St. Joseph Schools to let out early due to heat

heat-834468_1280The St. Joseph School District is dismissing classes two hours early Thursday and Friday due to the heat.

The National Weather Service predicts highs for Thursday and Friday in the low 90s.

The district said administrators have been through the partially air conditioned buildings the last few days taking temperatures and talking with staff members.

“The buildings continue to contain the heat and not cool overnight,” said Joey Austin, SJSD Dir. of Communications. “We certainly appreciate the teachers, staff and students for working through the heat the last few days.”

 

 

 

Agriculture tour brings Missouri Senator to St. Joseph

Senator Claire McCaskill stopped in St. Joseph Wednesday as part of a statewide tour of Missouri’s agriculture economy.

The Senator met with area leaders at Boehringer Ingelheim Vetmedica to hear about issues surrounding the state’s agriculture needs.

“I think Missourians forget how many different ways agriculture effects economy in our state,” Sen. McCaskill said. “Obviously this company is important to the economic health of northwest Missouri. This is one of the largest vaccination companies in the world and they have chosen the St. Joe area for this major facility and expansion and I am here to learn about the challenges they face in the global economy.”

McCaskill said she’s trying to understand the issues she should be fighting for in Washington D.C.

“I certainly have had visits like this impact things I’m advocating for,” Sen. McCaskill said. “Every stop I learn something else that I need to be working on.”

Her office said that throughout her tour she has met with a variety of producers, ranches, and businesses on Missouri’s agriculture needs.

“We have a long list of things that have to be done immediately when we get back to Washington so it’s going to take people being willing to compromise and listen to one-another which is one of the biggest frustrations we have,” Sen. McCaskill said.

SJSD invites public to groundbreaking on new Advanced Science Research Center

A groundbreaking ceremony for the Advanced Science Research Center at Hillyard Technical Center has been set.

The St. Joseph School District is inviting the public to attend the groundbreaking Friday Sept. 4 at 10 a.m. at Hillyard Technical Center located at 3434 Faraon Street.

Joey Austin with the St. Joseph School District said the plans have been in the works since 2013 on the facility but that it’s been a slow process.

As we previously reported the building will house a science laboratory, as well as strengthen partnerships with Boehringer Ingelheim Vetmedica and the Kit Bond Science and Technology Incubator.

The center’s goal will be to train students of all ages to meet local work force needs.

Chillicothe man charged with child sex crimes

A Chillicothe man is facing 17 felony charges in a child sex investigation.

36-year-old Adam Woodworth is charged in Livingston County with six counts of statutory sodomy, six counts of first-degree child molestation, one count of sexual trafficking of a child under 18 years, two counts of sexual misconduct or attempt involving a child under 15, and two counts of abuse or neglect of a child.

Woodworth was arrested Monday by the Livingston County Sheriff’s Department and is being held in the Daviess Dekalb County Regional Jail on $500,000 cash bond.

The case was investigated by the Livingston County Sheriff’s Office, Missouri State Technical Assistance Team (STAT), Child Advocacy Center, and the Children’s Division. Daviess County Prosecuting Attorney Annie Gibson has been appointed as Special Prosecutor and Caldwell County Associate Circuit Judge Jason Kanoy was assigned to hear the case.

UPDATE: Charges filed against two in child’s death

(Update 1:00 p.m.) – Charges have been filed against two in connection with the death of a boy who died on his first birthday last week in St. Joseph.

The Buchanan County Prosecutor’s Office filed charges Monday afternoon against 59-year-old Roy Miller Jr. and 28-year-old Sasha Lizar.  Miller is charged with felony abuse of a child resulting in death.  Lizar is charged with first-degree endangering the welfare of a child.

Court documents state that last Monday at a residence located at 3621 Monterey Miller assaulted the child by violently shaking him and causing injury which resulted in substantial brain trauma resulting in his death.  St. Joseph police officer Quentin Abbot said in the court documents that Miller had care custody and control of the child at the time of the incident.

“Stated he will not go back to prison and it would not be unreasonable to believe the defendant would not appear as he is aware he could possibly face a lengthy sentence if convicted,” Abbott said. “The defendant has a lengthy criminal history which includes several convictions for drug related charges and burglary.”

Abbott said Lizar committed endangering the welfare of a child by leaving her infant in a dangerous environment. Court documents state that Lizar used methamphetamine while caring for her child and left him with others who had also ingested methamphetamine.

“For several days in which illegal drugs were routinely used,” Abbot said. “Left the child in the care of subjects who were known to her to use illegal drugs.”

Lizar has prior convictions for tampering with a motor vehicle and resisting arrest.

According to his obituary Sasha’s son, 1-year-old Carter Eugene Lizar passed away on Thursday, his 1-year birthday at a Kansas City hospital.

Funeral services are set for 5 p.m. Wednesday at Rupp Funeral Home in St. Joseph.

If convicted Sasha Lizar could face 2-7 years in prison for the charge of Endangering the Welfare of a Child.  The prosecutor’s office said Miller could serve 10-30 years or life imprisonment without the possibility of parole until after 85% of any sentence has been served if convicted.

 

 

 

New vehicle and boating rules in Missouri

motor-boat-453573_1280New vehicle and boating laws went into effect Friday in Missouri.  The rules are as follows:

HB 269 ─ Fire Extinguishers On Vessels
This bill requires every Class 2 vessel operating upon the waters of this state to carry two B1 type fire extinguishers, one B2 fire extinguisher, or a fixed fire extinguishing system and one B1 type fire extinguisher. Currently, the requirement is to carry either one B2 extinguisher, or two B1 type fire extinguishers. (Section 306.100 RSMo.)

HB 650 ─ Auxiliary Lighting On Motorcycles
This bill allows white and amber auxiliary lighting on motorcycles. The lighting must be non-flashing, non-blinking, non-oscillating, and directed toward the engine and drive train of the motorcycle to prevent interference with the rider’s operation of the motorcycle. Among other types of lighting mentioned, LED strips are included. (Section 307.128 RSMo.)

HB 686 ─ Motor Vehicle Registration
This bill revises the definition of “junk” vehicle to include a vehicle that has been designated as junk or an equivalent designation by any other state. (Section 301.010 RSMo.)

The transferor of an interest in a motor vehicle or trailer must include the name of the transferor in the required notice to the Department of Revenue. The bill allows for the electronic signature of the transferor on the notice. A notice of sale is effective even though it contains minor errors that are not materially misleading. (Section 301.196 RSMo.)

The bill allows the purchaser of a junk vehicle to apply for a junking certificate as well as the salvage certificate of title or certificate of ownership to the Department of Revenue, and the department director must issue a negotiable junking certificate to the purchaser that must authorize the holder to possess; transport; or, by assignment, transfer ownership in the parts, scrap, or junk. The department must only issue a junking certificate for any vehicle issued a junking certificate or similar document or classification pursuant to the laws of another state, regardless of whether the designation has been subsequently changed by law in any other state, and a salvage certificate of title or original certificate of title must not thereafter be issued for the vehicle. If the vehicle has not previously been designated as a junk vehicle, the applicant making the original junking certificate application must be allowed to rescind the application within 90 days. (Section 301.227 RSMo.)

The bill removes the requirement that the sale of all 30-day temporary registration permits must be recorded on the dealer’s monthly sales report if the sale is already recorded by electronic means as determined by the department. (Section 301.280 RSMo.)

SB 12 ─ Agriculture
Weight Limitations ─ This act adds livestock to the current milk exemption for weight limits on highways, except interstate highways, for up to 85,500 pounds. This act also allows trucks hauling grain and grain co-products during harvest to exceed weight limits by up to 10 percent again, excluding interstates. (Section 304.180 RSMo.)

SB 231 ─ Watercraft
Fire Extinguishers For Watercraft ─ This act requires every Class 2 recreational motorboat operating upon the waters of this state to carry two B1 type fire extinguishers, or one B2 fire extinguisher, or a fixed fire extinguishing system and one B1 type fire extinguisher. (Section 306.100 RSMo.)

Recreational Water Use Laws Brochure ─ This act requires the Water Patrol Division of the Missouri State Highway Patrol to develop a brochure regarding recreational water use laws and distribute it to recreational water equipment rental facilities and all county commissioners in the state. (Section 306.910 RSMo.)

SB254 ─ Motor Vehicles
License Plate Mounting ─ This act allows trailer and motorcycle license plates to be mounted horizontally or vertically. (Section 301.130 RSMo.)

Intoxication Related Offenses ─ This act allows the Department of Revenue to extend the period a motorist is required to maintain the ignition interlock device on his or her vehicle by three months if the ignition interlock device detects an attempt to tamper with the device or detects an alcohol concentration above the set point within the last three months of the required installation period. The time must be extended until the motorist goes three months without any violations. Under current law, except for a first time DWI offense, alcohol-related driving offenses require a certain period of suspension before an individual is eligible for limited or restricted driving privileges. This act expands the list of offenses that allows an individual to receive limited driving privileges provided that he or she has an ignition interlock device installed. This act also removes the mandatory suspension period for alcohol-related offenses but requires that an individual must have an ignition interlock device installed on his or her vehicle. This act also removes the requirement that DWI courts cannot grant limited driving privileges to a participant for the first 45 days of participation. This act authorizes the court to order a defendant to submit to continuous alcohol monitoring or verifiable breath alcohol testing performed a minimum of four times per day in any DWI, driving with an excessive blood alcohol content, boating while intoxicated, and boating with an excessive blood alcohol case. The provisions under this heading are effective January 1, 2017. (Sections 302.010, 302.060, 302.525, 302.574, 577.010, 577.012, 577.013, and 577.014 RSMo.)

SB 272 ─ Commercial Zones
This act adds Boone County to the municipal commercial zone previously defined for the city of Columbia. Commercial zones limit the maximum height and axle weight of commercial vehicles within those zones. (Section 304.190 RSMo.)

SB 456 ─ Ownership Of Motor Vehicles
Transferred License Plates ─ This act makes it lawful for a motor vehicle to be operated with transferred license plates for 90 days if the dealer is selling the vehicle without yet having obtained a certificate of ownership. (Section 301.140.1 RSMo.)

Temporary Permits ─ This act makes it lawful for a motor vehicle or trailer to be operated by a buyer under a temporary permit for 90 days if the dealer is selling the vehicle without yet having obtained a certificate of ownership. (Section 301.140.1 RSMo.)

Certificate Of Ownership ─ A person is required to apply for a certificate of ownership within 30 days after receiving the title from the dealer to apply for a certificate of ownership. (Section 301.190 RSMo.)

Motor Vehicle Dealer Title Requirements (Used Motor Vehicles) ─ This act allows motor vehicle dealers to purchase or accept in trade any vehicle for which there has been issued a certificate of title or certificate of ownership. Once the vehicle has been delivered to the dealer, the prior owners’ insurable interest in such vehicle ceases. This act specifies that such dealers provide to the Department of Revenue a surety bond or irrevocable letter of credit in the amount not less than $100,000 in lieu of the $25,000 bond otherwise required for licensure as a motor vehicle dealer. (Section 301.213 RSMo.)

If a dealer receives a sale contract and power of attorney to sign for the seller, the dealer may sell a vehicle prior to receiving and assigning a certificate of ownership. In order to do so, they have to have prepared and delivered to the purchaser an application for title for the vehicle in the purchaser’s name, and have entered into a written agreement for the subsequent assignment and delivery of the certificate of ownership within 60 days after delivery of the motor vehicle to the purchaser. The agreement shall require the purchaser to provide to the dealer proof of financial responsibility and proof of insurance. The dealer shall maintain a copy of the agreement, and shall deliver a form to the Department of Revenue showing that the purchaser has purchased the vehicle without contemporaneous delivery of the title. If these requirements are met, they will constitute evidence of ownership interest in the vehicle. (Section 301.213 RSMo.)

United Way Campaign to kick off

United Way - Courtesy BerkshireFundraising efforts for the United Way of Greater St. Joseph are kicking off this week.

The campaign kicks off Thursday, Sept. 3 at the East Hills Shopping Center in the Sunporch Cafe. The event will be held from 7:15 a.m. to 8:15 a.m.

“This is a great opportunity for us to share some of the results from our pacesetter companies as well as announce to the public that we are kicking off our campaign for the 2015 year,” said Sarah Weaver, United Way Campaign Director. “Our pacesetter companies include our United Way office and our 18 partner agencies and another handful of companies who invest in the campaign early on and pave the way for the public to invest as well.”

Last year the United Way raised $3,145,542. Weaver said this year’s goal will be announced at the campaign kickoff.

The campaign will run through Nov. 5

“It’s really important that we kick off the campaign with a bang and really get going full-speed ahead because we are helping support our 18 partner agencies and seven initiatives,” Weaver said. “The work that our partner agencies do is just so crucial to our community.”

Partner agencies include American Red Cross of Northwest Missouri, Bartlett Center, Big Brothers Big Sisters, Catholic Charities of Kansas City-St. Joseph, Inc., The CENTER, A Samaritan Center, Children’s Mercy Hospitals and Clinics, Community Missions Corporation, Family Guidance Center, InterServ, Legal Aid of Western Missouri, Northwest Missouri Community Services, Pony Express Council, Boy Scouts of America, St. Joseph Safety and Health Council, The Salvation Army, Specialty Industries of St. Joseph, Inc., United Cerebral Palsy of Northwest Missouri, YMCA, and the YWCA.

The Girl Scouts of NE Kansas and NW Missouri ended its relationship with the United Way earlier this year.

Griffon students now get free ride in trial program

transitSt. Joseph Transit is trying out a new partnership to give Missouri Western State University students free rides.

Mary Gaston, St. Joseph Transit General Manager said a trial period to offer Western students free rides kicked off Wednesday.

“This kind of an arrangement between universities and community transit system is very common in college towns around the country,” Gaston said. “We wanted to give it a try for ourselves.”

Gaston said they are testing out the program to see the interest in students using the public transportation system.

“They can go anywhere our buses can go which is pretty much anywhere in St. Joseph,” Gaston said. “There are connections to the campus, if they want to go shopping or medical appointments or to come downtown or visit friends, whatever they want to do they can use the bus to get there.”

Students who show a valid MWSU ID card to the bus driver can ride all routes free all days and times. Also, for .50 cents students can request the bus deviate from the route to pick them up or drop them off at a more convenient location.

Gaston said it’s a way to give students an opportunity they may not otherwise have.

“This would make it more appealing to students to venture out into St. Joseph, go beyond the campus and see what there is to do and what all there is to offer in St. Joseph,” Gaston said.

She said right now the program is being analyzed to determine what the utilization is before a formal relationship with the university is established.

Area officials briefed on applying for disaster assistance

Around 50 officials met in St. Joseph Friday to take the next step in applying for federal funding after approval of a federal disaster declaration.

“The purpose behind our meeting today was to No. 1,  learn the process, and the most important thing is that all the applications have to be in by the end of next week,” said Bill Brinton, Buchanan County Emergency Management Director. “It was a matter of getting all the people who may have projects to get their applications filled out to make sure the State Emergency Management Agency has those applications.”

Officials from all over Northwest Missouri met at the Civic Arena for the Region H State Public Assistance (PA) Applicant Briefings on applying for FEMA assistance after flooding  caused damage earlier this year.

Missouri Governor Jay Nixon approved 68 Missouri counties for public disaster assistance after flash flooding and severe storms from May 15 to July 27.

Brinton said in Buchanan County roads are one of the biggest concerns.

“We’re looking at roads out along the Platte River, we’re looking at Mitchell Road, at Saxton/Easton Road.  We’ve had lots of roads that have been damaged due to flooding,” Brinton said.  “The City of St. Joseph have approximately $2.5-million dollars worth of projects that they’ve identified.”
