Two charged after child hospitalized with infected toes

MAPLES, EDWARD LEE
MAPLES, MARGARET RUTH

A man and a woman are facing charges of child neglect after a kid was found with bleeding feet earlier this year in St. Joseph.

Edward Maples, 48 and Margaret Maples, 52 are each charged in Buchanan County with a felony of first-degree endangering the welfare of a child by creating substantial risk.

According to court documents, April 22 officers responded to a call of a child with bleeding feet and found the child to have severely infected toes on both feet. Detective Frank Till with the St. Joseph Police Department said the child had to be admitted to the hospital due to the seriousness of the infection.

“The defendant and a co-defendant committed the crime of child neglect by failing to provide necessary medical care to the victim,” Till said.

He said two children have been removed from the home several times in the past for child neglect.

According to the Buchanan County Inmate Inquiry Edward and Margaret were arrested Thursday.  Each are being held on $2,500 bail. A court date was not yet listed in online documents.

As we previously reported, officials with the Doniphan County Sheriff’s Office began searching the Wolf River for a missing St. Joseph man on May 22. Five days later, the Kansas Bureau of Investigation (KBI) and Doniphan County Sheriff’s Office said the body in reference to a death investigation was recovered in the Missouri River just south of St. Joseph. The body was identified as 64-year-old Daniel Purvis.

Colhour was charged with the theft of a vehicle belonging to Purvis and KBI said further charges are pending. As of Thursday no additional charges have been filed. We have placed a call to the Doniphan County Attorney’s Office to see if any further information regarding charges can be released at this time and are waiting to hear back.

A 40-year-old Christopher D. Colhour appears to have a criminal history in Buchanan County including two guilty pleas to felonies of failure to register as a sex offender stemming from 2009 and 2010.   In 2012, he was sentenced to serve three years in the Missouri Department of Corrections in each of those charges.  According to the Missouri State Highway Patrol’s Sex Offender Registry, in April and September of 1999 Colhour attempted indecent liberties with a child in the Kansas towns of Elwood and Troy.

Missouri online court documents show most recently, in December of 2016 Colhour was charged with a first-degree felony of tampering with a motor vehicle in Buchanan County and pleaded guilty in March.  According to a probable cause document filed in the case, Colhour was in possession of a stolen vehicle belonging to Advanced Auto reported taken from Independence two days prior. Court documents stated in December that Colhour had been homeless for the past eight months. Detective C. Davis with the St. Joseph Police Department said in the PC statement that Colhour had previous arrests for failure to appear, shoplifting, burglary, criminal damage to property, aggravated criminal sodomy and stealing.  Det. Davis said Colhour also had a conviction for burglary and arrests in Nebraska. Sentencing in the case was supposed to take place May 22 in Buchanan County but court documents state the defendant failed to appear, that was the same date KBI said Colhour was arrested in Kansas.

Colhour remains without bail in the Doniphan County Jail.

Police investigate another possible explosive device

A man is in custody after a hit-and-run crash Tuesday which led police to a suspicious device and forced them to close a road in a Midtown neighborhood.

Sergeant Wayne Byrom with the St. Joseph Police Department said officers responded to the area of 26th and Mulberry around 9 a.m. While investigating, officers found a suspicious device and the Bureau of Alcohol, Tobacco, Firearms and Explosives was called in to assist. ATF took the device from the scene.  Byrom said he cannot confirm if it was an actual explosive device.

“It was enough that they took it and secured it in the equipment that they have,” Byrom said.

The driver allegedly ran from the scene. Sgt. Byrom said the the alleged driver, a St. Joseph man was taken into custody in connection with the investigation at a separate location.

As we previously reported, ATF was called in to assist police in another incident in which an explosive device was detonated on the front porch of a home on Northeast Parkway early Monday morning.  Byrom said at this point it is too early to tell whether there is a connection between the incidents.  He said there is nothing to lead police to believe that there could be other devices around the area.
