Tethering ordinance to be implemented in phases

The St. Joseph City Council approved a tethering ordinance this week and the plan is to implement the ordinance in phases.

According to St. Joseph Mayor Bill McMurray, the issue was brought to the council by the Health Department and others concerned about the treatment of animals.

“Last winter, this is before I was on the council, there was an animal that died during the winter season,” McMurray said. “So this is just to encourage everyone to treat their animals in a humane way and not to just tie them up in the yard all day and not to leave them out in the cold or very hot weather.”

St. Joseph Animal Control and Rescue Humane Educator Jennifer Lockwood said the ordinance came about through community input as well as data gathered by animal control.

“There are lots of different studies out there that show that tethering animals for long periods of time, or chronic tethering, can lead to unwanted behavior problems,” Lockwood said. “So with that information, paired with the community’s concern, we put the survey out there and got a lot of feedback and at least 80% of the community was in favor of a tethering ordinance.”

The city council approved the ordinance on Monday, but Lockwood said it will be implemented in phases, with phase one being education.

“We’re going to make sure the public knows the ordinance has changed and give them ample time to make different accommodations to their pet, different ways to restrain their pet. We’re always here to help with any kind of recommendations or if anything is needed for that,” Lockwood said. “So that’s kind of phase one and that will take us through to the first part of December and that will give everybody some time before the more inclement weather hits.”

Lockwood said once it gets colder, around the 1st of December through early 2019, they will begin issuing warnings to violators and the plan is to have full enforcement of the ordinance by May 2019.

The ordinance includes restrictions on tethering such as not tethering a dog outside if the temperature is below 32 degrees or above 85 degrees, having the tethered animal be supervised and not tethering a pet between 10 p.m. and 6 p.m.

“Basically what we’re trying to do is eliminate tethering as a primary method of confining the animal, and then, if they’re tethered for more than 30 minutes, they have to have adequate food, water and shelter provided for them,” Lockwood said. “What we’re hoping with this is just to improve the quality of life for the pet. That’s what it’s all about, making sure these pets are well cared for, and that they have the proper accommodations for living outdoors.”

Temps in the 50s with chance of rain overnight

The cool temperatures, that swept in behind the exiting rain Wednesday, will stick around through the weekend into at least the beginning of next week. However, that does mean folks with outdoor concerns will need to pay attention, as overnight lows will be dipping into the 30s in many areas; making frost possible, especially in exposed rural areas. Missouri considering new rules to slow chronic wasting disease

JEFFERSON CITY, Mo. (AP) — The Missouri Department of Conservation is considering changing state regulations to slow the spread of chronic wasting disease, an always-fatal disease that affects deer, moose and elk.

Barbara Keller of the conservation department said during a meeting Tuesday in Cape Girardeau that one possible change would prohibit importing deer carcasses from other states. The department also is considering restricting movement of carcasses within Missouri.

Keller says the change is intended to minimize the contact between infected and healthy animals.

She said the disease is nearly impossible to eradicate once it’s established, which is why the department is trying to halt its spread in Missouri.

The department is holding public hearings across the state in October to spread the information and to gather public input.

Edith L. “Edie” Shear
1929-2018


HIAWATHA, KS Edith L Shear, 88, died Wednesday evening, September 26th , 2018, at the Pines of Hiawatha.

Edie and her twin sister Emma (Kale) were born December 7th, 1929 in rural Jackson County, KS near Delia, to Gomer and Ruth Jenkins. She had fond memories of her childhood in rural Jackson County, particularly the time spent with her many cousins. The family moved for a short time to Garden City, Ks and then to Berkley, California. After the death of her father, the family moved to Hiawatha, Ks where Edie graduated with the Hiawatha High School class of 1947. On August 9th, 1948 she married William “Bill” Shear.

Bill’s career gave them the opportunity to live in many places including Youngstown, Ohio, and Los Angeles and the San Francisco Bay Area of California, Louisiana, Kansas City, and finally retiring back to Hiawatha in 1987.

Edie and Bill would joke about dying only a handful of miles from their birthplaces, yet they traveled the world together and knew how to savor the day and the people around them, no matter where they were. They relished the life they had built together.

Edie and her twin sister, Emma, and their mother Ruth ran an antique store in Hiawatha for many years. A sale or flea market rarely passed without Edie in attendance. They were known locally for their vast knowledge of antiques. Edie and Emma would sometimes do Antique Road Show type presentations locally where people could bring their antiques and Edie and Emma would be able to give them a little background on the item as well as an estimated value.

Edie is preceded in death by her husband, Bill Shear, parents, Gomer Jenkins and Ruth Jenkins Kale, step father Wayne Kale, brother in law Jerry Kale, and nephew Murry Kale.

She is survived by her sister, Emma Kale of Hiawatha; nieces: Claudia Kale (Ted Socolofsky) of Loveland, Co, Sharon Stelzer (Matt) of Albuquerque, NM, and Jenny Knudson (Bruce), of Hiawatha, as well as great nieces Annika Socolofsky of Princeton, New Jersey, Paloma Kwiedacz of Phoenix, AZ, Savannah Stelzer of Seattle, Washington, and Becca Knudson of Hiawatha.

A Celebration of Edie’s life is planned for 11 a.m. Monday, October 1, at Chapel Oaks Funeral Home, Hiawatha. Shane Spangler will officiate. Interment will follow at Mt. Hope Cemetery, Hiawatha.

Friends may call at the funeral home after 12 noon Sunday. The family will meet with friends one hour prior to services Monday.

Michael “Pit” Wayne Patterson 60, of St. Joseph, Missouri, passed away Wednesday, September 26, 2018 in Sedalia, MO. He was born April 23, 1958 in Joliet, IL, son of Patricia and Albert Patterson. He graduated from Central High School class of 1976 and worked at the Wyoming Department of Transportation as a Bridge Inspector for over 30 years. He enjoyed woodworking, riding his Harley-Davidson, and mechanics, and he was a Born again Christian. Michael was preceded in death by father, Albert “Pat” Patterson, brothers, Fred Robidoux, and Walt Robidoux, and granddaughter, Erika Juarez. She enjoyed collecting angels, and Christmas memorabilia, where you would find her home decorated almost year round. Charlene and her husband Curtis where also very well known as Mr. and Mrs. Santa Claus attending many local events for over 25 years. She was a member of APWU American Postal Workers Union Auxiliary, and PTA as past president and the New Life Cathedral Church. Charlene was preceded in death by husband, Curtis Grimm, father, Stanley Francis Kizior Sr., mother, Alice Marie Bunton, sister, Mary Alice Schreiber. Rev.Otis Harrison Holbert 72, of St. Joseph, Missouri, passed away Sunday, September 30, 2018 in a Saint Joseph, MO. health care center. He was born December 27, 1945 in Woodward, OK, son of the late Margaret and Otis Holbert. He graduated from Stella Nebraska High School and married Mercedes Sample, on June 15, 1969. He served in the United States Army and is a veteran of the Vietnam War. He retired from Johnson Controls after 30 years of service. He enjoyed crossword and jigsaw puzzles. Rev. Otis was very involved with the Church of God, and was an Associate Pastor at Praise Fellowship Church of God, Savannah, MO, a founding member of the Cornerstone Church of God, Gower, MO., and the founding Minister at the Safe Haven Church of God, Maryville, MO. as well as a member of the Abundant Faith Church of God, St. Joseph, MO. of the Cleveland Tennessee. Otis was preceded in death by his parents, son, Lance Otis Holbert, step fathers, Truman W. Sample & Charles Dalbey. James “Jim” Mark Grove
1956-2018


James (Jim) Mark Grove, Agency, MO, went to be with his Lord and Savior surrounded by a loving family after a brief illness. Jim loved spending time with his children and dogs, professing his faith and talking about his family. Jim attended St. Patrick’s Grade School and Bishop LeBlond High School graduating in 1975. He enlisted in the US Marine Corps after high school and was assigned at Kaneohe, HI as a mortorman. Jim joined Fire District #2, Prairie Village, KS where he served 28 years retiring as an engineer. He was co-owner of Battery Man’s Supply with his brothers until his retirement in 2010. Jim loved his dogs and as of recent the Bichon Freise breeds and surviving pup Kona. He loved traveling to Hawaii where he just returned from last month spending time with son Cody. Jim also had a love of red; Red Dodge Ram pickup, Red Corvette and his Red Ferrari. He was proud of his military service and patriotic to the end. He regularly traveled to Pearl Harbor, HI for the Memorial on December 7th and was there for the 75th Anniversary remembrance. Jim was preceded in death by his parents, Leo and Bernice (Hanlin) Grove, and brothers Ronnie and Terry Grove, and sister-in-law Georgeanne (Daleo) Grove and special K-9 buddy Jack Jr. He is survived by his children, Carlie (Shane) Kempton, Excelsior Springs, MO and Cody Grove, St. Joe, sisters Connie (Gerald) Jones, St. Joe and Rosemary (Grove) Power, Raleigh, NC and brothers Ed (Cathy) Grove, Agency, MO, Pat (Ann) Grove, St. Joe and Mike (Jennifer) Grove, Agency, sisters-in-law Patricia Grove, Blue Springs, MO and Pam Grove, Overland Park, KS, his former wife of 23 years Kathy Hagee, and numerous nieces and nephews.

She married Donald Davison on October 1, 1964, in St. Joseph. She graduated from Benton High School Class of 1952. She worked for the State of Missouri as an Occupational Therapist. Judy enjoyed playing bingo, crocheting and photography. Jerome Richard Williams 63, of Saint Joseph, Missouri passed away Wednesday, October 3, 2018 in Saint Joseph. He was born April 11, 1955 in Centralia, Missouri, son of the late Lydia Mae & Orion Williams. He married Anna Williams on September 15, 1990, and she survives of the home. He graduated from Centralia High School, and worked for the Missouri Department of Transportation retiring after 29 1/2 years of service. He then worked at the St. Joe Frontier Casino for 11 years in the Maintenance Department. He enjoyed going to Auctions and fishing, but he most especially spending time with his grandchildren. He was a member of the Holsey Chapel ICM. Jerome was preceded in death by his parents, brothers, Edward, Eddie, Carson, and Terry Williams, and a sister, Bernice Colman. Survivors include wife, Anna Williams of the home, son, Oliver J. Margaret M. Wagoner, 92, of Scranton, KS, formerly of Doniphan-Brown county area, passed from this life to be with her Lord and Savior Jesus Christ Thursday, October 4, 2018.

She was born on May 10, 1926, at Leona, Kansas, the daughter of John and Elsie (Blum) Sherman. Margaret attended Leona Elementary, and High School, graduating in 1944.

She married Gerald V. Wagoner, son of Herman and Minnie (Townley) Wagoner, June 20, 1947. The ceremony was performed by the Reverend Howard Tubach. Margaret and Gerald celebrated their 70th wedding anniversary on June 20, 2017 with their family and friends.

Margaret taught school in the Leona Elementary and Bellevue Rural School for 4 years. She was a homemaker, mother of three children and bookkeeper for Ukena Hardware and Streib and Son Plumbing prior to her retirement.

Margaret was a member of the Bellevue United Methodist until 2000 when she and Gerald moved to Scranton to be near their daughter Phyllis and her husband Tom on their farm. They joined Overbrook UMC and Margaret joined the churches women’s organization. She attended this church as long as her health permitted.

Margaret was preceded in death by her beloved husband Gerald, January 18 of this year. Also preceding her in death are her parents, sisters Lorena Mae Kidwell, and Nellie Hartman.

Survivors include her children: Keith (Sandra) Wagoner, Phyllis (Tom) Alcorn, and Steve (Jane) Wagoner; grandchildren: Venus (Chad) Wilson, Bryan (Meg) Wagoner, Wes ( Mercedes) Alcorn, Rob (Angela) Wagoner, Jessie Wagoner, Heather (Tyrone) Baker; nine grandchildren; her sister Alice Streib, and brother in law Reverend Calvin Hartman; also many friends nieces and nephews.

A Celebration of Margaret’s life is planned for 10:30 a.m. Monday, October 8, at the Bellevue United Methodist Church, north of Leona. Interment will follow at Pleasant Hill Cemetery, Leona.

Friends may call at the funeral home after 12 noon Sunday where the family will meet from 5 until 7 that evening.

Walter “Pete” Rethman
1936-2018


HOLTON – Walter “Pete” Rethman, 82, of Holton, died Friday, October 5, 2018 at the Dwight D. Eisenhower VA Medical Center in Leavenworth.

Pete was born April 20, 1936 at Seneca, the son of John and Marcella Rettele Rethman. He graduated from Sts. Peter and Paul High School at Seneca and was a U.S. Navy Veteran.

Pete was a member of St. Dominic Catholic Church in Holton and Holton Knights of Columbus Council No. 4219.

He owned and operated Pete’s Metal and Welding for many years.

He married Irene J. Taphorn on October 8, 1966 in Omaha, Nebraska. She survives, of the home.

Pete was preceded in death by his parents, two sisters, Marceil “Sis” Fouraker and Betty Himmelberg, and a brother, Tom Rethman.

Other survivors include two sons, Jason Rethman, Tempe, AZ and Jarred (Amy) Rethman, Netawaka; two brothers, John Rethman (Jerian), Seneca and Wayne Rethman (Marlene), El Dorado; four sisters, Doris Fairfield, Kansas City, Judy Hein (Walter), Salina, Mary Sanders (Glenn), Morrill and Carol Karnowski (Dan), Omaha, NE and two grandchildren, Logan and Kolby Rethman.

A Memorial Mass of Christian Burial will be 10:30 a.m. Wednesday, October 10th at St. Dominic Catholic Church in Holton. A Rosary will be prayed at 6:30 p.m. Tuesday at the Chapel Oaks Funeral Home, followed by visitation. Inurnment will be later in Sts. Peter and Paul Cemetery at Seneca. Mark Steven Piper, 57, of Huron, KS was killed on Sunday, Sept. 30th, 2018 in a work related accident in West Virginia.

Mark was born on Nov. 13, 1960 in Atchison, KS the son of Richard and Nancy (Pease) Piper. He graduated from Atchison County Community High School in 1979. Mark worked as a heavy equipment operator for Operating Engineers Local Union # 101. He enjoyed old cars and his grandchildren.

He was married to Kathy Fitkin on Dec. 15, 1981. Kathy survives of the home in Huron, KS. Additional survivors include three sons, Steven Piper, Atchison, KS, Luke (Jessica) Piper, Bolckow, MO, and A.J. Piper, Huron, KS, two brothers, Rick Piper, Tunis, MO, and Bill (Barb) Piper, Lancaster, KS, two sisters, Donna (David) Lee, Huron, KS and Anna Marie Piper, Holton, KS, and two grandsons, Ethan and Evan Piper, Atchison, KS . His parents, a daughter, Sarah Piper an adopted brother, Warren H. “Sonny” Pease,and a adopted sister, Cheryl Domann, preceded him in death.

George Curtis Nuzum
1956-2018

WHITE CLOUD, KANSAS………..George Curtis Nuzum, 62, of Sioux Falls, South Dakota, and a former White Cloud resident, passed away at his home September 29, 2018.

George was born in St. Joseph, MO, January 30, 1956, to Kenneth E. Sr. and Mildred E Lock Nuzum. George spent his growing up years in the White Cloud area where he attended school.

He married Jackie Schall of Onida, SD in 1977, with a son Kristian Curtis born December of that year. George worked in the oil fields of Wyoming, Montana, and the Dakotas in the late 70’s and early 80’s, later moving to Alaska and working in the fishing industry. They divorced in 1987.

George was preceded in death by his father Kenneth, son Kris, brothers: David, Dennis, Boyd, and Randy.

He is survived by his mother Mildred Nuzum of White Cloud, brothers: Tim of White Cloud, Kenneth E., Jr., of Hiawatha; grandsons: Konner J. Nuzum, Kannen L. Nuzum, and Kutler D. Nuzum of Lake Preston, SD.

Cremation is planned with no services planned at this time.

Herbert Fay Davis
1955-2018


Herbert Fay Davis 62, passed away unexpectedly on Friday October 5, 2018. He was born on 10/13/55 in St. Joseph to the late, Herbert & Kathleen Davis. He had worked 26 years for St. Joseph Fuel Oil. Since leaving there, he was a self employed contractor. He was an avid hunter and fisherman. He loved to spend time at his cabin in the Fillmore Deer Camp. He also enjoyed using his outdoor smoker to prepare many meats for his friends. Fay made friends easily. He leaves behind his companion of 17 years, Barb Shoemaker; his beloved daughters: Tess Campbell and Bric Davis, granddaughter, Violet Myers, ex-wife, Lisa Davis, sisters, Verna Jennings (Mike,) Kay Callow (Jerry,) Susan Hughes (Duane,) and Gayle Carpenter, as well as many aunts, uncles, nieces, nephews, and many many friends. Stanley Wayne Koelliker
1943-2018

Stanley Wayne Koelliker, 74, of Horton, surrounded by his family, went to be with his Lord and Savior, Saturday, October 6, 2018.

Stan was born December 10, 1943, in Horton, to Gilbert H. and Dorothy Stone Koelliker. He was raised on a farm on the Brown-Doniphan county line and graduated with the class of 1962 in Highland, Kansas. Stan joined the U.S. Army in the fall of 1963 and spent a tour of duty in Vietnam, before being discharged in September of 1965, at the rank of E 4.

He married the love of his life Sheila Brook on December 18, 1965. After the marriage, he worked in Topeka for Goodyear for five years. After a back injury, he leased and operated the Skelly/Getty/Texaco service station in Horton, Kansas for 25 years. He then became the groundskeeper at the Lakeview County Club in Horton. After retirement, Stan enjoyed working in the kitchen at the Tri-County Manor for a few years. He earned his pilot’s license in 1980 and enjoyed owning his plane and flying with friends and family. He was an avid golfer, fisherman, and enjoyed riding his bike and taking walks.

He was preceded in death by his parents, grandparents, his brother William Koelliker, and a grandson London Koelliker.

Survivors include his wife Sheila of the home, and daughter Wendy of the home. Other daughters include: Gipsy and Jim Boone, Brooke and Ethan Grier, Sunshine and Aaron Crismas, Summer and Chad Goben, Megan Beery, Dionne Carter, Karen and Justin Ferney, Jennifer Koelliker, Dot and Pat Clements, and Raina Koelliker; his sons: Shawn Koelliker, Dustin Koelliker, Jeremy and Susan Koelliker, Kevin Koelliker, Cody Koelliker, Art and Cindy Koelliker, Donnie Koelliker, Marshall Koelliker, Thomas Koelliker, and Brad Koelliker; as well as 69 grandchildren, and 11 great-grandchildren. A brother Howard and Vera Marie Koelliker also survives, with numerous nieces and nephews.

He also leaves behind an extended family in Puerto Vallarta, Mexico, including Marco and Sylvia Guzman and their three daughters: Camilla, Sarah, and Valentina, from his numerous trips of vacationing and mission work.

A Celebration of Stan’s life is planned for 11 a.m. Thursday, October 11, at Chapel Oaks Funeral Home in Hiawatha. Theola Carter will officiate. Interment with military honors will follow at Claytonville Cemetery, south of Hiawatha.

Friends may call at the funeral home after 10 a.m. Wednesday where the family will meet from 6 until 8 that evening.

1936-2018

Troy, Kansas Shirley A. (Waller) Weber, 82, of Troy, Kansas passed away Wednesday, October 10, 2018 at the Wathena nursing & Rehabilitation Center in Wathena, Kansas.

Shirley was born on March 4, 1936 in Burbank, Oklahoma to Snoden James and Ersell Lee (Vaught) Waller.

She was a member of the First Baptist Church in Troy, Kansas.

Shirley married Jerral A. Weber on August 3, 1958. He survives of the home.

She was preceded in death by her parents and a sister, Delorise “Imogene” Dubach.

Additional survivors: daughter, Amy Masters (Jerry), Troy, Kansas.

Dale Lance
1922-2018


FAIRVIEW, KASNAS…………….Dale Lance, 96, of Fairview, passed away October 10, 2018, at the Apostolic Christian Home in Sabetha.

He was born August 2, 1922, at Morrill, one of three sons of James and Verna Kanter Lance.

He married Thelma McGeeney, February 14, 1947. Dale retired from the Fairview Farmer’s State Bank in December 1991. Dale and Thelma spent their winters in Mesa, Arizona for many years after retirement. They also lived in Topeka, KS, Denver, and Cortez, CO during their married years.

Dale was a World War II veteran and earned the “Soldiers Medal”. He served with the 9th Air Force until October 1945, when he was discharged at the rank of staff sergeant. He enjoyed fishing, hunting, and golfing.

He was preceded in death by his parents, brothers: Kenneth and Orville, and son Larry In 2012.

Survivors include his wife Thelma; daughter Debra Conley, granddaughter Jamie Palmer, grandson J.D.; daughter in law Emily; five great-grandchildren: Henry and Ava Palmer, Jonathan, Reece, and Mathew Lance.

A Celebration of Dale’s life is planned for 1:30 p.m. Monday, October 15, at Chapel Oaks Funeral Home in Hiawatha, with Shane Spangler officiating. Interment will follow at Mt. Hope Cemetery, Hiawatha, with military honors a courtesy of the Brown County Veterans Honor Guard.

Janice Lalaine Brown, 58, of St. Joseph, passed away Tuesday, October 9, 2018 in St. Joseph. She was born June 14, 1960 in St. Joseph, daughter of Robert and Barbara Jenkins. She graduated from Benton High School Class of 1978. She married Billy Brown in Copperas Cove, TX on July 8, 1981. Janice enjoyed spending time with her grandchildren. She was a member of King Hill Christian Church. Janice was preceded in death by father, Robert Emerson Jenkins, mother, Barbara (Boyer) Deering and brother, Darren Jenkins. Survivors include, husband, Billy Brown of the home, son, Gregg (Kelley) Brown of Seattle, WA, daughter, Amanda Kidwell of St. Louis, MO, 4 grandchildren, Sagan Kidwell, Iris Kidwell, Owen Brown and Mabel Brown, siblings, Doug Jenkins, David Deering, Dustin Deering, Julie Kay Caldwell, Jill Mears, and Jodi Allen-Madden. UPDATE: Police identify body found Wednesday

St. Joseph Police have identified the body found Wednesday afternoon in the area of North 13th and Powell Street.

According to Capt. Jeff Wilson with the department, 28-year-old Clifford York was found dead in the area when officers responded to a report of shots fired. Wilson said the body has been sent for autopsy.

A body was found and police say they are considering it a suspicious death investigation.

Brief: KC Scooter Injuries; MO Voter ID Law Ruling; KS Can’t Find Teachers

Missouri’s voter ID law encounters hurdles.

The law, which took effect in June 2017, allows voters to present documents like utility bills or college IDs. But those voters then had to sign a statement that they “do not possess a form of personal identification approved for voting” — which Callahan called “contradictory and misleading.”

“The affidavit plainly requires the voter to swear that they do not possess a form of personal identification approved for voting while simultaneously presenting to the election authority a form of personal identification that is approved,” Callahan wrote Tuesday. Implying that a photo ID is required to vote, he said, “is an outright misstatement of law.”

 

More drama occurs in the race for U.S. Senator from Missouri.

More recently, Barton compared LGBT rights activists to Nazis on his radio show in 2017 after a trip to Poland.

“The evil that’s there, it still works in the same deceptive means today, it still has that nice smiling face and, you know, a homosexual lifestyle, it’s such a wonderful lifestyle, yeah?” Barton said. “Why don’t you look at the medical stats and see if that’s really true? And so it always disguises itself in different ways, it comes through different means. We see it all the time.”

 

Kansas schools can’t find enough qualified applicants for teacher positions.

There are more than 600 vacant teaching positions in Kansas, nearly 100 more than in the fall of 2017. Special education and elementary positions have the largest number of vacancies.

“I have calls from superintendents that say, ‘Man, what’s going to happen to me if I don’t get a person in this position?’ ” said Susan Helbert, the assistant director for teacher licensure at the Kansas State Department of Education. “Well, actually nothing is going to happen except I need to know that so we can address those issues.”

 

Scooters injuries take off in Kansas City.

Dr. Aaron Kaus, an emergency room physician at Saint Luke’s Hospital, said the most common injuries involve the face and head. So far, he said, none of the injuries have involved collisions with other vehicles.

“I’ve heard from ones who, more or less, lose control of the scooters when they hit either a pothole or a crack, or transition from the sidewalk to the street,” he said.

PumpkinFest to celebrate 22 years

Pumpkin Mountain will light up again for the 22nd year of PumpkinFest in St. Joseph.

Carlene Makawski with the PumpkinFest said the annual lighting of the hundreds of pumpkins on Pumpkin Mountain will take place at 8 p.m. Friday.

“I can remember back, the first lighting of the mountain, and everybody, when we threw the switch, holding their breath and hoping that it worked. It was just so exciting and, it’s silly to say, but it brought tears to our eyes,” Makawski said. “You know, still, to this day, it’s just kind of an emotional thing when you see all the lights come on.”

The weekend will also include the Children’s Parade beginning at 11 a.m. on Saturday, the Children’s Tent will be open each day and there will be several musical and entertainment acts throughout the weekend.

There will also be a few new things this year including historical presentations on subjects including Joseph Robidoux, the early days of St. Joseph and 100 years of Cherry Mash.

Riverwalk Trail closed due to flooding

The St. Joseph Parks Department announced Tuesday the Riverwalk Trail has been closed due to flooding.

According to the Parks Department, they will be monitoring the situation and will re-open the trail once the water has receded and the trail can be cleaned.

During this time, they ask that the area be avoided.

According to the National Weather Service, a flood watch is in effect through Wednesday for the area. Portions of Kansas and Missouri, including the following areas, in Kansas: Atchison KS, Doniphan, Johnson KS, Leavenworth, Linn KS, Miami, and Wyandotte. In Missouri: Adair, Andrew, Atchison MO, Buchanan, Caldwell, Cass, Clay, Clinton, Daviess, De Kalb, Gentry, Grundy, Harrison, Holt, Jackson, Linn MO, Livingston, Mercer, Nodaway, Platte, Putnam, Ray, Schuyler, Sullivan, and Worth.

One to three inches of additional rainfall is expected over the next 12 to 24 hours in an area that has already received up to 10 inches of rain over the last several days. Local rivers, streams, and creeks are already beginning to flood. These storms may cause flooding along area creeks, streams, and rivers, low water crossings, and other flood prone areas in the watch area. Flash flooding over more urban areas is
 also possible with the expected rainfall totals.

Showers moving north along the Kansas-Missouri state line, into northwest Missouri, will persist through much of the morning, adding to local flooding issues that are already ongoing. But, this afternoon strong to severe thunderstorms are expected to develop ahead of a cold front that will sweep through the region tonight. There will be a threat of damaging winds and isolated tornadoes with the strongest of the afternoon and evening storms, generally in areas from east central Kansas into central and northern Missouri. The threat for severe storms will quickly diminish this evening as the sun sets, but continued moderate to heavy rain from any lingering storms will likely lead to more flooding issues overnight. Here’s the 7-day forecast from the National Weather Service:
