Lawsuit: Asst Secretary of State fired worker after she declined to attend prayer services

Bible-GavelTOPEKA, Kan. (AP) — A former state employee claims in a federal lawsuit that she was fired from her job at the Kansas secretary of state’s office after she declined to attend prayer services in the office.

Courtney Canfield says Assistant Secretary of State Eric Rucker “repeatedly and emphatically indicated a basis for her termination as the fact that, ‘She just doesn’t go to church.'”

The lawsuit names Rucker and the office of the secretary of state as defendants. Canfield’s lawsuit says she declined to attend religious services in the office despite “repeated invitations” to the services.

The secretary of state’s office didn’t return calls seeking comment Wednesday.

St Louis to refund millions in red-light camera fines; no changes expected in St Jo

red light camera featureThe city of St. Louis is taking several very expensive steps after the Supreme Court of Missouri struck down the city’s red-light camera ordinance. Officials in St Joe, where a similar program has been shut down for months, say the ruling won’t change anything right away.

St Louis officials say the city will refund roughly $5.6 million to motorists who paid red-light camera tickets over the past year and a half. The city immediately halted the red-light camera program and dismissed pending cases.

Officials say they are considering the best way to pay back the money and to mull creating a new red-light camera ordinance that passes legal muster.

Refunds only will go to motorists who paid tickets since Feb. 14, 2014. Anyone who paid a ticket before then was eligible for a class-action settlement amounting to about $20 per ticket.

Officials in St Joseph say the city’s cameras, installed at the Belt and Cook Road, and at the Belt and Frederick, will remain turned off as officials study the ruling and the ordinance.

Topeka City Councilwoman: “We’ve got too many naked people running around”

Topeka cityTOPEKA, Kan. (AP) — The Topeka City Council has approved an ordinance that bars public nudity in most places, but allows exceptions for breast-feeding mothers and children under age 5.

The measure approved Tuesday makes public nudity a misdemeanor punishable by a fine between $1 and $499 and a jail term of up to 30 days. Acting city attorney Mary Feighny says under the new rules, the city wouldn’t prosecute someone who was naked in their own yard.

Councilwoman Sylvia Ortiz said the city needed to take action against public nudity, because “we’ve got too many naked people running around, and it’s not the same person.”

Councilman Jeff Coen sponsored the proposal and said it was based on a similar nudity ban implemented by another city.

Theater chain searching patrons’ bags and purses

Regal Theaters logoThe country’s largest theater chain is now searching bags and purses of its customers after two separate movie theater attacks this summer.

Regal Cinemas has started checking bags at all of its theaters, including those in St Joseph.

The move comes amid a larger debate about safety measures that has provoked calls for metal detectors and armed guards. According to the Hollywood newspaper Variety, most major exhibitors have not followed suit. National Amusements has banned backpacks in its theaters.

On its website, Regal acknowledged that the move could inconvenience some customers but said in a statement: “Security issues have become a daily part of our lives in America. Regal Entertainment Group wants our customers and staff to feel comfortable and safe when visiting or working in our theatres.”

Officials at the St Joseph facility confirm they are observing the national policy to check patrons’ bags.

Senator Schaaf pledges to block stadium funding in Saint Louis

Senator Rob Schaaf
Senator Rob Schaaf

State Senator Rob Schaaf has repeated his pledge to block any attempt to make bond payments for a new football stadium in Saint Louis…unless the bonds are approved by the legislature or a vote of the people.

The Saint Joseph Republican says that is a warning to anyone who might consider buying those bonds.  “The bond issuers have a fudiciary duty to notify potential bond-buyers that legislators are planning to block the appropriation,” Schaaf said.

Schaaf and senator Ed Emery of Lamar say they are both willing to filibuster, if needed, to keep that debt from being paid. Supporters of the nearly $1-billion stadium say it’s needed to keep the Rams in Saint Louis, or to attract a new team if the Rams move back to Los Angeles.

Protesters arrested after officers shoot armed suspect

St Louis Police patchST LOUIS, Mo. (AP) — The St. Louis police chief says nine people have been arrested and officers have used tear gas to clear a street amid protests after an armed 18-year-old was fatally shot by police.

Police Chief Sam Dotson said at a news conference late Wednesday night that protesters who were blocking a street also threw glass bottles and bricks at officers.

Dotson says the protesters ignored requests to clear the street and inert smoke was deployed.

He says that had no effect, so police then used tear gas after giving warnings over a loudspeaker.

Dotson says a car was set on fire nearby and police were responding to reports of burglaries in the area.

Police say the 18-year-old was fatally shot after he pointed a handgun at officers.
