JEFFERSON CITY (AP) – Missouri Gov. Jay Nixon is withholding funds from the current fiscal year’s education budget because he says lawmakers didn’t approve enough money in their mid-year spending plan.

Nixon requested $44 million in January to make up for declining revenue in gambling and lottery money. But in the legislation passed this week, lawmakers only approved half that amount, saying they didn’t know if all the money would be necessary.

As a result, Nixon said Thursday he is restricting $6.4 million in spending divided equally between community colleges and four-year universities, plus $15.6 million for K-12 schools. He is also calling on lawmakers to put additional money in next year’s budget to make up for the shortfall.

The current fiscal year started last July and ends on June 30.

FAYETTE, Mo. (AP) — A 21-year-old central Missouri man has been charged with making a terrorist threat by calling 911 and saying a gunman was on a university campus.

The Columbia Daily Tribune reports Brian Baxter of Fayette was arraigned Wednesday in Howard County on the felony count. Prosecutors say Baxter called 911 on April 3 saying an armed man was walking toward a building on the Central Methodist University campus.

Police say a cellphone found near campus linked Baxter to the threat after the phone’s owner said he gave the phone to Baxter a few days earlier.

Baxter’s attorney told The Associated Press on Thursday the terrorist charge is way overblown.

DETROIT (AP) — General Motors says another part needs to be repaired in the 2.6 million small cars already being recalled for an ignition switch defect.

GM says it will replace ignition lock cylinders on the cars. Right now, drivers can remove the key while the engine is still running, which could lead to a rollaway or crash.

GM knows of one related injury.

The recall affects the Chevrolet Cobalt and HHR, Saturn Ion and Sky and Pontiac Solstice and G5 from the 2003 and 2011 model years.

The same cars were recalled for defective ignition switches that can cause sudden stalling. GM links 13 deaths to that issue, which is under investigation by the U.S. government.

GM also said it expects to take a $1.3 billion recall-related charge in the first quarter.

JEFFERSON CITY (AP) – A new audit raises concerns about a Missouri program that provides tax incentives for developers to clean up contaminated old business sites.

The report Thursday by State Auditor Tom Schweich notes that Missouri authorized over $185 million of Brownfield Remediation Tax Credits for 115 projects from the 2003 to 2013 fiscal years. About four-fifths of those projects were in the St. Louis area.

Schweich gave the program a “poor” rating. The audit cited weaknesses in the Department of Economic Development’s oversight of the program, saying it has failed to hold down costs and allowed conflicts of interest.

The department said in a written response attached to the audit that it has worked to keep costs low and published newly proposed rules for the program in March.

LIVINGSTON, Calif. (AP) — Federal health officials say a salmonella outbreak linked to Foster Farms chicken isn’t over and has now infected 524 people in 25 states, including Missouri, and Puerto Rico.

The Centers for Disease Control and Prevention released the updated numbers on Wednesday. The agency reported in January that the outbreak appeared to be over. It has been going on since March 2013.

The CDC noted an uptick in illnesses in February.

The outbreak led to a public health alert from the U.S. Department of Agriculture for raw chicken packaged at three Foster Farms facilities in California.

Though no one has died, the CDC says the outbreak strains have been resistant to several commonly prescribed antibiotics.

Foster Farms says it has implemented a salmonella control program that has reduced the prevalence of salmonella in its products.

KANSAS CITY, Kan. (AP) — The Kansas Highway Patrol says a young girl died when the van her mother was driving was hit by a car fleeing from police.

Authorities say Kansas City, Kan., police began chasing the car after it didn’t stop for a routine traffic stop Wednesday night. The driver eventually ran a red light and hit a van, killing the girl and injuring her mother and two other children.

The driver tried to flee but was arrested.

KSHB-TV reports the victim was a 7-year-old girl. The mother, a 7-year-old boy and a 9-year-old boy were seriously injured.

The highway patrol is investigating.

LEES SUMMIT–Robert P. Norman, 56, Kingsvile died in a three-car, rear end accident on Wednesday in Cass County.

The Missouri State Highway Patrol reports the accident occurred on Highway 7 just north of Short Road.

Norman, in a 2007 Toyota was stopped in traffic and was rear-ended by a 2011 Chevy driven by Amber D. Ralston, 28, Pleasant Hill. The Toyota left the roadway. The Chevy also hit a 2009 Chevy driven by Matthew P. Six, 45, Pleasant Hill. He was not seriously injured.

Norman was pronounced dead at the scene. Ralston was transported to Lees Summit Medical Center.

The MSHP reported Norman was wearing a seat belt and Ralston was not.
