St. Joseph, Mo. — Missouri Western special assistant to the president Ann Pearce has announced that she will retire effective June 2.

“In her time at Missouri Western, Ann has made a very positive impact on both our university and our community,” said Dr. Robert Vartabedian, Missouri Western’s president. “She has made many significant contributions not only in furthering our legislative agenda but in numerous other ways, including her excellent oversight of our recent comprehensive university master planning process.”

“It’s been an honor to be a part of the Missouri Western family,” Pearce said. “Even in challenging times, the university continues to find ways to improve, prosper and give back to the community and state. I’m particularly impressed with the university’s faculty and staff who go above and beyond what is expected to ensure student success, a beautiful physical campus, and sound administration and fiscal management.”

Pearce is looking forward to spending time with her husband at their country home near Warrensburg, Missouri, but will miss St. Joseph.

“St. Joseph is a very welcoming community,” she said. “I’ve had the pleasure to work with many people throughout the city, and I’m always impressed with how open and caring everyone is. Whether it’s state and city officials, civic leaders, or simply next-door neighbors, it seems everyone is working toward what is best for St. Joseph and its citizens.”

Pearce joined Missouri Western in January 2012. As special assistant to the president, she served on President Vartabedian’s cabinet and was responsible for building and maintaining strong relationships with local, state and federal government decision-makers.

In addition to her work chairing the master plan steering committee, Pearce has chaired high-profile search committees and served on committees that planned and implemented Kelley Commons and the Walter Cronkite Memorial. Regionally, she has served on the Great Northwest Days Steering Committee and chaired the Priorities Committee last year.

Major legislative milestones have included the adoption of a bill allowing the university to enter into long-term land leases and this week’s adoption of a maintenance and repair bonding bill, which includes $4.8 million for Missouri Western.

Pearce worked for her alma mater, the University of Central Missouri, for 25 years, starting in the office of public relations and serving the last seven years of her tenure as the president’s chief of staff. She has also worked in both the print and broadcast media, as well as the photography industry. Pearce earned her Bachelor of Science degree in mass communication/broadcasting and film from UCM.

During this operation, troopers will be assigned to 20-mile stretches of Interstate 29.

Enforcement efforts on secondary roads will be conducted during the same timeframe within Troop H.

This year’s Memorial Day weekend counting period is from 6 p.m., on Friday, May 22, 2015, to 11:59 p.m. on Monday, May 25, 2015.

Few details being released as of yet into the death of two individuals found in a St. Joseph home

Bodies found investigationThe St. Joseph Police Department has little to report in the death of two individuals found in a St. Joseph home Monday.

Authorities initially began investigating the death of two individuals believed to be elderly found in a home at 1702 S. 22nd St. Monday around 3:45 p.m.

Special suits had to be worn by investigators to enter the residence due to the poor conditions inside.

Capt. Jeff Wilson said Thursday that names and genders of the individuals are still not being released.

“There is a lot of work being done to establish confirmation,” Wilson said. “I anticipate that we should have somewhat conclusive answers by Monday.”

He said it’s a matter of ensuring identification of who the individuals were.

Authorities had previously reported that it looked like a period of time had occurred since the deaths had taken place.

Investigators cleared the scene Tuesday shortly after 2 p.m.

St. Joseph Parents as Teachers Program could see increase in state funding

Parents as TeachersThe St. Joseph Parents as Teachers program could be the recipient of a portion of state aid set aside Wednesday by Missouri Governor Jay Nixon.

67-million in state revenue was released by Nixon’s office Wednesday for priorities including Preschool, College Scholarships and Workforce Training.  Among that funding is $1,000,000 for the state’s Parents as Teachers program.

The program helps organizations and professionals work with parents during the early years of their children’s lives, from conception to kindergarten.  In St. Joseph, the program aids around 1,200 families.

“It’s driven by the mission that parents are their child’s first and best teacher,” said Debbie Kunz, St. Joseph Parents as Teachers coordinator.

Even though the state has set aside the funding, the amount that could be distributed locally is still unknown.

“The state will look at end of the year reports for all programs around the state and they’ll decide how to most equitably allocate the additional million dollars, ” Kunz said. “St Joseph is a strong program and we accomplish a lot here so our hope is that our work will be rewarded with additional reimbursement to our program.”

She said the St. Joseph program would put the funds to good use.

“It would mean we could serve more families, so more families who wanted to participate in Parents as Teachers would be able to particularly with more frequent visits, also more group connections, ” Kunz said.

Also, the additional funds could aid the organization to create a new program in the community.

“I have a new goal for this next year that I would like to start doing what they call a parent cafe, ” Kunz said. “It’s designed to get people sharing about their parenting an then empowering them to be the best they can be for their child.”

In 2009 Parents as Teacher took around a 60-percent hit in state aid.  Kunz said total funding had been around $35-million.  Even with an increase this year of $1-million the program would still only see a total state allocation of around $15-million.

“When you divide that between all the school districts in the state of Missouri it doesn’t end up being a lot for each individual program and we’re still at least 50 percent less if not more than we were 5-years-ago,” Kunz said.

And in the past five years she said the state saw a decrease in child readiness.

“An increase of special education referrals at an older age because they were not caught through Parents as Teachers, They’re seeing more kids coming to school not meeting the score that they want them to meet for Kindergarten entry, and seeing parents struggle with the hardest job that they’re ever going to do which is parenting,” Kunz said.

Buchanan County to hold DWI checkpoint in May

Buchanan County Sheriff sealThe Buchanan County Sheriff’s Department has announced that a sobriety checkpoint will be held in the county sometime during the month of May.

The Sheriff’s Department is teaming up with the Northwest Missouri DWI Task Force to hold the checkpoint.

“We appreciate the cooperation of motorists that find themselves passing through a checkpoint,” Deputy Sarah Hardin said in the news release. “Our goal is to take impaired drivers off the roads making them safer. If you find yourself in a checkpoint please pay extra attention to the posted signs and the officer working to make your community safer.”

According to the National Highway Traffic Safety Administration drunk driving kills more than 10,000 people every year.  On average in 2012, one person was killed every 51 minutes in alcohol impaired driving crashes.

“The goal is to reduce drunk/impaired driving,” Hardin said. “We encourage the use of a designated driver or a taxi cab if you are going out. Please remember drive sober and always wear you seatbelt.”

Getaway driver sentenced for armed robbery at KC bank

CourtA Kansas City, Kan., man who drove the getaway car was sentenced in federal court today for the armed robbery of an Excelsior Springs, Mo., bank, which was followed by a high-speed chase until the robbers’ vehicle crashed.

Steven Dale Robinson, 23, of Kansas City, Kan., was sentenced by U.S. Chief District Judge Greg Kays to six years and eight months in federal prison without parole.

On Nov. 13, 2014, Robinson pleaded guilty to aiding and abetting an armed bank robbery. Co-defendants Virginia Lynn Spencer, 29, and her brother, Charles Ralph Spencer, 25, both of Kansas City, Kan., each pleaded guilty on Feb. 2, 2015, to one count of aiding and abetting an armed bank robbery and one count of aiding and abetting the possession of a firearm in furtherance of a crime of violence. Sentencing hearings for Virginia and Charles Spencer have not yet been scheduled.

By pleading guilty, all three defendants admitted to stealing $11,883 at gunpoint from Bank Midwest, 201 N. Jesse James Rd., Excelsior Springs, on May 23, 2014.

Before robbing the bank, in order to help disguise themselves for the robbery, the defendants went to a K-Mart store in Independence, Mo., where they purchased black University of Missouri t-shirts, a package of gardening gloves, head coverings, sunglasses, black spray dye for Charles Spencer’s facial hair and electrical tape for Virginia Spencer’s shoes. They cased banks in Polo, Braymer and Richmond, Mo., before deciding to rob the Bank Midwest in Excelsior Springs.

Prior to entering the bank, Virginia Spencer provided Charles Spencer with a loaded Rossi .32-caliber revolver. Robinson, the driver, backed the vehicle up near the bank’s entrance in order to facilitate the getaway.

Virginia and Charles Spencer entered the bank at about 5:30 p.m. Charles Spencer stood in the lobby and pointed a Rossi .32-caliber revolver in the air with his finger on the trigger. Charles Spencer displayed the revolver during the entire course of the robbery. They yelled at bank employees to sit on the floor. Virginia Spencer then jumped over the middle teller counter and began going through the teller drawers, while Charles Spencer stood near the teller station, revolver displayed. Virginia Spencer took money out of the teller drawers, placed it in a clear trash bag, and jumped back over the counter.

Both robbers ran from the bank, with Virginia Spencer saying, “Have a nice day” on her way out. They got into the vehicle being driven by Robinson and sped out of the parking lot.

A bank customer, who had just conducted a transaction at the ATM with her three children in the vehicle, drove around toward the front of the bank to leave the parking lot. As the bank robbers’ vehicle left the Bank Midwest parking lot it narrowly missed the customer’s vehicle. She immediately called 911 on her cell phone and reported the vehicle’s direction of travel.

Clay County Sheriff’s deputies saw the vehicle near 69 Highway and Lightburn Road. Attempting to escape from pursuing law enforcement officers, Robinson drove approximately 85 miles per hour while going southbound (the wrong way) in the northbound lane of traffic. Robinson ran traffic stops, struck a concrete barrier, and continued evading police officers, driving over 50 miles per hour through residential neighborhoods. After turning into oncoming traffic on Missouri Highway 291, Robinson continued to speed at 65 miles per hour, eventually reaching approximately 90 miles per hour. During this chase, Charles Spencer threw the firearm out the car window. Eventually, Robinson was traveling at such a high rate of speed that while attempting to round a corner, he lost control of the vehicle and struck a tree head-on near Kings Highway and Dam Road in Liberty, Mo. Virginia and Charles Spencer were both injured in the crash and were transported to a nearby hospital.

Law enforcement officers found a bag containing $11,883 on the front floorboard of the vehicle. Police recovered the firearm near the crash site.

Under federal statutes, Virginia and Charles Spencer are each subject to a mandatory minimum sentence of five years in federal prison without parole, up to a sentence of life in federal prison without parole, plus a fine up to $500,000. Sentencing hearings will be scheduled after the completion of presentence investigations by the United States Probation Office.
