Two more charged after teen shot and killed in St. Joseph

Three people are now charged in connection with the fatal shooting of 18-year-old Skylar Powell last month in St. Joseph.

Charges were filed Monday in Buchanan County against two additional people in connection with the May 18th shooting death of Powell.  Justin Smith, 20 of Agency is charged with felonies for voluntary manslaughter (5-15 years sentence range) and armed criminal action (Minimum of three year sentence range). Dayne Matthews, 19 of St. Joseph is charged with felonies for possession of a controlled substance (5-15 years sentence range) and tampering with physical evidence (1-4 years sentence range).

In a probable cause statement for Smith, Det. Frank Till said shortly after midnight on May 18 reports, statements and evidence show Smith committed the crime of voluntary manslaughter by intentionally causing Powell’s death by shooting him.

Det. Greg Ogdahl said in a probable cause statement for Matthews that Matthews obtained 1/4 pound of marijuana to sell to Powell for a set amount of money.

“This occurred in the area of 2200 Calhoun,” Ogdahl said. “Powell died as a result of the felony charges above.”

Smith and Matthews appeared in court Monday morning for an arraignment.

Smith is being held on $50,000 bond, Matthews on $25,000 bond.  A Preliminary for each is set for June 27.

A 16-year-old was charged in juvenile court last week with a class A felony for murder in the second-degree.  Because it’s a juvenile case the court said it is unable to release the teen’s name or picture.  That teen is slated for a hearing for June 22.

Summer camp for kids and the arts continues to show success

Allied Arts Council LogoEnrollment for a week long camp this summer offering students the opportunity to discover the arts is near capacity.

Artscape, sponsored by the Allied Arts Council, is an arts camp for students in third through 10th grades. Students can participate in five full day classes with six classes each day or half day classes with three classes in the morning or afternoon.

Allied Arts Council Operations Manager Cathy Ketter says the classes offer a variety of arts options.

“We have hands-on art: basketweaving, sculpting, drawing and we also have the performing arts: we have a dance class and a Stage Stars class,” Ketter said.

According to Ketter, Artscape began 29 years ago as an enrichment camp for students.

“It gives them access to different types of arts that maybe they don’t have in school or it whets their interest a bit,” Ketter said.”

According to Ketter, only 180 spots are available for the camp and they only have a few spots left.

Highway Patrol warns of bikers ahead of BAM

The Missouri State Highway Patrol is warning drivers to be on the lookout for cyclists with the start of Bike Across Missouri slated for next weekend.

On June 12, 2015, bicyclists from across the region will converge on St Joseph, Missouri, for the start of the Bike Across Missouri (BAM) or Big BAM. There are 700 cyclists expected for this event, which will last from June 12 through June 17. Bicyclists will travel a pre-determined route taking them across the entire width of Northern Missouri. This is a recreational event with stops each evening in a different town which will offer food and entertainment. This Missouri event will start in St Joseph, with stops in Hamilton, Chillicothe, Brookfield, Macon, Shelbina, and ending in Hannibal.

The Highway Patrol said it wants to make residents of Northern Missouri aware of the event as there will be bicyclists traveling on the roadways. It said drivers should exercise extra caution during the event and be on the watch for bicycles as they go about their daily activities. Also, it adds that bicyclists involved in the event need to obey the rules of the road and make sure they wear clothing that will make them highly visible as they ride. The Missouri State Highway Patrol encourages bicyclists to wear a properly fitted helmet for their safety. If everyone involved exercises extra caution and shares the road, it should be a safe and fun event.

Northwest Missouri Red Cross goes to Texas

American Red Cross volunteers including a volunteer with the Northwest Missouri chapter began traveling to Texas this week to help with relief efforts. 

Parts of Texas received over 19 inches of rain over the holiday weekend. According to a Red Cross press release, since the beginning of the year, numerous storms have ravaged the state, displacing thousands of families and devastating homes and businesses. Areas around Houston have had severe weather and flooding for months and flooding is predicted to continue for several days. 

The Red Cross has opened numerous shelters in affected areas and volunteers from across the country, including St. Joseph, are traveling to Texas to help. 

Shoba Brown is a volunteer and driver with the Northwest Chapter of Red Cross. Brown left the St. Joseph location Friday morning in an Emergency Response Vehicle to travel to Texas to help with relief efforts. Brown said she would be picking up a volunteer from the Kansas City Chapter who will be along for the over 10 hour drive. Brown said they will make a stop overnight and she hopes to get an early start Saturday morning to get their assignments. 

“If what I heard is correct and they’re going to send us to Houston, I’d like to get there as soon as possible and get to work,” Brown said. 

According to Northwest Missouri Chapter Executive Director Angie Springs, many families have suffered losses from several floods in just this year. 

“Texas has been having a tough year,” Springs said. “Disasters first hit the area as the year began and again in March, April and (in May). Red Cross workers have been helping from day one and will remain in the affected communities in the weeks and months ahead to make sure people get the help they need.”

Man accused of killing grandmother with hammer appears in court

Police say Michael Courter is a person of interest in the death of Clyda Spurgeon Friday

A St. Joseph man made a court appearance Friday in connection with the murder of his 81-year-old grandmother.

Michael Ray Courter, 40 was charged in May with a felony for second-degree murder in connection with Clyda Spurgeon’s death.

According to court documents, sometime between 8 p.m. April 28 and 8 a.m. April 29 Courter is accused of hitting Spurgeon repeatedly with a hammer he borrowed from her. The Buchanan County Prosecuting Attorney’s office said she died after being hit in the head multiple times with a blunt object. As we previously reported, Spurgeon was found dead at 108 East Highland Ave. late in the morning of April 29th.

Courter appeared in person in court Friday for a preliminary hearing. Judge Rebecca Spencer certified the case to circuit court. Courter remains behind bars on $250,000 cash only bond.

Silver patrol cars make debut on St. Joseph streets

The St. Joseph Police Department is deploying its new silver patrol cars into use over the next several weeks.

Commander Mike Wilson said one of the cars was out this past week already but had to be pulled back due to a computer issue.

“Our network administrator had to reinstall the software in that,” Wilson said. “We’ll hopefully have that out by the end of the week.”

He said the decision to change the color of the vehicles from black to silver was made by a committee.

“Some officers met and we had a committee,” Wilson said. “Some of it was visibility, we want to be more visible in our neighborhoods as we’re driving around.  There was some maintenance issues with the black vehicles in the summer in talking to our mechanics they felt we had some air conditioning equipment failures.”

The department purchased  six Chevy Impalas and one Ford Taurus.  Wilson said it’s the last year for the department to purchase the Impalas so they wanted to start working with the Taurus to see what all would be needed when they begin the transition to the new models.

“There’s a lot of equipment that goes into the cars and the setup is a lot different than what we’ve had with the Impalas so we didn’t know exactly what it was going to take and to see if it was going to incur any additional cost or time,” Wilson said.SJPD, ST JOSEPH POLICE,, POLICE

The new vehicles arrived around the beginning of the year but setting up all of the equipment required for officers to hit the road has taken some time.

“We have the majority setup.  We’re waiting for some equipment,” Wilson said. “Probably in the next two to three weeks we should have them all out.”

The department budgets money every year for the purchase of new vehicles.  Wilson said some of the equipment is reused from the older cars with high mileage and maintenance issues.

“During the budget process we look at what our needs our,” Wilson said. “When we retire a car we reuse some of the equipment that we’ve bought.  Whether it’s a cage in the car….radios, other things like that.”
