Asphalt work to begin on Parkway by Northside Complex

Asphalt work is scheduled to begin Wednesday for the new road that will connect Karnes Road, Northwest Parkway, and St. Joseph Avenue.

According to a press release, a large number of trucks will be entering and exiting the St. Joseph Avenue area near Northside Complex as the asphalt is laid. While the Northside Complex will still be open, the City of St. Joseph requests that people driving along St. Joseph Avenue and for those that are using the Northside Complex to be aware of their surroundings and cautious when driving around this area.

I-70 near KC will close between I-435 and I-470 beginning Friday night

JACKSON COUNTY – Major traffic impacts are expected later this week in the Kansas City area when Interstate 70 will be completely closed in both directions between I-435 and I-470.

The closure, which will begin at 10 p.m. on Friday, June 8 and last until approximately 5 a.m. on Monday, June 11, is needed to enable demolition of the Pittman Road, Crysler Avenue and Phelps Road bridges over I-70.

The Missouri Department of Transportation encourages motorists to plan ahead. They must follow the signed detour using I-470 and I-435, or find an alternate route. All work is weather permitting.

  • Eastbound I-70 ramp closures include:

o   Manchester Trafficway to eastbound I-70.

o   Northbound and southbound I-435 ramps to eastbound I-70.

o   Blue Ridge Cutoff ramp to eastbound I-70.

o   Highway 40 ramp to eastbound I-70.

o   Blue Ridge Blvd. Ramp to eastbound I-70.

o   Noland Road ramp to eastbound I-70.

  • Westbound I-70 ramp closures include:

o   Northbound and southbound I-470/Route 291 ramps to westbound I-70.

o   Lee’s Summit Road ramp to westbound I-70.

o   Noland Road ramp to westbound I-70.

o   Highway 40 ramp to westbound I-70.

  • Eastbound I-70 will be reduced to one lane from Manchester Trafficway to Blue Ridge Cutoff. Any traffic that does not follow the detour onto southbound I-435 will be moved off at Blue Ridge Cutoff.
  • Westbound I-70 will be reduced to one lane before the Route 291 and the I-470 interchange. All traffic will be routed onto southbound Route 291/I-470.
  • Southbound Route 291 just north of I-70 will be reduced to one lane to accommodate merging traffic from westbound I-70.

LCSO seeking tips after vandalism incident

The Livingston County Sheriff’s Office is seeking tips related to a vandalism investigation.

According to a press release from the Sheriff’s Office, on May 31st, the LCSO began investigating a significant amount of vandalism to a vehicle and heavy machinery that were on a farm property south of Ludlow.

Someone reportedly damaged a Case Dozer, Komatsu Track Hoe, and a white colored GMC pickup.

Some information obtained relates to a youth party involving alcohol and possibly drugs that took place in the general area of northern Carroll County a few days prior to the reported vandalism incident.

According to the LCSO, multiple pieces of evidence have been recovered so far, including several fingerprints. Anyone with further information is asked to call the LCSO at (660) 646-0515, dispatch at (660) 646-2121, or submit a TIP online at www.livcoso.org.

Port Authority enters lease agreement with Transport 360

The St. Joseph Regional Port Authority has entered into a Lease and Operating Agreement with Transport 360.

According to a press release from the St. Joseph Chamber of Commerce, the agreement is for the lease of the St. Joseph regional port facility assets and to provide operation, management, marketing for usage, required operating equipment, enhancements, and security.

The St. Joseph Regional Port Authority went through an extensive Request for Proposals process in April and May of 2018, requesting written proposals from interested parties. Three written submittals were received. Following interviews with all submitting entities, the commissioners of the St. Joseph Regional Port Authority selected Transport 360 to enter into negotiations for a written agreement. That agreement was negotiated and approved by the Commissioners on May 31, 2018. The agreement has been signed and is effective June 1, 2018.

Transport 360 will have at least three full-time employees at the port facility on a daily basis, from 8 a.m. to 5 p.m. Monday through Friday. Transport 360 is a d/b/a of MK Minerals, Inc., in Wathena, Kan.

Bill Becker, with MK Minerals and the head of Transport 360, said he began to recognize the opportunities the port facility could offer the region by offering multi-modal transportation opportunities when MK Minerals first inquired about using the rail spur at the port facility.

“Transport 360 looks forward to utilizing and enhancing the port assets and to provide area businesses with a variety of transportation alternatives, including rail and barge, to grow economic commerce in the region,” Becker said. “Many local businesses do not have access to rail at their facilities and the port serves as an economic development asset to foster this opportunity. A company can schedule rail cars, and/or barges, and take advantage of bulk transportation cost savings and have the material transloaded at the port facility and shipped via truck to its local facility.”

Following updates to the port office building and rail track repairs, Transport 360 hopes to have product flowing through the port facility in the July or August time frame. A ribbon-cutting ceremony is planned later this summer.

“All in all, a very good partnership is being formed,” said Brad Lau, of the Port Authority and the St. Joseph Chamber of Commerce. “We are excited to see, with Bill Becker’s leadership and commitment, the progress Transport 360 will make in utilizing the port’s assets and growing the commerce of the port. From an economic development perspective, we are very encouraged with the opportunities having a functioning port can offer existing businesses without rail access, as well as possible barge options, through use of the port facility.”

Habitat for Humanity honors volunteers

A ceremony Monday honored Habitat for Humanity volunteers including the President’s Lifetime Achievement Award recipients (left to right) Don Mahaffy, Claude “Jake” Jacobs, Hilton Sander, Ivan Nicholson and John Ford.

St. Joseph Habitat for Humanity held a ceremony Monday to honor their volunteers.

Presidential Volunteer Service Award hours are based on time volunteered within a year. Volunteers who contributed 100 to 249 hours were recognized as bronze achievement level recipients, those contributing 250 to 499 hours were recognized as silver achievement recipients and those with 500 or more hours were recognized at the gold level.

The President’s Lifetime Achievement Award is for those who volunteer more than 4,000 hours of service in their lifetime.

One of those Lifetime Award recipients, Hilton Sander, has been volunteering with Habitat for over seven years building houses and working in the ReStore.

“Building a home for someone that’s never had one, I can’t think of anything better to give someone than to give them a home,” Sander said. “I just love doing it, I guess it’s what God intended me to do is help other people.”

Other Lifetime Award recipients honored Monday were Don Mahaffy, John Ford, Claude “Jake” Jacobs and Ivan Nicholson.

St. Joseph Habitat for Humanity Executive Director Cate Manley said volunteers are the lifeblood of the organization.

“As a non-profit organization, the only way that we’re able to accomplish as much as we have is through the work of volunteers and sponsorships and groups that come in, they don’t all come in 150 hours a year… but every little bit helps,” Manley said. “We have 66 homes existing right here in St. Joe now and we anticipate nine homes in the next 12 months to be built and blessed and that’s only through faith and the volunteers.”

Justices side with baker on same-sex wedding cake

WASHINGTON (AP) — The Supreme Court ruled narrowly Monday for a Colorado baker who wouldn’t make a wedding cake for a same-sex couple. But the court is not deciding the big issue in the case, whether a business can invoke religious objections to refuse service to gay and lesbian people.

The justices’ limited ruling turned on what the court described as anti-religious bias on the Colorado Civil Rights Commission when it ruled against baker Jack Phillips. The justices voted 7-2 that the commission violated Phillips’ rights under the First Amendment.

Justice Anthony Kennedy said in his majority opinion that the issue “must await further elaboration.” Appeals in similar cases are pending, including one at the Supreme Court from a florist who didn’t want to provide flowers for a same-sex wedding.

The same-sex couple at the heart of the case, Charlie Craig and Dave Mullins, complained to the Colorado commission in 2012 after they visited Phillips’ shop in suburban Denver and the baker quickly told them he would not create a cake for a same-sex wedding.

Colorado law prohibits discrimination on the basis of sexual orientation, and the commission concluded that Phillips’ refusal violated the law. Colorado state courts upheld the determination.

But when the justices heard arguments in December, Kennedy was plainly bothered by comments by a commission member. The commissioner seemed “neither tolerant nor respectful of Mr. Phillips’ religious beliefs,” Kennedy said in December.

That same sentiment suffused his opinion on Monday. “The commission’s hostility was inconsistent with the First Amendment’s guarantee that our laws be applied in a manner that is neutral toward religion,” he wrote.

Liberal justices Stephen Breyer and Elena Kagan joined the conservative justices in the outcome. Kagan wrote separately to emphasize the limited ruling.

Justices Ruth Bader Ginsburg and Sonia Sotomayor dissented.

Planned road work for northwest Missouri, June 4 – 10

ST. JOSEPH, Mo. – The following is a listing of general highway maintenance and construction work in the Northwest Missouri region planned for the week of June 4 – 10 from the Missouri Department of Transportation. In addition to the work listed below, there may be pothole patching, mowing, shoulder work, bridge maintenance, striping, brush cutting, guardrail repairs, litter pick up and other road work conducted throughout the region. Many of these will be moving operations and could include lane closures with delays. All scheduled maintenance and construction projects are subject to change.
