Buchanan County to close road for repairs around pipelines

under-construction-150271_1280Buchanan County plans to close a road next week for repairs caused by recent heavy rains near several pipelines.

“There are three pipelines that go underneath the road and we’ve had some washing in our ditches and alongside the roads and part of the dirt has washed away,” said Bill Brinton, Buchanan County Emergency Management Director.

On Monday, July 20 Punzo Road will be closed between SW Bluff Road and State Route JJ for repairs. Brinton said those repairs will likely carry over to Tuesday, July 21.

“There will be representatives from the Western District and from my understanding the pipeline company and they’re all going to meet down there and look and figure out what the best way of fixing the road is,” Brinton said. “The pipeline itself is still secure, it’s just that the cover over the top of it is not quite as deep as what it was.”

Brinton said there’s no danger it’s just a matter of making sure the lines are still secure.

“We’ve had so much rain and so much runoff,” Brinton said. “Some of our roads have been closed four separate times because of heavy rains. We’ve just had so much rain and there’s not any place for it to go.”

He said crews have been working to fix up roadways all over the county due to damage from heavy rains.

(Missourinet) – Two men who will never forget the death of Amanda Morton have seen the execution of the man who killed her 14 years ago.

Green County Sheriff Jim Arnott was one of the investigators who searched for Amanda Morton in 2001 when her car was found abandoned with the engine running and her personal things inside. Investigators were eventually led to David Zink, who showed them where he had buried her in a cemetery after raping and murdering her.
Asked if the case has stuck with him, Arnott took a moment to control his emotions.

“It’s something you never forget. One of the things as law enforcement is we wanted to find her, and we wanted to find her alive,” said Arnott. “You have that little bit of hope that you can do that … that was probably the toughest thing, that emotion of hoping that you get there in time.”

Arnott said the type of man Zink was became apparent when he led authorities to Morton’s body, and talked about the crime during his trial.

“He was very matter-of-fact. Not really concerned about emotion. I never seen any regret or remorse,” said Arnott. “You look at the crime and you look at his previous ones and he was doing the same thing and because he wanted to do it … it was very planned out, very methodical, and very evil.”

Major Phil Corcoran called Zink’s demeanor during that time, “alarming … how emotionless and casual he was throughout our contact, to the point of recovering Amanda’s body. It was chilling.”
Arnott learned a lot about Morton during the investigation. He said Zink’s execution is the end of his story, but it is not the end of Morton’s.

“Her memory lives on with us, and some of the things she taught us even though she wasn’t alive at the time are things that we’ll never forget,” said Arnott. “She was a vibrant young lady with a great future and this monster took that away.”

Arnott was quick to answer when asked whether the execution was carried out soon enough.

“No. This should have happened 14 years ago.”

Nine members of Amanda Morton’s family witnessed Zink’s execution, including her parents and sister, but the did not make a statement.

Two new fire stations proposed in St. Joseph

SJFD FiretruckThe St. Joseph Fire Department got the go ahead from City Council Tuesday to look into building two new fire stations.

“We have proposed to the council some general areas where we feel the locations would best serve the community,” said Paris Jenkins, a Battalion Chief with the Fire Department.

He said station 9 at 22nd and Frederick and Station 11 at 18th and Walnut need to be replaced.

“The station at 22nd and Frederick while the location is not bad to service the community the station was built in 1899, designed for horses,” Jenkins said. “It is single bay and it does not meet the needs of modern fire apparatus.  The same is true for station 11, it was built just after 1900.”

Jenkins said the Council’s response was very positive, accepting the department’s study on the station locations.

“They were not in favor of hiring a consultant to come in and do the same study again,” he said. “They have asked us to proceed with the negotiations for land acquisitions.”

The department is looking at purchasing land for two new stations.

“We have a general area of town where we would like to set those stations but we don’t have anything that’s like ‘oh it has to be right here’,” Jenkins said.

The area of 22nd street somewhere between Mitchell Avenue and Garfield was recommended for station 11.  Station 9 was recommended to be moved to Frederick between 24th and 29th.

The city has budgeted around $6.75 million for the project. Jenkins said some funds are already there from fire department allocations like money from the sale of the Geiger Mansion originally donated to the city for use as a fire department.  Some funding will also come from the city’s Capital Improvements Program (CIP).

He said the next step in the project is the appraisal process.

“To make sure that the city is in a position so that we know the fair market value when we do our negotiations,” Jenkins said.

The former YWCA Aquatic Center building is up for sale or lease, this time without the pool.

Ray Sisson is the listing agent with Berkshire Hathaway Home Services Stein and Summers Real Estate.  He said Logan Walker purchased the building located at 802 Jules St. from the YWCA last year as an investment property.  Walker has filled in the pool and is looking at other architectural designs for the building.

“It’s ready to be developed, probably for office space,” said Sisson.  “We’ve met with Creal Clark & Seifert and they have given us the elevations on the exterior of the building after we take off the canopy that’s across the front of it.”

Sisson said the building could be used for many different things from retails, to office space.

“It is ready to be marketed and show,” Sisson said. “We have started to talk to potential clients.”

The building was placed back on the market in June.

“We wanted to get this elevation determined in what it’s going to look like when we’re done,” Sisson said. “Because it’s not going to look like this when we’re through.”

Free car seat installation checks are being held by the St. Joseph Health Department after films to feed the hungry.

The Health Dept. announced Tuesday that Certified Child Passenger Safety Technicians from several agencies are partnering to offer a free car seat check Tuesday and Wednesday after the KJO 105.5 Canned Film Festival at the Regal Hollywood Stadium 10 Theater.

Each week until July 29 two movies will be held at Hollywood Stadium 10 on Tuesday and Wednesday at 10 a.m.  Admission is free with a canned food donation to benefit the Second Harvest Community Food Bank.  This week’s movie is Week 7 July 14-15: Madagascar 3 (PG), Dolphin Tale 2 (PG)

The Health Department said the car seat installation checks reassure parents and caregivers they are using seats that are not expired or on a recall list, are appropriate for the age and size of the child, and are installed and used correctly.

The CPS Techs will be available today, July 14th and tomorrow, July 15th in the parking lot of the Regal Hollywood Stadium 10 Theater complex from 11:00 a.m. to 1:00 p.m. Anyone who transports children under the age of eight is welcome.

Woman from surveillance photos wanted by police

LSPPolice are once again asking for assistance in connection with a a woman previously identified from surveillance photos by the public.

Linda Sue Pennell (Helton) is wanted by the St. Joseph Police Department for outstanding warrants and is the subject of interest in several thefts.

She is described as about 5’9″ and 170 lbs. She has brown hair and brown eyes and multiple tattoos on her legs and arms including a rose tattoo on the outside of her lower right leg with the name Pennell above it.

Commander Eric Protzman said she is the same woman identified from surveillance photos by the public last week.

Checkpoint finds several drivers under the influence

SJPD patchThe St. Joseph Police Department arrested half a dozen over the weekend for driving under the influence.

A sobriety checkpoint was conducted in St. Joseph Saturday, June 11. Officers checked 334 vehicles and arrested five individuals for driving under the influence of alcohol and one for dirving under the influence of drugs.

Six tickets were issued for driving while suspended/revoked license, and five for no operators license.

Several warrant arrests were made and 20 tickets for various traffic violations were also issued.

Tips sought in Cabin burglary

dialog-148815_1280The Livingston County Sheriff’s Office is asking the public for tips after a cabin was burglarized.

The office said the incident took place at a remote location along Liv 306 near Bedford between June 27 and July 12 when person or persons forced entry into a cabin and stole various items.

Some of the stolen items include a window AC unit, table saw, apartment sized refrigerator, microwave, finished knotty pine wood, plumbing and electrical supplies, extension cord(s) and other items.
