelle. They are both being held in the Daviess/DeKalb County Regional Jail.

A preliminary hearing is set for the pair for Sept. 23

All four children ages 6, 11, 13, and 14 have been taken into state custody.

 

Sheriff’s department mourns loss of deputy

The Harrison County Sheriff’s Department has lost one of its own at the age of 34.

According to the Department Deputy Steven “Brett” Hawkins passed away Sunday. The department has not yet said how Hawkins died.

Hawkins joined the Harrison County Sherriff’s department in Aug. of 2012.

He began his career with the Bethany Police Department and then joined the Clinton County Sheriff’s Office before Harrison County. He was the DARE officer for all of the schools in Harrison County.

The department said He leaves behind a wife, a daughter and three sons, a mother and many nieces and nephews.

“Our thoughts and prayers go out to the Hawkins family,” the Sheriff’s Department said in a press release.

Grundy County audit finds lack of adequate accounting procedures

Missouri State AuditorState Audit report findings show Grundy County offices have not properly segregated accounting duties.

Missouri State Auditor Nicole Galloway announced Monday a performance rating for the county of “fair.”

Among the issues cited in the report, the prosecuting attorney’s office, sheriff’s office and ambulance department were found to not have properly segregated accounting duties or performed reviews of accounting records. In several instances, bank reconciliations were not performed or reviewed properly and funds were not disbursed timely. Checks and balances are necessary to ensure taxpayer dollars are protected from loss, theft, misuse and mismanagement.

“Local governments must operate with efficiency and accountability to the citizens they serve,” Galloway said. “This audit provides recommendations to improve operations in Grundy County and to safeguard taxpayer resources and information.”

The report also said the Prosecuting Attorney’s office does not have adequate procedures to ensure charges are filed timely with the court for unresolved bad check complaints, and adequate procedures are not in place to ensure sufficient information is obtained for the prosecution of bad checks.

The audit also noted concerns with controls and procedures in the office of the county collector-treasurer regarding the payment of taxes owed to political subdivisions and disbursing unidentified cash balances. Additionally, inadequate computer controls and protections were
found in multiple county offices.

Performance audits receive a rating on a scale of excellent, good, fair and poor.
