Suspect jailed for 2015 shooting that killed 5-year-old NE Kan. girl

TOPEKA — It has been nearly two and a half years since the police responded to a drive by shooting in the area of SE Golf Park Blvd. and SE Fremont Street in Topeka.

The victim, 5-year old Lily Coates-Nichols, died from her injuries at a local hospital, marking the incident as the 6th homicide of 2015.

Topeka Police Detectives sought the public’s assistance for any information; officer presence was increased for several months following the homicide in an attempt to deter and decrease violent crime in the area and to receive any information possible in developing a suspect or suspects.

Now, nearing the end of 2017,  Detectives have arrested a person of interest in the murder of Coates-Nichols.

Police took Jessie D. Hughes, 21, into custody and transported him to the Department of Corrections on charges of 1st degree murder and criminal discharge of a firearm.

Panel votes to ax Missouri low-income housing tax credits

COLUMBIA, Mo. (AP) – A Missouri panel has followed through on plans to stop issuing state low-income housing tax credits for the year.

The St. Louis Post-Dispatch reports the Missouri Housing Development Commission voted 8-2 Tuesday against the credits. The state still is moving ahead with federal low-income housing tax credits.

Republican Gov. Eric Greitens slammed the program as inefficient. But backers say cutting it could hurt access to affordable housing.

Tuesday’s vote came just hours after Greitens appointed two new members to the commission who then voted to ax the state tax credits. The appointees are Craig Porter and John Scariot.

Porter is a residential developer and gave $10,000 to Greitens’ campaign. Financial services officer Scariot gave $100 to Greitens’ campaign and previously volunteered at the veterans charity Greitens founded.

Several arrested after Drug Strike Force investigation

After a six month Drug Strike Force investigation, several arrests were made on Tuesday.

Drug Strike Force members and the St. Joseph Police Department Street Crimes Unit and Patrol executed the arrest warrants after the investigation into the distribution of illegal prescription pills and heroin.

According to Buchanan County Sheriff Bill Puett, of the 12 drug investigation arrest warrants issued, eight are in custody and four are still being sought. With the eight drug investigation arrests, 24 other wanted individuals were arrested for a total of 34 outstanding felony arrest warrants.

The arrests Tuesday also led investigators to four new felony drug investigations, two state fugitives from justice and one federal fugitive from justice.

Feds paid to settle lawsuit by NE Kan. college student who reported rape

LAWRENCE, Kan. (AP) — The federal government paid $13,000 to settle a lawsuit filed by a former Haskell Indian Nations University student who claimed she was raped at the school.

The Lawrence Journal-World reports it obtained a settlement agreement Monday.

The woman filed a lawsuit in 2016. She said she was raped in 2014 by two male students in a Haskell dorm. Among other things, she contended the university, which is Lawrence, retaliated against her after she reported the alleged rapes. She also alleged the school unlawfully released her private records.

According to the agreement, the federal government, which operates Haskell, didn’t admit any wrongdoing.

The woman’s attorney, Dan Curry, said she is “content” with the settlement and plans to re-enroll in at Haskell in the spring.

Maximum sentence for Mo. man who photographed nude children

RAYTOWN, Mo. (AP) – A Raytown man who photographed nude children and posted the pictures online has been sentenced to 20 years without parole in federal prison.

Twenty-year-old Cody Davidson was sentenced Tuesday for distributing child pornography on the internet. He will be on supervised release for the rest of his life after he is released from prison.

Prosecutors say Davidson took pornographic pictures of two girls, one 7 and the other 8, and posted them on social media.

Federal agents in Boston found some child pornography images online and traced some of them to Davidson.

Investigators found more than 2,000 still and video child pornography images on phones taken from Davidson’s home.

St. Joseph man dies after 3-vehicle crash with a dump truck

DONIPHAN COUNTY — A St. Joseph man died in an accident just after noon Tuesday in Doniphan County.

The Kansas Highway Patrol reported a 2005 Ford Sedan driven by Denzel Deion Chilcoat,
22, St. Joseph, was westbound on Roseport Road just outside Elwood. The driver failed to yield at the stop sign at Kansas 238.

The Ford entered the intersection and was struck broadside by a northbound 2008 dump truck driven by John Charles Davis, Jr. 43, Oregon, Missouri.

Both vehicles entered the southbound lane. A southbound 1997 Ford pickup driven by Timothy K. Sherican, 55, St. Joseph, collided with the other two vehicles.

Chilcoat was pronounced dead at the scene and transported to Frontier Forensics.

Davis and Sherican were transported to the hospital in St. Joseph.

None of the drivers were wearing a seat belt, according to the KHP.

Mo. gas station manager pulls gun to stop would-be robbery

SPRINGFIELD, Mo. (AP) – Springfield police say a robbery was thwarted when a gas station manager pulled a gun on an armed teenager and held him until officers arrived.

The Springfield News-Leader reports that the crime happened Dec. 9. A probable cause statement says 18-year-old Anthony Hetherington told investigators he was smoking marijuana with a friend and decided take a BB gun to the gas station. Police say that when Hetherington raised a towel to his face, the manager grew suspicious.

Police say Hetherington raised his shirt to show a gun tucked in his waistband. The manager drew his own handgun. Police arrived to find the suspect lying face-down on the ground with the manager holding a gun to him.

Hetherington is charged with first-degree robbery and free on bond.

Missouri Supreme Court backs Bayer in birth control lawsuit

JEFFERSON CITY, Mo. (AP) – The Missouri Supreme Court has sided with chemical manufacturer Bayer in its fight against a lawsuit over one of its birth control products.

Supreme Court judges in a unanimous Tuesday ruling said a lower court was wrong to deny Bayer’s motion to dismiss out-of-state claims in the lawsuit.

Bayer says the case doesn’t belong in Missouri because only seven of the 92 plaintiffs are from the state. The women sued for alleged medical complications from Essure, an implant that permanently prevents pregnancy.

Judges agreed that the case doesn’t seem to fit in Missouri. They sent it back to the St. Louis Circuit Court to consider the women’s new argument.

Plaintiffs now say the case belongs in Missouri because of clinical trials and a national marketing campaign based in the state.

Deputies arrest NE Kan. man after finding drugs, gun during traffic stop

SHAWNEE COUNTY— Law enforcement authorities are investigating a suspect on drug and weapons charges.

Just after 8p.m. Monday, police stopped a gold Pontiac in the 1600 Block SW 21st Street in Topeka, according to Lt. Colleen Stuart.

During the course of the traffic investigation the driver identified as 26-year-old L’Rico L Faudell was confirmed to have a warrant for probation violation through another county.

He was taken into custody. A small caliber firearm, methamphetamine and drug paraphernalia were located inside the vehicle. Police also  determined Faudell was a felon.

Police transported Faudell to the Department of Corrections on a warrant, possession of Methamphetamine with intent to sell and felon in possession of a firearm.

Saint Luke’s Health System to acquire six Mosaic Life Care facilities in KC

Saint Luke’s Health System, in conjunction with Mosaic Life Care, announced Tuesday it will assume ownership of six Mosaic Life Care clinics in Kansas City.

“Saint Luke’s is committed to providing high quality care to patients across the Kansas City metro in the communities where they work and live,” said Melinda L. Estes, MD, president and CEO of Saint Luke’s Health System. “Acquiring these six facilities will allow us to immediately expand and improve access to Saint Luke’s care for families in the Northland.”

According to a news release, this acquisition represents the latest in a series of strategic expansions for the health system. In the last 24 months, Saint Luke’s has dramatically increased its presence in Kansas City, opening two Saint Luke’s Multispecialty Clinics at Mission Farms and Blue Springs and 13 Convenient Care clinics housed inside Hy-Vee and Price Choppers around the metro. On Dec. 13, Saint Luke’s broke ground on the new Saint Luke’s Rehabilitation Institute designed to be a destination hospital offering the most advanced therapies and equipment for rehabilitation patients in the region.

Tuesday’s announcements pave the way for Mosaic to achieve a tighter focus on delivering health care for the 41-county service area in and around the St. Joseph-based hospital. Mosaic Life Care will continue to grow its local presence and infuse capital into the St. Joseph campus. Several projects are on the docket, including expansion and relocation of its Intensive Care Unit and a greater focus on cancer care and women’s health. Additionally, like its efforts in Kansas City, Mosaic Life Care will continue pursuits to provide innovative health care in its communities.

At this time, Mosaic Life Care will continue clinic operations at the Excelsior Springs and Kearney locations. Financial details of the Saint Luke’s Health System – Mosaic Life Care transaction are not being disclosed.

As part of the transaction, Saint Luke’s will acquire the Mosaic Life Care physicians and office staff at each facility and anticipates little or no impact to employees, which should result in a seamless transition of care for current patients. Saint Luke’s and Mosaic Life Care anticipate the change of ownership to be completed by the end of April 2018.
