Suspect in court accused of assaulting officer with stolen truck

Jeffrey Parham

A St. Joseph man will remain in custody awaiting court proceedings on charges stemming from police pursuit and standoff last week.

Jeffrey Parham appeared in court via video conferencing on one count of 2nd-degree assault and and one count of tampering with a motor vehicle. Authorities say Parham stole a pickup truck on July 28. In a court filing, Det. Frank Till of the St. Joseph Police Department said officers found the defendant and the truck near 18th and Howard Streets on July 31.

Till said an officer on a motorcycle was hit by the truck as the defendant fled. A pursuit ensued that ended near 11th and Monterey, where the truck was abandoned and the suspect went barricaded himself inside a nearby home.

Officers with automatic weapons and a bull horn surrounded the house.  After about two hours he surrendered peacefully.

Associate Circuit Judge Keith Marquart on Friday scheduled the case for the preliminary hearing docket August 18 at 11:00 a.m. Parham will apply for a public defender. He is being held without bail in the Buchanan County Jail.

As we reported, family members of the owner of the truck spotted it outside a repair shop and called police.

According to court documents, officers were called to the area of 1700 Howard to the report that the stolen truck was parked there.  Det. Till said that as officers approached the vehicle, the defendant jumped in the truck and sped toward the officer.

“The officer laid down his motorcycle to avoid taking a direct hit,” Till said in the affidavit, but he said the officer was hit by the truck.

The court statement notes an extensive criminal history, and says Parham just completed a sentence prison sentence in June, and will be facing a return to prison on those charges.

Branding campaign launches in St. Joseph

A campaign to try to brand St. Joseph as a city, “Made with Uncommon Character” launched Friday.

According to the St. Joseph Chamber of Commerce, the new community brand has been nearly two years in the making. The campaign theme was formed by a group of 12 St. Joseph creative residents in June of 2016. The group contained writers, graphic artists, web designers, a photographer, videographer and a musician. Their talents and backgrounds varied, but they had one thing in common, they were all St. Joseph residents.

Kristi Bailey who leads St. Joseph Community Branding LLC said “Made with Uncommon Character” summarizes St. Joseph. This city of more than 76,000 residents has an abundance of character, in its architecture, its residents and in its amenities. She said, St. Joseph is uncommon — from its pioneering and rebellious history, to its entrepreneurial spirit of yesterday and today.

“St. Joseph has much to be proud of,” Bailey said. “Our city has such talented residents, there was no reason to look elsewhere or hire a marketing firm from another city. Who else knows our community better than St. Joseph natives, or transplants who have moved here? No one else should tell our story. And when it came time to spend money with vendors, it was very important to the group to keep the business all local.”

All are invited to see campaign materials at www.uncommoncharacter.com and follow its social media channels on Facebook, Instagram and Twitter. Residents are encouraged to participate in the campaign by suggesting people, places or things to be featured as “Made with Uncommon Character” and to use #uncommoncharacter on social media. A chance to place submissions is on the website.

Ravenwood man charged in fatal Nodaway County crash

A 71-year-old man is facing a charge of involuntary manslaughter after a farm vehicle crash earlier this year near Parnell.

Marlin Meyer of Ravenwood was charged with the class C felony Wednesday in Nodaway County.

According to the Missouri State Highway Patrol crash report, on April 24, Virgina Burns, 60 of Parnell was driving a 2001 Tahoe southbound on MO 46 and Meyer was driving a 2011 Case IH Steiger northbound. The patrol said the crash took place around 5:40 a.m. when the farm implement being pulled by the tractor crossed the center line of the roadway and Burns’ vehicle hit the implement. Burns was pronounced dead at the scene.

According to a grand jury indictment, Meyer is accused of driving his farm implement on the highway blocking both lanes of traffic which resulted in Burns’ death when her vehicle hit the implement.

Nodaway County Prosecuting Attorney Robert Rice said the charge against Meyer comes after a three-month long investigation and communication with the victim’s family.

“The amount of investigation we put into it to make sure we knew what we thought we knew,” Rice said. “Also, speaking with the family of Virginia and letting them know what we wanted to do…They’re supportive of our efforts to pursue the charges.  More than anything, I just wanted their blessing.”

Meyer was arrested Wednesday and is currently out on $10,000 bail. An arraignment has been scheduled for September 11.

The prosecutor’s office said, if convicted, the range punishment for a class C felony is imprisonment for three to 10 years; or by a fine not to exceed $10,000 or both.

Two plead guilty in mail-theft scheme using mailbox master key

Two Kansas men pleaded guilty this week to taking part in a scheme to steal mail using a counterfeit mailbox master key. Shalan D. Hiatt, 38, Wichita, Kan., pleaded guilty to one count of mail theft and one count of possession of a counterfeit mailbox master key.  Jason A. Farner, 33, Leavenworth, Kan., pleaded guilty to two counts of mail theft.

In their pleas, they admitted they were members of a group of people in Wichita who stole mail containing checks and forms of identification by using stolen and counterfeited mailbox keys, U.S. Attorney Tom Beall said. They obtained checks and forged checks that they passed, or attempted to pass, at Wichita banks.

Hiatt admitted to using a counterfeit mailbox key to steal money orders from a mailbox at Pawnee and Elizabeth streets. The victim mailed money orders to pay for rent and other bills. Farner admitted obtaining money orders mailed at a collection box at 2510 S. Elizabeth. He wrote his name over the payee’s name in order to cash the money orders.

Sentencing for both defendants is set for Oct. 19. Hiatt faces a maximum penalty of five years in federal prison and a fine up to $250,000 on the mail theft count and up to 10 years and a fine up to $250,000 on the other count. Farner faces up to five years and a fine up to $250,000 on both counts.

Beall commended the U.S. Postal Inspection Service, the Wichita Police Department, the Sedgwick County Sheriff’s Office and Assistant U.S. for their work on the case.

The owner of a hunting guide company in southeastern Kansas pleaded guilty and was sentenced Wednesday for violating state and federal laws while taking clients on hunting trips, U.S. Attorney Tom Beall said.
