* WINDS… NORTHWEST WINDS OF 20 TO 30 MPH BY THROUGH MID MORNING.

* IMPACTS…ANYTHING LIVING LEFT OUTSIDE WILL BE EXPOSED TO

Governor Nixon Expected to Propose More School Money

(AP) — Gov. Jay Nixon is expected to propose a significant funding increase for Missouri’s public schools when he outlines his budget and policy priorities.

Nixon is to deliver his annual State of the State address Tuesday evening to a joint session of the House and Senate.

Nixon has said he wants to fully fund Missouri’s public school districts before he leaves office in three years. Missouri provides about $3 billion in basic school aid, but that’s about $600 million short of what’s called for under state law.

The Democratic governor said he plans to make “a very strong case” during his speech about how education is the state’s best economic development tool. But Nixon’s budget likely will propose spending more than Republican legislative leaders have said is appropriate.

Chiefs’ Johnson, Smith added to Pro Bowl

KANSAS CITY, Mo. (AP) — Chiefs linebacker Derrick Johnson and quarterback Alex Smith were chosen Monday to replace 49ers linebacker NaVorro Bowman and Patriots quarterback Tom Brady in the Pro Bowl.

The two substitutions means Kansas City will be sending 10 players to Hawaii.

Bowman tore the anterior cruciate and medial collateral ligaments in his left knee in Sunday’s NFC championship loss to Seattle. Brady bowed out of the all-star game one day after New England lost to Denver in the AFC championship.

This will be Johnson’s third straight Pro Bowl, while Smith will be headed to his first.

They’ll be joined in Hawaii by Chiefs left tackle Branden Albert, safety Eric Berry, running back Jamaal Charles, cornerback Brandon Flowers, defensive tackle Dontari Poe, punt returner Dexter McCluster and linebackers Tamba Hali and Justin Houston.

Charles is among four player captains picked for the Jan. 26 game.

Stolen vehicle reported

Law enforcement authorities have been alerted to report of a stolen vehicle. The 1996 Chevy Lumina was last seen just after midnight on Monday at 6^th and Poplar in Ottawa, Kansas. The vehicle is white and grey, has some rust and a Kansas license 654DPR

If you see the vehicle, contact police.

The wind is returning. The National Weather Service recorded a 50 mph wind gust at St. Joseph, with 48mph gusts at Falls City, NE at 6pm.

  SUNRISE ON TUESDAY MORNING.

* WINDS: CURRENTLY WINDS ARE BETWEEN 15 AND 25 MPH... AND WILL

Driver injured in Monday truck crash

A semi-truck driver was injured in a Monday accident. According to the Missouri Highway Patrol sixty-seven year old Robert J. Dickson of Radville Saskatchewan, Canada was driving a 2000 Cummings Tractor Trailer north on US 71, 4 miles north of Savannah on Monday afternoon.

The vehicle went off the east side of the roadway, struck a fence and a sign and came to rest in the ditch. Dickson was transported to the Heartland Regional Hospital.

2 nabbed in credit card fraud case

(AP) — Police in South Texas say data stolen during the Target security breach are now being divided up and sold off regionally as evidenced by the arrest of two Mexican citizens carrying 96 fraudulent credit cards.

McAllen Police Chief Victor Rodriguez said Monday that the cards used by 27-year-old Mary Carmen Garcia and 28-year-old Daniel Guardiola Dominguez, both of Monterrey, Mexico, carried the account information of South Texas residents. They were used to buy tens of thousands of dollars’ worth of merchandise at national retailers in the area.

The two were arrested on Sunday morning trying to re-enter the U.S. at the border.

The Target security breach is believed to have involved 40 million credit and debit card accounts and the personal information of 70 million customers.

Study: Nearly half of black men arrested by age 23

(AP) — Nearly half of black men and 40 percent of white men are arrested at least once on non-traffic-related crimes by the time they turn 23. That’s according to a new study.

The estimates published this month by criminologists at the University of South Carolina and the University at Albany didn’t rely on arrest records but on an annual federal survey of 7,000 young people who answered questions from 1997 to 2008.

The authors found that by age 18, 30 percent of black men, 26 percent of Hispanic men and 22 percent of white men have been arrested.

By 23, those numbers climb to 49 percent for black men, 44 percent for Hispanic men and 38 percent for white men.

Police investigating weekend fireworks, gunshots

Authorities are investigating at least two reports of what are believed to be fireworks north of downtown St. Joseph over the weekend. Loud explosions were reported on Saturday and Sunday evenings.
Officers responded to Washington and St. Joseph Avenue but were unable to determine just what caused the noise.

In addition, there was a report of a gunshot in the 1900 block of S. 22nd Street on Sunday. These incidents may all be related. Police continue to investigate.
