Assault charges filed against businessman after incident outside bar

The Buchanan County Prosecuting Attorney’s Office has filed two misdemeanor counts against a local businessman allegedly involved in a disturbance outside a local bar last month.

Arraignment is scheduled November 16 before Judge Keith Marquart for Kendall Randolph.

(Note: online court records show an arraignment date of November 16.  In a news release, Prosecuting Attorney Dwight Scroggins says arraignment is Thursday, October 27 at 9am.)

Mr Randolph faces two counts of assault in the third degree. Both are class A misdemeanors, each count punishable by up to one year behind bars.

In sworn court documents, Detective Frank Till cites witness statements asserting Mr Randolph grabbed the victim by the throat and slammed him against the side of a building. In the second count, the affidavit asserts that Mr Randolph “intentionally drove approximately 6-8 feet toward the victim in an attempt to strike the victim with his vehicle.”

The charges stem from an argument outside the Brown Bear Tavern at 2028 St. Joseph Avenue on the night of September 23. After the argument, police went to Mr Randolph’s home, but were held at bay for hours when he refused to come out. He later surrendered and was taken into custody.

The charges make no mention of a woman who says she was assaulted that night. The victim in the criminal case is described as “him,” and identified only by initials. Those initials were redacted by officials in the Circuit Clerk’s Office.

Earlier this month, the St Joseph woman filed suit against Mr Randolph, claiming that he pointed a firearm at her and threatened to shoot her. This criminal case makes no mention of a firearm. The plaintiff Heidi Morrow also claims the defendant drove his vehicle onto the sidewalk and toward her and a crowd of people standing there. A trial-setting conference is scheduled January 6 in the civil suit. (click here)

Students throughout the St. Joseph School District are chalking up drug and alcohol prevention messages as part of Red Ribbon week.

The St. Joseph Youth Alliance and the St. Joseph School District have activities planned all week as part of a national campaign to urge communities to take a stand against drugs.  This year’s Red Ribbon Week is slated to run Oct. 23-31 and the theme is, “Respect Yourself. Be Drug Free.”

“We’re trying to make students aware,” said Cindy Richardson, Central High School school counselor, “So that students can know the importance of being drug-free and alcohol-free for their future success.”

Students at Edison, Ellison and Eugene Field, Central High School, Pershing and Truman each took time Monday morning at their schools to create sidewalk chalk messages urging others to stay drug and alcohol free.

“Just a positive way to remind the students as they come to school and leave school that this is a National Campaign, not just a St. Joe school district campaign it’s a National Campaign to keep kids safe, to keep them focused,” Richardson said. “They have help here at school to help them stay on that right track.”

Central High School also took its anti-drug and alcohol message to social media, sending out numerous tweets throughout the day on studies and statistics surrounding the issue of prevention.

Royals fans urged to be on the lookout for fake tickets

Jefferson City, Mo. – With many Missourians attempting to buy tickets to the Kansas City Royals World Series games, Attorney General Chris Koster is advising fans to be aware of the potential for scams and counterfeit tickets.

Koster warned that scammers may make multiple copies of the same printed-out ticket or design tickets that look real to sell to unsuspecting fans. Scammers may also promise tickets through websites such as Craigslist, and then fail to provide them after receiving payment.

“Tickets to the World Series games are in high demand, which creates an environment for scammers and counterfeiters to take advantage of consumers in the secondary market,” said Koster. “We want Royals fans planning to watch a game in person to get what they’ve paid for.”

Koster recommends that fans:

· Stick with trusted secondary market vendors, such as StubHub and Ticketmaster. These sites offer buyer guarantees that protect you against unscrupulous sellers. Be wary of purchasing tickets from someone you don’t know on Craigslist, eBay, or other similar marketplace or auction sites.

· Shop securely. If you plan to buy online, verify that the website is a trusted site before giving your credit card information. Check to see that the URL begins with https:// and a lock to indicate that it’s a secured site. Only buy from a ticket reseller that provides clear details about the terms of the transaction. Always use a credit card so you have some recourse; do not use cash, debit card, prepaid money card or wire transfer.

· Be especially wary of paying cash to a stranger for tickets. If you’ve been sold counterfeit tickets you’ll have a very hard time finding the scammer again and won’t get your money back.

· Check guarantee policies on online sales. Stick with vendors that guarantee refunds if you receive invalid tickets or don’t get them at all.

· Stay away from sellers who ask you to wire money or make your purchase using a pre-paid card. These are signs of a scam.

· Inspect your tickets to look for signs that they are copies or fakes.

Royals fans can search the National Association of Ticket Brokers website for secondary market vendors that offer authenticity guarantees on the tickets they sell. Koster said Missourians can also call his Consumer Protection Hotline at 1-800-392-8222 if they suspect a scam.

Holt County gets “good” audit rating

State Auditor LogoMissouri State Auditor Nicole Galloway has released an audit of the government of Holt County.

The audit received a performance rating of “good,” but identified some areas of concern.

Auditors recommended improvements to accounting procedures in the sheriff’s office.

The audit report was critical of the procedures related to operation of a commissary where inmates purchase snacks and personal items. The sheriff also handles money received for concealed carry weapon permits, bonds posted for bail, and other various items.

The report also identified threats to the security of information in some county offices related to password and computer controls. Employees in multiple county offices, including offices of the county collector, prosecuting attorney, recorder of deeds and county assessor, are not required to periodically change their passwords, putting accounts at risk for unauthorized access.

The Citizens Summary and the Complete Audit Report is available here.
