SJSD buses do well on inspections, but fall short of Patrol’s Total Fleet Excellence Award


The Missouri State Highway Patrol released the results of this year’s statewide school bus inspections.

The patrol inspected 97 buses in the St. Joseph School District; 92 of them were approved, an approval rate of 94.8%.

Only one bus showed a defect that required it to be taken out of service, which took St. Joseph out of the running for the Patrol’s Total Fleet Excellence Award. Four buses in the SJSD fleet were determined to have defects that were ordered repaired within ten days.

The Savannah R-III school district’s fleet did not fare well, with four of the district’s 30 buses taken out of service and one cited for a repairable defect. The Maryville R-II district had four out of 18 buses cited for defects, and none taken out of service. The entire state report is available here or on the Patrol’s Web site here.

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, said a total of 12,047 school buses across the state of Missouri were inspected between February 2 and May 5, 2017. Of all buses inspected, 90.24% were approved by inspection personnel with no defective items noted during inspection.

During the annual school bus inspection program, buses found to have no defective items are rated as “approved.” Buses having one or more defective items which do not constitute an immediate danger are rated as “defective.” Buses with any defective items which constitute an immediate danger are rated as “out-of-service.”

Buses rated as “defective” may continue to be operated for the purpose of transporting students until repair is made. School districts are allowed 10 days following initial inspection to repair identified defects before being re-inspected by Highway Patrol motor vehicle inspection personnel. Buses rated as “out-of-service” must be repaired, re-inspected, and placed back into service by Highway Patrol motor vehicle inspection personnel─prior to being used to transport students. Buses not presented for re-inspection within the required 10-day period are reported to the Missouri Department of Elementary and Secondary Education.

Buses rated as “defective” upon initial inspection — 925
Buses rated as “out-of-service” upon initial inspection — 251

A total of 276 Missouri school districts earned the Patrol’s Total Fleet Excellence Award, obtaining an approval rating of 90% or higher with no out of service buses. During the 2017-2018 school year, 6,181 buses in these award-winning fleets are eligible to display the Total Fleet Excellence sticker in the lower corner of the first window on the passenger-entry side of the bus.

“The annual school bus inspection program is one of the ways the Missouri State Highway Patrol serves and protects our children,” said Colonel Karsten. “Ensuring they have safe transportation to and from school and related events is a priority for the Patrol. I appreciate the positive working relationship shared by the Patrol, school districts, and private transportation companies. This professional relationship is directly responsible for the success of the 2017 annual school bus inspection program.”

 

Shooting investigation underway in St. Joseph

The St. Joseph Police Department is investigating after a man claims to have been shot Tuesday night while walking in midtown.

Commander Eric Protzman said officers responded to Mosaic Life Care a little after 10 p.m. in response to a possible shooting victim. Protzman said an out of the area resident claimed to have been walking somewhere between 22nd and Messanie streets when someone allegedly pulled out a gun and shot him, hitting him in the leg. The man was transported by private vehicle to the hospital for treatment.

Protzman said little other information and no description is available. Anyone who may have information is asked to call police or the TIPS Hotline at (816) 238-TIPS.

Two arrested after high speed chase in Platte County

Two men are facing charges after a high speed chase ended in Platte County over the weekend.

Fernado Soto, 31 of Grandview is charged with felonies in Platte County of possession of a controlled substance, resisting a lawful stop and unlawful use of a weapon. Chistopher Hamm Jr., 19 of KCK is charged with felonies in Platte County of possession of a controlled substance, tampering with physical evidence in a felony prosecution and unlawful use of a weapon.

According to court documents, Soto allegedly drove the vehicle which he and Hamm had used in the commission of a crime in another state. During the chase, 272 grams of methamphetamine and multiple firearms were allegedly tossed from the vehicle.

Prosecuting Attorney Eric Zahnd said the charges were filed Sunday, a day after the suspects were taken into custody. He said the chase ended near NW 72nd and NW Prairie View Road.

“Our deputies and the assisting agencies did an outstanding job in apprehending these individuals,” said Platte County Sheriff Mark Owen in a news release. “In addition to crimes in other jurisdictions that they may be involved in, their actions presented a hazard to the citizens on the roadways of Platte County.”

According to the release, the Kansas City Police Department, the Missouri State Highway Patrol, the Weatherby Lake Police Department and the Platte County Police Department assisted in the case.

 

Suspect in Parkway bomb case to remain in jail without bail

Edward Catron

A man accused of setting off a bomb on the porch of a home on NE Parkway last month will be held without bail as his case continues through the courts.

Edward Catron is charged with knowingly burning or exploding, a class-e felony. In charging documents, police cite reports, witness statements and video evidence to assert that the defendant went to a house at 2402 NE Parkway May 29, where he “planted and ignited an explosive device.” Police say two witnesses identified the defendant.

Officials say the explosion caused extensive damage to the porch and door of the home which could run into the tens of thousands of dollars.

Catron appeared by video-conferencing Tuesday before Associate Judge Keith Marquart, who initially denied bail. Prosecuting Attorney Dwight Scroggins announced that he and defense lawyer Andrew Parmenter reached an agreement not to allow bail, at least for now. Scroggins said that would continue at least until Parmenter can meet with his client and go over the evidence.

Judge Marquart placed the case on the preliminary hearing docket June 20 at 3pm. Catron remains behind bars in the Buchanan County Jail.

Mosaic touts Great Community Hospital recognition

Mosaic Life Care in St. Joseph has announced it has been recognized by Becker’s Hospital Review as one of 100 Great Community Hospitals.

According to Becker’s website, the list includes independent community hospitals as well as facilities affiliated with large health systems. Becker’s said many of the hospitals have been recognized for their clinical quality, operational excellence and economic impact on the surrounding area. Becker’s defines a community hospital as a facility with no more than 550 beds.

Authorities rescue boaters on Missouri River

Two adults and four children are safe after a boat got stuck on a wing dike Monday on the Missouri River in St. Joseph.

Sgt. Jake Angle with the Missouri State Highway Patrol Troop H said water patrol officers and patrol officers were dispatched around 12:17 p.m. after receiving a distress call of a boat that was stuck about a mile north of the French Bottoms boat dock.

“The call was that they were stuck on a wing dike and taking on water,” Angle said.

He said the St. Joseph Fire Department had already responded to the scene when water patrol arrived. Angle said a trooper with the patrol boarded the boat with the fire department.

Prior to arrival, the boat had become unstuck from the wing dike and the boat had floated to shore on the Kansas side of the river.

“St. Joe fire with our officer on board rescued the two adults and the four kids,” Angle said.

No injuries were reported.

Margaret and Edward Maples

A St. Joe couple remain in jail after their arrest Thursday on child-endangerment charges. Police said they responded last week to a call of a child with bleeding feet. According to court filings, a youngster was found to have severely infected toes on both feet. The victim had to be admitted to the hospital because of the seriousness of the infection.

Edward and Margaret Maples are each charged with a class-d felony count of endangering the welfare of a child. Bail was set at $2,500 with a $500 cash deposit. The pair are scheduled to appear before Associate Judge Keith Marquart on Tuesday.

According to the probable cause affidavit, the victim and an older sibling have been removed from the home several times in the past for child neglect.
