Both lanes of Highway 59 now open; I-29 remains closed

Traffic is back to normal, at least somewhat, on U.S. Route 59 in southern Buchanan County.

The Missouri Department of Transportation has now opened both lanes of traffic on Highway 59 from Rushville to Atchison, Kansas, including the Amelia Earhart Bridge.

MoDOT created a temporary berm along Highway 59 Friday so it could re-open one lane to traffic with temporary traffic lights controlling traffic flow on the highway closed earlier by floodwaters from the Missouri River.

Little headway is being made to re-open the major thoroughfare in northwest Missouri, mainly due to problems left in the wake of flooding in southwest Iowa. MoDOT estimates Interstate 29 will not re-open until at least late May and more likely in June. MoDOT officials say flooding in Iowa damage portions of I-29, making its re-opening more difficult. Flooding must recede and damage repaired before the interstate re-opens to traffic.

MoDOT is allowing local traffic to travel I-29 in northern Missouri.

I-29 remains closed to through traffic at Highway 71 north of St. Joseph. MoDOT is advising traffic wishing to travel north on I-29 to drive east to Interstate 35 and take it to I-80, back across to I-29.

 

Sunny and breezy with temps in the 70s

We’ve got two pretty nice days ahead, despite it being a little breezy. Things change Wednesday though as storm chances return to the region. A few storms could become severe, with hail and damaging winds being the main concerns. Here’s the 7-day forecast from the National Weather Service:

Today: Sunny, with a high near 76. South wind 9 to 16 mph, with gusts as high as 24 mph.

Tonight: Mostly clear, with a low around 54. South wind 9 to 15 mph, with gusts as high as 22 mph.

Tuesday: Mostly sunny, with a high near 79. South wind 8 to 14 mph, with gusts as high as 21 mph.

Tuesday Night: A slight chance of showers and thunderstorms after 2 a.m. Mostly cloudy, with a low around 61. South wind 11 to 14 mph, with gusts as high as 20 mph. Chance of precipitation is 20%.

Wednesday: A chance of showers and thunderstorms, mainly after 2 p.m. Mostly cloudy, with a high near 79. South wind 11 to 16 mph, with gusts as high as 26 mph. Chance of precipitation is 30%. New rainfall amounts of less than a tenth of an inch, except higher amounts possible in thunderstorms.

Wednesday Night: Showers and thunderstorms likely. Cloudy, with a low around 49. Chance of precipitation is 70%. New rainfall amounts between a half and three quarters of an inch possible.

Roadway repair underway in northwest Missouri; damage estimated in the tens of millions

Repair of northwest Missouri roads and bridges damaged by floodwaters is underway, where possible.

Missouri Department of Transportation Area Engineer Adam Watson says floodwaters haven’t receded enough in some spots to observe the damage. He says it appears the bridges over the Missouri River, US 159 at Rulo, Nebraska and US 136 at Brownville, Nebraska, have held up under the strain.

But Watson can’t say the same thing for the road leading to the Rulo bridge.

“The bridge is standing fine. It’s the approach pavement, the slabs of concrete in front of it; there’s nothing underneath those slabs of concrete,” Watson tells St. Joseph Post. “You can look through where there should be roadway and, you’re like, ooh yeah, that’s just a hole.”

Watson says bridges over Missouri River tributaries didn’t fare as well. Some are heavily damaged.

He says it is hard to estimate the damage at this point, but gives a preliminary repair price tag totaling in the tens of millions of dollars.

Watson says what damage MoDOT crews have observed so far isn’t any greater than during past floods, but admits even though the Missouri River has receded, floodwaters still hamper assessments.

“What was very frustrating is, and to some extent still is, the water level stays high for so long that we can’t get in and see it,” according to Watson. “So, I’ll be honest, the crews have been biting at the bit to see how much damage and how much debris they’re going to have to clean prior to even getting some routes open.”

Watson says assessment will continue as quickly as possible.

“So, we’re getting out now to look at them and we’ll continue it and as the water recedes, we’ll do more. The real question is how fast will the water recede?” Watson says, adding if the water rises again, it will obviously hamper recovery efforts.

Watson says the top priority of MoDOT now is to re-open roads to traffic, whether flood damage is fully repaired or not.

Watson says MoDOT crews need one thing from the public.

“Patience with us. We’ll get fixed as much as we can, get everything back open as soon as we can, but, some patience.”

NW Missouri man hospitalized after motorcycle accident

ANDREW COUNTY— One person was injured in an accident just before noon Sunday in Andrew County.

The Missouri State Highway Patrol reported a 1989 Kawasaki Dirt Bike driven by Kiefer R. Gillenwater, 22, Fillmore, was southbound on U.S. 71 four miles north of Savannah. The motorcycle struck an embankment and the driver was ejected.

Andrew County EMS transported Gillenwater to Mosaic Life Care. He was wearing a helmet, according to the MSHP.

Planned road work for northwest Missouri, April 15 – 21

ST. JOSEPH, Mo. – The following is a listing of general highway maintenance and construction work the Missouri Department of Transportation has planned in the Northwest Missouri region for the week of April 15 – 21.

Continued flooding may cause schedule changes in some of the planned work. There may also be moving operations throughout the region such as pothole patching, striping, signal work, etc., in addition to the work mentioned below:

Andrew County

  • Route O – CLOSED at the Platte River Bridge for a bridge replacement project. The bridge will be closed until the end of September, weather permitting.
  • Interstate 29 – Bridge maintenance at the Nodaway River Bridge, April 15 – 18
  • Business Route 71 – Resurfacing project from Main Street in Savannah to just south of Interstate 29, April 15 – 18. The contractor will begin at the northern end of the project and work south in approximately two-mile sections. One lane, each direction will remain open at all times. This project will continue, Monday through Friday, through mid-May. A 14-foot width restriction will be in place around the lane closures.

Atchison County

  • Route CC – CLOSED for a culvert replacement. The road will be closed until further notice.
  • U.S. Route 59 – Shoulder work from U.S. Route 136 to the Tarkio River Bridge, April 15 – 19
  • Route TT – Pothole patching, April 15 – 19
  • Route Z – Pothole patching from Route 111 to Route W, April 15 – 19

Buchanan County

  • U.S. Route 36 – CLOSED at the ramp from 8th Street to westbound U.S. Route 36 for overhead sign installation, April 15, 7 a.m. to 11 a.m. The contractor hopes to have the ramp reopened within a few hours.
  • U.S. Route 59 – Pothole patching from Route 752 to U.S. Route 45, April 15 – 17
  • U.S. Route 36 – Joint repair between Route C/Z and Route 31 south, April 15 – 19. One lane each direction of U.S. Route 36 will remain open throughout the work. A 14-foot width restriction is in place.
  • Route 752 – Joint repair over I-229, April 15 – 19. One lane at a time will be closed throughout the work. A 17-foot width restriction is in place.

Caldwell County

  • U.S. Route 36 – Pavement repair eastbound at Center Road, April 15 – 17. This includes an overnight lane closure.
  • U.S. Route 36 – Pavement repair westbound at Sale Barn Road, April 17 – 18. This includes an overnight lane closure.
  • U.S. Route 36 – Pavement repair eastbound at Reservoir Road, April 18 – 19. This includes an overnight lane closure.

Carroll County

  • U.S. Route 65 – Bridge maintenance at the Missouri River Overflow Bridge, April 15 – 19

Chariton County

  • U.S. Route 24 – Bridge maintenance at the Long Creek Bridge and Chariton River Bridge near Keytesville. The bridges will be narrowed to one lane with a 15-foot width restriction through May 31.

Clinton County

  • U.S. Route 169 – CLOSED at the Third Fork Platte River Bridge for a bridge replacement project. The contractor plans to have work completed by July, weather permitting. Ardell Albin Anderson
1928 – 2019

Ardell Albin Anderson 90, of St. Joseph, Missouri, passed away Saturday, April 13, 2019 in a Saint Joseph, MO hospital.

He was born May 28, 1928 in Willmar, Minnesota, son of the late Alice and Albin Anderson. He was a Heavy Equipment Operator retiring from Land Construction. He loved to play guitar, bingo, fishing, riding his tractor and baseball. He was of the Lutheran faith.

Ardell was preceded in death by first wife, LaVonne Marjorie Anderson, who he married on December 13, 1947, and second wife, Orva Mae (Blair) Anderson, son, Jerry Anderson, his parents, sisters, Helen Perleberg, Alma Angle, and Eleanor Gerdes, and his brothers, Delanoe Anderson and Vernal Anderson.

Survivors include: daughters, Susan Trant, Troy, KS, Lois (Curtis) Klimpke, Kansas City, KS, Linda (Larry) Albrecht of TX, Judy (Curtis) Thornton, Gower, MO, Janet (Mark) Davidson, Diane (Francis) Gaume, St. Joseph, MO, and Lisa Ruud, Kansas City, MO, sons: David Anderson, St. Joseph, MO, Donald Anderson, Encinida, CA, Scott (Lorraine) Anderson, Vidalia, GA, Stanley (Pam) Anderson, Oregon, MO, and Michael (Vicki) Anderson, St. Joseph, MO, 42 grandchildren, numerous great grandchildren, and great-great grandchildren, sister, Pauline Leason of Willmar, MN, and a brother, Dwaine Anderson, Minneapolis, MN.

Paul E. Meers 
1922 – 2019 

Paul E. Meers, of St. Joseph, passed away Saturday, April 13, 2019, at the age of 96.

He was born November 24, 1922, in Troy, Kansas, to Harrison V. and Nina Meers.

He graduated from Savannah High School in 1940. He attended Platt Business College in St. Joseph. He married Elsie Yocum on January 6, 1945. Paul worked at Hunt’s Orchard for a number of years and then at Seitz Packing Company from 1953 until 1980. He and Elsie operated a dairy from their farm from 1967 to 1993 making many lasting friends. His great loves were Elsie, hay, and lawn work. He continued to do both until age 92.

Paul is survived by one son, Gary (Janet) Meers of Lincoln, Nebraska; two daughters, Carolyn (Steve) Ayers and Marilyn (Jack) Campbell, both of St. Joseph; six grandchildren, Trevor (Teri) Meers of Ankeny, Iowa, Ryan (Debbie) Meers of Lincoln, Nebraska, Jason (Kathy) Ayers of Parkville, Missouri, Eric Campbell of St. Joseph, Kimberly Campbell of Maryville, Missouri, and Angela Campbell of St. Joseph; six great-grandchildren, Justin, Allison, Amanda, Katie, Caleb, and Jocelyn Meers; and two sisters, Arminta and Joyce.

He was preceded in death by his parents; wife; granddaughter, Tanya Ayers; two brothers; and two sisters.

Eldon Lee “E.L.” Crawford
1936 – 2019

Eldon Lee “E.L.” Crawford, 82, St. Joseph, Missouri, formerly of Savannah, Missouri, died peacefully in his sleep Saturday, April 13, 2019, at Mosaic Life Care, St. Joseph.

He was born August 2, 1936, on a farm in Barnard, Missouri, to Opha and Hazel Crawford. Eldon was one of nine children and graduated from Graham High School.

In 1957, he married his high school sweetheart, Mary Louise Akin, and they had 61 ½ years together. To that union there were two children, four grandchildren, and six great-grandchildren. Eldon had been in construction all his adult life. He established E.L. Crawford Construction in 1973. After working in the construction industry for more than fifteen years, Eldon recognized the need for an additional construction company in the area. He was a member of Huffman Memorial United Methodist Church for more than 50 years and worked on several church and area boards. E.L. loved golfing, fishing with his family, woodworking, snowmobiling, and spending time at the lake and winters in Arizona. He was also a long-time sponsor of Men’s Fastpitch Softball and sponsored youth baseball teams. The biggest love of his life was his family; he would stop and do anything for them.

Eldon was preceded in death by his parents, Opha and Hazel Crawford; brothers, Dale, Forrest, and Curtis Crawford; and infant daughter, Mary Ellen Crawford.

He is survived by two children, Kelly Crawford (Kathy), Savannah, and Kim Gray (Russell), St. Joseph; four grandchildren, Tyler Crawford (Amy), Jessica Baker (Arlin), Hilari McLaughlin (Jordan), Drew Gray (Kate); six great-grandchildren, Kaler Baker, Ace Baker, Cade Crawford, Riley Crawford, Josey Crawford, and Whitley Gray; three sisters, Frances Coffey, Beverly Jackson, and Alice Moats; two brothers, Martin and Jack Crawford, and numerous nieces, nephews, and cousins.

4 hospitalized in St. Jo after SUV rear-ends John Deere tractor

DEKALB COUNTY — Four people were injured in an accident just before 2:30p.m. Saturday in Dekalb County.

The Missouri State Highway Patrol reported a 2007 Ford Edge driven by Shirley M. Kelly, 32, Maysville, was westbound on U.S. 36 two miles west of Stewartsville.

The Ford rear-ended a John Deere tractor driven by Mark C. Deshon, 57, Clarksdale. The impact pushed the tractor off the north side of the road where it overturned.

Dekalb County ambulance transported Kelly, passengers in the Ford Gunnar Kelly, 5, Maysville; Joshua E. Coleman, 25, Maysville, and Deshon to Mosaic Life Care. The occupants of the Ford were properly restrained at the time of the accident, according to the MSHP.

SEDGWICK COUNTY — Law enforcement authorities are investigating a fatal shooting and have arrested a suspect.

Just after 8:30 a.m. Friday, police responded to a shooting call at a home in the 800 block of south Emporia in Wichita, according to officer Charley Davidson.

Upon arrival, officers located 21-year-old Justin Lane of Grain Valley, Missouri, deceased with a single gunshot wound to the head. Lane was pronounced dead on the scene.

Genevieve B. Fisher-Barker

Genevieve B. Fisher-Barker, 98, formerly of Clarksdale, MO. passed away Saturday, April 6, 2019 at Somerford Place in Encinitas, California.

Born and raised in Clarksdale, Genevieve was valedictorian of her graduating class at Clarksdale High School. She spent most of her adult life in southern California where she raised her five children. Genevieve belonged to the parish of St George in Ontario, California where she was a member of the Catholic Daughters.

Genevieve was preceded in death by her husband, James Barker, parents, Paul J.and Anne G. (Pankau) Fisher; brothers, Bernard, William, Felix, Clemence, Francis, Vincent and James; sisters, Rose, Lucy, Gertrude, and Mary.

Genevieve is survived by her five children, Suzanne Wingfield (Wayne)-Colorado, James Barker (Susanne)-Alaska, Timothy Barker-Oregon, Judith Mastick (Bill)- California and MaryBeth Barker-California; three grandchildren, Natalie and Rodney Mastick, Rochelle Weaver; and great-grandchild, Connor Weaver.

A graveside service will be held at 11:00 a.m. Wednesday, April 17, 2019 at St. Mary’s Cemetery in Hurlingen, MO. Heaton-Bowman-Smith & Sidenfaden Chapel in St Joseph, MO is entrusted with arrangements.

 

Frederick Frank “Fred” Zabel
1926 – 2019

Frederick Frank “Fred” Zabel, 93, of Atchison KS died on Wednesday, April 10, 2019 at the Atchison Senior Village.

Fred was born on April 1, 1926 in Atchison KS the son of Frank and Marie (Rohleder) Zabel. He graduated from Atchison High School in 1944. Fred served during World War II in the United States Air Force. He worked starting as a lineman for Southwestern Bell and retired as a wire chief for AT &T Telephone Company in 1985 after 39 years of service. He was a member of the St. Benedicts Church, member of the V.F.W. and American Legion Posts, Atchison and the Pioneers. Fred enjoyed bowling, yard work, flowers, woodworking and especially watching the Royals and Chiefs.

He was married to Marcelline Jean Compton on June 8, 1948 at Sacred Heart Church. She preceded him in death on July 16, 2009.

Survivors include two daughters, Barbara (Leonard) Hundley, Atchison, KS and Jacqueline (Gary) Pauley, Smithville, MO, a granddaughter, Nicole (Paul) Howard, and great granddaughter, Emily Howard. His parents, wife Marcelline, a brother, William Zabel and sister, Henrietta Stucker preceded him in death.

Mass of Christian Burial will be 2:00 pm on Monday, April 15th, at St. Benedict’s Church with Fr. Jeremy Heppler, OSB as Celebrant. Burial will follow in the Mt. Calvary Cemetery, Atchison. A parish rosary will be recited at 2:00 pm on Sunday, April 14th, with visitation to follow until 4:00 pm at the Becker-Dyer-Stanton Funeral Home. Dr. Donald Julian Stallard, Sr.
1923 – 2019

Dr. Donald Julian Stallard, Sr., died on April 10, 2019, at the age of 96.

He was born February 2, 1923, to Julian H. Stallard and Gladys Redding. He was a lifelong resident of St. Joseph. His early education included Central High School and St. Joseph Junior College, now Missouri Western State University. Following this, he obtained a B.A. degree at Kansas University in Lawrence and an M.S. degree in medicine at Missouri University in Columbia. His MD degree was earned at Washington University in St. Louis in 1947. Subsequently, he served a three-year residency in internal medicine at the University of Iowa Hospitals in Iowa City. There he met his wife of almost 63 years, Loah Lunan.

Donald was engaged in the practice of internal medicine for over 35 years, first at the Thompson-Brumm-Knepper Medical and Surgical Clinic, and later with the Northwest Missouri Medical Group until his retirement in 1990.
He was a Fellow of the American College of Physicians and a member of Phi Beta Pi medical fraternity. During his active practice years, he served as president of the staff of the former Methodist Medical Center and president of the Buchanan County Medical Society. He also served on the boards of the regional chapter of the American Red Cross, the St. Joseph Symphony, the Missouri Valley Trust Company, and Green Acres Residential Facility.

After retirement, Donald was active with InterServ Meals on Wheels, Pass the Power Literacy programs, and the Advisory Board of the Salvation Army. He also enjoyed many semesters of study at Missouri Western State University.
Donald was an Army veteran of World War II and the Korean Conflict, serving in Korea as a medical officer. His citations included the Korean Service Medal with two service stars and the Combat Medical Badge.
For 10 consecutive years, he was a champion of the YMCA’s citywide squash tournament.

Donald was preceded in death by his parents, Julian and Gladys Redding Stallard, and his sister, Betty Schowalter.

He is survived by his wife; four children, Julia (Paul) Horne, Germantown, Tennessee, Mary (Rob Marinai) Stallard, Oakland, California, Donald (Karen), Mission Hills, Kansas, and James (Cathy Hicks) New York City, New York; and six grandchildren, Brandon Horne, Michael Horne, Amelia Marinai, William Stallard, Samuel Stallard, and Grace Stallard.

Gary Leo Walker
1954 – 2019

Gary Leo Walker, 64, of St. Joseph, Missouri, passed away Thursday, April 11, 2019 at his residence.

Gary was born in Kansas City, Missouri on August 27, 1954 to Richard and Lucy (Schmidt) Walker.

He attended St. Patrick’s Grade School and was a member of the 1973 graduating class of Lafayette High School. Mr. Walker retired from driving a cab. He was of the Catholic faith and was a member of the Knights of Columbus Council 5067. He loved to dream about going fishing.

He was preceded in death by his parents.

Gary is survived by brothers; Frank (Cindy) Walker, Pete (Linda) Walker, sisters; Sheri (Terry) Harris, Janne (Cary) Otwell and numerous nieces and nephews.

Mr. Walker has been cremated under the direction of the Heaton-Bowman-Smith & Sidenfaden Chapel. No visitation or services are scheduled.

Four DWI arrests made during overnight saturation

A DWI saturation conducted overnight Friday resulted in four arrests.

According to Sgt. Larry Stobbs with the St. Joseph Police Department, the saturation was held in coordination with Heartland Mothers Against Drunk Driving during Crime Victims’ Rights Week.

Stobbs said the saturation included 26 officers and covered Andrew, Buchanan, Clinton and DeKalb counties. There were four DWI arrests, at least two drug arrests and one minor-in-possession.

Ribbon cutting and open house to be held for Mosaic Medical Center-Maryville

A grand opening ribbon cutting and open house will be held next week in Maryville to recognize the hospital transition.

Mosaic Life Care officially assumed operations of SSM Health St. Francis Hospital – Maryville at the beginning of April.

Maryville Chamber of Commerce Executive Director Lily White said they will be holding the grand opening and ribbon cutting for what is now known as Mosaic Medical Center-Maryville.

“We want to have as many community members as possible come, learn about some of the transition and kind of what we can expect in the future,” White said.

The ribbon cutting will be held at 10 a.m. on Thursday, April 18th, at the Main Entrance at Mosaic Medical Center-Maryville, 2016 South Main Street.
