Senator Claire McCaskill has long bemoaned what some consider a fact of life in the United States Senate: the funding of federal projects through secret budget “earmarks.”

The practice has been around a long time, and recently lawmakers moved to make such funding transparent.

But on Wednesday, Senator McCaskill took the podium in the well of the Senate and called for ending earmarks entirely.
