Two arrested in stolen vehicle probe


Two men were arrested this week in connection with a stolen vehicle investigation.

Captain Jeff Wilson of the St. Joseph Police Department says officers were dispatched to the 700 block of South 18th on September 28.

Police recovered a stolen truck at the scene, and after a short foot chase Wilson says the officers arrested Roger Merritt and Austin Parks, both 24 years old.

Merrit had an active probation and parole warrant. Parks was charged with Tampering with a Motor Vehicle. Bail was set at $10,000. He’s scheduled to appear in court October 4.

Statewide assessments show some improvement, “opportunities to do better,” among SJSD students

St Joe MAP graphic featureStudents in the St. Joseph School District showed some improvement over last year, and some room for growth, on the statewide student assessments. In a news release the St. Joseph School District announced improvements compared to 2015 in five of the seven grade levels in English, six out of eight grade levels in math and overall in social studies.

“There are areas that we can point to as improvements over the past year’s results, which we are certainly pleased to see” said Dr. Marlie Williams, Assistant Superintendent of Academic Services. “Our goal is that we have improvement across all tested areas, which means that there are opportunities for us to do better.”

When comparing overall content averages to 2015, the St. Joseph School District made improvements in English language arts, math and social studies.

“We improved in about two-thirds of the tested areas, with the most significant improvements in fifth grade math and Algebra 1; fifth grade math saw an 11.7 percent increase districtwide, while Algebra 1 saw an increase of 13.6 percent over 2015 levels,” stated Dr. Kendra Lau, Director of Assessment.

The St. Joseph School District also improved from 2015 by scoring above the state average in two additional categories. These included increases in third grade English language arts and math. Compared to the state averages for Special Programs, the St. Joseph School District exceeded statewide averages in math and social studies.

Dr. Lau, while noting gains, also expressed the St. Joseph School District has opportunities for improvement and more specifically, focused on science.

“Compared to 2015 scores, the St. Joseph School District’s average percentage difference was down 6.2 percent. In light of this, it’s encouraging that new science curriculum is being implemented through districtwide professional development.”

Colgan sentencing scheduled

Federal court officials have scheduled sentencing in November for former St. Joseph School District Superintendent and board president Dan Colgan.

Dr. Colgan pleaded guilty in June to one count of wire fraud, admitting he caused others to overstate his salary in reports to the Public School Retirement System.

As a result, prosecutors say Colgan was paid hundreds of thousands of dollars in excess pension benefits.

Under terms of the plea agreement, Colgan, 70, will be sentenced to one year and one day in federal prison, and must pay more than $660,000 in restitution.

Sentencing is scheduled before U.S. District Judge Dean Whipple on November 10 at 9am.

FAFSA changes mean students can start applying this weekend

fafsaStudents and parents will see a change to the financial aid process beginning Saturday. 

The Free Application for Federal Student Aid (FAFSA) is the first step in applying for financial aid for college. 

Director of Financial Aid at Missouri Western State University Marilyn Baker said the change implemented this year is that FAFSA will be available October 1st instead of January 1st. Baker said that means students can start filing the FAFSA using their 2015 tax return information. 

“In past years, it’s always started in January and everyone had to wait until they got their W-2 forms, got their taxes filed and basically they’re using their prior year taxes,” Baker said. “So what’s changed is you’re using two years back now.” 

Baker said the Financial Aid industry agreed that it would be easier to change the date, which could help students during their college decision making. 

“Students could make their college decision earlier because they may know what the costs are of attending the college and then approximately what their financial aid may be to attend whichever school they plan to go to,” Baker said. “It just allows them to make their choice a little earlier.” 

Baker said they are working with high school counselors in the area and letting them know their high school seniors should begin thinking about applying for financial aid as early as Saturday. 

“One of the features of the FAFSA is called the IRS Data Retrieval Process,” Baker said. “So you don’t really even have to have your tax return sitting in front of you, you can just click on a button to link to the IRS and they will actually import the 2015 tax information right into the FAFSA for you for both student and parent.” 

It will vary by school when information will get back to students after they have filed. Baker said she estimates students could hear back from schools during the first part of November as opposed to March or April in previous years.

First absentee ballots on the way; clerk expects huge turnout numbers in November election

Buchanan County Clerk Mary Baack-Garvey says she’s seen a surge this week in voter registration, something she credits to two controversial presidential candidates. But registrations have been increasing since last year.

“Ever since the Secretary of State’s office started online registration, we seen increase,” Baack-Garvey said, “this week we received 300 to 400 new registrations.”

“UPS is bringing big envelopes full of them every day.”

On Tuesday her staff mailed out the first batch of 862 absentee ballots to voters who requested them. She expects to see around 3,500 such requests. Those ballots have to be returned by the day before the election, or can be brought in to the Clerk’s Office on election day.

Baack-Garvey says she is expecting a lot of people to turn out in the November election.

“I’m betting we’ll see 85% turnout,” she said. “”We ordered ballots to cover 100%.”

The last day to register to vote for the November general election is October 12

Superintendent not ruling out operating levy vote after board shelves lease-purchase renovations

FEATURE - NEWHARTSt. Joseph School District Superintendent Dr. Robert Newhart says eventually “something has to give.” The Board of Education voted to postpone indefinitely consideration of the proposed lease-purchase financing for renovations at Noyes School to create an early-childhood education center.

It marked the first effort by the administration improve the finances for capital projects in the district since the operating levy expired about a year ago after the district received a scathing report from the State Auditor. It also could mark the beginning of a new effort to revive the district’s operating levy. District officials will re-think all of their options in coming weeks, and Newhart says nothing is off the table.

Dr. Newhart says he doesn’t feel the Noyes renovations were the reason the plan was shelved, but rather the way it was to be funded.

“No, I do not believe that the project itself is the issue for the postponement,” he said in an interview. “It’s more due to the financing piece, if that’s the correct way to go, or the best way to go. Then also there are other needs in the district, such as HVAC of the middle schools and high schools that need to be done as well.”

He says the board and district staff are concerned moving forward with overall operations after losing the 63-cent operating levy.

“Something has to give,” he says, “All this was part of a a corrective action plan which ultimately is going to require community engagement, and hopefully a new revenue piece, as well as trying to meet the facility needs that we have.”

Newhart is grappling with a number of high priorities. He says overall maintenance of the older buildings runs from $1 million to $1.5 million a year, and that occurs each year on a dwindling capital projects budget. He says the district needs to set up a financing plan that meets both short-term and long-term needs. Add that to his high priority capital projects.

“To prioritize this right now, you need additional space for reduced classroom sizes, the HVAC, particularly the high schools and the two middle schools that need to be addressed, and the pre-school issue.”

Newhart did not rule out the possibility of trying to revive the operating levy in the future.

“You’ve got to have a community engagement arm in the meantime to find out what the public can and will, or may not, support,” he says, “but I think that has to be discussed and talked about, yes.”

“Somewhere along the line here, when you’re deficit spending at approximately 3% annually, it’s not going to take too many years here where something has to give.”

Two subjects in custody after Michigan St. standoff

Two subjects were taken into custody after a standoff at a house on Michigan Street Monday night.

According to Captain Jeff Wilson with the St. Joseph Police Department, officers responded to the 200 block of Michigan Street in reference to checking a house for two subjects possibly involved in a stolen vehicle case.

Wilson said after arriving, officers were eventually given permission to search the residence.  Two subjects were located and taken into custody.  Randy Vandorn, 31, has an active probation and parole warrant and is being held on $2,500 bond. John VanWicklin, 26, has an active probation and parole warrant and is being held on $50,000 bond.  They are currently held on the warrants.

Wilson said detectives are continuing to investigate the stolen vehicle aspect.
