6 a.m. Friday Update.  Authorities have located the abandoned vehicle taken from the crime scene, as the search continues for Kevin Welsh.

6 p.m. Thursday (AP) — The Kansas Bureau of Investigation has joined the search for a 35-year-old man suspected of killing two people and wounding a third in the southeastern part of the state.

The Greenwood County sheriff’s office has identified those killed in Wednesday night’s shootings as a 54-year-old man and a 52-year-old woman. A 26-year-old woman who was also shot was in stable condition Thursday at a Wichita hospital.

The shootings took place at a home in Eureka, about 60 miles east of Wichita.

Authorities say the suspect, Kevin R. Welsh, left in a Ford Explorer belonging to one of the victims. The vehicle was found abandoned Thursday in eastern Greenwood County.

Welsh is from the Woodson County town of Toronto, where officers searched a home Thursday without finding him.

Law enforcement officials across the region are watching for a suspect wanted in connection with the shooting death of two people and wounding of another \
on Wednesday night in Greenwood County Kansas.

Thirty-five year old Kevin Welsh is described at 6’ tall and 185 pounds. He is reportedly driving one of the victim’s 2007 Gold Ford Explorer with Kansas license plate 20AXY.  Welsh is considered armed and dangerous. Call 911 if you know where he is or have seen him.

(AP) — Military students who rely on federal funding to pay for college are facing headaches because of the government shutdown.

University of Missouri-Columbia Veterans Center director Carol Fleisher says students who are in the reserves or the National Guard had their military tuition assistance halted as of Tuesday. She says that if the shutdown continues, students who benefit from the GI Bill will have their tuition assistance stopped as of Oct. 31.

Fleisher says the University of Missouri will assist military students in the event the shutdown is extended.

Columbia College says it will offer a six-month repayment plan to students who are eligible for military tuition assistance and who have applied for or have on file a current Free Application for Federal Student Aid, or FAFSA.

(AP) — The American Civil Liberties Union alleges in a lawsuit filed Friday that the Missouri Department of Corrections violated the state’s open records law when it failed to turn over records related to its planned use of the anesthetic propofol in executions.

The suit seeks unspecified damages and asks the court to require the corrections department to turn over the requested records.

Messages seeking comment from the corrections department were not returned.

Executions on Oct. 23 and Nov. 20 would be the first using propofol, most of which is made in Europe. The Associated Press reported last week that the European Union may impose export controls if propofol is used for lethal injection.

ACLU officials say they requested records in August, but five weeks later, still have no response.

(AP) — A newspaper report says a St. Louis County Health Department official used an alias and bogus invoices to collect $3.4 million from the county during a six-year scheme that ended with his suicide last month.

E-mails obtained under the Sunshine Law show that county financial officers ignored red flags pointing to 39-year-old Edward Mueth.

Also, an independent audit delivered to the County Council on Thursday revealed that contract limits with Mueth had been exceeded. For example, $709,000 was paid to Mueth’s company, Gateway Technical Solutions, in 2012, far exceeding the value of a three-year, $248,000 contract signed in 2011.

County Executive Charlie Dooley says he concurs with the audit’s conclusions. He expects the county’s losses to be covered by insurance.

The Fair Grove mayor has dropped a lawsuit that he filed against the southwest Missouri city after aldermen voted to impeach him.

Records show Mayor Tim Smith and aldermen have negotiated an end to the case. It wasn’t immediately clear whether alderman had dropped impeachment efforts.

Court records show that a judge is scheduled to review the case next month.

Two people have died in a head-on crash near the southwest Missouri town of Carr Lane.

The Missouri State Highway Patrol identified the victims as 79-year-old James. M. Echols and 65-year-old Patricia Kobashigawa, both of Shell Knob. The accident happened Thursday afternoon when a sport utility vehicle crossed the center line of Missouri 39 and collided head on with the victims’ van.
