Head-on crash kills Milan man

MSHP badge goldA head-on crash in northeastern Missouri Wednesday night claimed the life of a Milan, Missouri man.

A crash report from the Missouri State Highway Patrol says an SUV driven by John Hanen crossed the center line along Missouri Highway 5 four miles south of Unionville at 8pm Wednesday. The vehicle crashed head-on into a semi.

Hanen, 36, was pronounced dead at the scene of the crash. The driver of the semi was identified by the patrol as 35-year-old Mark Phippen of Exira, Iowa. Phippen was not hurt.

Areas of fog with warmer temperatures this morning

weather 2 logoSome areas of fog have cropped up across the region again early this morning, though with temperatures above freezing, icing on bridges and roads should not be an issue this morning. Otherwise, a moderate warming trend will continue this week as temperatures continue to climb through a range more typical of March than January. There is a chance for some rain across the southern and eastern parts of Missouri today, but areas back across west central and northwest Missouri will be dry through the weekend. Here’s the 7-day forecast from the National Weather Service:

City Council hears upbeat audit report, then meets behind closed doors on real estate matter

city of st joseph seal logoThe City of St. Joseph has had a “pretty good year,” fiscally speaking. That’s according to Doug Host of Clifton Larson Allen, the firm that just completed an audit of the city’s finances.

Host offererd City Council members an audit presentation for the year ending June 30, 2016. The City’s revenues exceeded expenditures by $2.1 million, with revenues over budget and expenditures under budget, Host said.

Total general fund revenues exceeded the budget by 3% or $1.4 million. The total current-year espenditures were at 94% of the budget. Public Safety expenses made up the lion’s share of total city spending (about $27 million), followed by general government, highways and streets, debt service, parks and recreation, health and welfare, and public works.

The report says operating revenues for the Sewer Fund increased 16%, while total operating expenses, including depreciation, increases by .04%. Operating revenues for the Mass Transit Fund dropped by nearly 17%.

The City Council took no formal action in its work session Wednesday evening. They then held a special meeting, behind closed doors, to “discuss matters pertaining to leasing, purchase or sale of real estate by a public governmental body.” Officials would not comment on what was discussed, or what, if any action was taken.

Farm tractor rollover kills nine year old

MSHP purpleEUGENE, Mo. (AP) — Authorities say a 9-year-old boy has died after a farm tractor overturned in mid-Missouri.

The Missouri State Highway Patrol says the John Deere tractor was crossing a Miller County pond dam Tuesday afternoon when it went off the side and came to rest on its top. The patrol says Chesney Rush, of Eugene, was pronounced dead at the scene.

The 40-year-old man who was driving the tractor was not injured in the accident.

City to pay for building demolition

Taxpayers in St. Joseph will foot the bill for demolition of an old downtown building. Ironically, some of the money will come from a grant fund intended to help owners of historic buildings repair them.

On Tuesday, the City Council voted to approve spending about $390,000 to demolish the Carpet Mill building at Fourth and Angelique.

Officials say they’ve been trying for get the owner of the building to make repairs for quite some time. Last Summer the building sustained storm damage that made saving the building impossible. Demolition got underway a few weeks ago, but was delayed by utility and hazardous-materials issues. Recent winter weather pushed back the demo until at least next month.

According to City Manager Bruce Woody, after the owner failied to cooperate, the city decided to take care of the costs and then place a lien on the property.

The money will come from the city’s general fund, as well as the gaming initiatives fund and a block grant fund. The gaming initiatives fund supports the Save Our Heritage grant program, an effort to help building owners make repairs to historic buildings.

Savannah voters asked once again to approve sales tax increase

sales taxVoters in Savannah will get yet another chance to increase that city’s sales tax in April.

The Board of Aldermen on Tuesday night approved an ordinance to put a half-cent sales tax increase on the ballot. Voters will also select a mayor and two aldermen in the municipal election.

Voters rejected a similar proposal last November. The local tax has not increased in about 20 years.

City leaders point out that they only receive about two cents of the current tax of about 8.45 cents on the dollar). The proposal on the ballot this spring would increase that to 8.95 cents.

City Clerk Beth Kar on Wednesday was formalizing the ballot language in order to submit the matter to the Andrew County Clerk who will then certify the ballot next week.

“SHALL THE CITY OF SAVANNAH, MISSOURI, IMPOSE A SALES TAX INCREASE OF ONE-HALF OF ONE PERCENT (.5%) FOR GENERAL REVENUE PURPOSES, SPECIFICALLY INCLUDING, BUT NOT LIMITED TO, EMERGENCY AND ADMINISTRATIVE SERVICES?”

If approved by voters, the increase would go into effect on the first day of the second calendar quarter after notice is filed with state Department of Revenue.

The municipal election is April 4. The board on Tuesday agreed to hold a public hearing on March 20 on the tax increase question.

Northeast Kansas man killed in Platte County crash

Platte County Sheriff patch jpgAuthorities are investigating after an Atchison, Kan. man was killed in a crash Wednesday morning in Platte County.

Sgt. Jeffrey Shanks with the Platte County Sheriff’s Office said around 7:37 a.m. emergency personnel responded to a two vehicle crash on MO 92 Highway East of Bethel Road in Central Platte County. He said a 1986 Chevrolet El Camino was traveling east on MO 92 Hwy when the driver lost control of his vehicle, slid sideways and crossed over into the westbound lane of MO 92 Highway. The Chevrolet El Camino was then hit by a 2000 Buick Century that was traveling west on MO 92 Highway. The driver of the Chevrolet El Camino, a 51-year-old man from Atchison, Kan. was pronounced dead at the scene. The driver of the Buick Century, a 33-year-old man from Platte City was transported to a local hospital with non-life-threatening injuries.

Shanks said while a preliminary investigation indicates the weather conditions may have been a contributing factor, the accident investigation is still ongoing and will be conducted by the Platte County Sheriff’s Office Crash Team. The identity of both drivers is being withheld at this time to allow for family notifications.

Two in custody after armed robbery at cell phone store

sjpdAuthorities have booked two people in connection with an armed robbery Tuesday night at a cell phone store in St. Joseph.

Sgt. Kevin Cummings said police got a call around 7:40 p.m. in reference to an incident at Metro PCS located at 3202 S. Belt. A man and a woman allegedly entered the store and both displayed guns and demand money. Cummings said the employees complied. He said, afterwards another employee got a description of the suspects and their vehicle and actually followed the pair for a short while.

The employee returned to the store and gave officers a description. Police then broadcasted the information and the vehicle was located shortly after 8 p.m. in the area of Frederick Ave. and Leonard Rd. by a trooper with the Missouri State Highway Patrol.

Both suspects are being held for investigation of armed robbery. Police said a case is being submitted to the prosecutor’s office for consideration of charges.

The fog will clear up later this morning, though sub-freezing surfaces early this morning will likely make for some slick conditions for an hour or two after sunrise till temperatures warm back up. Otherwise, expect warmer temperatures more typical of March than January to prevail today and into the weekend with a chance of rain arriving Sunday. Here’s the 7-day forecast from the National Weather Service:

Slick conditions causing multiple crashes around St. Joseph

Multiple crashes and cars sliding off the road were reported before 8 a.m. Wednesday.

As previously reported, officials warned motorists of slick conditions and fog early in the morning which already caused multiple traffic incidents by 5 a.m. on I-29, I-229 and 59 Highway.

A wreck was reported on westbound Highway 36 near Stewartsville around 8 a.m. causing traffic delays. A rollover was reported on Jules Street near Hillyard Technical Center around 7 a.m.

St. Joseph Post’s John P. Tretbar was on scene and reported that Jules, along with 36th Street were very slick and the Parkway was hazardous.
